When a lost license is restored, the driver is issued a new license marked “Duplicate”. According to the Resolution of the Cabinet of Ministers No. 284 of March 28. in which changes were made to the “Regulations on the procedure for issuing driver’s licenses”, for the period of issuing a duplicate, the driver is issued a temporary pass for the right to drive a vehicle of the corresponding category for a period of 2 months.

If necessary (to clarify individual circumstances related to loss of rights, etc.), the validity of the coupon can be extended by 1 month. After the expiration of this period, the coupon is exchanged at the MREO for a full-fledged certificate. I remind you that earlier (until March of this year), if you lost your license, you had to retake the theoretical and practical exams at the traffic police. It’s just that the old STS will lose its validity when the owner changes and a certificate is issued in the name of the new owner. And when drawing up an application for re-registration, it is indicated that the certificate was lost under unknown circumstances.

How to register without an owner

As already mentioned, only the owner of the vehicle can restore the certificate. He must go to the traffic police department with his documents and write an application for the issuance of a duplicate STS.

But in some cases the owner cannot complete this task:

  • the owner is in another country for permanent residence;
  • the owner is in hospital;
  • the owner of the car works in another region and cannot contact the traffic police.

If the car owner does not have the opportunity to contact the traffic police department to obtain a duplicate of the STS, then he can transfer his rights to a third party. As a rule, this is the user of the vehicle or a close relative.

The legislation does not limit the circle of persons who can act as a representative of the owner of a car to replace the vehicle. This could be a relative or a stranger. And it is not necessary that his name be included in the OSAGO policy.

To restore the certificate without the owner of the car, you will need to write a power of attorney and have it certified by a notary. The document can be drawn up by the owner without the presence of an authorized person.

Next, the power of attorney is transferred in any way to the person who will apply to the traffic police. Can be sent by registered mail or sent with another person. The main thing is that the document is made in paper and not electronic form.
