What to do if other papers for the car have disappeared along with the STS?

It may happen that a whole stack of documents is lost - not only a registration certificate, but also a passport of a citizen of the Russian Federation, a driver’s license, a car passport. In this case:

  1. The first step is to restore your civil passport. On its basis, other documents are issued. If you change your place of residence, the issuance period will be 10 days.
  2. Then you can contact the traffic police to replace your driver's license.
  3. The next step will be the restoration of the vehicle registration certificate. To do this, you will need to provide a passport of a citizen of the Russian Federation and a passport for the car, in accordance with clause 15.2.1 of Order No. 605 of the Ministry of Internal Affairs of the Russian Federation.

When should documents be replaced?

In 2021, the legislation does not directly establish a period during which car documents must be replaced if the owner’s data changes.

If you submit an application through the MFC, the procedure for replacing the vehicle registration certificate will change slightly - you will have to:

  1. fill out the fields of the electronic application and receive its paper version;
  2. select the state inspection department, time and date of visit.
  3. pay the fee and keep the receipt;

No other payments other than state duty are required. The convenience of the second method is that you can choose a time and date for visiting the state inspection that is convenient for the car owner. You can also pay the fee on the spot at the traffic police department.

Required documents:

What documents will be required by the traffic police?

When changing your registration, the traffic police will require the following documents:

  • passport of the car owner (with a stamp indicating the new place of registration);
  • old vehicle registration certificate ( STS );
  • paper vehicle passport ( PTS ). If the car has an electronic PTS, then a paper PTS is not required.

If it is not the registration that has changed, but the last name, first name or patronymic, then you additionally need to take a document from the traffic police confirming the change in personal data. For example, a marriage registration certificate confirms a change of surname.

For what reasons does a certificate need to be changed?

  1. If there has been a change in personal data, for example a change of surname due to divorce or marriage. There may be other personal reasons.
  2. When changing your residential address.
  3. When moving.
  4. Dilapidated condition.
  5. Damage, theft, loss.
  6. If the name or address of the legal entity has changed.

Restoration of STS occurs in the event of loss or for any other reason in any traffic police department.

What should be done?

  • Submit an application for issuance of STS. The application is submitted on the day of application. The process takes thirty days, including the day of submission.
  • It is necessary to check the MTPL policy. If the STS is indicated in the MTPL as the main document, then changes must be made to the policy. There is no need to contact the insurance company if the main document is the vehicle title.

Replacement process

To register a car, you need to collect a package of documents that is necessary to replace the STS:

  • Citizen's passport with new registration;
  • Car passport;
  • Vehicle registration certificate;
  • OSAGO insurance policy.

You can come to any MREO with this list of documents. You need to go to the window where the reception is taking place and ask for an application form for replacing the STS.

After this, the employee will accept the application and issue a receipt for payment. The entire amount must be transferred using the details at any branch of the banking organization.

There is no penalty for the very fact of losing a car registration certificate (as well as for a lost license, MTPL policy, PTS and similar documents). And you will only have to pay for restoration - more precisely, the issuance of a new certificate in the form of two state fees.

Through MFC

As already mentioned, only the owner of the vehicle can restore the certificate. He must go to the traffic police department with his documents and write an application for the issuance of a duplicate STS.
