Briefly about OSAGO
OSAGO makes it possible to pay for breakdowns of another car and damage to the driver’s health in a traffic accident using the insurance company’s funds. You can protect your own car and your health voluntarily using a CASCO policy. OSAGO, in contrast, is a mandatory document to obtain.
During the trip you need to have
take the policy with you, along with your driver’s license and other documents. It is prohibited to drive a vehicle without compulsory motor insurance. The law allows 10 days for its registration for a new car without license plates. If the owner of the car, who did not manage to obtain compulsory motor liability insurance, gets into an accident, then he will pay for all the damage himself. Therefore, it is more profitable to obtain insurance as quickly as possible.
How to apply for an electronic policy when buying a car
Some nuances may arise when purchasing MTPL for the first time via the Internet for a purchased vehicle. There are two scenarios here:
- You bought a new car. You will have to issue an MTPL policy for it in person from an insurance agent, and not online, because without it the car will not be registered with the traffic police. After receiving the numbers, they can be entered into the contract by visiting the insurance company again. Accordingly, after purchasing a new vehicle, you will have to buy your first policy in person, rather than online.
- You bought a used car. Everything is a little simpler here - you can insure your car online, but the procedure will be more complicated. This is due to the fact that when purchasing a used car, the data of the new owner is not entered online into the RSA database in exchange for the data of the old one. What should I do?
So far, only IC Rosgosstrakh offers its option for purchasing insurance online, taking into account this problem. After going through the steps of the calculator on the company’s website, you need to click the “Next” button. This will run a data check in PCA and generate an error. After this, you will see an online form for submitting documents to the registry. Make the necessary scanned copies, attach them to the form and click “Send documents for verification.” Typically, the data is processed within half an hour and entered into the register, which is immediately notified by email.
As you can see, there are still some features of applying for a policy via the Internet, but how significant they are for you is a subjective question.

Features of insuring a new car from the showroom
Large car dealerships cooperate with one or more insurance companies. Sellers can offer their client to take out a policy for a new car without license plates immediately at the time of purchase. In this case, you actually have no choice and must agree to the price and conditions of compulsory motor liability insurance that will be set for you. Another option is to choose a company, prepare documents and visit its office yourself. In this case, you have the opportunity to study reviews, calculate the cost of the policy in different organizations, and think about what additional services you need.
It is important to know! The decision on where to take out MTPL insurance for a new car is made by each driver independently. Unscrupulous sellers in salons may insist on purchasing a policy from them, citing the fact that you cannot go anywhere without it. Don’t believe this: within a period of up to 10 days, you have the right to go elsewhere.
Which insurance is more profitable?
Undoubtedly, there will be differences in such an insurance product. They differ in period and number of people. It is not difficult to issue compulsory motor insurance for a new car without license plates, but we have not told you what electronic car insurance is like.
When you are ready to take out MTPL insurance, you will have several options for saving on it. The first offers to pay for the policy not in full, but in installments. Such a policy for the time of use of the vehicle is equal to half a year and three months.
Please note that in the future, an extension is inevitable; the option is beneficial at the initial stages. The second option is limitation. If you want to get compulsory motor liability insurance for a car that will be driven by inexperienced drivers, it is better to apply for an unlimited one. In both cases, you have the right to issue an MTPL policy electronically. That is, E-OSAGO is more profitable, and the benefit manifests itself in the absence of waiting and saving on travel to the office.
Required documents
Before submitting documents, be sure to check their expiration dates. An ordinary citizen, that is, an individual, needs to provide:
- passport;
- diagnostic card (if available);
- driver's license;
- vehicle registration certificate (if any);
- technical passport of the car;
- statement.
Legal entities are required to present:
- diagnostic card (if available);
- vehicle registration certificate (if any);
- technical certificate;
- organization seal;
- power of attorney from the organization giving the right to represent its interests;
- certificate of state registration of the organization;
- TIN;
- extract from the Unified State Register of Legal Entities.
Registration deadlines
You have the right to drive a new car without MTPL insurance for 10 days. If you are stopped by a traffic police officer at this time, you can show him the purchase and sale agreement as proof that the permitted period has not yet expired.
It happens that a newly purchased car needs to be driven to another region and registered there. There is no point in applying for compulsory motor liability insurance on the spot, but the trip may take more than 10 days. In this case, it is possible to order a transit policy. It is issued by all companies for a period of 20 days. Sometimes another person is involved in the driving; in this case, you can obtain insurance by proxy from the owner of the car.
Attention! Upon registration, the driver is given temporary transit license plates. On sections of roads between regions, inspectors check cars more carefully and look for violations, so it’s worth taking out such insurance for driving so as not to worry. Its price is about 20% of the full cost of the policy.
