What does an electronic OSAGO policy look like?
Amendments to the law allowing online insurance came into force in 2015. Then it was drawn up according to the old version of the forms. After the changes proposed by RSA in 2021, the appearance of the e-policy has also changed. We'll tell you what an electronic MTPL policy should look like.
Outwardly, it is no different from ordinary insurance. Unless it can be printed on a black and white printer, and then it will not be pink, but gray.
That is, what an online OSAGO policy looks like on paper depends on the printer. The e-policy also contains an individual document number, a QR code, all information about the policyholder, car, company, and so on.
There are no fundamental differences between the policies of different companies. All insurance companies are guided by Federal Law No. 40.
The only difference is that some companies may add the word “electronic” directly to the name and use some special font to fill out the document. In most cases, this is avoided.
For example, this is what a photo of the Alfa Insurance electronic OSAGO policy looks like.
And here’s what the Tinkoff Insurance electronic MTPL policy looks like.
In most cases, insurers indicate that the insurance was issued online. For example, “Alphastrakhovanie” attributes information in the upper right corner. The Tinkoff Insurance form shows that the contract was concluded online, using a qualified electronic signature used by the insurer.

There are no watermarks, metallized stripes or other degrees of protection in the e-OSAGO photo. If you print it out, it will look like a photocopy of a familiar document.
But its authenticity is checked not by protective “barriers”, but on the RSA website in a special section. The database is available to everyone: traffic police officers, insurers, and ordinary users.
Indicate the series of the form and the individual number, the system will check it and show whether the document is genuine.
Important. If you have an electronic MTPL, even if you have not printed it out, the traffic police officer does not have the right to demand the usual paper form. Tell him the form number, he will check the information against the internal database. |
Electronic policy form
After changes in legislation, whether to print the policy on a printer or not is the decision of the car owner. The electronic template is a complete analogue of the paper version. Its main advantage can be considered convenience, since it is possible to obtain insurance online, on the insurer’s website. However, only those citizens who have previously entered into an insurance contract can generate a document on a computer and simply download it.
Car owners are presented with several formats for downloading (mainly extensions of Word and Excel programs). The most common .doc option is the MS Word template.
The legal force of an electronic and paper policy is the same. Both options can be presented to the insurance company or traffic police officer. In general, this format has been valid in Russia only since 2015. The appearance of the picture is distinguished by a micropattern, which is present if a person decides to print a finished sample.
New paper OSAGO policies - photo
We have said before that from 2021 until now, auto insurance documents have not undergone major changes. But compared to 2015, they have been seriously updated. For example, new degrees of protection have appeared:
● a metallized strip appeared with the inscription “OSAGO” on the left side, on which, when tilted, you can easily read the “policy”;
● the RSA logo and abbreviation are placed on the sides, they are easy to see if you look at the light;
● another watermark was placed in the center - an image of a car;
● the individual number of the form at the top, by which you can also check the authenticity, has become embossed and tangible if you run your fingers over it;
● at the bottom there is a mark indicating that the form was printed by Goznak;
● space is left at the top for the name of the insurance company and its seal.
In addition, the font has changed, and the graphic design of the form has become more complex. Various graphic figures appeared on the background; the color was uneven—for example, in some places it turned pale yellow. This is an additional security measure: due to the color variation, it has become more difficult to fake OSAGO.
One more change. Now insurers are required to indicate CBM directly in the policy. And publish the formula used to calculate the cost of insurance. Now all calculations are transparent to drivers. |
New samples from 2021 are radically different from the old ones with improved protection and color. The authenticity of updated civil liability insurance documents can be checked both on the RSA website and by external signs.
For example, if you did not find one of the levels of protection listed above, most likely you are faced with fraud. You can also scan the QR code through any application on your smartphone—the code also encrypts information about the document.

What to show to traffic police inspectors
Car enthusiasts often wonder: what should they show to a traffic police officer? The law establishes fines for the absence of a form in the amount of 500 rubles.
However, when applying for online MTPL, a motorist can:
- show a printed black and white copy
- show photos on your phone or other gadget
The car owner can also verbally state that he has fulfilled his obligations and issued an electronic policy. No matter which method of providing information is chosen, the traffic police officer is obliged to:
- request a document for a car: PTS or STS
- independently check the information using the RSA database
The verification procedure is free and takes a few minutes.
Evolution of the polis
Modifications began in 2021. In July of this year, the two-color policy was replaced with a document with a varied color scheme with an emphasis on purple tones. The document's protection was as follows:
- Contrasting background.
- Double-layer printing, making it difficult to produce counterfeit documents.
