What is e-OSAGO?
The electronic OSAGO policy, or, as journalists immediately dubbed it e-OSAGO, is a record in the RSA electronic database containing the following information about the car:
- brand, model
- year of issue
- engine power
- state number
- series, number and date of issue of the registration certificate or PTS
- number and date of issue of the diagnostic card
- information about drivers (not required when applying for unlimited compulsory motor liability insurance)
All this data will be required to issue an electronic MTPL policy. In addition to this information, the RSA database contains information about the involvement of this vehicle in an accident and about the BMC of drivers allowed to drive.
How to use electronic MTPL?
Electronic MTPL is used in the same way as a document received at the office of an insurance company on paper.
The citizen is required to:
- Immediately print out the insurance as soon as it arrives at the email address specified during registration.
- Place MTPL in your car or store it with your driver’s license.
The main thing is to always have the policy with you while driving.
If third parties are included in the insurance, they must also be given a printed copy.

Note: if the document is not presented, then traffic police officers may issue a fine of 500 rubles.
What should I show to the traffic police inspector?
Every vehicle owner must have a compulsory motor liability insurance policy with him while driving. If stopped by a traffic police inspector, the citizen will need to present a printed document.

What should I show to the traffic police?
Previously, the process of checking by a traffic police officer whether a citizen had an MTPL policy was extremely simple and understandable. The driver presented the original document, the inspector checked the information from it with the data of the car and the driver.
With the introduction of electronic compulsory motor liability insurance, the policy verification process has not become any more complicated, but the verification procedure has changed significantly. A special explanatory letter was sent to all traffic police officers (Letter dated July 3, 2015 No. 13/12-у-4440), in which inspectors received information on how they should check the electronic policy. Starting from this year, the verification process is extremely simple: through a special service in the IMTS network of the Ministry of Internal Affairs of the Russian Federation, or if it is not available through the official website of the RSA, a traffic police officer makes a request to the database about the availability of state insurance. registration plate and VIN of the vehicle.
In the traffic rules, these norms have not yet been updated (although changes have been promised for a long time), in particular, in the current version there is the following clause:

How to apply for an electronic version of OSAGO?
To issue such a policy, the vehicle owner is required to:
1. Select an insurance company.
2. Check the name of their official website.
3. Prepare the necessary documents.
The citizen will need:
- personal passport;
- passports of persons who are authorized to drive this vehicle;
- diagnostic card.
4. Go to the official website of the selected insurer.
5. Complete registration.

- passport series and number;
- registration address;

11. Pay for insurance. The last step is the transfer of funds for the policy. They will need to be translated using the link provided by the insurance company.
