What is a vehicle inspection report for registration and repair?

What to pay attention to

The requirements for filling out the act are standard.
The act must meet the requirements of business turnover, namely, contain:

  • information about the condition of the machine - the degree of wear of components, visible damage, identified malfunctions;
  • number in accordance with the business rules adopted by the organization;
  • composition of the commission and information about the qualifications of its experts;
  • odometer reading;
  • vehicle identification data - license plate number, make, model, year of manufacture, type of vehicle (passenger car, truck, special equipment), body type and number, number and displacement of the power unit, chassis markings;

What documents are needed to fill out the form?

Exemption from payment of transport tax

After purchasing a car, you must take care of registering it and register it with the traffic police department 10 days in advance. In order to successfully complete all procedures, you should collect a certain list of documentation, which includes an inspection report for the vehicle (VV).

Procedure for registration A similar document is also needed by the insurance company to calculate the damage caused after an accident and when selling a car. The act is issued by the traffic police department regardless of the place of registration of the applicant and is drawn up in the presence of a technical foreman and a representative of the government agency. Validity period −1 month. If there are errors or inaccuracies, the act will have to be drawn up again.

Below are the basic rules for correctly filling out the document, which must be followed.

Important Based on it, the person will receive payments from the insurer. Car repairs are stopped to carry out the procedure.

The inspection is carried out according to the same scheme as the first time. Necessary documents Before contacting an independent expert to obtain a certificate, you must prepare a package of documents in advance.

It includes:

  • a statement in the form established by the state;
  • all documents for the vehicle;
  • power of attorney (if the car is on a power of attorney);
  • personal documents of a person;
  • tax receipt;

An important procedure for state registration of a vehicle (VV) is its examination, because it is important to determine:

  • no violations in the design;
  • compliance with the law;
  • Identity of data from the applicant with valid information about the chassis number, VIN number, body information;
  • light transmission coefficient for glass;
  • compliance with GOST lighting devices;
  • availability of a first aid kit and fire extinguisher;
  • the owner has documents for gas equipment (if any);
  • absence of a vehicle in the database of stolen cars with violations.

This option does not apply to drivers with disabilities of groups 1 and 2 when recorded on cameras and to women with children under 12 years of age. The option of non-payment of a fine is permitted only by the court. To resolve the issue in court, fines must be paid

Attention A positive solution in this case would be to use Article 2

This happens if you do not go through the vehicle registration procedure. Its cost is 500 - 800 rubles, in case of non-payment the figure increases to 5000 rubles.

To do this, you need to provide an official document about the actions of the police. Without her, the prosecutor's office will help. Another way to prove that you are right is to go to court after the examination has been carried out.

To do this, you should definitely obtain an official final conclusion, and check the presence of a mark on the examination in the car’s passport. The examination is carried out by any specialized government organization that has been certified for this right.

To do this, you need to have the appropriate knowledge, permits, and material and technical base.

Each vehicle is inspected from time to time and a special report is drawn up based on the results of this procedure.

Vehicle inspection is required in a variety of situations. In contracts of sale, rental, leasing - so that the parties can ensure the proper technical condition of the car, in case of accidents and accidents - to certify various damages or their absence, as well as when registering a car with the traffic police and issuing a compulsory motor liability insurance policy.

To fill out an application to register a car with the traffic police, you will need the following documents:

  • Identity document (passport);
  • Vehicle passport;
  • Application form for vehicle registration.

When submitting an application to the traffic police, you will also need a receipt for payment of the state. duties, car purchase and sale agreement, MTPL insurance.

A completed vehicle inspection report has a limited validity period, which is thirty days (according to the administrative regulations of the Ministry of Internal Affairs of Russia, clause 41).

How to compose correctly

What to do if the car purchase agreement is overdue

To draw up a sample of a single inspection report, you will need to contact the traffic police or MREO at your place of residence or actual location of the car. The application must indicate the reasons for receiving such a form.

Also, to pick up the certificate you need to have with you:

The car is inspected by authorized inspectors, and then a report is drawn up according to a standard sample.

The form can be completed by hand or typewritten. Leaflets can be regular or with the company logo. Note that the number of copies should be the same as the number of people conducting the inspection.