- Change the font. The name, form number and main paragraphs are filled with several variants of the graphic design.
- New type of watermarks and their placement. In the updated version, markers are also located on the edges of the policy.
- The presence of a thread passing through paper fibers with the inscriptions “OSAGO” and “policy”.
- Space in the upper right corner for placing a QR code, which allows you to compactly place information about the insurer.
Appearance of the OSAGO form in 2021
The development of a new version of the policy lasted about 2 years. As a result, the cost of the document increased by 15%. These expenses were included in the insurance rate.
An electronic version was introduced in 2021. Representatives of authorized organizations must, at the request of the car owner, replace the old form with its updated version. The procedure is free, but you need to prepare certain documents.
When insuring a vehicle for the first time or changing insurance, you need a paper policy. This measure is temporary. Due to the lack of correct data in the SAR database.
Advantages
The electronic product immediately became in demand. The demand for the financial product is explained by its many advantages.
Transparent terms | The client can visually see all the coefficients that were used to calculate the premium. Thanks to this, you can check the correctness of the applied KBM and other indicators. |
Choice | The car owner himself decides for what period to buy protection, when to extend it and who to allow to drive. |
No additional services | For most drivers, this is a major plus. It is no secret that it is personally difficult to buy compulsory motor liability insurance without additional life and health insurance. Its cost is several thousand rubles. |
Save time | There is no need to adapt to the financial company’s work schedule and wait for your turn. When ordering online, you are always the first and only client. |
Advantages of an electronic policy
The main advantage is protection against counterfeiting. But besides this, there are a number of preferences:
- Save time. There is no need to visit the office.
- Refusal to pay for additional services. With the advent of e-policy, there is no need to avoid intrusive service and attempts to impose unnecessary options.
- Convenient payment option. There is no need to withdraw funds from the card and pay in cash at the company's representative office. You can use online banking.
It is advisable to print out the policy and store it along with other papers on the car. The paper version will be needed for presentation in hard-to-reach places with poor connection quality
Flaws
Despite all the advantages, an electronic document has a number of disadvantages. It is better to study them before purchasing.
Technical inspection | You cannot buy MTPL for vehicles that have not passed technical inspection. In the office, insurers offer their services for inspection. |
Changes | Not all insurers offer online changes. |
Termination | You can get your money back only after contacting the office in person and providing a package of documents. |
Payment | Available only with a bank card. Only a few accept Yandex for payment. Money. |
Possible problems
There may be some difficulties when purchasing a policy online. We’ll highlight them especially for you:
- Redirection to another company's website. A very common problem is when the client enters all the data, receives a calculation and an offer to go to the PCA website to select another company. At the same time, it is impossible to obtain a motor vehicle permit from the selected organization.
- Technical inspection or discount is not verified. Often sites freeze and do not provide the necessary information to generate a calculation. Without appropriate verification, you will not be able to complete your purchase.
- The message does not arrive. The agreement is signed with an electronic signature. This means that the car owner receives a message with a secret code on the mobile phone that was specified in the electronic application. The received code will remain in the section that opens on the site. But the code does not always arrive.
Where does e-OSAGO sell?
In any insurance company that sells compulsory motor liability insurance. If there is such an insurance product, then it should be issued in both paper and electronic form. The current register of authorized companies is posted on the RSA website.
Simultaneously with the transition to electronic policies, the technical support of traffic police vehicles is being improved. In addition, the paper printout of e-OSAGO can be replaced, if necessary, with an image on a smartphone or other gadget.
There are several types of car insurance used in the Russian Federation. The most common are OSAGO and CASCO. Despite the fact that these types involve an additional expense for the car owner, in the event of an accident and other incidents they cover a significant part of the damage caused to property and the health of citizens. Before applying for a policy, it is important to understand what CASCO and OSAGO are: what is the difference between these insurance options, what the consequences of their absence are, and which company to contact to conclude an agreement. We'll talk about this in more detail in a special article.

The MTPL policy is designed to ensure driver liability by shifting it onto the shoulders of insurance companies. Simply put, you caused damage to other road users through negligence, and your insurer specified in the policy will compensate for it.
After all, even experienced drivers sometimes fall under the “lunar” influence and forget to slow down in time. And what can we say about the newcomers who literally hit the road yesterday?
At the same time, not everyone is willing to trust the capabilities of the World Wide Web. There are still people who do not recognize convenient online stores.
Therefore, many are interested in what an electronic MTPL insurance policy looks like and what protection it has. Another question that worries users is where and how it can be purchased and how the payment amount is calculated.
What to do if you have problems with traffic police under E-OSAGO?
