What additional documents do you need to have with you?
Russian Traffic Police official website
In addition to the STS, check that you have the following documents:
- A driver's license corresponding to the category of the vehicle.
- A technical inspection certificate or, more recently, a diagnostic card. You can obtain this card from an accredited vehicle inspection operator. The card contains a list of identified and corrected faults; it is also the basis for issuing a compulsory motor third party liability insurance policy.
- OSAGO insurance policy, insurance is mandatory and the absence of a policy may entail, at a minimum, an administrative penalty. When registering with the traffic police, you generally cannot do without a policy; they simply will not accept it. You must also carry the original policy with you and present it to traffic police officers upon request.
- A power of attorney (certified by a notary or handwritten by the owner, which must include his signature and date of execution) if you are not the owner of the vehicle. According to the new law, it is enough that the driver is simply included in the MTPL policy.
How to recover documents
applications for restoration of PTS, STS
In the event that the vehicle registration certificate has become unusable or has been stolen, the owner must contact the unit of the State Road Safety Inspectorate in which the vehicle was previously registered.
The application for the issuance of a new certificate shall include the following information:
- Last name, first name and patronymic (for individuals) or name (for legal entities) of the owner,
- Make, model, VIN, state registration plate of the vehicle,
- The reason for the loss of the vehicle registration certificate (note that it is inappropriate to indicate theft as the reason, since an investigation into the fact of this theft will be carried out, until the completion of which a new certificate will not be issued).
How to return a car back to the dealership?
The application is accompanied by a package of documentation, which includes:
- Identity document of the applicant,
- Compulsory motor vehicle liability insurance policy,
- Vehicle passport,
- Financial documentation confirming the fact of payment of the state fee.
Since after completion of the replacement procedure the number of the vehicle registration certificate will no longer coincide with the passport number, a record of replacing the vehicle registration certificate is made in the “Special Notes” section.

STS Love

STS Love
is a Russian entertainment television channel that began broadcasting on February 14, 2014. STS Love is aimed primarily at a youth audience; it was created with the goal of attracting those viewers who were lost by the STS TV channel during structural changes on the channel (primarily due to changes in the target audience of STS):
Initially, the channel broadcast only on cable and satellite networks, as well as via IPTV and OTT. However, in September 2014, CTC Love received licenses for terrestrial broadcasting in several regions, which allowed the channel to bypass the advertising ban on paid channels.
The channel's broadcast network is mainly compiled from the STS archive library (Daddy's Daughters, My Fair Nanny, Kadetstvo, Ranetki, Closed School, Don't Be Born Beautiful and other series). For the first three years of broadcasting, the channel also broadcast reruns of programs from the Domashny and Muz-TV TV channels. Since the fall of 2015, the channel has been broadcasting entertainment programs of its own production. Among them are the TV magazine “#LoveStyle”, the reality show “One Day with MBAND” and “Bride for MBAND”, “Terrible Love”, “Fashion Police”, “Hearts for Love”, the entertainment and educational program “”. Cartoons and foreign television series were also broadcast.
At the beginning of the 2017/2018 television season, the channel carried out a rebranding: in addition to updating the cross-program design, the number of programs of its own production (the most famous at the moment is the TV game “Sarankhae”), foreign series and animated series has increased. Thus, the channel hosted all-Russian premieres of the Czech animated series “Bob and Bobek”, the television series “Heidi” and “Peerless”, as well as the screening of the anime “Sailor Moon” in its own voice acting.
On October 23, 2014, the TV channel won the “Golden Ray” award in the special category “The Brightest Start.” In March 2018, the channel received gold at a competition in the field of television promotion, design and marketing - Promax BDA Europe Awards.
The television channel is not an independent legal entity; all programs of its own production are created directly by order of STS JSC.

How to find out STS number
The registration certificate number is indicated on the front side below. The series and number are also placed on the top of the back.
If the vehicle passport or certificate is lost, it will be easier to restore the documents using the number.
If you don’t have a vehicle passport or other documents, but you need to find out the number, you can try to find out the certificate number using state numbers.
Such information may be necessary if the driver caused an accident and fled. The victim goes to court, but only knows the license plate number of the culprit.
Then it is possible to find out the number and series of the STS, as well as additional information. But it is necessary to submit an official request to the police. If there are no compelling reasons to receive this kind of information from the traffic police, a refusal will come.
The STS series and number can be viewed on online resources. Some of them are paid, but you can also find free versions.
By PTS number
How to find out the STS number from the PTS? It is not difficult. The series and certificate number match up to the last digit with the PTS number.
Since the numbers are the same, it is not necessary to carry your PTS with you all the time.
Also, using the PTS, you can quickly restore a lost STS. You just need to contact the traffic police, present the car and its passport.
A car may be needed, since sometimes it is necessary to verify the VIN and other individual vehicle numbers.
Why are the numbers the same? This way the traffic police checks the information on the car faster.
STS number confidentiality
Where can a stranger see the STS number of a car? And can he, without having the documents for the car in hand, find out the details for it?