Please note: if an example of a single inspection report is generated at an enterprise, you will definitely need to certify the fact of its creation in the production log. The catalog includes the day, month and year, as well as the place where the form was drawn up

Afterwards, the official paper is handed over to the employee who is responsible for storing the documentation.

What is the difference between an inspection report and an inspection report?

Previously, the inspection did not require the preparation of official papers, but the new regulations provide for the written recording of the procedure and its results, since the discovered facts and objects may appear as evidence. Paragraph 200 of the Administrative Regulations stipulates exactly what data the traffic police officer is required to include in the inspection report of the vehicle and cargo:

  • Time and place of registration, details of the inspector performing the inspection;
  • Information about the persons present during the examination (full name, contact information). Since the presence of witnesses is not necessary, then, apparently, this means passengers or the patrolman’s partner;
  • Vehicle and cargo data, including markings, quantity and other information.

Inspection signatures

After determining the technical condition of the car, all the necessary data is entered into the report. He signs:

  • car owner;
  • members of the commission (witnesses);
  • the specialist who performed the maintenance.

Under each signature there must be a transcript indicating the full name. In some cases, the passport details of witnesses are indicated. Persons representing the interests of law firms certify signatures with seals. The number of copies of the act depends on the number of commission members who may need it.

Inspection of special equipment in 2021: inspection of tractors, self-propelled machines

The rules and procedure for the technical inspection of self-propelled vehicles, which includes tractors, road construction and other machines, including off-road vehicles with internal combustion engines with a volume of less than 50 cubic meters and trailers for them, are determined by a separate decree of the Government of the Russian Federation (dated November 13, 2013 No. 1013). Technical inspection of self-propelled machines and tractors is carried out by state technical supervision bodies. For this type of equipment, the rules are somewhat different from those established for cars.

What Gostekhnadzor checks

In accordance with Resolution No. 1013, the procedure is carried out by Gostekhnadzor. The inspection includes checking:

  • documents;
  • fact of payment of state duty;
  • compliance with the data specified in the documents (machine identification);
  • technical condition (except for cars less than 1 year old).

Inspectors check:

  • windshield (cracks on the driver's side are unacceptable);
  • trailer side locks;
  • residual height of lugs (for tracked vehicles - at least 1 cm) and tread of trailer wheels (at least 1 cm);
  • caterpillars - for the presence of cracks and disks - for the presence of welds;
  • caterpillars - for chain sagging (no more than 65 mm);
  • exhaust smoke level;
  • mudguards and mudguards (absence is unacceptable);
  • protective covers of rotating and moving mechanisms;
  • fixing control levers;
  • battery compliance.

All requirements are fixed by the provisions of GOSTs, non-compliance with which threatens with refusal to issue a diagnostic card. Gostekhnadzor disseminates information about the technical inspection of self-propelled vehicles and the timing of its implementation through its regional websites.

Passage order

The technical inspection of special equipment is carried out in the generally accepted manner:

  • Documents are being checked.
  • The numbers are checked.
  • The technical condition is checked.
  • Documents are being drawn up.

As a result, the owner is issued a document confirming the completion of the established sample (certificate). If deficiencies are identified, a simple technical inspection report is issued. 20 days are given for correction, and then only non-compliant parameters are checked.

Where to get a technical inspection

Maintenance is carried out at times and places determined by the Gostekhnadzor bodies of the constituent entities of the Russian Federation. The place where tractors are inspected is assigned based on the frequency established by the rules, the number of registered vehicles, their actual location and seasonality of use. Information is given on the official website. The procedure does not depend on the place of vehicle registration and can be performed:

  • at the location of the Gostekhnadzor body;
  • at the location of the equipment.

Maintenance is planned from February to August inclusive. When choosing a date and time, weather conditions, the availability of specialists and the corresponding material and technical base are taken into account.

For seasonal special equipment, maintenance periods are set 15 days before the start of a certain type of work, and for agricultural transport - from February to June inclusive.

Frequency of the procedure

The frequency of inspections of self-propelled vehicles depends on the number of seats in them. Resolution No. 1013 defines the following time periods:

  • off-road vehicles intended to transport 8 or more passengers - once every six months;
  • all others, including self-propelled vehicles and tractors - once a year.

The loader must undergo technical inspection after three years from the date of manufacture, since it belongs to the category of special vehicles weighing up to 3.5 tons.

