What is E-OSAGO, what does it look like and how to present it to the traffic police and traffic police

What is OSAGO

The term OSAGO means compulsory motor third party liability insurance. Cars are subject to insurance. After all, if an accident occurs, they may be harmed. Under compulsory motor liability insurance, payments are made to those people whose cars were damaged as a result of an accident. But, this only applies to third parties in an accident. For example, if a driver gets into an accident, causing damage to another car, the insurance company that issued the compulsory motor liability insurance is responsible for the payments. There is no compensation for the driver specifically. For this, another CASCO policy is issued, or the payment is compensated by the insurance company of the second participant in the incident.

Thus, the driver’s task is to choose the right insurance company. In the event of an insured event, representatives of the insurance company will sort it out among themselves, which is also very convenient.

It is worth noting that the policy costs the same everywhere. It doesn't matter whether it's a well-known company or a newly opened one, the price is the same. Because it is approved by law. This type of compulsory motor third party liability insurance is used not only in the Russian Federation.

What kind of document is this?

CASCO is voluntary insurance; the decision to enter into such an agreement is made by the owner of the vehicle. This insurance option protects property from all types of damage, theft, theft and exposure to third parties.

A complete list of insurance risks is specified in each specific contract. After its conclusion, the client receives the policy itself, an agreement, a payment receipt and, in some cases, a package of other documents.

When an insured event occurs, the car owner will need to provide papers confirming this fact in order to receive payments under the CASCO policy.

Why do you need a policy?

With the help of the policy, resolving issues related to compensation for losses is greatly simplified. A few years ago, according to the law, anyone who wanted to receive compensation had to contact the insurance company that registered the policy of the culprit. Recently, changes have occurred, and the procedure itself has become much simpler. Thus, if a number of conditions are met:

  • the health of the participants in the accident was not affected;
  • additional conditions are met.

Then we can talk about direct compensation for losses. There is no need to contact someone else’s insurance company; everything can be arranged through your own. And all damage will be compensated. There is one more condition if the amount of damage is 50,000 rubles. and less, then you can resolve the issues yourself, without involving representatives of law enforcement (using the European Protocol).

Applications are reviewed within 20 days. If the insurance company delays payment, it will pay a penalty for each day it is late.

Of course, there are cases when insurance payments do not cover losses at all. The driver must pay the rest of the funds himself. This can be avoided by taking out an additional voluntary insurance policy. It guarantees that there will be no additional costs in the event of an insured event. But, on the other hand, this is an additional expense for the owner, so not many people go for it.

There is no need to blindly trust advertising; the insurance company must be verified and reliable. After all, the culprit of the accident is in any case obliged to compensate for losses, independently or with the help of the insurer.

How to check the authenticity of an electronic OSAGO policy?

Previously, a traditional MTPL policy could be checked for authenticity by its size, microgrids, emblems and other external features.

With an electronic policy, such verification methods are not possible. However, there is still a way to check the authenticity of the policy. And it is even more reliable than a visual inspection, a lengthy check of licenses and rights of the insurer on the websites of tax services.

Each electronic policy has its own individual number, entered into the official database of all electronic insurances. To find out the authenticity of an electronic policy, just go to the RCA website, enter the policy data and check its availability in the database. If it is in the database, it means you can safely drive – liability is insured. But what to do if the system gives a negative result? This means that the purchased policy is invalid for some reason and it is necessary, without wasting time, to report this to law enforcement agencies. Then you need to go to court with a statement of claim against the organization on whose website the policy was purchased.

However, by visiting the official website of the RCA and selecting an insurer from the list presented there, you can avoid such a problem.

Changes to OSAGO in 2021

Previously, the KBM changed at the time of policy renewal. Now the indicator is calculated for the year. The coefficient is assigned to the individual. Before the changes were made, the calculation was made for the owner of the car and the driver. As a result, adjustments to the indicator during an accident could affect all persons who were included in the policy.

From the above example it is clear that over the course of 13 years, the citizen overpaid almost half the cost of the insurance policy. After this, the citizen’s length of service allows him to receive a 4% discount. The calculation will be made taking into account the FAC of 0.96. As a result, over the next 13 years the person will be able to repay the overpayment. At the age of 43, savings begin. The cost of the policy is reduced by 4% per year.

Differences between new and old policies

Fake policies are not uncommon, so it is important to know what the correct document looks like. It is worth noting that the electronic version is identical to the paper version. The main difference of the policy is that color protection has been strengthened. It contains 12 shades and has graphic patterns. There is a smooth transition between colors, starting with yellow and ending with lilac. The letters have become larger. This is one of the noticeable and good innovations.

The document has watermarks, which provide additional protection against counterfeiting. If you point the paper towards the light, an outline of the car will appear. There must be a RSA signature, left and right.

