You must have the following documents with you:

— 2 photos

If there is no medical certificate or its validity period has expired, a medical certificate is issued on the spot for 150 UAH.
When a lost license is restored, the driver is issued a new license marked “Duplicate”. According to the Resolution of the Cabinet of Ministers No. 284 of March 28. in which changes were made to the “Regulations on the procedure for issuing driver’s licenses”, for the period of issuing a duplicate, the driver is issued a temporary pass for the right to drive a vehicle of the corresponding category for a period of 2 months.
If necessary (to clarify individual circumstances related to loss of rights, etc.), the validity of the coupon can be extended by 1 month. After the expiration of this period, the coupon is exchanged at the MREO for a full-fledged certificate. I remind you that earlier (until March of this year), if you lost your license, you had to retake the theoretical and practical exams at the traffic police. Now, when restoring a driver's license, exams (neither theory nor driving) are NOT taken.
In fact, the visit to the MREO to restore the license took about 1.5 hours, but on the same day they issued a temporary driver’s license for 7 days. They told me to come back in a week to get my permanent license.

- Data of the person to whom the right to receive a duplicate of the STS is transferred. - Information about the car. The information specified in the PTS is indicated: car make, model, production date, registration number, engine and chassis number. The date of assignment of ownership to the current owner is indicated.
- List of actions that a trusted person can perform. In this case, it is indicated that a person can apply to the traffic police for the restoration of documents for the car. If the owner wants to limit the actions of the trustee, then the type of document that is allowed to be obtained without the presence of the owner is specifically indicated. - Date of compilation and signature of the owner of the car.
Many people doubt whether a power of attorney needs to be certified by a notary. In fact, this is not necessary since a handwritten document has legal force.
But traffic police officers may refuse to accept such a power of attorney, since it is not possible to verify its authenticity. Therefore, you will have to contact a notary so that the document is accepted without questions.
When contacting the traffic police department, the authorized person must have a passport with him. This is a mandatory condition, failure to comply with which gives the right to refuse the issuance of STS to the applicant.
Another situation is possible - the car was sold, but the certificate was lost. Is it necessary to restore the document in this case? In fact, STS is not a mandatory document when re-registering a vehicle.
But if it is available, then it must be handed over when applying to the MREO. The old document must be destroyed. However, in the absence of a certificate, re-registration will still be carried out.
It’s just that the old STS will lose its validity when the owner changes and a certificate is issued in the name of the new owner. And when drawing up an application for re-registration, it is indicated that the certificate was lost under unknown circumstances.
How to register without an owner
As already mentioned, only the owner of the vehicle can restore the certificate. He must go to the traffic police department with his documents and write an application for the issuance of a duplicate STS.
But in some cases the owner cannot complete this task:
- the owner is in another country for permanent residence;
- the owner is in hospital;
- the owner of the car works in another region and cannot contact the traffic police.
If the car owner does not have the opportunity to contact the traffic police department to obtain a duplicate of the STS, then he can transfer his rights to a third party. As a rule, this is the user of the vehicle or a close relative.
The legislation does not limit the circle of persons who can act as a representative of the owner of a car to replace the vehicle. This could be a relative or a stranger. And it is not necessary that his name be included in the OSAGO policy.
To restore the certificate without the owner of the car, you will need to write a power of attorney and have it certified by a notary. The document can be drawn up by the owner without the presence of an authorized person.
Next, the power of attorney is transferred in any way to the person who will apply to the traffic police. Can be sent by registered mail or sent with another person. The main thing is that the document is made in paper and not electronic form.
They have no right to refuse the owner's representative if they have a power of attorney. If the traffic police do not accept documents for consideration, then you should contact higher management.
