State duty for deregistration of a car with the traffic police in 2021

Why deregister a car?

An appointment with the traffic police to complete the state registration of a car is required if any of the following reasons occur:

  1. Scrapping broken vehicles. Disposal takes place according to the federal program and can be selective (to recycle some parts) or complete (if the car is handed over as a whole).
  2. Vehicle theft. If someone has committed illegal actions in relation to movable property, including theft, the owner must contact the traffic police with a report of the theft and deregister the stolen property. When the loss is found, the vehicle can be returned to State registration.
  3. Export of transport from the territory of the Russian Federation. A driver who intends to leave the state for a long time in his car must deregister it in advance. Upon arrival at the temporary place of residence, the owner goes through the vehicle registration procedure again.
  4. Unregistered car after purchase. After the owner has sold the vehicle, the buyer is obliged to re-register it in his name within 10 days. If this does not happen, the seller has the right to remove it from the register in order not to pay taxes and fines for someone else’s property.

As a rule, when filling out an application, car owners are faced with a lot of questions, so let’s take a closer look at them.

How to submit an application

A blank application form for deregistration of a vehicle can be downloaded on the State Services website, taken on paper from the local MREO, or read it below. For all options, an identical form is used - filling out will differ only in a few points.

Is it possible to deregister a car without documents?

Situations for car owners may be completely different, and in some cases some of the papers recommended for providing the service may be missing. So, some people inherit a vehicle, the papers for which have long been lost, or they scrap a car without a title.

In this case, the following documents are required for each situation:

  • To submit a vehicle for recycling, you are only allowed to submit an application;
  • If documents are transferred during the sale, then it is enough to present only the purchase and sale agreement;
  • Theft and transportation abroad require mandatory restoration of documents.

If the license plates are lost, but the documents are still there, then you need to fill out an explanatory note. This paper is additionally attached to the application.

How to carry out the procedure without a purchase and sale agreement

Usually, a purchase and sale agreement does not need to be presented when deregistering a vehicle. It is only required when selling.

If it was not possible to save the agreement, you should talk with the current owner of your car and draw up a new agreement, certified by signatures and the number that was in the previous document. You need to go to the traffic police with a new copy.

Required documents

You only need to go to the traffic police department to deregister your vehicle with the required package of papers. Inspectorate employees accept documents, inspect the vehicle, and only after that give a conclusion on deregistration of the vehicle. In order for the car owner to have the opportunity to deregister his vehicle, it is necessary to prepare the following papers:

  • Identity card (owner's passport);
  • Car registration certificate;
  • PTS;
  • An application submitted in advance to the traffic police MREO;
  • Receipt for payment of state duty.

This is a general list of documents that is required when deregistering a vehicle. The traffic police department may additionally request any other information. For example, if the owner of a car has changed his place of residence, he will additionally need to provide a Taxpayer Identification Number (TIN) and a compulsory motor liability insurance policy for the vehicle. As soon as the owner pays the state fee and submits the documents to the department, traffic police officers begin checking the car. As soon as the entire procedure is completed, the owner receives a technical passport of his vehicle, an accounting card, an inspection report, license plates, and a document confirming receipt of payment.

What is the price

The cost of the service may vary depending on the reason for deregistration.

The inspector deregisters the car

The previous owner can deregister the vehicle if the new owner has not registered the vehicle within 10 days from the date of signing the contract

When deregistering, you must pay a state fee for the procedure or for issuing transit stickers. Depending on the purpose, the price may be as follows:

  • Free: when stolen, sold or sent to scrap car;
  • RUB 350: for partial recycling (fee for issuing a certificate for remaining spare parts);
  • 800 rubles: when exporting a motorcycle, trailer or tractor from Russia (a fee is paid for printing the transit number for the listed types of transport);
  • 1600 rubles: when transporting a passenger car from the Russian Federation (for issuing a “transit” number for the transported vehicle).

When a car is exported from the territory of the Russian Federation, a note is placed on the vehicle registration certificate. If there is no STS, then it is necessary to issue it. The traffic police will charge a state duty of 500 rubles.

It is important! According to the Tax Code, the amount of federal duties is the same throughout the Russian Federation. However, those who are going to pay the State Duty through the State Services portal will be given a 30% discount.

State duty at the traffic police in 2021, deregistration

Payment of the state fee is made to a separate bank account of the traffic police. To do this, payers are recommended to contact branches of Sberbank of the Russian Federation. It is worth noting that it is imperative to save all payment documents subsequently attached when registering deregistration.

In accordance with clause 15.7. Order No. 605, numbered units are required to be provided upon deregistration. This is also evidenced by paragraph 61 of Order No. 605 - “When registration is terminated...state registration plates are handed over to the State Traffic Inspectorate unit...”.

For registration with the traffic police related to a car, a state fee is charged. A new car must be registered upon purchase. Significant changes to the traffic rules were adopted on January 1, 2017, when the updated Article 333.35 of the Tax Code of the Russian Federation came into force. In some cases, the amount of state duty began to be calculated using a coefficient of 0.7.

