According to Russian Government Decree No. 1215, from August 29, 2020, a new type of service will appear in the multifunctional center. At the MFC, motorists will be able to register their vehicle without visiting the MREO. Now there is no need to stand in lines for long hours, or go to another part of the city to register your car. With a new type of service, it is enough to come to the MFC, of which there may be several in the city, with a convenient location and comfortable work schedule. Despite the advantages that seem at first glance, this issue has its own nuances. Let's look at them in more detail.
Registration and deregistration of a car through the MFC
A frequent question from motorists: “Is it possible to register or deregister a car through the MFC?” Experts note that such a service is not provided at the MFC. This is due to the fact that during registration the car is inspected by a traffic police officer.
With an MFC employee, a citizen can make an appointment with the traffic police at a time convenient for him, get advice on any issue that interests him, fill out an application correctly, and have his driver’s license restored or replaced. The last action is performed when the driver has successfully passed the test and is not deprived of his driving license.
To make an appointment with the traffic police through the MFC, the car owner needs to do the following:
- make an appointment with a center employee;
- collect a package of required papers;
- come to the center on the appointed day;
- Fill out the registration application together with the employee. It can be filled out in paper or electronic form;
- select the day, time and date of the traffic police visit;
- on the appointed day, by car and with the required package of documents, arrive at the appropriate service;
- Then the vehicle is inspected by a traffic police officer and changes are made to the documents for the car.
Through which MFCs can I register?
It’s no joke, but practically it was possible to register a car in Russia through a multifunctional center for a long time. But not everywhere. Thus, the registration service was provided in Moscow and Kazan 2 years ago.
By the way, nothing has changed for 2021. We indicated above that in order to be able to re-register, traffic police officers must work at the MFC, and the center itself must be equipped with an inspection platform with equipment for this, and also have a connection to the database of license plates for assigning them. Currently, only a few institutions have such a basis. And here is their complete list as of the date of writing:
- MFC in Moscow, Presnenskaya embankment, 2 (Afimall City shopping center, 1st floor) - here you can register a car, as well as deregister it,

How a car is registered or deregistered through State Services
Registration of a car with the State Traffic Safety Inspectorate through Gosuslugi begins with the creation of a personal account. This procedure will take a few minutes. Next you need to do the following:
- In the list of popular ones, click on the “Vehicle registration with the State Traffic Inspectorate” tab.
- Next, the user chooses: he registers a new one, re-registers an already purchased vehicle to a new owner, or deregisters it.
- He then selects the type of vehicle to be registered, the placeholder status. If the legal representative of the owner is filling out the application, a notarized power of attorney must be presented.
- Then fill in the “Personal data” column. The system copies basic information from the user’s personal account. If the required information is not found or it is entered incorrectly, the user must enter it into the fields independently.
- Next, enter the applicant’s place of residence.
- Then information about the vehicle is entered. Remember that if the user receives new numbers to replace the old ones, then the corresponding checkbox is placed in the column. Old numbers are entered in the lower field. If the registration plates are changed to new ones, then you will need to pay 2,000 rubles for their re-registration. If a person does not change numbers, then you need to check the “Not required” box.
- Next, the owner decides whether he needs to issue a new PTS or correct the old document. Remember that when registering a new PTS you will need to pay 800 rubles. If the passport remains the same, but changes will be made to it, you will have to pay 350 rubles.
- Then you need to specify the vehicle type. If a passenger car is registered, then this is category “B”.
- Next, enter the VIN number of the vehicle. The chassis number is not indicated in the application.
- Then we enter the make, model, production date, type, engine number, color of the car. Other information is recorded voluntarily.
- In the columns “Name of registration document”, “Data from insurance policy” information is entered by the user voluntarily.
- Next, select the traffic police department. Remember that the procedure is carried out at the regional office.
- When the applicant has chosen a department, the system will independently offer him a date of visit.
- Next, the applicant in the section “Select the type of receipt. Then he clicks on the appropriate button and submits the application.
The owner of the car must pay a state fee before going to the traffic police. Attach the receipt to the package of papers. If it is not there, then further registration is not possible.
How long does it take to register a car?
As of 2021, the deadline for registration - regardless of whether you do it through the MFC or the State Traffic Safety Inspectorate - is 10 days, according to the new Federal Law on Registration (clause 3 of Article 8). This period is counted from the date of emergence of ownership rights - that is, it must be counted from the next day after the date that you indicated in the purchase and sale agreement.
For violating this duty, you may face as many as 3 penalties:
- for driving an unregistered car – 500-800 rubles (Part 1 of Article 12.1 of the Code of Administrative Offenses of the Russian Federation),
- if you are caught again for the same violation - deprivation of rights for 1-3 months or a fine of 5,000 rubles (part 1.1 of the same article),
- and another fine of 1,500-2,000 rubles for the very fact of missing a deadline (not related to management) under Part 1 of Article 19.22 of the Administrative Code.
An important subtlety should be noted here regarding missing this deadline through no fault of your own. The fact is that very often - especially in Moscow and St. Petersburg - when registering directly with the traffic police or through State Services, free dates for application fall out much later, when the 10-day period has already passed. Formally, this is a violation, although in the absence of guilt you cannot be fined for skipping, but in practice in 2021 you are still fined.
So, with a more expensive car registration at the MFC due to the lack of a discount on state fees, this is precisely the advantage of multifunctional centers - most often your car will be re-registered on the day you apply, and you will not miss the 10-day period allotted for re-registration. That is, by deciding not to save on duties, you can save on fines, the size of which is higher.
State duty
Remember that if a person fills out an application for admission to the State Traffic Safety Inspectorate and pays the fee via the Internet, then he receives a 30% discount.
The amount of the state fee for registering a car in 2021 depends on the type of service provided. It is as follows:

