Is it possible to get compulsory motor insurance for a car in another city?

According to current legislation, when driving in the Russian Federation, the car owner is required to have an MTPL policy. Lack of insurance is an administrative offense. Since the validity of the insurance policy is limited, policyholders are required to renew their compulsory motor liability insurance annually. The driver is not always in the same region where he is registered, and a fine for lack of insurance can be received on the first day after the previous policy ceased to be valid. In this regard, many policyholders have a question about whether it is possible to purchase an MTPL insurance policy in a region different from their place of registration.

Is it possible to apply for compulsory motor liability insurance in another region?

Laws do not prohibit issuing compulsory motor liability insurance in a region other than the place of permanent residence. Insurance companies do not have the right to refuse to issue a policy due to lack of registration in the region where it was received. You can apply for insurance in any available way - both at the branch of the insurance company and on its website.

To move a car to another region, a special temporary OSAGO policy is issued. It is valid for up to 20 days - this time should be enough to arrive at your destination. After this, you will be able to obtain permanent insurance - for this you will need to register the car with the local traffic police department.

Difficulties with insurance in another region

The law explains in detail whether or not it is possible to issue a policy in another region, and gives permission to issue insurance in absolutely any area of the Russian Federation, but some companies may refuse to enter into an official car insurance agreement with the driver.

Refusal when trying to resolve the issue of whether it is possible to buy compulsory motor liability insurance in another region is usually justified by the fact that in a particular region there is no official representative office of compulsory motor liability insurance; it is not possible to issue a policy on the spot. You need to know that this refusal is illegal.

Insurance not at the place of registration can indeed cause certain inconvenience to the owner, which is why they do not provide compulsory motor liability insurance in another region. This is especially true if the insurance company does not have a branch in the region of his permanent residence.

Quite often, problems arise if certain changes need to be made to the document after the car owner returns home. For example, it is often necessary to add another driver who is approved to drive.

The influence of the region on the cost of the policy

The region where the policy is issued, unlike the place of residence of the owner, is not included in the number of parameters that are used to calculate insurance. In contrast, the region of registration of the car owner plays an important role. The law assigns a territorial coefficient to each region. It is calculated depending on the traffic situation, the number of cars, geographical location and other parameters.

Examples of coefficients for different regions:

  • Moscow - 2
  • Kazan - 2
  • St. Petersburg — 1.8
  • Novosibirsk - 1.7
  • Lipetsk — 1.5
  • Kirov - 1.4
  • Volgograd - 1.3
  • Vladikavkaz - 1
  • Tver - 0.8
  • Chita - 0.7

Depending on the territorial coefficient, the cost of the policy will be cheaper or, conversely, significantly more expensive.

Cost difference between regions

Russia, as a state, occupies a fairly large area. Its federation includes a large number of regions with different populations.

This is automatically reflected in the number of cars in use and in the degree of risk of possible accidents, which also depends on the number of cars on the roads.

All this is taken into account in the process of calculating the basic insurance rate accepted in a particular region.

The established coefficients differ quite significantly depending on the region . Car owners are strongly recommended to inspect the MTPL rates in the region where they plan to issue an insurance policy.

Here are a few popular regional areas and their city rates in 2021:

  • Moscow, St. Petersburg, Chelyabinsk and Perm - maximum rate equal to 2;
  • in sparsely populated regions, in Ingushetia and Chechnya – 0.6;
  • in all other regions the indicators range from 0.6 to 2. For example, in Ufa this indicator is 1.8, and in Sterlitamak it is 1.3.

If the driver takes out MTPL insurance in another region, the base rate will be assigned at the place of his permanent registered residence.

In other words, the owner of the car, who has a permanent residence permit in Moscow, obtains insurance in Tula at a lower cost, saving money.

Insurance company employees will take into account the Moscow rate and nothing else.

Regardless of the established regional rate, the calculation of the cost of an MTPL policy must necessarily be carried out according to a single generally accepted algorithm in Russia.

If the insurer underestimates or overestimates the cost of the policy, this may be evidence of dishonesty of the company; it is worth looking for an official representative of the MTPL insurer.

Registration procedure

The procedure for obtaining compulsory motor liability insurance does not depend on the region in which you are located. You can obtain insurance in any convenient way - contact a branch of the insurance company or leave an online application on its website.

In the first case, you will need to contact the insurance company branch with all the required documents. Fill out the application and wait for it to be reviewed. If the decision is positive, pay the cost of insurance in any convenient way. After this, you will receive a paper policy in your hands.

In the second case, go to the official website of the insurance company and fill out an online application. Indicate in it the desired policy conditions, information about the car and drivers. Upload, if required, scanned copies of all necessary documents. Pay the insurance premium by bank transfer. After this, you will receive an electronic policy - you can print it out if necessary.

Where to get insurance

Before buying insurance, you need to think about which company is best to contact:

  • the company's license may be revoked or it may go bankrupt. In this case, you may be left without insurance. It will be possible to file a complaint with the Russian Union, but this will take a lot of time;
  • If an accident occurs due to your fault and the victim cannot for any reason contact your insurance company, he has the right to go to court. And then you will regret choosing such a company;
  • and vice versa, if the accident was not your fault, and the company that insured the person at fault is not in your city or you simply cannot contact it, then you should contact your company, since direct compensation for losses has been in effect since 2008 ;
  • an accident may be registered without the traffic police visiting, and after contacting the insurance company, you may find out that it does not exist. It follows from this that you yourself will repair the victim’s car.

Before choosing an insurance company, consult with friends, read on the Internet, and go to the nearest offices. Prices for policies in all companies will be almost the same, as they are determined by law.

