When a car is parked incorrectly, it is at risk of being taken to a special parking lot.. Such situations happen quite often today.
To avoid unnecessary problems, every driver should know the parking rules. There may be other reasons for evacuation. In megacities there are problems with parking spaces.
Therefore, you should understand what to do in this situation and how much a parking lot costs per day in 2021.
If the car was taken away by a tow truck, you need to immediately call 02 or 112. They will provide information about which impound lot the car is in, the reasons for the evacuation and the cost of storage.
The amount you need to pay depends on the location of the driver and the make of the car. In most cases, prices are the same throughout Russia .
But there are exceptions; some regions set their own prices. The amount is made up of different parts and turns out to be quite large.
Reasons for car evacuation
In order to adequately defend your interests, it is important to know the reasons why the car was towed to the impound lot and the legality of such actions.
This measure is applied in the following cases:
- If the driver violated the parking rules, he is not there and the only way to eliminate such an offense is to evacuate the car.
- The driver does not have documents that give him the right to drive a vehicle.
- The driver of the car is under the influence of alcohol or drugs.
- Vehicle malfunctions if the cause cannot be eliminated on site.
- The driver of a car refuses to undergo a medical examination after a traffic accident, or when there are obvious signs of intoxication.
- Violations of traffic rules, ignoring signs and road markings.
- Parking a car on the sidewalk, pedestrian crossing or roadway.
- Parking on tram tracks, in tunnels and in places where public transport stops.
- If the rules for transporting dangerous goods are violated.
Sometimes the car is not taken to the impound lot .
The driver can simply receive a fine, provided that he managed to return to the car before the tow truck arrived. The fine is paid in accordance with the drawn up protocol.
Release of the car
Is it possible to pick up a car from an impound lot without paying a fine?
The owner or other person authorized to return the car has the right to urgently and immediately pick up the car after being able to eliminate all the reasons that led to its detention.
All impound parking employees should focus not on receipts for payment of fines, but directly on correcting the situation.
Remember that references to weekends and lunch breaks are not a reason for parking lot workers not to release your vehicle . If immediately after arrival, for any reason, you are not allowed to pick up the car, you can safely call 02 and call for a squad.
Try to do all the steps described above as soon as possible, since the payment for leaving a car in the impound lot is hourly, which means the cost of evacuation will constantly increase.
Before leaving the impound lot, be sure to inspect your vehicle for any new damage . Also check whether all the things were left in the cabin, as indicated by the traffic police inspector in the protocol.
If you notice new damage, be sure to record them in a photo and draw up a simple report yourself, for which you will need to involve a friend or any passerby as a witness. Then you will have to go to an independent expert to assess the amount of damage.
Evacuation procedure
If there is a need to evacuate a car, the traffic police inspector, the tow truck driver and the impound lot employee are required to act according to certain rules.
Before evacuation, the traffic inspector draws up three documents:
- protocol on the offense, what caused it;
- protocol on removal from management;
- report on the detention of the vehicle.
The above documents are drawn up only in the presence of the driver; copies of them are given to him against signature.
If for some reason the driver refuses to sign the protocol, the traffic police officer makes a note about this.
The vehicle is then sealed and transported to the impound lot. The storage time is counted from the moment it is recorded in a special logbook.
It should be understood that only those cars that are parked incorrectly and interfere with the normal flow of traffic are subject to evacuation.
All other cases, for example, if the car was taken to a special parking lot because it was easier to load it onto a tow truck, is an illegal evacuation. The driver may disagree with it and go to court.
Then there is a high probability that the money for storing the vehicle and towing it will be returned to him.
In addition, if the driver managed to approach his car before starting or during the loading process, while the tow truck has not yet driven off, such evacuation will also be illegal.
When drawing up all protocols, you need to carefully ensure that the traffic police inspector carries out a complete inventory of personal property located in the car at the time of the incident . Any dents, scratches or other damage must also be recorded.
Thus, if the car was not there, it was either stolen or taken to a special parking lot. The second option will be much more favorable. But you need to figure out what the problem is quickly.
Knowing how long a car can sit in an impound lot, you can return the car at minimal cost or get back the amount spent in case of illegal towing.
Cost of evacuation and storage of a car in Kazan
Tariffs for services are approved by the State Tariff Committee of the Republic of Tatarstan. The following tariffs are currently in effect:
Moving a vehicle – RUB 2,006.
The storage period of a detained car in Kazan is calculated in hours. A storage fee is charged for each full hour of its stay in a specialized parking lot. The cost of storage is calculated depending on the vehicle category:
Category A – 30.49 rubles/hour; Category B , D up to 3.5 tons – 60.98 rub./hour; Category C, E, D over 3.5 tons – 121.96 rubles/hour; Oversized vehicles – 182.94 rubles/hour.
The cost of services must be paid no later than 30 days from the date of evacuation of the vehicle.
Check fines
Cost of impound lot
Many drivers are interested in how much a day of impound parking and tow truck services cost. Costs may vary in different regions. The minimum price is 3000 rubles .
It is made up of the following parts:
- The fine for violating traffic rules is 1,500 rubles.
- Departure of a tow truck, depending on the region, costs 1,300, but in some areas it can cost 2,500 rubles.
- Transportation to the traffic police penalty area - 200 rubles.
Cost per day of storage:
- trucks weighing less than 3.5 tons - 1000 rubles;
- more than 3.5 tons - 2000 rubles;
- storage of motorcycles, mopeds - 500 rubles;
- passenger cars - 1000 rubles.