A receipt for filling out, printed from an electronic version, may not pass verification at the traffic police due to the lack of a seal (you will need to contact the bank for a paper receipt with a stamp; it is also possible to pay the state fee for registering a car with the traffic police through Sberbank or other banks);

Moving will cost a little more, due to which the car will be deregistered. The owner will have to pay an additional amount to the traffic police in the amount of 1600 to 2100 rubles - the cost of transit numbers in paper or metal.

The initial expenses that the car owner will incur when deregistering it will be used for adjustments to the title - the price is 350 rubles. Recycling the car costs extra money - another 350 rubles on top for a certificate for license plate units.

However, you may still have to pay some amount. For example, if you are going to partially dispose of the car, leaving some units, then 350 rubles will need to be paid for a certificate for each released license unit.

Along with other operations, the legislation allows the owner of a vehicle to deregister the car with the traffic police. Next, we will talk about when this procedure may be necessary, as well as whether there is a state duty for deregistering a car in 2021.

How to deregister a car without a car

The law strictly sets out a list of situations in which this is permissible without providing a vehicle:

  1. Hijacking. Situations where the search for vehicles did not bring results are taken into account. In this case, it is necessary to remove the vehicle from the registered database and return it to the owner after returning it.
  2. A sale after which the new owner does not register the vehicle. The former owner is interested in re-registration, since taxes and fines will come to his name.
  3. A major accident or breakdown resulting in the vehicle being unable to be used.

Sequencing

The legislation establishes the following procedure:

  1. Submitting documentation to the city branch of the State Traffic Inspectorate, where the vehicle was registered in the past.
  2. Inspection of the car by an expert and its analysis in accordance with the database, during which the presence of arrests and liens is clarified. If a loan was issued for the purchase of transport, receipts will be requested to prove that the amount was paid.
  3. License plates are checked by traffic police inspectors for compliance with the documents, after which the current owner is given a registration card and PTS.

If the vehicle is not available due to the fact that the real owner could not be identified, then deregistration is carried out without inspection.

Disposal

Auto recycling

Deregistration due to disposal can be carried out using only one document - a certificate of disposal

The process of sending a car for recycling is provided for by the current legislation of the Russian Federation and has strict regulations. First you need to collect a complete package of papers, after which the order will be as follows:

  1. The applicant makes an appointment with the traffic police and comes with documents at strictly designated hours.
  2. An application is drawn up, during the consideration of which the inspector must check the state numbers, as well as all numbers of spare parts and body components, with the database. If the vehicle cannot be operated, then a specialist will visit the site and, after inspection, issue a documentary report.
  3. If the faulty vehicle is only partially recycled, the inspector issues a certificate for the spare parts remaining from the seller.

Hijacking

The situation must be resolved immediately after the car is stolen. The owner files a statement of theft, after which a criminal case is initiated. Then the search begins for the vehicle and the person responsible for the theft. You can begin the process of deregistering a vehicle only after the theft case is closed.

When the applicant receives notification of the closure or suspension of a criminal case, he has the right to appear at the traffic police with documentation.

Car theft

In case of theft, you must contact the police to initiate a criminal case under Art. 166 of the Criminal Code of the Russian Federation

How much does it cost to deregister a car from the traffic police in 2021?

There are two ways to stop registering a vehicle for recycling:

  • By visiting the traffic police department;
  • Using the State Services portal;
  • Entrust it to a representative organization.

Important! If the car is completely scrapped, then a survey is not required to cancel the registration.

Before starting the procedure for deregistering a vehicle, you should check for unpaid fines; if there are any, then you will need to pay them, otherwise you will not be able to cancel the car’s registration.

The most relaxed and time-saving way to deregister a car is through the Internet portal “Gosuslugi”. To do this, you don’t have to go to the traffic police, stand in line, or take time off from work.

The entire procedure takes place online through your personal account. Using such an account, you can find out any information about your car, as well as stop registration.

At the traffic police you will need to fill out an application in the established form; you can fill it out at home. You should have personal and transport documents with you, as well as car license plates. After a successful operation to terminate registration, traffic police officers will call you back and you will be able to receive an extract from the register.

Important! The procedure for deregistering a car in the absence of documents (due to an accident or fire, etc.) involves writing an explanatory note about the reasons for the loss.

In order to revoke the registration of a car, or, more simply put, to deregister it, you need to provide the following to the traffic police department:

  1. Personal passport;
  2. Car passport;
  3. Registration certificate;
  4. Vehicle numbers;
  5. Application completed in person;
  6. Receipt of payment of state duty for license plates.

You can fill out the application yourself calmly at home, without queuing. Visit the traffic police with a fully prepared package of documents. Filling out the application form is simple; first indicate the reason for deregistration, for example, “in connection with disposal under the state program.”

If the vehicle is being scrapped completely, then indicate that the license plates are included, and a certificate for the released components is not required. When partial disposal is completed, you must indicate the unit for which a release certificate will be required.

