In what cases is this necessary?
A vehicle (VV) is deregistered in the following situations:
- The motorcycle was in an accident and cannot be restored. Or it is possible to carry out repairs, but this will entail replacing most of the structural parts. As a result, a new mechanism will emerge that is difficult to legitimize. Therefore, the motorcycle must be deregistered.
- Hijacking. In the event of a vehicle theft, the victim writes a statement to the police and after filing a case, if the motorcycle has not been found, the vehicle can be deregistered.
- When disposing of a vehicle, the vehicle is worn out and cannot be restored. The motorcycle was registered for a limited period. For example, a person came to the Russian Federation for a while, purchased an iron horse, exploited it, and before leaving abroad, deregistered the vehicle.
- The motorcycle was sold, but for some reason the buyer did not re-register the vehicle in his name. The former owner is obliged to wait 10 days from the date of the transaction. If, after time has passed, the new owner has not contacted the traffic police, the seller has the right to deregister the vehicle independently.
- Export of motor vehicles outside the Russian Federation. In this case, the motorcycle must be deregistered and the license plates must be submitted to the traffic police. In return, the owner of the vehicle receives plates with the inscription “Transit” and has the right to transport his vehicle abroad.
- Death of a motor vehicle owner.
- Termination of the activities of the legal entity for which the vehicle is registered.
- If the motorcycle is leased and the contract was terminated upon expiration (Order of the Ministry of Internal Affairs of Russia No. 605, clauses 60.1 - 60.9).
Deregistration of a motorcycle: procedure, documents
It is widely believed that deregistration of a motorcycle is carried out under two circumstances: moving to another country and disposal, but this is not entirely true.
A motorcycle, like a car, is considered a full-fledged vehicle in the rules and regulations, which means that the same conditions apply to it as to a car.
What rules govern the corresponding process and how to carry out the procedure correctly will be described in detail later in the article.
The RF decree of 2013 regulates in detail the conditions when it is necessary to remove license plates:
- Total death. Those. getting into an accident and being rendered completely unusable. This means that the motorcycle cannot be restored. The frame, components and assemblies cannot be replaced without completely updating all structural parts. In other words, the repair can be done, but the result will be a different motorcycle, unrelated to the previous vehicle. There is only one way out - to deregister after receiving a notification from the insurance company;
- Hijacking. After a statement and initiation of a criminal case, after a few months you can deregister the vehicle and cancel the registration of license plates;
- When disposing of vehicles - due to wear and tear, accidents (cannot be restored);
- The motorcycle was registered for a certain time. The deadline has passed - we need to rent the rooms. For example, a motorcycle was purchased by a foreigner temporarily, for the period of validity of the employment contract. In order to avoid paying import duties, it is easier to carry out temporary registration and remove the license plates after a year;
- The motorcycle was sold , but the buyer refused to receive transport. Within 10 days from the date of conclusion of the transaction, the seller has the right to apply for cancellation of registration. A note is made in the records regarding the seizure of license plates (after submitting the necessary documents). It is necessary to deregister the motorcycle upon sale within a period not exceeding the same 10 days (if the seller does not object to the transfer of the vehicle);
- The car is registered with a leasing company , but the lessee refuses to comply with the terms of the agreement. The company has the right to demand cancellation of registration provided that the numbers are provided for an unlimited period;
- In case of a change of residence - when the owner moves (along with personal transport) to another country. You must submit license plates to the registry where the motorcycle was delivered, and in return receive special transit plates (valid for a certain amount of time - after leaving, they must be removed and replaced with local plates; the records will be kept by another state).
It is important not to miss the above reasons. In accordance with the traffic rules, the inspector has the right to stop the motorcycle and seize it.
The reason is that the motorcycle is illegally used by the owner as a vehicle, license plates are subject to confiscation. In this case, the car may spend a long time in the impound lot until the registration issue is resolved.
Resolving all documentary issues will ultimately result in a significant fine and bill for the owner for being in the storage area.
How to deregister a motorcycle?
The owner is sent to the territorial authority where the numbers were obtained. Since 2014, the rules have changed and can be issued anywhere (where the nearest traffic police vehicle registration center is located).
How to remove numbers from the database:
- personal appearance, with the necessary documents attached;
- You can fill out an online application on the official website of the State Services.
Cancellation of a number and removal from the database via the Internet:
- through an authorized personal account on the State Services website. Select the tab – Vehicle registration;
- select an answer - for what purpose the appeal was created;
- select the nearest branch where you plan to deregister the vehicle;
- Determine a convenient time that coincides with the department’s work schedule;
- fill out all fields of the form;
- After correct filling, an authorized representative of the unit will notify you of the time when you can cancel the registration and registration.
Features of online registration:
- no need to wait in line - all work is performed remotely;
- remember that it will be almost impossible to deregister within one day;
- There is a question regarding registration, when it is possible to remove license plates, what documents to submit - there is a customer support telephone line.
Required documents
The nearest department will ask for the following documents to deregister the motorcycle:
- internal passport;
- Make a copy of the PTS in advance (hand in along with the original);
- number plates;
- registration certificate: where and when it was registered;
- if the documents for the motorcycle are not submitted by the owner, it is mandatory to have a notarized general power of attorney.
Example - due to an accident, license plates are lost (burnt out, missing or damaged to such a state that it is impossible to identify the symbols on them).
To deregister the license plates, you need to write an application to the territorial traffic police office about the loss of license plates on a motorcycle; the whole procedure will take several days.
Temporary numbers cannot be removed from the register; they can only be removed on the basis of a certificate.
Do not miss the deadline for deregistration of motorcycle plates, otherwise taxes will continue to be assessed. If the tax is not paid for several years, further actions to cancel the registration and disposal of license plates will be extremely problematic for the owner.