There is a metal thread in the document, and the word polis is made from it. One of the innovations worth noting is the QR code. It appeared in 2021. With its help you can quickly find out basic information about the vehicle.

Program for filling out MTPL insurance policies

The Internet never stops developing, and OSAGO is such a popular topic that it would be stupid to ignore it. Various websites are full of various programs for issuing insurance policies.

The programs were developed so that it was possible to calculate various coefficients, insurance premiums, and also to store all the necessary information.

However, we do not advise you to use such programs; often in the end you will only be able to print out a template for filling out compulsory motor liability insurance in Word or an application for obtaining insurance.

But that's not all. In order for you to print a layout of the policy, you will be required to provide a phone number, from which a certain amount of money will be debited in the future.

Do not fall for this scam, but take out “honest” policies, since driving a vehicle with a fake compulsory motor liability insurance is an administrative responsibility.

How to fill out the OSAGO form yourself

The law does not establish a uniform method of filling out compulsory motor liability insurance. Therefore, you can enter information by hand yourself or print the data . If information is entered by hand, then a two-layer form is used.

At the moment, almost no one fills out the document manually. Using a computer makes the task much easier.

There are special programs so that you can issue an insurance policy. The essence of the software is to develop the coefficient used in the calculation. You can download a similar program below.

Experts note that there is no need to use such programs. Because in the best case, a person will have a regular form in word format, and in the worst case, nothing at all. In addition, you still have to pay for services of this kind. They ask you to leave a phone number, but then they debit money from it.

To fill it out yourself, you need to follow the following instructions:

  1. Specify the validity period of the policy.
  2. Indicate the time frame within which the vehicle will be used.
  3. Enter last name, first name, patronymic.
  4. Who is the owner of the vehicle.
  5. Confirm whether there is a trailer or not.
  6. Enter information about the car.
  7. Indicate the purpose for which the vehicle is used.
  8. Add additional drivers if available.
  9. The final price of MTPL.

In addition to the policy, you should have a receipt confirming payment of the insurance premium. Be sure to check the presence of seals and signatures of both parties.

What is OSAGO?

OSAGO is an official document that insures not your car, but your liability to third parties who are road users (you can read more about why an OSAGO policy is needed in this material, and here we talked about how OSAGO differs from CASCO) .

Appearance of the old policy

In Russia, OSAGO has been available for more than 13 years, and during this period of time, the appearance of the OSAGO form has undergone repeated changes. Today, the policy form has a successful and high-quality design with an appropriate level of protection against counterfeits (how and where can you check the authenticity of the policy?). The insurance policy sections are clear and usually do not cause any difficulties when filling out, but some require clarification.

Automobile liability policy forms are printed on GOSZNAK and they have the following properties:

  1. OSAGO letterhead paper has a dense structure and is coated with a light green micromesh pattern.
  2. In addition to the pattern, the form also has a watermark with the RSA emblem. Microgrid and watermarks are applied to protect forms from counterfeiting.
  3. Another type of protection is polymer fibers embedded in the body of this document and a metallized strip sewn into the form; it can be seen on both sides of this document.
  4. The serial number is located in the upper left corner. This number is unique for each form and has a relief embossing that can be clearly felt on both sides.
  5. The format of the motor third party liability policy form is larger (approximately 1 cm) compared to the A4 sheet format.

Automobile liability policy forms come in 2 formats:

  • Single-layer forms , which are most often used in insurance sales offices, since all data is entered into the form using a special program on a computer, and then all information is printed on the form using a printer.
  • Self-copying (two-layer) forms , which in addition to the main form have an additional yellow-white copying layer. Such forms are more often used by freelancers who fill out the forms by hand and need a copy of this act to report to their own investigative committee about the transaction.

IMPORTANT! They want to ban two-layer forms, since this document format is easier to forge.

Such papers are counterfeited using various iodine compounds or peroxide. With the help of such chemistry, inscriptions written with a ballpoint pen are etched and other information is entered in their place - it is quite difficult to visually distinguish such a fake from the original document.

The structure of the policy is as follows:

  • Document header.
  • Stamp.
  • Serial number.
  • Date column.
  • Extended policy.
  • Points 1-8.
  • Sighting area.

In the header of the form on the right there is space for affixing the stamp of your insurance company. It should not be confused with the stamp that is placed at the bottom of this form.

Stamps can be of 2 types:

  1. Wet stamp.
  2. Printer stamp.

The first option contains the SK logo, the SK name, as well as information about the address, telephone numbers and website of the SK.

Printer stamp, most often used by large companies. In addition to the information that the wet stamp covers, it may also contain a barcode (that is, using your phone you can find out the IC data).

Serial number

It is located to the left of the name, this is a number of ten numbers and 3 letters indicating the series of this document; now the forms have the EEE series.

