In what cases does a traffic police inspector remove license plates from a car?

License plates can be confiscated by traffic police officers in strictly defined cases (in accordance with Part 2 of Article 27.13 of the Code of Administrative Offenses of the Russian Federation): 1) operation of a vehicle in excess of the standards for the content of pollutants in emissions or noise level standards (Article 8.23 ​​of the Code of Administrative Offenses); 2) violation of rules or regulations for the operation of tractors, self-propelled, road-building and other machines and equipment (Article 9.3 of the Administrative Code); 3) violation of the rules for installing devices on a vehicle for sending special light or sound signals or illegally applying special color graphics to emergency service vehicles (Article 12.4 of the Code of Administrative Offenses); 4) driving a vehicle with a known faulty brake system, steering or coupling device (Part 2 of Article 12.5 of the Administrative Code); 5) driving a vehicle on the front of which there are installed lighting devices with red lights or red reflective devices, as well as lighting devices, the color of the lights and the mode of operation of which do not comply with the requirements of the Basic Regulations for the admission of vehicles to operation and the duties of officials ensuring road safety (part 3 of article 12.5 of the Administrative Code); 6) driving a vehicle on which glasses are installed (including those covered with transparent colored films), the light transmission of which does not meet the requirements of the technical regulations on the safety of wheeled vehicles (Part 3.1. Article 12.5 of the Code of Administrative Offenses of the Russian Federation); 7) driving a vehicle on which devices for sending special light or sound signals (with the exception of security alarms) are installed without appropriate permission (Part 4 of Article 12.5 of the Administrative Code); 8) driving a vehicle on which an identification light of a passenger taxi is illegally installed (part 4.1 of article 12.5 of the Code of Administrative Offenses of the Russian Federation); 9) the use, when driving a vehicle, of devices for giving special light or sound signals (with the exception of security alarms) installed without the appropriate permission (Part 5 of Article 12.5 of the Code of Administrative Offenses of the Russian Federation); 10) driving a vehicle on the outer surfaces of which special color schemes of emergency service vehicles are illegally applied (Part 6 of Article 12.5 of the Code of Administrative Offenses of the Russian Federation); 11) driving a vehicle on which the color scheme of a passenger taxi is illegally applied (Part 7 of Article 12.5 of the Code of Administrative Offenses of the Russian Federation);
In all other cases, renting rooms is not allowed.

Procedure for removing license plates

When removing a state registration plate, a protocol on an administrative offense is drawn up, where a note is made about the prohibition of use and a special protocol on the removal of state registration plates.
The license plate will be confiscated until the reasons for the prohibition of use are eliminated. In all cases, except for those provided for in Article 9.3 and Part 2 of Article 12.5, traffic is allowed to move to the place where the reasons for the prohibition of operation are eliminated within 24 hours from the date of drawing up the protocol (Part 2.1 of Article 27.13 of the Administrative Code).

The procedure for transferring state registration plates to the relevant departments of the State Traffic Safety Inspectorate, storing and returning state registration plates is established by Order of the Ministry of Internal Affairs of the Russian Federation dated March 19, 2004 No. 187 “On the implementation of Decree of the Government of the Russian Federation dated December 18, 2003 No. 759.” In accordance with the order, confiscated state signs are transferred to the traffic police department at the place where the offense was detected. An entry about this is made in the register of state registration plates accepted for storage. The register must reflect: the state registration plate, the date and reason for removal, information about the owner of the vehicle, information about the employee who accepted the state registration plates for storage, the date of return or transfer of the state registration plates to the place of registration of the vehicle, a mark on the disposal of the state registration plate registration plate (if there was one).

If the seizure of the state sign occurred on the territory of the constituent entity of Russia where the vehicle is registered, the numbers are transferred to the traffic police department at the place where the vehicle is registered. If the seizure occurred on the territory of another subject of the Russian Federation, then the numbers are transferred to the traffic police department at the place where the offense was detected, with subsequent transfer to the traffic police department at the place where the vehicle is registered. In this case, the owner of the vehicle or his representative may submit a petition so that the license plates and the protocol on the administrative offense are not transferred. In this case, the period within which the owner of the vehicle undertakes to correct the reasons for the prohibition of operation is indicated. If the reasons are not corrected on time, the state registration plates and the protocol are transferred to the unit at the place where the vehicle is registered.

If state registration plates are seized from a vehicle registered in another state, they are stored until the reason for the prohibition of operation is eliminated in the traffic police department at the place where the offense was detected. After the reasons for prohibiting the operation of the vehicle are corrected, the state registration plates are returned to the owner, which is recorded in the protocol.

Number plates can be removed from a car only if there are compelling reasons for this. The legislation specifies all cases when they have the right to apply this measure. Now let's look at the applicable penalties for violations.