Documentation
To stop registering a motor vehicle, you will need to prepare a number of papers:
- application for deregistration of a vehicle;
- citizen's passport;
- a general power of attorney signed by a notary if the documents are submitted by an intermediary;
- vehicle passport (PTS);
- certificate confirming registration, indicating the date and place of registration of the vehicle (STS);
- document confirming ownership;
- receipt of payment of state duty (not always).
When may it be required
Is it possible to deregister a motorcycle? Yes, just like any other vehicle. The main thing is to know how to act in a given case.
Today, the following scenarios may occur:
- the citizen resells the vehicle or transfers it to another person;
- a car or motorcycle is being disposed of;
- transport was stolen;
- the movable object has become faulty;
- it is necessary to move to another country or leave Russia for a long time (for more than 3 months).
In all of the above situations, it is necessary to prepare various packages of documents. But in general, the procedure for canceling registration actions will be the same.
Step-by-step instructions for terminating registration
The most common cases in which Russians deregister a motorcycle:
- When disposing.
- When selling.
- When changing your place of residence.
Disposal
Important: in 2021, motorcycles will not be inspected by the State Traffic Inspectorate before disposal.
You must come to the traffic police after the destruction of the motor vehicle with a supporting document.
Algorithm for recycling vehicles:
- Return the motorcycle for recycling. To do this, you will need to contact a specialized organization that will issue a certificate of destruction of the vehicle.
- Collect documents:
- citizen's passport;
- for representatives of the owner - a notarized power of attorney;
- vehicle passport (PTS);
- certificate of registration of a motor vehicle (STS);

- Contact the traffic police department in person, having prepared in advance an application to remove the vehicle from the scrappage register.
- Sign up through the Unified State Services Portal by submitting an electronic application for termination of vehicle registration. At the same time, a personal appearance at the State Traffic Inspectorate cannot be avoided, but the procedure is carried out in a simplified manner.
- Attach a recycling certificate, application and license plates remaining from the vehicle to the papers.
- Report to the traffic police department.
- The motorcycle is deregistered after the documents are checked by an inspector.
Sale
In 2021, when purchasing a motorcycle, the new owner takes upon himself the responsibility to deregister the vehicle and re-register it in his name. But sometimes there are situations when the buyer is in no hurry to go to the traffic police and delays registering the vehicle. In this case, the former owner can apply to the State Traffic Inspectorate with an application to terminate the registration of motor vehicles (Order of the Ministry of Internal Affairs of Russia No. 605, clause 60.4).
Algorithm of actions when deregistering a vehicle:
- Wait 10 days from the date of registration of the motorcycle purchase and sale transaction.
- Register with the traffic police department in which the vehicle was registered (via the State Services website or personal appearance at the inspection office).
- Prepare documents:
- passport;
- a power of attorney confirmed by a notary, if the procedure is carried out by a representative of the seller;
- a sample statement about the reason for termination of vehicle registration.
- Appear before the inspector within the specified period and submit documents.
The service is provided free of charge and there is no state fee.
Change of residence
Order of the Ministry of Internal Affairs of Russia No. 139 from 2013 abolished the mandatory registration of vehicles in the region in which the owner lives. Every citizen has the right to register his motorcycle in any subject of the Russian Federation convenient for him. There is no need to terminate registration due to relocation. However, if a citizen wants to transport his vehicle outside of Russia, he will need to deregister the vehicle in the country.
Step-by-step instruction:
- Collect documents:
- ID card confirming the identity of a citizen of the Russian Federation;
- a power of attorney signed by a notary, if the registration is carried out by the applicant’s representative;
- transport passport - PTS;
- technical passport for a motorcycle - STS;
- document confirming that the motor vehicle is owned by the applicant.
- Make an appointment with the State Traffic Inspectorate:
- through the State Services website;
- upon personal appearance at the traffic police.
- Fill out the application and pay the state fee for issuing transit numbers.
- Appear at the traffic police with a package of documents, a printed application for deregistration and license plates of your vehicle.
- After checking the papers, the inspector makes a note in the STS that the motorcycle has been deregistered and issues license plates with the inscription “Transit”; the old number is handed over for recycling. The vehicle is not inspected.
How to restore a scrapped motorcycle in 2018 and what documents are needed
Motorcycle registration
First you need to purchase an individual VIN number. Regardless of what kind of vehicle you have, it is required. In Russia, there is only one organization through which you can obtain such a number - the Automotive Research Institute. Therefore, the question of whether it is possible to register a motorcycle without documents can be resolved.
Typically, registration of domestic two-wheelers costs less than imported motorcycles.
Deregistration of a motorcycle: when is it necessary and how is it done?
the application is submitted by the former owner of the vehicle with o* in the application o.
* - if re-registration did not occur on the 10th day from the date of sale of the vehicle. In case of theft, the owner of the vehicle must provide the traffic police with a shortened package of documents, which includes: an application, the owner’s passport, PTS and a certificate from the investigative authorities confirming the fact that a criminal case has been initiated on this fact.
According to the new rules, all papers can be completed at any branch of the State Traffic Inspectorate.
Restore a scrapped car
- The car was not suitable for use due to its emergency condition;
- Rare or seasonal use of transport (for example, for motorcycles).
- The car was not used for a long time when the license was revoked;
But the drivers did not stop there and applied again to the Supreme Court of the Russian Federation to allow this procedure, and their request was granted (Decision No. AKPI13-1251 of 2014). Restoration begins with the reconstruction of registration documents.

