How much does it cost to install Plato?

The on-board unit is a key element of the Platon system. This small device is designed to automatically track the route of a large-capacity vehicle on federal roads. Control over the movement of the vehicle is carried out thanks to satellite navigation GLONASS/GPS or GLONASS.

Using the on-board vehicle is much easier than using a route map. Money is debited from your account automatically for each kilometer traveled; there is no need to strictly follow the route. To date, almost 350 thousand such devices have already been issued. At the same time, more than 6.5 million route cards have been issued. Obtaining a tracking device in the Platon system: procedure

To receive a tracking and payment device for installation in a truck, you need to register in the system registry. This is not difficult and, moreover, completely free, can be done via the Internet at www.platon.ru or at customer support centers. You must provide:

  • ID card, or power of attorney from the owner, or constituent documents of the company (attach scans when registering online);
  • documents for the car - a certificate of state registration, a technical passport (in the online application you also need to indicate the VIN, maximum weight, model and make of the vehicle, license plate number);

Verification takes from 15 to 20 days, after which access to your personal account on the website opens. After this, registration is completed and the client switches to the status of an authorized user.

You can start receiving the on-board unit. An unpleasant surprise awaits here - you won’t be able to do this online; you will have to make a personal visit to the company center (138 such institutions have already been opened). At the center, a contract is concluded with the user for the free use of the on-board device, for which you need to provide copies of the following documents:

  • for individuals – passport or other identification document (also the original);
  • additionally for resident legal entities – certificates of registration and registration with the tax authorities of the Russian Federation;
  • additionally for legal entities non-residents of the Russian Federation - provisions on a representative office or branch (all documents must have a notarized translation into Russian).

If an authorized representative of the truck owner applies for an opinion, it is necessary to provide a certified copy of all documents by the owner. What is the Plato system?

"Platon" is a system for collecting tolls from trucks. It got its name from the abbreviated phrase “payment per ton”. The system was put into operation on November 15, 2015 and operates to this day.

The operator of Platon is RTITS LLC (RT-Invest Transport Systems). Half of its authorized capital belongs to the state corporation Rostec, and the second half belongs to entrepreneur Igor Rotenberg. These same persons are the founders of the limited liability company.

For operator services, the company is annually allocated 10,500 million rubles from the federal budget of the Russian Federation. According to RT-Invest Transport Systems LLC, thanks to the work of Platon, the federal budget should receive an annual replenishment of 20-50 billion rubles.

The Platon toll system covers 50,774 kilometers of federal roads. To ensure stable and efficient operation, it includes:

  • information support centers;
  • geographic information system and automatic calculation system;
  • on-board devices for timely debiting of funds from the user’s account;

The funds collected by Platon are redirected to the federal budget and spent on:

  • improvement of road transport infrastructure;
  • financing of repair and road construction works;

The Platon toll collection system is also considered to ensure the implementation of the Highways subprogram of the Development of the Russian Transport System 2010-2020 program. The functioning of “Platon” makes it possible to improve the condition of roads and reduce the burden on the budget (municipal and state), which is necessary to maintain transport and operational parameters.

Description of BU "Plato"


The control unit has built-in satellite navigation system modules and tracks vehicle movements. Location data is transmitted via the cellular network to the payment system information processing center. The BU kit includes:

  • the device itself;

  • suction cups for fastening;
  • instructions and device passport.

A special bracket or double-sided tape (not included) can be used for mounting. The control unit is installed on the windshield, in a part that does not interfere with the driver’s view.

  4. If you choose the mounting method using a bracket, secure the device in the holder;
  5. When using adhesive tape, remove the protective film from it, stick it on the body of the device and attach the device to the glass;
  6. Connect the device to the cigarette lighter.

Where and how to get the Plato on-board device


Installing the control unit greatly simplifies the use of the Platon system.
Funds from the car owner's account are automatically debited for the actual distance traveled. This does not require prior entry of the route into the system. To receive the device, first of all, you need to complete a free registration on the Platon system website by filling out the appropriate form. You can also perform these actions by visiting the Support Center, providing the following documents and information:

  • vehicle owner's passport;
  • vehicle registration certificate;
  • contact information (phone number, email).

Within 10 days from the date of registration, the user gets the opportunity to access his personal online account. Here you can submit a request to receive an on-board unit. For further actions, you must visit the Support Center in person to the vehicle owner or his representative, with originals and copies of documents:

  • passport or other identification document (copy and original);
  • for individual entrepreneurs and legal entities registered in the Russian Federation - a certificate of registration of the form of activity and tax registration (copy);
  • for legal entities registered in a country other than those listed above - a document certifying the powers of the executive body and the regulations on the representative office in the Russian Federation (copy).

If the application is made by a representative of the vehicle owner, then copies of all papers must be certified by the signature of the owner, indicating the date and information about the location of the original. After submitting the necessary documents, an agreement on the use of the equipment free of charge is concluded.

