But let’s first find out where the statement above comes from. Article 4 of Federal Law No. 5 tells us about this back in 1993, which also indicates on which website the changes are published.
In turn, Article 4 of the same law prescribes that only after 10 days of publication such new laws come into force. The Code of Administrative Offenses of Russia is amended by federal laws.
Article 6. Federal constitutional laws, federal laws , acts of the chambers of the Federal Assembly come into force simultaneously throughout the entire territory of the Russian Federation after 10 days after the day of their official publication , unless the laws themselves or acts of the chambers establish a different procedure for their entry into force.

The law stipulates that small passengers must be in special car seats that are properly secured and can save the child’s life in case of unforeseen situations.
Types of punishment: driver – 3,000 rubles; manager, this also includes a taxi - 25,000 rubles; carrier company – 100,000 rubles.
Safety belt
If you do not fasten your seat belt, the risk of injury in an accident increases several times, which can sometimes be fatal. That is why in this matter it was decided to increase and increase the amount of the fine in order to at least somehow protect drivers and teach them to be more careful and attentive to their lives. Unfastened seat belt – 1,000 rubles. Unbelted child – 3,000 rubles. Unbelted adult passenger – 1,000 rubles.
Driving while drunk
This is one of the problems that our authorities have been facing for years, increasing punishment every year. After all, it is precisely such a driver who poses a terrible danger on the road, which can subsequently lead to the death of innocent people. Today, according to the law, the inspector has every right to ask to undergo an examination if the driver shows signs of drinking alcohol, that is, unclear speech, the smell of alcohol, excessive aggressiveness, and if this is confirmed, the motorist may even lose the right to drive a car. As for punishment, the following changes are noted.
Driving a car by a drunk driver or transferring control of a car to a drunk driver - 30,000 rubles, if this is a repeated violation, then 50,000 rubles.
Driving by a drunk driver without a license or deprived of one - 30,000 rubles or arrest for 15 days. Drinking alcohol after an accident – 30,000 rubles or deprivation of rights for 2 years.

You will always find the procedure for appealing a traffic police fine on the back of the decision. According to the law, this cannot be done officially via the Internet, although the traffic police website accepts complaints as a gesture of goodwill, but some are refused and asked to be addressed officially. Therefore, you should always remember that according to the law you are given 10 days to file a complaint, the period for consideration of electronic appeals is 30 days (plus 3 days for receiving appeals). This means that if the traffic police refuses to consider your complaint (and does so on a legal basis), then the period for the general appeal procedure will have already passed.