Reasons for renting rooms:

What documents need to be provided to the traffic police if license plates are stolen?

Don't expect the abolition of plate rolls to make life easier for drivers. This will have almost no effect on sanctions for violations of rules and requirements. If only it will reduce the opportunities for corruption on the roads. But you can still drive out in a car without registration or with a faulty steering wheel, park it in the wrong place and end up without transport and money.

Drivers can also do this at their own discretion, if there are certain reasons for this (installation and deregistration, as well as some other reasons).

The same severe punishment is threatened for a very common everyday situation, when a driver, having bought a car at a car dealership, receives license plates, but for some reason does not have time or does not want to assign them to regular places. Signs are thrown in the cabin or stuck under the windows. Such a car can be stopped by the first traffic police crew that comes across.

However, it should be understood that signs are considered the property of the state. Therefore, the traffic police inspector can remove them in any way, even if it means damaging the car.

Why are license plates removed from a car 2021

New formats of registration plates are described by GOST R 50577–2018, which has already come into force on August 4, 2019.

In the 90s and early 2000s, Moscow traffic police officers widely used the removal of license plates from cars... Russia has moved closer to Europe

Motorists are confident that this amendment is important and necessary. Many have long been in favor of the fact that a car is private property, and the traffic police inspector has no right to touch it.

  • 350 rub. — making changes to the passport of an old car;
  • 500 rub. — issuance of a new registration certificate for the car being sold;
  • 2,000 rub. — issuing numbers;

  • 2,000 rub. – issuance of license plates for the purchased vehicle.

When can traffic police officers remove license plates?

Previously installed gas equipment must be registered again in 2021. To do this, there is no need to remove all parts not provided for by the design (as was the case before), just visit a specialized laboratory for an expert assessment and give the resulting conclusion to the traffic police.

If at least one registration plate remains on the car, the absence of a second plate will be interpreted as a violation of the requirements of the state standard for installing license plates, and not a complete absence of license plates on the vehicle. The fact is that in the second part of Article 12.2 of the Code of Administrative Offences, the fine is not 500 rubles, but 5000 (this is if both numbers are missing).

Is it possible to find stolen license plates?

A situation may arise when, for some reason, it is not possible to return the state sign in the usual way. At the same time, the driver eliminated the cause of the violation and paid a fine. After these actions, he still could not get his car decals. If a person is sure that the problem does not come from him, and that the traffic police officers are acting unlawfully, then he should file a complaint with the court.

But relatively recently a legislative norm was passed that transfers the process of producing license plates to private hands. As a result, even in the event of theft or seizure by traffic police inspectors, you can simply make new ones.

Meanwhile, the new amendments bring benefits of a different nature. It is now impossible to drive without license plates under any circumstances. Previously, reckless drivers could remove their signs to avoid being fined by cameras, and they drove for weeks.

This rule was officially in force in Russia until October 2014. Then the authorities decided to remove it so that there would be no controversy on the road. Note that there was one inconsistency here - the driver eliminated the violation, but could not get to the traffic police department, since driving without a license plate was prohibited.

Now the hole has been closed: the position has been corrected, there is no longer any twisting of numbers. Who will tell you about twisting numbers - a member of you know which party. If a new unit purchased at a branded car dealership for some reason does not meet the level of quality declared by the seller or is faulty, the owner who returned it will not have to re-visit the traffic police and deregister the car.

If there is a frame

The frame itself is made of plastic. The license plate in the frame at the top and at the ends is pressed with hooks that hold it in a given position. At the bottom there is a wide strip that is removed before removing the license plates from the car.

Frames for license plates are available in several versions, which differ in the way the lower removable strip is attached.

To remove it, just bend the frame with the number slightly towards you and use your fingers to pry the strip from behind towards the bumper. The latch comes unfastened and the strip is removed. The number is carefully removed from the fixing hooks using a top-down motion. To simplify the task, use a flat-head screwdriver.

Option 2

The bottom strip is first inserted into the end grooves, then fixed in the middle with two latches.

Dismantling the strip proceeds in the reverse order:

  • Use your fingers or a flat screwdriver to pull the central latches toward you;
  • alternately, slightly bending the strip, remove it from the end grooves.

The number is removed from the frame, as in the first option.

In this design, there are 2 locks securing it on the bottom strip. The sign is tightly inserted into the grooves located at the top and bottom along the entire length of the frame.

To remove a number, the locks on the bottom of the frame are opened towards the center.

The bar is lowered, removing the lower part of the sign from the groove. To release the upper part, just insert a screwdriver into the holes on the number, rest it against the plastic of the frame and lower it down. The number has been removed.