Conditions of insurance for an ATV
The conditions for obtaining an MTPL policy for an ATV are the same in all cases. Let's consider the main conditions that you should pay attention to:
Vehicle type. When calculating the cost of an insurance policy for an ATV, insurance company specialists are required to apply a base coefficient, as for a tractor. Otherwise, the policy will overpay.
Risk package. Speaking about risks, it should be noted that there is only one risk. At the same time, insurers do not have the right to additionally impose life insurance or other products. And it is worth saying that in most cases this is exactly what happens.
Insurance period. You can take out an insurance policy for an ATV for any period from 3 months. At the same time, the insurance company should not refuse to issue the form, citing the minimum cost of the policy.
Termination. When selling an ATV, each owner has the right to terminate the insurance contract and receive part of the insurance premium, although it will not be very large in such a situation.
Alteration. At any time, during the validity period of the insurance policy for an ATV, the owner can make changes: extend the period, add a third person allowed to drive, etc.
Pay. To receive payment in the event of an insured event, it is necessary to record a traffic accident in the presence of traffic police officers or using a European protocol. When applying using the European protocol, the main thing is that the insurance indemnity limit does not exceed the limit established within a specific region.
Cost calculation
The price of an MTPL policy is the base rate and coefficients. The tariff is set by the Central Bank. This is a corridor, and within its limits companies set their prices. In 2021, the interval is 2746 - 4942 rubles. The price of insurance depends on the type of transport, the age of the owner and other factors.
The formula for calculating the price of compulsory motor insurance looks like this: base rate x Kt x KBM x Kvs x Ko x Km x Ks x Kpr x Kn, where the coefficients are deciphered:
- Kt is the territory coefficient, different for each region.
- KBM - bonus-malus coefficient, a discount for accident-free driving, may increase in case of accidents.
- Kvs - coefficient of age and experience, discount for driver experience.
- Ko is the limitation coefficient, which increases if many drivers are included in the insurance. For a legal entity it is always 1.8.
- Km is the power factor, the more powerful the car, the higher it is.
- Ks is a discount for the period of machine downtime if you do not use it the whole year.
- Kpr - trailer coefficient, depends on the type of transport.
- Кн - coefficient of violations, discount for correct driving.
Advice! Knowing how the ratios relate to the cost of insurance can help you figure out how to reduce that amount. If you are a resident of a big city, try to register the car to someone living in a rural area. If possible, do not include inexperienced or young drivers in the list of people allowed to drive.
This also applies to former members.
Road accident. If you need to do this, then take out unlimited compulsory motor liability insurance, it will be cheaper.
Before insuring a new car without plates, call companies in your city and study reviews to find the best deal. But don't choose too cheap and suspicious options. It is better to choose one of the well-known organizations, for example:
- Rosgosstrakh;
- Alfa insurance;
- Sogaz;
- RESO-Garantiya;
- Agreement;
- Renaissance.
When you are issued with compulsory motor liability insurance, check that the data is filled out correctly and that all signatures and seals of the insurance company are present. In addition to the original policy, you should receive back your documents, a list of MTPL rules, a receipt for payment, and forms for notifying of an accident.
Is it possible to make an electronic policy for a car without license plates?
Electronic registration is very convenient, but impossible for a new car. The limitation exists because insurance company specialists must check the data in the traffic police database, but the owner of the car is not there yet. Therefore, the first time you will have to insure a new car without license plates in person, but from the second year you can insure it yourself or online.
OSAGO is mandatory and protects the owner from unnecessary expenses in the event of an accident. It is important to obtain insurance on time for a new car without license plates in order to meet the deadlines set by law. At the same time, you have the opportunity to calculate the final cost yourself and choose the best offer among insurance companies.
Features of MTPL for a new car
Sellers of new cars offer owners the opportunity to take out a policy immediately after the transaction. Often, insurance company representatives work in a car dealership. But the owner has the right to choose an insurer independently and purchase compulsory motor liability insurance by visiting the office.
Note! Having MTPL insurance is a prerequisite for registering a new car.
The insurance procedure takes place in several stages:
- payment is made for the car;
- the transaction is formalized - the purchase and sale agreement is signed, the registration certificate and car keys are given to the buyer;
- an MTPL policy is purchased with the participation of a representative of an insurance company working in the salon or chosen by the car owner. The column with state numbers is not filled in;
- the owner registers the car at the traffic police department, providing the established package of documentation;
- Information about the assigned registration numbers is entered into the compulsory motor liability insurance policy.
The law provides ten days for the buyer of a new car to complete registration actions. You need to properly plan your personal time in order to meet the allotted deadline.
It is possible to issue a MTPL transit policy valid for twenty days if the car needs to be delivered to the owner’s permanent residence address for registration. In this case, you will have to obtain transit numbers from the traffic police department at the place of purchase and purchase new insurance after the expiration of the temporary one.