Documents for tractor maintenance

To carry out a technical inspection on a tractor, the owner must provide the following documents:

  • your civil passport or other identification document;
  • power of attorney or document confirming the right to drive a vehicle and undergo maintenance;
  • registration certificate;
  • receipts for payment of duties and environmental fees.

Tractors and other equipment are provided for technical control in good technical condition and must have standard license plates.

Managers of enterprises and organizations operating special equipment must present:

  • owner tax calculation;
  • a document certifying payment of tax or exemption from it;
  • payment order for payment for the emission of pollutants or a document certifying exemption from payment.

Price

The MOT price for a specific client depends on the type of vehicle and the subject of the Russian Federation in which the inspection is carried out. For detailed information, you can contact your regional technical supervision authority. According to the Tax Code of the Russian Federation (part 41.2 of article 333.33), the state duty for tractor and trailer maintenance is 400 rubles.

Pre-trip control

If the vehicle belongs to a legal entity and regularly goes on trips to transport cargo or people, then such a vehicle must be inspected before leaving. These requirements are regulated by traffic regulations.

Since the responsibility of a driver transporting people or expensive cargo is great, companies try to avoid the additional risk associated with vehicle malfunctions. If the pre-departure inspection was not carried out, the company may be fined by law enforcement agencies.

Checking a car is quite quick, it includes the following steps:

  • checking the quality operation of all lighting devices, lights and signals;
  • Do the wheels comply with the standard: tire pressure, tread;
  • the performance of the braking system is assessed;
  • Steering play measurements are carried out.

When the car passes the inspection, the specialist will put permission to work on the waybill.

If an accident suddenly occurs and it turns out that the car was not thoroughly inspected, the specialist responsible for the inspection will receive punishment.

Required documents to obtain a vehicle inspection certificate

In order to receive a vehicle inspection document, the traffic police officer must provide:

  1. Application of the established form with a record of the completed reconciliation of registration numbers.
  2. Vehicle registration certificate.
  3. OSAGO insurance.
  4. Applicant's passport.

If instead of the owner all actions are carried out by his representative, the document must contain the details of his passport, power of attorney and registration address.

Receiving a refusal to register even if there is an inspection report is possible under the following circumstances:

  • identifying inaccuracies in vehicle data with the information specified in the registration certificate;
  • detection of vehicle non-compliance with road safety requirements;
  • the presence of prohibited additional equipment on the car - (“knuckle guard”, tinted glass trim, power body kit, etc.), if this information was not reflected in the document.

Video about car registration

The vehicle inspection report is a mandatory document that is required when registering a car, performing registration actions, selling a car, and calculating damage incurred in an accident. To undergo the inspection procedure, the car owner must drive up to the traffic police department with a full package of documentation.

Vehicle check

There are mandatory checks that are carried out when:

  • change of owner (purchase and sale, pledge);
  • purchasing an insurance policy;
  • the departure of vehicles belonging to enterprises for flights;
  • setting a repair date.

Unscheduled checks are carried out as needed:

  • fault detection;
  • occurrence of an insured event;
  • traffic accident.

Inspections can be carried out daily, monthly, or once a year. The result of each of them is a vehicle inspection report, which is drawn up by a specially appointed commission.

Requirements for filling out the act

To complete this procedure, you must first conduct a technical inspection with the involvement of qualified specialists. These could be traffic police officers, traffic police technicians, staff specialists at service stations, and others. This is the standard procedure used for all vehicle registration activities, including:

  • Registration of the car with the state;
  • Removal from state registration;
  • Buying/selling a car, etc.
  • Gearbox condition.
  • Appearance and presence of body damage.
  • Information about the salon.
  • Condition of car wheels and axles.
  • Condition of headlights, glass, electronics, etc.

At the end, the experts write down a general conclusion, where they give their own assessment of the condition of the car. Such information helps those who are not well acquainted with vehicle design features and safety requirements. The assessment may be unsatisfactory, then the car will not be able to be registered with the state and obtain permits. Specialists can also identify the condition of a new car, then no difficulties with further operation arise.

Purpose of a car inspection report

Typical situations when a vehicle inspection report may be required:

  • when going through the procedure of registering a car with the traffic police;
  • when determining the degree of damage caused as a result of an accident;
  • when the personal data of the owner of the car changes;
  • when identifying the degree of wear of the vehicle;
  • when carrying out technical inspection of vehicles;
  • when taking out a compulsory motor third party liability insurance policy;
  • when applying for a voluntary motor third party liability insurance policy;
  • when making adjustments to registration data, etc.