IMPORTANT! The RSA database keeps records of all issued forms and their serial numbers.

For each insurance company, a personal range of form numbers must be allocated, by which this insurance company can be identified. In practice, the insurance company does not always have a designated number range of forms; this most often applies only to large insurance companies.

Column "Date"

Just below the title there are two unlabeled blocks containing fields in which dates can be entered. One of them is larger and the other is smaller.

SC has two concepts:

  1. Insurance contract – valid for 1 year (it can happen less, but only in exceptional cases).
  2. The period during which the insurance coverage of this contract is valid is the time interval (or several periods) during which the insurance company is liable under your agreement.

Prolongation

In the case when a car owner insures his motor third party liability with the same insurance company for a certain time, then he does not need to enter into a new contract.

In this case, the motor vehicle license is extended and the policyholder is issued a new form of this document for the next year.

What blocks and points does it contain?

After the header on the OSAGO form there are eight points. Some of these items must be filled out, while others must not be filled out; they are purely informative in nature and there are no blocks in which information is entered.

  1. Paragraph 1.
This paragraph provides information about the name of the policyholder.

ATTENTION! The owner and the person carrying out the insurance (policyholder) can be either the same person or different persons (we talked in more detail about who the policyholder and the owner are in the policy here).

  2. Point 2.
The second paragraph of the form contains basic information about the vehicle, such as:
    • Full name of the owner of the vehicle.
    • Make and model of the vehicle.

  3. Information about trailer availability.
  4. Vehicle body number or VIN code.
  5. State sign.
  6. Serial number of PTS or STS.
  7. The new auto liability policy also includes a “purpose of vehicle” clause, in which you must enter information about the purpose of the vehicle.

  8. Point 3.
Point 3 covers two block fields. The fact is that the type of insurance is indicated less, i.e. it should be indicated whether the contract has a limited number of drivers allowed to drive or whether an open contract is drawn up with an unlimited number of drivers.

In the large block, information about drivers is entered, i.e. their full name and driver’s license number (if they take out unlimited insurance, they do not write anything in these blocks, but put dashes).

  9. Points 4-6.
These points in the contract form are purely informational and contain up-to-date information about the insurance period, insurance payment options, etc.
  10. Item 7.
This item displays information about the amount of the insurance premium.
  11. Clause 8.
This is the last clause in OSAGO. It is designed to allow, if necessary, to make special notes that relate to the contract being concluded.

Sighting area

The last unmarked area of the contract is the area where the signatures of the parties are placed.

It contains the following fields:

  • The date when you entered into a contract with the insurance company. This date may or may not coincide with the start of the contract.
  • The date when you were issued the insurance policy form, most often it also coincides with the start date of the contract, but may differ from it.
  • Signature of the policyholder and the insurer. The policyholder endorses this document without deciphering the full name, and the insurer must not only endorse this act, but also indicate his full name next to the signature.
  • A round wet seal is placed over the signatures.

Can I make changes?

It is not only possible, but also necessary to make changes to the contract. So, if during the period of validity of the MTPL insurance the car owner has a change in the information that was originally specified in the contract, then he must immediately notify the insurance company about this.

In order to make changes to the contract, the car owner must contact the insurance company office . It is also possible to change data via the Internet.

Only the policyholder himself or his representative, who has a power of attorney, has the right to contact the insurance company to make changes to the contract. You can find out more about whether you can insure a car if you are not the owner in this material, and you can learn more about the nuances of drawing up a power of attorney to obtain insurance and drive a car here.

To complete this procedure you will need:

  • policyholder's statement;
  • original insurance;
  • passport of the car owner or his representative;
  • documents confirming the existence of changes (for example, if the license plate of a car is changed, a registration certificate will be required).

You can find out more about the documents required to obtain compulsory motor liability insurance here.

The insurance company makes changes to the MTPL policy as follows:

  1. Changed information is registered in the RSA database and is immediately checked for accuracy.
  2. New data is recorded in the “Special Notes” section.
  3. At the client’s request, he can be issued a new OSAGO policy with already changed data. In this case, the number of the original contract is indicated in the “Special Notes” section.

What it is?

According to Article 4 of the Federal Law “On Compulsory Motor Liability Insurance”, every car owner must insure his civil liability . To do this, it is necessary to purchase an MTPL policy, according to which, in the event of an insured situation, the insurer will have to compensate for damage caused to the health or life of third parties.

Both individuals and legal entities must have an MTPL policy. Moreover, if a legal entity has a whole fleet of vehicles at its disposal, then insurance must be provided for each vehicle.

IMPORTANT! You should know that the absence of a compulsory vehicle liability insurance contract or its delay is a reason for bringing the driver to administrative liability.