But you need to know:
- such information is not made publicly available;
- the reliability and relevance of such information remains in doubt (most likely, this data is long outdated, or it is fake).
Checking a car using STS
You can find out the car number by the vehicle registration certificate number on the website www.gibdd.ru in the “Vehicle check” section.
You need to enter the VIN number, you can also check the car using the STS, while requesting the registration history from the traffic police. Here you can see whether the driver of this car was involved in an accident, and whether the vehicle is wanted. On the FNP website you can find out whether the car is pledged.
If your PTS is lost
You need to write a statement at the nearest traffic police department. This is necessary so that the finder or the thieves do not have time to use the document to obtain a loan, drive a stolen car, or provide the vehicle as collateral according to the documents.
Afterwards the car owner will receive a notification coupon.
Now he is protected from various suspicions, even if illegal actions using a stolen car or PTS are revealed.
For restoration, you must personally provide an STS, a civil passport, and an MTPL insurance policy.
The new passport will have a new series and number. After changing the PTS, you will have to change the STS to ensure that the numbers in both documents are identical.
You will have to pay 350 rubles for issuing a new STS, and 500 for changing your PTS.
If all documents are lost
You should not always carry all documents with you. The process of document recovery will be long and troublesome. First you need to restore your civil passport.
Then you should go to the traffic police, the insurance company and restore the documents in order:
- PTS;
- vehicle certificate;
- driver license;
- OSAGO policy;
- maintenance ticket.
If a car was also stolen along with all the documents, you will have to call the police and follow the procedure recommended by law enforcement officers.
Recommendations:
- have copies of PTS, STS, which will help restore documents in a short time;
- do not leave a case with documents in the back seat of the car (theft can be committed even while stopped at a traffic light);
- keep folders with documents in the glove compartment or other secluded place;
- always take your documents with you, even if you leave the car for a short time;
- do not leave a bag with documents on a store counter or a chair in a cafe;
- do not continue driving the vehicle if the documents have been stolen or lost.
If your documents are stolen, call the police immediately. Documentation is usually restored after the criminal case is closed. Until closing, the driver can use duplicates.
This ensures a faster check of the car by traffic police officers and easier restoration of the vehicle if the car owner loses it.
The document number is on the front and back sides. Often used to determine information about a car or its owner.
No corrections are made to the document. The evidence changes completely. You can change the document at the nearest traffic police department.
Replacing PTS
The registration certificate is changed or restored. This requires specific reasons. The most banal thing is that there is no space left for the names of vehicle owners. Other popular reasons: theft, loss of title, the document has become unusable. The basis for replacement is a change of surname. In these cases, a duplicate of the registration certificate is requested.
Duplicate PTS: features
A duplicate is a legal copy of a passport. It replaces the canceled PTS in the legal field. The replaced PTS stipulates the production of a duplicate, puts a stamp and indicates the reason.
Important: information on duplicating the vehicle passport is entered in the “Special notes” field. All information entered here is certified with seals.
PTS - not shown to employees when asked to present documents. Strictly speaking, even when changing your last name, it is not at all necessary to immediately go for a duplicate. You will need a registration certificate if you want to sell the vehicle. After registration, the main document becomes the Vehicle Registration Certificate (VRC). It is shown to traffic police officers.
Risks of purchasing a car with a duplicate
The first signal to understand that you have a copy in front of you will be the authority that issued the passport. If this is a traffic police department, then the owner is showing a duplicate.
If the basis for replacement is stated to be loss, and the date of issue is “the day before”, this is a reason for skepticism. A popular situation: the seller claims that he alone owned the vehicle, but in reality the car was corporate, and they did not feel sorry for it.
Another scheme. I borrowed money from a bank for a car. The registration certificate is in the lender's storage facility, since the car is pledged. The fraudster submits an application to the traffic police about the loss of his passport. Employees do not have access to confidential information on collateral and cannot conduct verification. The owner ends up with a “clean” title in his hands, sells the car and disappears. But the bank will still come for the car.
Risk of buying a car with a duplicate title
If you encounter a situation where they sell a car with a duplicate passport, double-check the information in it with the traffic police data. The easiest and fastest way is at any traffic police post. As a rule, employees carry out this simple procedure upon request.
There is a portal of the Federal Notary Chamber. This is where banks transmit information about pledged cars. This method is a safety net and does not provide 100% guarantees. Not all banks make their data publicly available.
Criticism
- Despite the fact that during the terrorist attack on Dubrovka on October 23-26, 2002, instead of traditional entertainment programs, STS broadcast an emergency news broadcast with Andrei Norkin, during the hostage crisis in Beslan in September 2004, when terrorists seized a school in southern Russia and more 330 people died as a result of gunfire and explosions, STS broadcast another episode of “Charmed.” Recently, during the days of national mourning, the TV channel has been trying to make adjustments to the airwaves, removing entertainment programs from the broadcast schedule.
- Sergei Mayorov, according to him, in recent years of working on the “Stories in Detail” program, has repeatedly encountered censorship.