Very often, this document is drawn up before concluding a contract for the purchase and sale of a vehicle, renting it out or leasing it. This is done in order to convince the parties to the agreement that the object of the transaction is in proper technical condition. In cases such as, for example, restoration of car registration papers, loss/replacement of a car license plate and some other situations, an inspection report is not required.

When is a vehicle inspection necessary?

It is necessary to determine the actual condition of the car by drawing up a report in the following cases:

  1. if you need to determine the size and nature of damage, compare the condition of the car before and after the accident;
  2. if an inspection is required to complete a purchase and sale transaction, since the buyer has the right to know about all the shortcomings of the car;
  3. if you need to assess the actual wear and condition of the vehicle as part of a scheduled or extraordinary inventory, make a decision on repair or write-off of the vehicle;
  4. if it is necessary to prepare evidence for court (for example, when filing a claim for damages);
  5. if you need to confirm or refute the quality of repair and restoration work.

This is not a complete list of situations when you cannot do without inspecting and diagnosing a car. There are also cases where the inspection will be carried out as part of official procedures. For example, based on the results of the survey, the appraiser will draw up a report on the market value of the car or damage.

Inspections are also carried out by accredited bodies and laboratories when it is necessary to confirm safety when making changes to the design of the vehicle. But in these procedures, the acts will be an intermediate document on which conclusions and reports are drawn up.

Who has the right to inspect the car and draw up a report after an accident?

The main purpose of inspecting a car after an accident is to assess the extent of damage in order to calculate the cost of compensation by the insurance company. These procedures can be carried out by:

  1. Insurance company specialists.
  2. Independent expert appraisers.

After an accident, the owner of the car must contact the insurance company and notify it about the insured event, for which he must provide the following documents:

  • statement;
  • notification of an accident (the form is usually issued along with insurance);
  • Russian passport;
  • a certificate of an accident and a copy of the accident report, if the incident was registered through the traffic police.

When choosing an independent appraiser, you should pay attention to the following factors:

  • The technician must be certified for this type of work. This fact can be verified by finding its data in the register of licensed appraisers on the portal of the Ministry of Justice of the Russian Federation;
  • in his work, an independent appraiser technician must be guided by the following regulations: a methodology for assessing the residual value of vehicles taking into account the technical condition, Federal standards for assessing damage caused, RF PP No. 263 of 05/07/2003, Federal Law No. 135 of 07/29/1998;
  • the expert must not be in partnership with the insurance company.

Required documents

In order to conduct an examination after an accident, you must have the following documents on hand:

  • statement;
  • Russian passport;
  • car insurance;
  • other documents for the car (PTS, STS);
  • power of attorney for the vehicle, if it is on a power of attorney.

Drawing up an inspection report

The place and time of the examination conducted by the insurance company is communicated in advance to all interested parties. The owner is obliged to deliver the car to the inspection site at the appointed time, and if the vehicle cannot be transported, the inspection is carried out at its actual location.

To draw up a report, the technician completely inspects the vehicle, and any damage found is included in the technician’s notes and is also recorded in photographs from several angles. The inspection is carried out at the service station during daylight hours. The technician must inspect the driver's seat, take fingerprints from the steering wheel and gearbox, and take photographs of these places. The report also includes data on the condition of the car seat covers, the presence of blood stains in the interior, and minor damage to the steering wheel and dashboard. The appraiser is required to examine hard-to-reach areas of the car using an endoscope, as well as check all internal systems of the vehicle.

The inspection report can be drawn up in free form, since there is no established form provided by law, and may also vary slightly depending on the purpose of its creation, but for insurance companies it always contains information such as:

  • date, place and time of drawing up the document;
  • reasons for conducting the examination;
  • information about the vehicle;
  • detailed description of the damage;
  • information about the actual condition of the car;
  • personal data about persons participating in the examination procedure.

Upon completion of the inspection, the appraiser must familiarize those present with the results of his work, as well as answer any questions of interest. After which the document is signed by a specialist, the owner of the vehicle, witnesses (if any), and the organization’s seal is affixed.

How long after an accident should a car be inspected?