The Central Bank of the Russian Federation admits that certain problems arise when communicating between car owners and traffic police inspectors, because there is no clear legislative regulation of the issue of using E-OSAGO. In Art. 32 of the Law “On Compulsory Motor Liability Insurance” states that police officers must monitor the fulfillment of obligations under compulsory civil liability insurance.
Russian police officers have internal information under the number 13/12-у-4440, which states that it is necessary to check the validity and relevance of the MTPL insurance policy through the IMTS MFD or the portal of the Russian Union of Auto Insurers. To perform the check, the vehicle's VIN and license plate number are required.
Therefore, if a traffic police officer requires a printed version of electronic insurance, you must indicate to him Art. 32 of the Law “On Compulsory Motor Liability Insurance” and the above-mentioned internal order. The inspector does not have the right to issue a fine in this situation for the absence of a vehicle license, because the car owner has it, but in electronic form, and the employee himself must carry out the check. If the inspector issues a fine, then it can be easily appealed - there are no difficulties with this.
Taking out electronic MTPL insurance is a legal option for every Russian car owner. You can fill out a document, receive it by email and pay the insurance premium on the website of any insurance company that provides civil liability insurance services. The electronic version looks the same as the paper version. The only differences are in the registration procedure.
Purchasing an MTPL policy online: features of registration and calculation
You can purchase a policy online on our company’s website.
Just sit in a comfortable chair at the computer, having prepared some documents:
- vehicle registration certificate;
- technical inspection certificate, which will be valid for another 6 months;
- the rights of drivers who will drive the car;
- civil passport of the vehicle owner or power of attorney to dispose of the vehicle with the right to enter into contracts of this type;
- previous policy that lost its relevance no more than a year ago.
On our portal you can see what an electronic MTPL policy looks like, the photo of which is located here. You will also be offered a list of leading insurers on the Russian market.
You can choose anyone by previewing their offers. The fact is that the base rate established by the state can be changed by the insurer within a strict corridor.
Using the right to choose, you can insure yourself with the company whose conditions suit you best. Some focus on low cost, others on the speed and quality of the claims settlement procedure, and others on the reputation, stability and financial strength of the company.
You can calculate the preliminary cost of payment using an online calculator.
He will make the calculation based on the specified base rate and adjustment factors, which depend on a number of factors, in particular such as:
- territory of primary use of the vehicle: in megacities the payment will be higher than in provincial cities;
- availability of payments under policies earlier: culpability in an accident increases the cost, accident-free status implies a 5% discount;
- driving experience and age: driving experience up to 1-3 years and age up to 22 years will significantly increase the cost of the policy;
- engine power: powerful motor over 150 hp the payment will increase in price by 1.6 times, while a 50-horsepower one will reduce its cost by 40%;
- period of use of the vehicle;
- validity period of the policy.
Having decided with the insurance company and calculated the preliminary payment amount, you can purchase a policy. To do this, fill out the online application offered on our company’s website.
Having carefully indicated all the data taken from your documents, double-check and confirm them. You can pay for your MTPL policy online with a bank card.
After some time, an electronic policy will be sent to your email, which you will need to print out and always take with you.
What does an electronic OSAGO policy look like?
After the notification arrives by email, you will be able to see what the electronic MTPL policy looks like and print it out. This document comes in pdf format.
The electronic policy is made in color and has almost the same design as the paper sample. Still the same green shade, only there are no micropatterns on it and it has a different series - XXX.
Below is the usual insurer's seal. If you print the policy on a color printer, the difference with the form will not be that big.
This is not necessary; a black and white version is sufficient. For traffic police officers this is not important.
They check the authenticity of the policy by querying a special database, which is formed on the basis of data transmitted by the insurance company.

In large cities, the inspector gains access to the database through a tablet equipped with his car. If there is no tablet, the request is made by radio through the dispatcher.
The inspector does not necessarily need to know what compulsory motor liability insurance looks like in electronic form, since he can verify that the car is covered by insurance by its registration number. However, this does not relieve you of the obligation to have a printed copy with you.

- Founded on 08.2002 through the efforts of 48 insurance companies.
- State registration dated 10.2002
- Provides civil liability insurance to vehicle owners.
The main idea is to support and develop rules in the field of insurance activities.
The Russian Union of Auto Insurers is a non-profit organization
Fraud facts
Representatives of the Russian Union of Auto Insurers have repeatedly identified scams. For example, a duplicate site was recently created, which, after entering the query “RSA” in the Google and Yandex search lines, appeared in first place with the label “Advertising.” The main goal of this type of cyber fraud is to defraud users of funds and personal data.