These prices have remained the same in 2021 for many regions. After paying for the services of a tow truck and the time the car was parked in a special parking lot, it must be immediately returned to the owner.
In addition, it is important to consider that there is a period of time for how long a car can be parked for free in the impound lot.
There is no charge for the first day of storage. The second and third days are paid in the amount of 40 rubles per hour. After this time, starting from the fourth day, the price is 60 rubles per hour.
You can pay a fine for violating traffic rules at any convenient time.
How long the car will be parked in the impound lot depends only on the owner . It can remain there for quite a long time until the fine is paid, the tow truck leaves and the time spent in a special parking lot is paid.
The faster the owner does this, the faster he will pick up his vehicle and the cheaper it will cost him.
There are cases when the car has been sitting for a long period, and a person does not have the money to immediately pay off the entire debt. In this case, you can pay in installments for a period of three years.
We return the car
1. We call 02 to make sure that the car was evacuated and not stolen. We immediately find out the telephone number of the traffic police unit, whose employees processed the evacuation.
2. By calling the traffic police department, we will find out the address of the parking lot where the car is located and the address of the department itself.
3. We go to the parking lot or to the traffic police department. Where exactly depends on the region. For example, in Moscow you need to immediately go to the police, but in the Moscow region the scheme is more cumbersome: first we go to the parking lot and get a vehicle transportation certificate from its employees. Only then do we go to the traffic police department, whose officer ordered the evacuation. In any case, you must have a driver's license, a vehicle registration certificate, and an MTPL policy with you.
4. We present the documents for the car to the traffic police department. If we have already been to the parking lot before, we also present the document issued by its employees. We receive from the police: a copy of the decision on the administrative violation, details for paying the fine, permission to pick up the car or a permit stamp on a document issued at the impound lot. We have 60 days to pay the fine (Part 1 of Article 32.2 of the Code of Administrative Offenses of the Russian Federation). Please note: exactly 60 days, and not 30 days, as it was before May 2013.
5. We return to the impound lot and show the permit issued by the police or a stamped document. Now we need to pay for evacuation and storage. As a rule, there is a terminal in a specialized parking lot. This is more convenient than looking for a bank, although terminals can charge a decent commission (around 100–150 rubles).
6. After paying for towing and storage, you need to sign an inspection and return certificate for the vehicle. You will probably be asked to do this immediately after payment. However, before you sign this document, you need to actually inspect the car. Did the tow truck cause any damage? Are all the things we left in the salon in place? If we have complaints about the condition of the car, we need to write down our objections in the report and call the police to the impound lot. If everything is in order, we leave the parking lot in our car. The paper tapes used to seal the doors will most likely have to be washed off with water.
! If the documents were forgotten in a towed car in the Moscow region, then before going to the traffic police department, you should come to a specialized parking lot, fill out a vehicle opening certificate, a sealing certificate and go with the documents to the traffic police department on duty.

How to avoid having your car seized
When an evacuation is started right in front of the driver, it can be prevented. Article 27.13 of the Code of Administrative Offenses of the Russian Federation states that the detention of a vehicle is applied “until the cause of the detention is eliminated.” Accordingly, having eliminated the cause on the spot, we deprive the inspector of any reason to detain the car. Although this, of course, will not save us from responsibility for the offense.
In principle, there are three possible courses of action depending on the situation in which we find ourselves:
1. Just move to the side. This is enough to avoid evacuation for parking in the wrong place (under a prohibitory sign, on yellow markings, near a pedestrian crossing, a stop, in case of obstruction of traffic, etc.).
2. Call another person with a driver's license.
Procedure to pick up a car from the impound lot
If it happens that the car was evacuated, in order to pick it up in accordance with the legislation of the Russian Federation, you need to do the following:
- Eliminate the reason for the delay of the car - write out a power of attorney for someone to drive it or go and get your driver's license.
- Pick up the arrest report. To do this, you should contact the inspector who issued the protocol. If this is not possible, you need to go to the traffic police officer on duty, since he may have the protocol.
- Take written permission to receive a car.
- With written permission you can go to the impound lot.
The traffic police duty station operates 24 hours a day, 7 days a week, so an export permit can be obtained at any time.
If employees refuse a refund and explain this by the fact that they currently have non-working hours, then they can file a complaint with the Department of Internal Affairs about illegal deduction.
Sometimes at the impound lot they require you to pay for services for storage, loading and unloading - you can pay, but be sure to ask for a receipt or a document that replaces it.
In some cases, the inspector takes the car due to a certain breakdown . Then the driver has the right to call a tow truck himself and take the car to a car service center, and not to a impound lot.
Who should pay the fine
Drivers are not always the owners of the vehicle . People often use a car under a general power of attorney. In doing so, they may commit an offense, which will cause the car to be towed.
In this case, the question immediately arises: who pays for the impound lot, the owner or the driver?
In accordance with the law, if a trusted person has committed an offense, and the fine is sent to the owner, who has nothing to do with the incident, then he is not obliged to pay it.
The owner of the vehicle will not be held administratively liable if the necessary data is confirmed during the review process.
Thus, if at the time the offense was recorded, the car was in the possession or use of another person, then he must pay for the impound lot. All expenses and fines for offenses committed by him are redirected to the trustee.
In any case, it is better to avoid situations that force you to use the services of a tow truck. Getting him out and storing his car in the impound lot is not cheap.
To avoid trouble, every driver is obliged not only to know, but also not to violate the rules of the road and parking. This will provide an opportunity not only to save money, but also time to solve problems.