- STS is positioned as an exclusively non-political channel, but, nevertheless, before the presidential elections in the Russian Federation at the beginning of 2012, the TV channel launched the sitcom “The Eighties”, which, according to the Communists of St. Petersburg and the Leningrad region, promoted a negative attitude towards the USSR, which caused their negative reaction .
What is the difference between PTS and STS
Despite many common features, a passport and a car certificate differ both in appearance and in practical use.

You will not find such information in the certificate.
How does PTS differ from STS?
A vehicle passport (PTS) and a vehicle registration certificate (VRC) are two different documents.
The PTS is the main document for the car, which is not strictly tied to the current owner of the vehicle. It lists the technical specifications as well as all – including previous – owners of the car.
PTS allows you to find out how often a car was sold, how many owners it had, how long a particular person owned it.
The STS is issued in the name of the current owner; no information about previous owners is indicated in it. The certificate confirms that the car is registered to the person indicated in the document.
Why do we need PTS and STS?
STS confirms that the car is legally registered with the State Traffic Safety Inspectorate and the driver has legal grounds for using it.
“STS is required to register a vehicle. It contains all the information about the car, its permitted load, ownership, environmental class and, accordingly, about all numbered units.
PTS is a document that is required only for registration with the traffic police.
Without a vehicle passport, it will be impossible to register a car with the traffic police,” says auto expert Alexander Meltsev.
Unlike the PTS certificate, you can keep it at home; it is not required by traffic police inspectors when checking documents. You must always carry the certificate with you along with your driver’s license. Without it, you may face a fine of 500 rubles or the car being towed to an impound lot.
Who issues PTS and STS?
The PTS is issued by the manufacturing company if the car was produced in Russia, in the case of a foreign car - by the customs service. In case of loss or damage to the document, the PTS can be obtained from the traffic police department. STS is issued by the local traffic police department during registration.
The vehicle passport is passed from hand to hand every time the owner of the car changes. When ownership is transferred, the document is submitted for re-registration to the State Traffic Inspectorate, where the surname, first name and patronymic of the new owner are entered into it. Information about the previous owner is marked with a special seal and a note stating that the car no longer belongs to him.
STS is confiscated upon sale. The new owner receives a new certificate.
Who issues documents and on what basis
Any unit of the State Road Traffic Safety Inspectorate has the right to prepare and issue vehicle registration certificates. This procedure is carried out on the basis of an application from the owner of the vehicle.
The following cases serve as grounds for issuing a vehicle registration certificate:
- The purchase and sale transaction of a vehicle in both the primary and secondary markets,
- Donation of a vehicle,
- Entry into inheritance rights to a vehicle,
- Changes in the last name, first name, patronymic of the owner (individual) or name of the owner (legal entity),
- Damage or loss of a previously obtained vehicle registration certificate.
Important! To obtain a vehicle registration certificate, the owner of the car must contact the division of the State Road Safety Inspectorate with a corresponding application. A package of documentation is attached to the application.
A vehicle passport, depending on the circumstances, is issued:
- By the manufacturer, when purchasing a vehicle on the primary market,
- Federal Customs Service in case of import of a vehicle from abroad,
- The previous owner when purchasing a vehicle on the secondary market,
- State Road Traffic Safety Inspectorate, if a vehicle passport is issued to replace a lost one,
- A repair company if significant changes were made to the design of the vehicle at this plant.
Car tax in 2021 for individuals.
Obtaining a certificate for a used car
When purchasing a used car, you must also register in accordance with the established procedure. An application to the traffic police and provision of documentation received during the acquisition is required. Receive a new certificate for the car as follows:
- submit documents for the vehicle;
- required papers: PTS, car registration certificate, passport of the future owner, application, as well as receipts for paid fees;
- internal authorities will check the vehicle for criminal history;
- diagnostics of documents, visual inspection, verification of engine and body numbers are in progress;
- after some time, a new registration certificate is made and adjustments are made to the PTS;
- After the purchase, new insurance is issued to the new owner.
Information contained in the certificate of registration
The certificate includes information about the vehicle and its owner. This is necessary to create an effective base of car owners, monitor sales taxes, and so on. List of basic data:
- state registration license plate of the vehicle, changing during registration (not always);
- VIN number;
- vehicle make/model, body type (sedan, station wagon);
- year of manufacture, model, engine and chassis number (if any);
- engine power (Kilowatts and horsepower), working cubic capacity of the engine;
- permissible and curb weight;
- series/number of the passport of the owner of the vehicle entered into the police database.
Is it necessary to bring both documents with you?
The citizen driving the vehicle must always have a vehicle registration certificate. It is the certificate that confirms ownership of the vehicle.
If, when checking the documentation, a citizen does not present a vehicle registration certificate, an employee of the State Road Safety Inspectorate has the right to impose a fine on this citizen in the amount of 500 rubles and send the vehicle to a impound lot.
Please note! There is no need to carry a vehicle passport with you at all times. Moreover, in some cases the car owner may not have a vehicle passport at all.
The most striking example of this situation is the purchase of a vehicle on credit, when the vehicle’s passport is kept in the bank and returned to the owner only after the loan has been fully repaid.
