Grounds for deregistration

First of all, it should be noted that deregistration can be:

  • temporary (suspension of registration when a car is exported abroad or stolen, or when, for example, the car is not planned to be used for a long time and during this period there is no desire to renew car insurance annually) or permanent (in case of theft, if there is no hope of finding it, during sale, disposal) ;
  • executed by both the owner (former or current) and the trustee.

The most common reasons why a person is ready and able to deregister a car are the following:

Hijacking

When the former owner does not know where his car is and is therefore not ready to bear responsibility (including administrative and criminal) for offenses committed on it, he relieves himself of these obligations. In this case, the application indicates the reason “theft, theft”, and attaches a certificate stating that the application for the theft of the vehicle was accepted.

Disposal

When a car can no longer be used for technical reasons, it is scrapped and registration is terminated. In this case, it is not necessary to provide the vehicle to the inspector for inspection and verification of mileage, numbers of components and assemblies. Most often in such cases we are talking about really old cars, inherited, which have not been running for a long time and the documents from them have been lost, or there is no re-registration of the owner

Until 2013, the actual owner had to deregister the car before selling it for his own safety and peace of mind. He could do this in advance, or on the day of the transaction.

Now the new owner, within ten days after signing the purchase and sale agreement, goes to the MREO and registers the car in his name (upon his request, the car is automatically deregistered). If the new owner turned out to be unscrupulous and after the purchase did not visit the traffic police to re-register the car, the previous owner can himself apply for deregistration, choosing the sale as the reason.

Changing of the living place

The certificate that the owner receives when registering the car indicates his registration address. If in the future he moves and receives a new registration, he is obliged to contact the MREO to replace the STS. How much does it cost to deregister a car with the traffic police?

The amount for terminating registration with the State Traffic Inspectorate will depend on the reasons for the need to complete this process. In general, the regulations do not provide for a state duty as such. However, in order for the new owner’s data to be entered into the PTS, you will have to pay three hundred and fifty rubles.

If a vehicle has been scrapped, then the owner must also deregister it in order not to be charged tax on the vehicle.   • identification;
  • power of attorney, if the owner himself, for some reason, cannot be present and asks to replace him;
  • PTS - a registration certificate for a car, which contains the vehicle data and previous owners;

  • GRZ - they should be unscrewed, cleaned of dirt and handed over.

In some cases, additional documents may be needed, for example, a copy of the application and a certificate stating that the car was stolen.

Procedure step by step

To deregister a car through State Services, the owner must:

  • register on the portal in advance in order to receive a special confirmation of your status: log into the application or gosuslugi.ru website using your SNILS number, mail or mobile phone number;
  • select vehicle registration services by category or department;
  • click on “Deregistration”;
  • write a statement, indicate the reason, choose a convenient time for visiting and a branch of the MREO;

Perhaps, to a person far from a computer, the procedure will seem long and complicated, but these are only initial impressions.

Secondly, when working with the portal, you don’t need detailed instructions, everything comes with hints, intuitively, step by step, often the owner must simply select his option from several items, rather than enter his thoughts.

So, at some stages it will be necessary to note the type of vehicle (trailer or car), indicate the address, add whether it coincides with the place of temporary registration (for example, registration in Penza, Simferopol or Ryazan, but lives in Sarov, Ulyanovsk or Perm - on State Services you need to enter both options). Thirdly, after confirmation of your appointment arrives, you do not need to print out a ticket at the MREO or take a place in the general queue.   • lack of re-registration by the new owner - if re-registration has not been completed within ten days, the previous owner has the right to independently contact the State Traffic Inspectorate with a corresponding application in order to get rid of responsibility for further actions of a vehicle that does not belong to him.

State duty: size and how to pay

When deregistering a car, you will have to pay a state fee - the standard approach of the state for any registration actions.

In 2021, the amount of the duty is 1050 rubles, its validity and amount are determined by the Tax Inspectorate.

How much time is needed

One of the priority areas in the work of the State Services portal is the ability to quickly receive a service, regardless of where the request comes from: the district center of Bezhetsk, where the MREO can be reached in 5 minutes from anywhere, or Rostov, a city famous for its long traffic jams.

In order to deregister a car, it will take at least two days:

  1. go to State Services, select the desired service, address, date and time of visiting the registration office, submit an application and wait for a response (usually a positive response comes within an hour) - it will take from 15 minutes to one hour;
  2. come to the MREO at the appointed time, submit documents to the window, show the car for inspection, complete the matter - from 40 minutes to several hours.

Of course, the place of registration of the vehicle plays a big role.

For example, there is a high probability that in the small towns of Abakan, Belovo, Oskol, Lukoyanov, Armavir, Rybinsk, Safonovo, Prokopyevsk, Uzhur, deregistration of the car will take place very quickly, because there is not a large flow of visitors, most likely, the observation deck is close and the inspector will be able to return to the main building in a few minutes.

  • Application with a request to deregister the vehicle.
  • An order from the organization, which states that this vehicle is subject to deregistration.
  • PTS and STS.

  • A notarized power of attorney issued in the name of a company employee. The power of attorney must be certified by the signature of the chief accountant and the head of the organization. It is this employee who will represent the interests of the company in the traffic police department.
  • Documents confirming the identity of the employee (Russian passport).
  • Charter of the organization, certified by seal.
  • Minutes of the constituent meeting confirming the decision to sell the vehicle.

Legislative changes

On July 10, 2021, changes to the rules for registering cars with the State Traffic Inspectorate came into force (Order of the Ministry of Internal Affairs of the Russian Federation No. 139 of March 20, 2017). One of the adjustments concerns the deregistration of a car due to disposal. The new edition of the Rules stated that the basis for writing off a motor vehicle as scrap should be a certificate (act) of disposal confirming the fact of destruction of the vehicle (clause 8.4).

Disposal of a car through State Services is allowed only due to the liquidation of the vehicle by a specialized company. Previously, the destruction of vehicles was not mandatory, and motorists could stop registering a vehicle for other reasons:

  • writing off an unused car to save on transport tax;
  • the car gets into an accident, after which the car is unfit for use;
  • lack of re-registration of the car by the buyer after the sale;
  • dismantling the vehicle for spare parts.

In addition, it was possible to re-register a car that had been written off as scrap. From 07/10/17 this cannot be done. This procedure for car disposal has been preserved in the new Registration Rules, which came into force on 10/06/2018.

Reference. Until the end of 2021, there was a state program under which owners of “junk cars” could dispose of old vehicles and receive a certificate in the amount of 50 thousand to 350 thousand rubles. When purchasing a new Russian-assembled car, this amount was taken into account as a discount. The state program has been suspended since 2021.

Writing off a car as scrap does not require presenting the vehicle to the traffic police. The owner or his authorized person with a notarized power of attorney to carry out this procedure can deregister a car.