Signs of a phishing site:
- Available options are checking the vehicle history, purchasing an MTPL policy online, and correcting the bonus-malus ratio for money if necessary.
- Each offer is framed as an affiliate advertisement and redirects to other fraudulent web resources.
- For any action, the user is forced to enter his personal data and information about the car. This will help criminals sell the car in their name in the future.
- Although the option to purchase insurance is available, it will not be valid. The sale of electronic MTPL policies through commission agents is illegal.
- The clone site is in most cases poorly designed, most sections have not been updated for a long time, there are many grammatical errors in the text and many links do not open.
If you search for the official websites of insurance companies and official car dealers in the Yandex search engine, they will be marked with special checkboxes. SAR, for example, is highlighted in blue

Differences between e-OSAGO and paper
The paper medium has a living signature. If it is drawn up at the office of the insurance company, the policyholder signs the contract and the policy. After payment, the policyholder receives the documents. With the paper version, the procedure is extremely simple and clear. What is an electronic insurance policy and how does it differ from the original?
E-OSAGO is identical in form to paper records. It has the same chapters and sections. The only difference is the presence of an electronic signature of the document, as well as a note in the upper right corner about the conclusion of the agreement in electronic format.
Appearance of an old car
There is nothing complicated in the structure of the document. All fields that need to be filled out are signed. The main thing is to read correctly and enter the relevant information into the document when preparing it.
Both old and new forms are produced by Goznak , so they have common characteristics:
- in the upper right corner there is a series and policy number, which are made with relief embossing (felt to the touch);
- watermarks are available on both samples of policies (the new samples are more modern, read about this below);
- the mesh pattern covers the entire area of the document.
There are two types of insurance policies:
- With one layer - these are used when entering data through a special program on a computer, followed by printing the OSAGO form on a printer or plotter.
- With two layers - they have a special light yellow backing that duplicates all the information written down (by hand). Such policies are available to employees who work outside the office and fill out forms by hand. They provide the substrate to the company’s office to enter data about the insured person into a single RCA database.
Attention! Policies with two layers have almost gone out of circulation, since they have few degrees of protection and are therefore easily counterfeited.
So, the old-style MTPL policy looks like this.
Policy cap
There is a place on the left side of the policy header where a stamp must be affixed by printing on a printer or manually. A regular stamp (manual) contains information about the company (address, phone number, official name and company logo). The stamp, in addition to standard information, also contains a barcode containing all the information about the insurance company (it can be read using a special application on a smartphone).
On the right is the policy number and series. The number consists of ten digits, preceded by the letter designation of the series. Until July 2016, the “EEE” series was in use; this series, in turn, was preceded by the “CCC” and “BBB” series, on earlier versions of the forms.
Validity
At the bottom of the header there are fields that indicate the start date of the contract, as well as its end. In addition to the date, the start and end time of the contract is also specified, down to the minute . There is nothing complicated here; usually, the dates and times of the beginning and end of the term are identical, they only differ in the year (since the policy is issued for a year).
Insurance period
Below the header there is a field that, at first glance, seems identical to the “Expiration Date” field, but this is not the case. The above field indicates the start and end date of the contract with the insurance company - this is the immediate time during which the policyholder has insurance guarantees. This field has three insurance periods, which are filled out if the policyholder wishes (if he wants to operate the vehicle at certain periods of time).
basic information
- Information about the policyholder . The last name, first name and patronymic of the person taking out the insurance are written here. In the field below, attributed to F.I.O. owner of the vehicle (remember that the owner of the vehicle and the policyholder may be different people). We discussed in more detail the situation when the owner and the policyholder are different persons here.
- Vehicle information. Here are the main characteristics of the vehicle:
- document serial number (STI or PTS);
- state registration number (license plate);
- body number (or VIN code);
- presence/absence of a trailer;
- vehicle make and model.
- Persons included in the insurance. In this section, above the main field there are 2 windows:
- a check mark is placed at the top if the insurance is “without restrictions” (that is, anyone who has a driver’s license and a power of attorney from the owner can drive a car);
the lower one indicates the number of people allowed to drive, if the insurance comes with a limited number of people allowed to drive.
- Sum insured . This field is informational and does not need to be filled out. It prescribes insurance payments at the time of occurrence of various insured events.
- Insurance case . Informs the policyholder about the occurrence of an insured event and his responsibility when concluding this contract.
- Coverage area . This paragraph indicates that the MTPL policy is valid only on the territory of the Russian Federation.
- Insurance cost . This field indicates the actual cost of the MTPL insurance policy, taking into account the coefficient that is calculated individually by the insurer.
- Special notes . This field can be filled in optionally if the policyholder and the insurer have special notes or additional requirements. If this item is filled out, the stamp of the insurance company must be affixed in the field.
