The cost of compulsory motor liability insurance in different insurance companies depends on the base rate set by the Central Bank, on the criteria of a particular client, that is, the policyholder, and on the policy of the organization itself. Every year it is subject to change, and in 2021 its boundaries have become wider by 20%, both up and down, and the size of individual coefficients has been revised, on the basis of which compulsory motor liability insurance is calculated in 2021. So, what is the base rate set in certain regions of Russia, and what affects the final cost of the MTPL policy?

OSAGO insurance rates

From 2021, the cost of compulsory motor liability insurance will be calculated according to new rates. Moreover, the changes affected not only passenger cars, but all types of transport. The new values ​​are reflected in the Central Bank Regulations on OSAGO 2021. It is worth noting that compared to the previous year, the base rate threshold expanded by 20% in both directions, both higher and lower. Insurance companies are not allowed to go beyond the established limits regarding the base rate. However, the company’s management decides whether to include the smallest or largest value in the formula at its own discretion, based on the working policy and client base.

After adjustments are made to the base MTPL rate each year, each insurance company is required to choose the optimal value for calculations and report to the Central Bank and RSA (Russian Union of Auto Insurers). Moreover, she has no right to subsequently change its size without notice.

If we evaluate the presented indicators in the table in comparison with the previous year, we can note that for owners of passenger cars, instead of 3,432 rubles, the lower threshold is now 2,746 rubles. But at the same time, the maximum threshold also increased to 4,942 rubles. The same applies to values ​​for other vehicles. But all records for the cost of compulsory motor liability insurance are broken by cars that are used for taxi purposes.

Features of service provision in 2021

Recently, serious innovations have appeared, which were also influenced by the coronavirus epidemic:

  • the owner of a car involved in an accident is obliged to inform the insurance service of the location of the technical examination if he plans to do the examination himself;
  • calculators have appeared on the websites of insurance companies that allow you to calculate the cost;
  • from March 1 to September 30, 2021, it was possible to obtain compulsory motor liability insurance without issuing a diagnostic card (DC) confirming the completion of a technical inspection. Now you need to diagnose the car and do a diagnostic test before October 31st.

Despite rumors about increasing fines for driving without compulsory motor insurance, the latter remain the same - from 500 to 800 rubles. With a discount for quick payment within 20 days, the fine will be 250 rubles, but you should understand that a frivolous attitude to the issue of insurance can lead to significant losses.

How is the cost of insurance determined?

The cost of MTPL insurance for 2021 can be found out in person by contacting the company’s office or calculated independently using an online calculator on the insurance company website. The calculations are based on the following basic indicators:

  • region of registration (RT);
  • type of vehicle;
  • vehicle power (KM);
  • how old is the driver and length of service (PIC);
  • the number of drivers allowed to drive a vehicle;
  • presence of accidents over the past period, driver reputation (KBM);
  • number of violations (CN).

Every driver allowed to drive a vehicle must have an MTPL insurance policy. Lack of insurance entails administrative liability.

The peculiarity of using these criteria to calculate the cost of compulsory motor liability insurance is that if another driver is allowed to drive the vehicle, for example, you register your son or spouse, then all values ​​are recalculated to the highest coefficient, that is, the value of which will be greater, in order to maximize assume all the risks when driving a car with a less experienced driver.

If you want to independently calculate the cost of compulsory motor liability insurance or understand the principle of operation of the above indicators, then check out the formula:

Insurance price: BT * CT * KVS * KO * KM * KBM * KN, where

  • BT – base rate;
  • CT – regional (territorial) coefficient;
  • KVS – age and experience of the driver – ranges from 1 to 1.7;
  • KO - the number of persons allowed to drive a car;
  • KM – car power (based on the number of horsepower);
  • KBM – bonus-malus coefficient (discount or premium) depends on the driver’s reputation (accidents or accident-free driving);
  • KN – coefficient of violations, if present, will be equal to 1.5.

This formula applies to calculations in all insurance companies and is regulated by the Regulations of the Central Bank. Its final value depends on the base MTPL rate set by each insurance company, based on the minimum or maximum threshold of the Central Bank for 2021, as well as taking into account the driver and car data. All of these coefficients help to approximately calculate the risk of an accident, and therefore the price of a compulsory motor liability insurance policy will be higher or lower.

Why change is needed

An insurance policy is one of the most frequently issued documents in the country, but the calculation system did not suit either buyers or suppliers. The changes introduced are an attempt to please both parties.

Before this, insurance companies complained about risks and losses, and people complained about fraud and poor quality services. Now supervision of compliance with the rules will become more closely, and conscientious clients will pay less for the policy, which is an undoubted positive change. Service providers benefit from the ability to control the price based on the specific driving history of an individual.

It does not yet seem realistic to make the price completely individual, but the first steps towards fair pricing have already been taken.

The coefficient for regions is designated CT and is included in the general formula when calculating the cost of compulsory motor liability insurance. It refers to the base variable and reduces or increases the rate depending on where you live or where your vehicle is registered. For legal entities, the basic value of the region will be determined based on the city where the company is registered according to the statutory documents. According to the data presented in the tables for 2021, it can be noted that the minimum values ​​apply to small cities where there is no oversaturation of cars, which means there is less risk of collision.

Thus, the higher the density of registered cars in the area, the higher the accident rate, which means the higher the base coefficient when calculating the cost of compulsory motor liability insurance. Each year, the indicators can be recalculated, depending on the increase in accidents, as well as the number of registered vehicles. The Central Bank is responsible for adjusting the coefficients. Based on the data presented, the maximum value is 2.1, which means that based on only one coefficient, the cost of compulsory motor liability insurance can increase 2 times, and the minimum is 0.6 for cars and trucks.