How to restore a junk car
Another 850 rubles will have to be paid for making changes about the current owner in the PTS (for this you will need to write an application to the traffic police department).
On average, the cost of the entire procedure for restoring a car from scrap, together with obtaining compulsory motor liability insurance, should not greatly exceed 10 thousand rubles.
To initiate the procedure for restoring the registration of a previously scrapped vehicle, its former owner submits the following documents to the traffic police department (where the car was deregistered and sent for recycling): What to do if you cannot find the owner of the car?
Option 1 Option 2 Another question that interests those who restore a car from recycling concerns the possibility of preserving its old license plates.

Is it possible to carry out the procedure if there are no documents for motor vehicles?
Attention: the legislation of the Russian Federation makes it possible to restore lost documents on a vehicle, but the procedure takes time and is not always advisable.
Therefore, in some situations it is allowed to provide an incomplete list of documents for a motorcycle:
- If a motor vehicle is subject to destruction, then the following documents will be sufficient for deregistration:
- identification;
certificate of disposal;
- application addressed to the head of the traffic police.
- Ownership was transferred to another person, who, 10 days after purchasing the vehicle, did not re-register it in his name. In this case, the former owner can deregister the vehicle with a minimum number of documents (citizen’s passport and application) by contacting the traffic police department where the vehicle was registered.
With the collected documents, you need to contact the State Traffic Inspectorate, making an appointment in advance. After receiving the application by the inspectorate employee, the applicant must receive a response within 10 days. Since the package of documents is incomplete, the decision is made at the discretion of the inspector.
How to deregister a motorcycle that no longer exists, the documents are lost
4. Hand over all documents and registration plates to the “State Inspector” window (or “Reception of documents”, “Window No. 1”, etc.) at the MREO and wait 30 minutes or more, depending on the queue for the reception, the number of workers employees, serviceability of computer equipment and communications equipment, speed of data processing by employees, etc.
Like perhaps everything in this life, every thing has a certain lifespan. And since our site is automotive, we are primarily interested in cars. It is about their life after “death” - disposal, that we will talk in this article.
Of course, the service life of a car, that is, the moment of disposal, very much depends on the conditions of its use, sometimes on some random circumstances, but these are again topics for other articles.
Here we will look at specific typical examples of current situations and disposal methods based on these circumstances.
How to register a motorcycle and legalization of a homemade one
Of course, registration and operation of a homemade motorcycle is possible only if a number of vehicle safety conditions are met, which should not harm the driver, but especially others.
And these safety conditions are checked (according to the UNECE rules and the technical characteristics of the GOST system (state standard of vehicles)), then approved and issued by special bodies, namely Rosstandart bodies.
But still, if the engine number is written down in the registration certificate of the motorcycle being inspected, then it still doesn’t hurt to check the number written in the document with the number on the engine crankcase (this will be safer, because it’s possible that the engine was installed from a previously stolen bike, and you bought a motorcycle with such an engine, you may have problems with the law in the future and will have to prove to you where this engine came from).
We recommend reading: Is it possible to take a child from an orphanage without a husband?
However, the legislation still contains cases in which the owner of a car must independently deregister it: After theft. To participate in the recycling program.
To transport a car outside of Russia. After the 10-day period after the sale of the car, if the new owner has not registered the car in his name (in this case, the question of whether to deregister the car is decided by the owner himself).
If a car previously sold under a general power of attorney could only be deregistered due to disposal. This, by the way, implies giving written explanations about the fact that there are no license plates and documents for the car.
And the owner had no choice but to mislead the police officers, explaining that the documents and license plates were lost, since transferring a car by proxy with license plates and documents is not grounds for writing off the car.
How to dispose of a car without documents
As for the state program, here the car owner is given the opportunity to receive a discount on the purchase of a new domestic car in the amount of 50 thousand rubles.
But only those drivers who can prove that the car is their property will be able to take advantage of this privilege.
And since there are no documents, as mentioned earlier, there is no point in counting on this way to resolve the issue.
In this case, we can say with confidence that operating such a vehicle is strictly prohibited, but disposing of it for scrap is a completely legal action, especially if it is in a worn-out or disrepair condition, and restoring it is impractical.
Advice on purchasing Ural M-63, 1970
Yesterday I called on the phone and checked the documents. I have a motorcycle passport issued in the name of my grandfather, who has been gone for a long time. Relatives will not bother with inheritance. (They offer to take it without any re-registration for 7,000 rubles. The question is the following - how much will it cost to register, if at all possible!?