How to deregister a car through State Services

Thanks to modern technologies, you can apply for suspension of registration if you have access to the Internet. The procedure is carried out through the portal https://www.gosuslugi.ru/. If the applicant does not have a personal account, then you must register on the site. The account is then confirmed through a government office or through a letter with a code that will be sent in an envelope to the post office.

How to rent a car through government services

On the State Services website it is also possible to pay traffic fines and apply for vehicle registration

To undergo the procedure, you need:

  1. Go to the State Services website and in the “Transport and Driving” category click the “Vehicle Registration” button.
  2. Select and mark the reason for completing State Registration among the proposed options.
  3. Fill out the electronic application form, where you will need to provide information about the car and personal data of its owner.
  4. At the last stage, you will have to choose a convenient branch of the traffic police and the date and time when it will be convenient for you to show up with documents.

The system will accept and forward the application to the authorized bodies. If all fields of the application are filled out correctly, the State Agency will send a positive response approving the time of the visit. You no longer need to fill out an application at the office. If the decision is negative, you will receive a rationale and an algorithm with further actions by email.

How to find out if a car is deregistered

You can check your car registration using several methods. The longest one is through the traffic police department, and the fastest one is through the Internet.

Check through the traffic police

The algorithm is as follows:

  1. 10 days after the sale of the vehicle, you must go to the city branch of the State Traffic Inspectorate and submit an application, which is issued in the name of the head of the traffic police department.
  2. The application must be accompanied by documents for the vehicle.
  3. Within a month, the applicant will receive a response from the traffic police, which will indicate whether the car is registered or not.

Checking via the Internet

You can remotely check whether a car is registered using several services:

  1. State Services Portal. Convenient for those who travel by car by proxy. To check the status of the vehicle, you need to log in, then find the “Registration of Vehicles and Trailers” section, fill out an application and wait for a response from the system.
  2. Service Autocode (https://avtokod.mos.ru). To check the status of the vehicle, you will need a VIN number and a certificate of state registration. At the moment, only cars of residents of Moscow and the Moscow region are registered in the directory, but soon the site will be used throughout the Russian Federation.
  3. Official resource of the State Traffic Inspectorate (https://tt.gibdd.ru). To use the system, you need to go to the resource and find the “Services” section. Next, select the “Vehicle check” item, where you need to enter the VIN number of the car, as well as the body or chassis number. You should confirm your intention by entering a verification number. Feedback will come in about a minute. On the website you can see when the re-registration took place and whether the vehicle is registered.

Deregistration of a car is a fairly simple procedure, which in a number of situations can be carried out without most of the documentation and without an “iron horse”. A technical inspection is only necessary in a situation where the car is planned to be transported abroad, or if the owner intends to partially recycle his iron vehicle. In other cases, it is enough to fill out an application at the State Traffic Safety Inspectorate or on the State Services portal.

How much does it cost to deregister a car with the traffic police?

You can submit an application to deregister a vehicle, as well as pay the state fee by bank transfer and receive a discount by using the government services portal. To do this, the driver needs to find the “Vehicle Registration” section and select “deregistration”. Having indicated one of the listed reasons for which the procedure is being carried out, the car owner can proceed to entering data into the application form.

  1. We receive a receipt from the traffic police for payment of the state duty.
  2. We contact any bank branch with a receipt and pay the required amount on it.
  3. We come to the traffic police with a collected set of documents and a paid receipt attached to it.

In 2021, the procedure for deregistering a car has been simplified. It must be carried out if the vehicle is being sold. It is permissible to re-register a car to a new owner. However, a number of points remain that raise questions. In particular, it is not clear how to act when it is not possible to deliver the car to the traffic police. The law provides for a number of situations when it is permissible to deregister a car without inspecting it.

As a general rule, a person who wants to deregister a car with the traffic police must deliver it to the nearest MREO department. Here the vehicle will be inspected and an appropriate decision will be made. However, it is not always possible to deliver a car to the traffic police for deregistration. The law allows the procedure to be carried out in 2021 in the following situations:

  1. A citizen enters the State Services portal and logs into his personal account. If you do not have an account, pre-registration is required.
  2. In the list of options, you need to select the Vehicle Registration category. In the window that opens, you need to select the item Removing a car from registration. It is located in the box on the right.
  3. The reason for the decision must be indicated. This could be recycling, selling the car to another person, or exporting it abroad.
  4. Select a traffic police department that will be convenient for a citizen to visit. The exact date and time of the visit is indicated.
  5. The online form is filled out. Personal data and information about the car are entered into it.
  6. It is necessary to check the correctness of the information provided. If all the information entered into the online form is correct, you need to submit your request.
  7. The system will accept the application for processing. The data will be sent to the authorized bodies. Once the information has been reviewed, the citizen will be contacted. For this purpose, the contact details specified in the application will be used.

The size of the state duty when selling a car should not bother the seller, since the re-registration is paid by the buyer. If the previous license plates are retained, the new owner pays 850 rubles; if he receives new state license plates, he pays another 2,000 rubles. It is important to ensure that the new owner registers the car in his own name, otherwise he will use the car on your behalf with all the ensuing consequences.