It is important to take into account that if the owner operates the car within the allotted ten days before registering the car, he is breaking the law. If this fact is revealed during an inspection by a representative of the traffic police, an administrative fine in the amount of eight hundred rubles will be imposed.
Purchasing compulsory motor liability insurance is the first action required by law for a driver who has become the owner of a new car. And if an uninsured motorist gets into an accident, the victims will have to pay compensation for the damage from their own pocket.
Documents for MTPL for a new car from the showroom
The set of papers is standard, regardless of whether the insurance is issued on paper or electronically. Preparation required:
- an application drawn up according to the established template;
- civil passport;
- driving licenses of persons included in the insurance.
If an unlimited policy is purchased, the owner's certificate is sufficient. Some companies require additional provision of the previous MTPL agreement.
The car title agreement issued to the car owner is accompanied by:
- a booklet on insurance rules;
- two copies of notification forms about the occurrence of an insured event;
- a reminder for the policyholder;
- a receipt confirming payment of funds for insurance.
This list is regulated by the requirements of the law.
Do I need a diagnostic card for a new car that is not registered?
Cars do not require technical inspection if no more than three years have passed from the date of manufacture. Therefore, for a MTPL contract for a new car, the set of documents does not include a diagnostic inspection card.
When registering a car, the owner is required to indicate the details of the diagnostic card in the application, confirming the proper technical condition of the car. But representatives of the traffic police have no reason to doubt the serviceability of the new car.
Therefore, the law exempts owners of newly produced cars from the need to provide diagnostic cards when obtaining state registration numbers.
Features of choosing an insurer
The client is recommended to choose a company based on the following principles:
- cost of insurance;
- quality and speed of service;
- degree of reliability.
Often, insurers unreasonably delay payments, citing far-fetched circumstances, or deliberately underestimate the amount of damage. When choosing an insurance company, you should contact a trusted company.
The state has established a tariff corridor that is mandatory for any insurance company operating in the field of compulsory motor liability insurance. But organizations have the right to set prices within designated boundaries.
The client can pre-calculate the amount under the contract using an online calculator on the insurer’s website.
The most important selection criterion is the assessment of the rating assigned by RSA to the insurance company. The gradation is indicated by letter indices. Class “E” indicates an insurance company with an unstable reputation. “A” with two pluses indicates reliability with many years of successful experience.
In addition to ratings and assessments, it would not hurt to study the available statistical information on the amount of payments made for the previous year. Cheap insurance does not guarantee the right choice of company if, after an accident, the insurance company refuses to pay compensation for the restoration of the car.
How to apply for new car insurance
The application form for MTPL insurance has been approved as an annex to the current insurance rules. An application for a “car title” for a new car is drawn up in the general manner, indicating:
- information about the policyholder;
- the period of validity of the contract;
- car data, including information from the registration certificate;
- information about the owner - full name, residential address, passport information.
The fields with vehicle registration information and diagnostic card details are left blank. The remaining information is entered as in any other case.

How to deal with accumulated discounts for accident-free driving
If a driver, having changed a car, purchases new MTPL insurance, discounts for accident-free driving are retained. It is important that the gap between the previous and new insurance does not exceed one calendar year. The accumulated discount is preserved, regardless of the selected organization, since data on the bonus-malus coefficient is entered into a single RSA database.
But if more than a year has passed from the expiration date of the previous MTPL policy, the discount is lost, no matter how much the driver has accumulated for maintaining discipline on the roads. The motorist is assigned an initial coefficient equal to one.
It is important for the client to make sure that the insurer has taken into account the accumulated bonus-malus coefficient for the previous period. This condition must be met if the permissible time interval during which the “motor citizen” was absent is not exceeded.
If the insurer deliberately underestimates the size of the bonus-malus coefficient, the driver has the right to submit an official request to the RSA, the Central Bank of the Russian Federation, or resolve the issue in court.
You can first check the size of the discount using the calculator on the RSA website.
Electronic MTPL insurance for a new car
Entering an electronic form of insurance via the Internet has simplified the procedure for purchasing a policy. The owner of a new car does not have to agree to the insurance organization offered by the dealership. But you will have to visit the company’s office. The law does not allow the conclusion of a car title agreement in electronic form if the car has not been registered with the State Traffic Safety Inspectorate.
When issuing an electronic policy, the insurer requests information about the owner and the car using the RSA databases. Since the car was not registered with the traffic police, information about it is not available in the unified register. Therefore, a restriction is imposed on the purchase of e-MTPL for a new car.
When purchasing a subsequent OSAGO, an electronic form of insurance is allowed. To do this, select an insurance company, create an account with a personal account on the insurer’s website and submit an application online. Funds for compulsory motor liability insurance are transferred by non-cash method. A scanned copy of the policy with the accompanying documentation required by law will be sent to the client’s email address.
The driver will only have to visit the representative office of the insurance company to print out and receive certified copies of the insurance.