The data of persons authorized to drive is entered in the lower field (full name, series and driver's license number).
Bottom part
It contains the date of drawing up the contract, the signature of the policyholder (representative of the insurance company), as well as the signature of the policyholder with a transcript (last name and initials). The lower part is secured with the seal of the insurance company.
How to use and show to traffic police inspectors
According to the law, if a traffic police or traffic police representative demands to stop a vehicle, the driver must obey. The document verification procedure is carried out to ensure road safety.
If a traffic police officer stops a driver on the road, he is obliged to request to show him the following documents:
- rights;
- documents for the car (PTS);
- OSAGO policy.
Not everyone knows how to present an electronic MTPL policy. The insurance must be legible and the number must be visible. If, due to poor quality, the inspector cannot see the numbers, then he has the right to issue a fine to the driver.
How to fill out an MTPL policy through a computer program
Special programs have been created for drawing up insurance contracts, thanks to which you can quickly and easily issue a compulsory insurance policy. Completing the policy consists of several sections. In each section there are hints about what information you need to provide. Here are the main sections of the form that must be filled out in order to print the OSAGO policy form:
- data on the policyholder;
- owner information;
- vehicle information;
- list of persons admitted to management;
- validity periods;
- calculation of insurance premium.
Filling out fields about the policyholder
To fill out this section, you only need the policyholder's passport. As noted, any capable citizen can be the policyholder. In the first section you need to indicate personal information, as in a passport:
- Full name of the policyholder;
- series, passport number, by whom and when issued;
- date of birth;
- citizenship and registration address;
- mobile phone for communication.
In a similar way, fill out the second section, which indicates personal information about the owner.
Filling out fields for the vehicle
To provide information about the vehicle, you will need a vehicle document. In practice, drivers keep the vehicle passport at home and carry only the state registration certificate. Here are the required information that needs to be entered:
- state registration number;
- vehicle identification number (VIN);
- type of document (registration certificate or PTS), series, number and date of issue;
- if the car is required by law to undergo a technical inspection, then finally you will need to indicate the series, number and validity period of the diagnostic card. If the car is new, you must indicate that “no technical inspection is required.”
Filling out fields about drivers
No more than 5 drivers can be included in the MTPL agreement. If the policyholder needs to allow more than five people to manage, then it is worth choosing the “unlimited number of persons allowed to manage” option. When choosing the second option, the cost of the contract increases by 80%.
To add a driver, you must fill out the following fields:
- Driver's full name;
- Date of Birth;
- driver's license series and number;
- driving experience.
Indication of the insurance period and period
The insurance period under the contract is always one year. Everyone chooses the insurance period independently. According to the adopted law, the minimum period for drawing up a contract is 3 months. First of all, you need to indicate the date from which the policy will come into force and the period will be calculated automatically. The period of use will be set automatically based on the calculation. According to the law, during the validity period of the MTPL agreement, only 3 periods of use can be established.
Insurance premium calculation
After all fields are filled in, it is necessary to calculate the insurance premium. In the calculation, you must indicate the region of use of the car, year of manufacture, power, purpose of use and select the desired period of use. After the calculation, you need to make a payment and print the contract.
How to check for authenticity
We figured out how to use the electronic MTPL policy. Copies of policies on paper have provoked an increase in the number of counterfeits.
Fraudsters use a computer to enter false information and print it out. Since the paper medium is not protected by anything, for example, a signature, seal or hologram, counterfeiters make “fake” papers.
How can you verify their authenticity?
All policy numbers are entered into the electronic database, which is located on the RSA website. You can only check the authenticity using the e-OSAGO number. The verification result is sent by email. You won't be able to find a policy by license number or last name.
Validity periods of old insurances
How to present an electronic MTPL policy to the traffic police
The transition period will last until October 1, 2021. This is due to the large availability of old policies from insurance companies. After this date, clients will be provided with new documents. In the future, it is planned to completely abandon “green” forms.
Additionally, RSA took the following actions to adapt the work of insurers with new documents:
- the period of use of old policies is limited only by the validity period of the car insurance;
- Each vehicle owner can receive a new OSAGO form free of charge by collecting the necessary package of documents; the conditions must be clarified with the insurance company;
- Insurers were provided in advance with the required number of new forms, so at present there is not a big rush to obtain a paper compulsory motor liability insurance of a valid sample.
Additionally, fraud protection measures have been introduced. New forms are issued only to official representatives of OSAGO. A complete list of them is available on the RSA website. If the insurer for some reason cannot provide a new document format, this should at least arouse suspicion.