As the tenth paragraph of Article No. 12 of Federal Law No. 40 “On compulsory civil liability insurance of vehicle owners” states, the insurer must inspect the vehicle within five days from the date of receipt of the application for the occurrence of an insured event.

Instructions for filling out a vehicle inspection report

Of course, everyone draws up a document depending on the specific situation. But you can take a template as a basis, to which, if necessary, you are allowed to make certain additions. For an example of filling, you can consider inspecting the vehicle of a company that provides transportation services:

  1. First you need to indicate the name of the organization. Next is the act number. This number is assigned by the company's internal document flow.
  2. The city of registration and date are indicated;
  3. Below is a list of the specialists present who inspected the vehicle. As a rule, in organizations these are employees, so not only their full names, but also their positions are indicated.
  4. Then information about the car that is subject to inspection is entered. It is necessary to provide as detailed information as possible so that the vehicle can be identified without problems. There are no mandatory requirements here. It is necessary to indicate everything that the owner considers important.
  5. The following is information about the inspection itself. It is necessary to enter detailed information about each component and unit of the vehicle.
  6. A list of faults that were detected during the test is indicated. If specialists can determine the cause of the problems, they are also recommended to be prescribed. In addition, recommendations for troubleshooting are noted.
  7. Below the commission writes a general conclusion about the state of transport. Essentially, this is a conclusion about whether the car can continue to be used.
  8. Next, the document must be signed by all members of the inspection team. If someone does not want to sign a release to continue using the machine, they may have good reasons for this. They must also be specified. It is possible that the head of the company will order a second, more thorough inspection.

If we consider the same company, then after inspection and drawing up a report, you need to make a corresponding note in the accounting journal. Usually the date of registration of the act and the number that was assigned to it are written.

In an organization, such acts are kept by the responsible employee for five years. Although this period may be extended if required by the company's regulatory documents.

What is a vehicle inspection report and why is it needed?

A technical inspection report is a document containing detailed information about the technical condition of the machine. The obligation to undergo maintenance is assigned to all car owners. During instrumental control the following are checked:

  • body condition;
  • car equipment;
  • electrical serviceability;
  • year of manufacture of the vehicle;
  • VIN codes on the body.

Car owners receive an inspection certificate after visiting a service center, which indicates the compliance of individual parameters with standards.

If faults are identified, the vehicle owner is given 20 days to eliminate them. Based on the results of the control, a diagnostic card is issued, which lists all the parameters that were used to check.

A technical inspection of a machine is required for various reasons. In some cases, the procedure is performed one-time, and in others – on an ongoing basis. The need to draw up an act arises when:

  • car rental;
  • registration of purchase and sale;
  • registration of the vehicle with the traffic police;
  • registration of a compulsory motor liability insurance policy;
  • after an accident (to determine the severity of damage and the amount of insurance payments).

If the basic parameters of the vehicle comply with the standards, then the risk of getting into an accident is sharply reduced. Since January 2012, changes have been made to the law on vehicle inspection. The maintenance certificate and certificate are now needed exclusively to obtain an MTPL policy. In the absence of documents, a ban on operating the machine is imposed. Violation of the rules is fraught with administrative, and in some cases, criminal liability.

Rules and features of drawing up an act

There is no form established by the legislation of the Russian Federation for passing a vehicle inspection. Therefore, both a handwritten and printed act has legal force.

Sample vehicle inspection reportIf the procedure is performed by government employees, then the car owner is given a printed form with all the necessary fields that need to be filled out.
The act states:

  • place (region, city) and date of document preparation;
  • the composition of the commission performing the inspection, indicating the full name and specialty of each;
  • basic parameters of the car - make, body type, engine number and power, body color, license plate number and production date;
  • information about identified problems and damage;
  • information about the compliance of VIN codes on the body and license plates with the data specified in the registration certificate;
  • a specialist’s conclusion on the technical condition of the machine, the possibility of its further operation;
  • signatures of all commission members.

The inspection scheme depends on the organization that undertook the procedure. During instrumental diagnostics, the following is monitored:

  • performance of lighting devices;
  • bottom condition;
  • serviceability of the parking brake;
  • steering gear play;
  • performance of the braking system, etc.

Documentation
If the procedure is performed by an insurance company, the car owner is given in advance a list of necessary documents, a sample application and a form for drawing up the report.