How to register in the Platon system

Registration requires the car owner to collect the necessary documents and submit them on the official website or at a service center.

List for large legal entities from the Russian Federation:

  • a document confirming the right to engage in business with OGRN;
  • TIN;

List of documents for foreign individuals or legal entities:

  • registration certificate for a heavy-duty vehicle;
  • a copy of the document confirming the registration of the vehicle;

If the interests of a legal entity or individual are protected by a representative on the territory of the Russian Federation, it is also necessary to indicate his full name, email address and telephone number for communication.

You can fill out documents, submit them for processing (agreeing with the processing of personal data) and register on the system website (via your Personal Account), at the CIPP or at the self-service terminal during the process of issuing a one-time Route Card.

How to replace the control unit


The service life of the CU is 3 years, after which it requires replacement.
For this procedure, you must contact the Support Center three weeks before the expiration of the established time. If the user did not have time to do this, then he has no more than three more days from the end of the device’s service life. You can contact any Center, either by appointment or on a first-come, first-served basis.

To replace it, you need to hand over the old used unit with all components, in general and in good condition. It is also necessary to present a passport and, if the person applying is not the owner, a power of attorney in the recommended form. To obtain a new BU, you will need copies of the individual entrepreneur registration certificate and tax registration certificate. For legal entities, in addition, confirmation of the powers of the executive body of the organization will be required.

Upon expiration of the service life of the CU, the agreement on its use expires. Further driving is considered equivalent to driving without a control device and will result in a fine. In this case, it is recommended to resort to drawing up a route map.

Legalization of replacement

In general, the new rules establish the need to replace the Platon on-board device with an expired service life. Before this, it was provided only by a concluded agreement for free use . Government Decree No. 504 of June 14, 2013, which regulates the functioning of the Platon system, stipulated that a new on-board device can only be obtained if the old one is faulty and repairs and other warranty work are required . There was not a word about the fact that the device may have a limited service life.

The changes to the Resolution that have entered into force, in principle, introduce such a concept as “on-board device service life” , oblige users to ensure that this period does not expire, and to change the device after this has happened. In addition, they clearly indicate: traveling with an on-board device with an expired service life and without issuing a route card is considered traveling without paying a fee and, therefore, is punishable by a fine.

Let us remind you: the replacement of on-board devices began in September last year. It is dictated by the requirements of the FSB : devices operating on the basis of cryptographic information protection tools (CIPF) can be in circulation for no longer than three years .

At the same time, we note that three years is not three years of using the on-board device, but three years from the date of its production .

How does the Plato system work?

Road charges for transporting goods exceeding 12 tons apply only to commercial vehicles.

Based on Federal Law No. 257 dated February 7, 2017, the following types of vehicles are not covered by Plato:

  • specialized equipment of government agencies (Ministry of Emergency Situations, Ministry of Defense, Ministry of Internal Affairs, FSB, etc.), functioning for the purpose of national defense;
  • transport carrying passengers;
  • machines used by healthcare institutions.

The owner(s) of vehicles with a permissible weight of more than 12 tons are required to pay a fee, regardless of the actual weight of the cargo being transported (Article 31.1 N 257-FZ).

The legislation does not provide for the transfer of the obligation to pay this toll to other persons, for example, tenants.
At the same time, Article 421 of the Civil Code of the Russian Federation allows for the principle of freedom of contract, the terms of which are determined at the discretion of the parties. The owner-lessor has the right:

  • include the Platon toll in the rent;
  • include in the contract the lessee’s obligation to reimburse the owner of the car for the costs of paying for Platon.

How to calculate the cost?

The cost of a trip can be calculated in 2 ways:

  • automated calculation system by on-board device.

The on-board unit operates in automatic mode:

  • calculates the mileage traveled;
  • calculate the cost;

The device is issued free of charge at Rosavtodor departments . It works from the cigarette lighter, and funds are debited automatically while driving through the Platon system.

The route map is formed from information about the upcoming route and includes the following information:

  • serial number;
  • State heavy-duty sign;
  • date and time of issue;
  • validity;
  • length of sections and description of federal roads;
  • amount of payment.

You can issue a card in several ways:

  • in self-service terminals;
  • in the Platon system user support centers;

Its validity period is limited to 30 days. You can use it immediately after payment. An unused card can be returned until its expiration date.

Most Russian freight carriers have equipped their vehicles with on-board devices, and only 13% of drivers registered in the system use route cards.

How to find out the balance of a personal account and get a statement of transactions on it

Information about the funds in the account and about completed transactions is available to users of the Platon system in their personal account or in the mobile application after registration.

Account transactions can be requested in statement format for a specific time period. The extract can be presented in PDF or CSV format at the user's choice and sent to his e-mail. If no transactions were performed during the specified period, a corresponding message will be sent by email.

If for any reason there is no access to the Internet, the user can use self-service terminals or contact the call center and the User Information Support Center.

  • passenger transport;
  • transport of healthcare organizations;
