In addition to the online service, you can also check your car’s registration using a direct request to the traffic police. To do this, you must submit an application to the regional authority, attaching copies of the necessary documentation (in particular, copies of the applicant’s passport, purchase and sale agreement for the disputed car, etc.).

Important! In addition to the VIN, you can check the car using other parameters specified in the traffic police database. However, it is VIN that gives complete and accurate results.

Please note that this check displays information only about those accidents that were registered by traffic police officers. The database does not contain information about road accidents that were reported by drivers themselves, as well as about road accidents that were not reported at all.

Therefore, if you receive the message “As a result of processing a request to the AIUS traffic police, no records of traffic accidents were found.”, this does not mean that the car was not involved in accidents.

On the other hand, if the database contains a record of participation in an accident, then this is a serious reason to think about buying another car. The fact is that the database is guaranteed to include accidents in which cars were seriously damaged. So think again before buying such a car.

How to find out who issued the document and when?

This is quite easy to do.

Where can I see the date of issue of the STS?

The document has two sides: front and back . The first one contains information about the car. The second one is about the owner. If you look at the bottom of the reverse side, you can see the date of issue of the certificate. It's simple. If the document is not at hand, then you can use the following methods to determine the date of its issue by the competent authorities:

  1. Look at the vehicle's passport. When registering a car and issuing a vehicle registration certificate, information about when exactly the registration actions were carried out is entered into the PTS.
  2. Request a certificate from the traffic police for a specific vehicle. This can only be done by the owner or another person vested with these powers: power of attorney, law. This certificate will indicate when registration actions were carried out with the car.
  3. If the owner of the car has an account on the State Services portal, then perhaps information about the STS is available in his personal account. The site user, when applying for certain services, is required to enter data about the TS CoP in special fields. After this, information about the document is saved in your personal account.

Information about the authority that registered the car

The easiest way to find out who issued the STS is to look at the document. On its reverse side, at the bottom, there must be information about the body that carried out the registration.

You can also use the options listed above. Another way: find out, for example, on the Internet, the name of the traffic police authority that carried out the registration actions.

There is a risk of making a mistake because the names of such bodies change frequently. For example, registration was carried out by MOTOTRER Department No. 6. And now, the same body is called MREO No. 6.

Thus, the most reliable options are:

  1. View in STS.
  2. Look into the PTS (how does the PTS differ from the STS and what is more important?).
  3. Request the appropriate certificate.

Vehicle location: before, after and now

Until August 24, 2013, the location of a vehicle was recognized as the place of its state registration, and in the absence of such, the location (place of residence) of the owner of the property.
And the transport tax was paid to the budget of the subject of the Russian Federation where the car was registered with the state (clause 1 of Article 363 of the Tax Code of the Russian Federation). As is known, legal entities have the opportunity to register vehicles at their location, determined by the place of state registration, or at the location of their separate divisions (clause 24.3 of the Rules for registration of motor vehicles and trailers for them in the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation, approved by order of the Ministry of Internal Affairs of Russia dated November 24, 2008 No. 1001).

Thus, if a car was registered at the location of a separate division of an organization, then the tax authority registered such organization for tax purposes at the location of the vehicle (Clause 2 of Article 84 of the Tax Code of the Russian Federation). And no additional questions arose about the procedure for paying transport tax.

Federal Law No. 248-FZ dated July 23, 2013 (hereinafter referred to as Law No. 248-FZ) amended subclause 2 of clause 5 of Article 83 of the Tax Code of the Russian Federation. From August 24, 2013, the location of vehicles began to be recognized only as the location (place of residence) of the property owner. That is, despite the fact that, as before, a car could be registered with the traffic police at the location of a separate division of the organization, the organization itself could no longer be registered for tax purposes at the place where the vehicle was registered. When state registration of vehicles after the specified date, regardless of the place of such registration, transport tax was payable at the location of the organization itself.

And on December 3, 2013, paragraph 2 of Article 1 of the Federal Law of November 2, 2013 No. 306-FZ (hereinafter referred to as Law No. 306-FZ) came into force, which again changes subparagraph 2 of paragraph 5 of Article 83 of the Tax Code of the Russian Federation. Thus, the location of a motor vehicle is recognized as the location of an organization (its separate division) or the place of residence (place of stay) of an individual, at which the vehicle is registered in accordance with the legislation of the Russian Federation.

Before the signing of Law No. 306-FZ, the Russian Ministry of Finance issued clarifications (letter dated October 29, 2013 No. 03-05-04-04/45850). The main thing in them is the fact that the taxpayer must transfer transport tax to the budget of the constituent entity of the Russian Federation at the location of the vehicles indicated in the notice of registration of the Russian organization with the tax authority. Since it is the tax authority that is assigned such responsibilities on the basis of documents received from the traffic police.

What data is contained in the vehicle document?

The document in question, in addition to the date and name of the issuing authority, contains a number of information about the vehicle and its owner.

The front side contains the following information:

  • About the state registration plate.
  • About the identification number, which in our country is already accustomed to being called “VIN”.
  • Further, all information relating to the car and available in the PTS is duplicated. These are: make, model, type, category, year of manufacture, engine number and model, power, and so on.

By looking at the front side of the STS, you can find out all the important information about the vehicle.
The following information is indicated on the reverse side of the document :

  • About the owner of a car or other vehicle.
  • About a person's registered address.
    If the owner has changed his registration, he needs to contact the competent traffic police authority to obtain a new certificate for the car.
  • On the date of issue of the document and the name of the body that carried out this action. This was discussed above.

There is also a place for special notes. For example, if some changes were made to the design of the car, this will be reflected in the TS SoR.