What should you do before contacting the center?
Moreover, this must be done not only when applying to the MFC for re-registration services, but also directly to the traffic police.
- Buy a compulsory motor liability insurance policy - without it, the car will not be registered at the MFC, and the seller’s policy will not suit you for this.
- Prepare a comprehensive list of documents – we will provide it below.
- Check the car for a registration ban on the official website of the traffic police - if there is one, you will be denied the service. We provided instructions for such verification in a special article.
Vehicle registration period and fine
Remember that a person buying a new vehicle is obliged to re-register it within 10 days after handing over the keys to him. If this is not done on time, then the previous owner may write a statement to the police about the theft of his car, and it will be returned to him.
You should also know that if the applicant has filled out an application at the MFC or on the State Services website, then he can register the car with the traffic police in 1 hour.
In this period:
- The information recorded in the application is verified. This takes 20 minutes;
- A traffic police officer inspects a vehicle. This will take 20 minutes;
- The traffic policeman makes a positive or negative decision. You are given 10 minutes to think;
- registration ends with the issuance of a registration certificate and new license plates. This procedure takes 10 minutes.

The main innovation was the absence of the requirement to deregister a vehicle in order to sell it. Now you can sell a car by drawing up a sales contract without contacting the traffic police and without obtaining a TRANSIT registration plate.

Reasons for refusal
Traffic police officers often refuse to register a vehicle. There are good reasons for this:
- The owner filled out the application incorrectly or provided incorrect information.
- The car is heavily modeled, new items violate traffic rules and create an emergency situation for other road users.
- The car has undergone changes that contradict the papers issued for it.
- The traffic police officer discovered that the VIN number of the car was fake.
- The car was stolen and is wanted.
- The owner does not have insurance on the car. Insurance is issued and the papers are submitted again.
- The car is secured by a bank or other credit institution. Nothing can be done with it without permission from the relevant organization.
- The owner did not pay the recycling fee, there are no characteristic marks in the title.
- The frame and other parts of the vehicle have been heavily modified, so it is impossible to identify the vehicle by number.
- The owner has not paid the state duty.
- The vehicle title has expired. The owner receives new papers for the car and re-registers it.
- There were a lot of blots, cross-outs, and erases on the paper application form for registration; the form was filled out with a simple pencil. The applicant corrects the inaccuracies and resubmits the papers.

How to register?
- So, first of all, you need to choose the branch of the MFC where it is possible to register a car for 2021. Even if you find such a center on the Internet, it is better to call and clarify the possibility of registering a vehicle.
- Next, you come to the MFC with the necessary set of documents and money, where you submit them to an open window in order of priority.
- An employee of the center registers your application, enters it into the database and transfers the documents to the MREO inspector at the multifunctional institution.
- This will be followed by an inspection of the vehicle at the site for compliance with the Basic Provisions for Admission to Participation in Road Traffic.
- Finally, after the entire procedure, you are given a new STS (pink plastic certificate) and optionally assigned a new license plate number. The multifunctional center is only an intermediary between the citizen and the State Traffic Inspectorate. Employees cannot inspect vehicles and make changes to a single automated database. They accept documents and transfer them to the traffic police, and inspectors inspect the car. The driver will have to visit the department twice. The processing time for STS in Moscow is up to 9 days after submitting the application.
The purpose of registering a car

The total amount of the machine's accounting operation will depend on which of the services provided are required to solve the problem. For individuals
When contacting the MREO, the vehicle owner or his authorized representative provides:
- Application (the form is issued at the department, you need to fill it out according to the sample)
- Identification
- Registration certificate
- Old registration certificate (for re-registration of a used vehicle)
- Sales contract, deed of gift or other proof of ownership
- Receipt confirming payment of government fees
If registration actions are performed by an authorized person, a general power of attorney (notarized) is required.
For organizations
As a rule, the interests of an enterprise are represented in the traffic police by an employee or a third party vested with such authority. Please note that the power of attorney to perform registration actions is certified by the seal of the enterprise and the signature of the manager; notarization is not required.
To register a car with the traffic police through the Multifunctional Center, a legal entity needs:
- Statement
- Power of attorney
- Representative ID
- Payment order
- Extract from the state register (USRLE)
- PTS and STS
- DCT or other proof of ownership
- Receipt for payment of state fees
Vehicles purchased on lease can be registered in the name of the user, if this does not contradict the terms of the leasing agreement. Registration will be temporary; after paying the full cost of the vehicle, the user company must again contact the MREO and re-register it.
Fines for failure to register a car
Responsibility for late registration of a car is exclusively administrative in nature and is imposed in the form of a fine. The penalty applies to owners of cars of all categories. Currently, the following fines are provided:
- Individuals – 1500-2000 rubles.
- Legal entities – 5000-10000 rubles.
- Officials - 2000-3500 rubles.
If a police officer records the fact that an unregistered vehicle is being operated, he will issue a fine of 500 to 800 rubles. This penalty must be paid along with the main penalty due for lack of registration. In case of repeated violation, the person will be given a fine of 5,000 rubles and possible deprivation of his driver’s license for a period of 1 to 3 months.
After a recorded violation, the driver is given a certain time to register and pay the required penalties. If after this the car is not registered, the amount of the fine automatically doubles, and the driver himself can be detained for up to 15 days.