The goats themselves don’t answer, and there was no time to go to them, not yet. So I was interested, but now I have to run :))) Mot got to the experts’ site in a van, with a court decision recognizing my ownership rights.
At this point, the Gays stood their ground and said that since the court decision did not oblige them to register him, and reg. there was no accounting previously, then they will not do this. After which I went to court again (I described the judge’s problems in the next topic) where in the end the judge advised me to write this letter and suspended the case. Well, that’s all for now.
In a couple of weeks there will be time, I will revive the question.
Is it possible if there is no transport?
You can deregister a motor vehicle without the required documents at the State Traffic Safety Inspectorate by submitting an appropriate application in the following situations:
- A man inherited a motorcycle, but has no intention of using it.
- When disposing.
- The motorcycle was sold, but the owner did not re-register it. The former owner can deregister the vehicle independently.
- Motor vehicle theft. The State Traffic Inspectorate will need to provide a standard package of documents plus a document confirming the fact of theft, issued by law enforcement agencies.
After purchase, the motorcycle must be registered with the traffic police, otherwise there is a high probability of falling under administrative sanctions. On our website you will find detailed information about whether it is necessary to register a motorcycle in winter and how to register a motor vehicle without documents and without his presence.
Who should register a motorcycle?
Having purchased a motorcycle, the new owner must register it. In this case, you should remember the rules established by law. As for the time allocated for this process, it depends on the place of purchase of the motor vehicle:
- If the equipment was purchased on the territory of the Russian Federation, up to 10 days are provided for registration. The specified time is enough to prepare a package of documents and go through all the prescribed stages of registration;
- in case of purchase abroad, 5 days are allotted from the moment the border was crossed and all customs documentation was received.

Many motorcyclists are interested in the question of which motorcycles do not require registration with the traffic police, so it is important to mention that representatives whose vehicles are officially considered sports equipment may not think about this process. This category includes:
- pit bikes;
- motocross motorcycles.
They are not equipped with turn signals and lighting devices, which precludes their use on city roads. To transport such equipment, trailers or vehicles with a body are used. If you drive this vehicle on the road, the equipment may be confiscated and sent to a penalty area, because using it is dangerous, since the structure of the tires does not correspond to the characteristics of the asphalt.
Hijacking
Deregistering a motorcycle without documents is problematic. First, the owner must restore the car documents, and then make a corresponding request.
What to do if the vehicle is stolen? In this case, the movable property is deregistered. This way, the citizen will not have to pay for property in respect of which an illegal act was committed.
In case of vehicle theft, it is recommended to prepare:
- all available documents for the vehicle (restore them if necessary);
- certificate of theft (issued by the police upon application by the owner of the vehicle);
- identity identifier.
The most difficult case will be when the documents disappeared along with the motorcycle. We will have to first, as already mentioned, restore them.

- How long does it take to deregister a car?

- If the car was stolen or another illegal act was committed in relation to it.
- If, after 10 days after the sale, the buyer has not removed the purchased car from the register himself, the seller must do this.
- If a car owner goes abroad for a long time in his car and plans to register it in a new state.