What you need to pay attention to when choosing an insurance company:

  • check your insurance license and the type of activity that interests you;
  • check community membership. These are serious communities that place special demands on companies. They keep their own statistics, post new and useful information on their websites that will help you choose an insurance company and answer your questions;
  • pay attention to the rating of the insurance company. Rating reviews are published on the Internet and in the media. Vehicle evacuation? In this case, insurers are obliged to fulfill these obligations to clients;
  • the company cannot have a high percentage of payments in relation to fees, since the company cannot exist to its own detriment. If the average statistical rate is 60 percent or less, the company is considered stable.

After you have decided on the choice of insurance company, the question arises: what documents must be provided for motor vehicle insurance.

The list of documents for individual entrepreneurs, legal entities and individuals is different, so each of them will be described separately.

All persons must complete an application containing the following information:

  • information about the car owner;
  • production date, make, model and body number;
  • engine power, number of seats for passengers;
  • for what purpose is the car used;
  • who can drive a vehicle other than the owner;
  • previous policy number, if available.

How to check a car's registration after a sale is described in the article: How to check a car's registration after a sale.
Information will help you check fines without a vehicle registration certificate.

For individuals

The MTPL policy for individuals is issued at the place of registration of the owner of the vehicle.

Documents required to obtain insurance:

  • certificate of technical inspection;
  • vehicle registration certificate;
  • passport;

If the owner of the car insures it himself, then you need to provide one passport. If the owner of the car and the policyholder are different people, then two passports are provided. But it’s best to register everything in one person’s name.

  • if the vehicle is not your property, then you must provide a power of attorney. The power of attorney was recently revoked, but if you take it with you, it will not be superfluous;
  • driver's license. Required when applying for a transport policy with restrictions on the list of drivers who are allowed to drive a car.

For legal entities

The MTPL policy for legal entities is issued at the place of registration of the vehicle.

What documents are needed to obtain insurance:

  • certificate of technical inspection;
  • vehicle registration certificate;
  • certificate of state registration with the Unified State Register of Legal Entities indicated in it and the location of the legal entity for taxes in the tax office;
  • seal;
  • power of attorney with the right to represent the interests of the organization.

If you pay by bank transfer, then this list may not be complete. It is better to call the insurance company and clarify what documents will still be needed.

For individual entrepreneurs

Individual entrepreneurs (individual entrepreneurs) collect the same documents as individuals. You will not be required to provide additional information or pay any additional fees. Even when using the vehicle for work purposes.

It is necessary to take into account that all documents provided to the insurance company have expiration dates and after they expire, they must be changed.

What documents may be required

The package of documents for obtaining insurance does not depend on the region. It includes:

  • Owner's passport
  • Policyholder's passport (if it is not the owner who insures)
  • Vehicle title
  • Driver's licenses of persons who will be included in the policy
  • Diagnostic card (for vehicles older than three years)

A vehicle registration certificate is not required for registration of compulsory motor liability insurance - the law does not include it in the list of required documents. To obtain temporary insurance for moving a car to another region, you can use a transit certificate.

Cost by region

Different regions of Russia have different densities of cars on the roads. This fact affects the cost of the insurance policy. The cost of compulsory motor insurance consists of a fixed tariff and territorial coefficients.

The latter indicator is based on a number of factors, including:

  • basic characteristics of the vehicle;
  • the length of service and age of all persons included in the policy;
  • the total number of citizens who fit into the MTPL;
  • frequency and presence of road accidents involving the client, regardless of whether he was the victim or the culprit;
  • regions of registration and registration.

The coefficients for city residents are higher than for residents of small towns. This is largely due to the number of cars on the roads, and as a result, potential accidents. The highest rate is set where insurance companies suffer large losses.

Thanks to information about the size of regional coefficients, it is possible to save money if you take out a policy in a neighboring region.
Insurance in large cities, for example, Moscow or St. Petersburg, is extremely unprofitable, but most residents do not know that they can save money by traveling several hundred kilometers to a neighboring region. It is not recommended to travel to a distant region in order to save on the policy, since in the event of an accident you must also apply for compensation there, and this is not always convenient.

Typical problems

Insurance companies often refuse to issue compulsory motor third party liability insurance at places other than the insured’s place of residence. They may justify this by the lack of branches in the region, technical problems or internal requirements of the insurer. Such refusals violate the laws on compulsory motor liability insurance - the insurer does not have the right to refuse to issue such a policy without serious reasons.

Problems may arise when returning to your region of residence with a policy issued in another region. It will be more difficult to include new drivers in such insurance or to terminate it when selling the car. To do this, you may have to return to the region where the policy was issued.

Why might there be such a need?

With the modern pace of life and ease of movement around the country, citizens often need to register, re-register and legalize a car outside their region of registration. The need to purchase MTPL insurance in another region or city may arise for various reasons. Among them there are several main ones:

  • Buying a car for the purpose of driving it to your region of residence;
  • Purchasing a car for the purpose of using it in a region different from the region of residence of the car owner;
  • Buying a car at a car dealership located in another region;
  • The purchase is carried out by a citizen who recently moved and did not have time to register.

It is in the best interests of the new car owner to obtain insurance as soon as possible. Even if the car is not driven far, the driver can receive a serious fine, and in the event of an accident, suffer large losses. Let's take a closer look at how you can insure a car in another region.

In what cases may a policy not be issued?

According to the law, the issuance of compulsory motor liability insurance can only be refused for several reasons:

  • Lack of communication with RSA
  • Incomplete package of documents or errors in available information
  • The policyholder does not have ownership of the car or a power of attorney from its owner

Any other reasons, including lack of registration in the region where the policy was received, are illegal. If you receive a refusal, you can appeal it to higher authorities (RSA, Rospotrebnadzor or the Central Bank) or demand a trial.

The procedure for issuing an insurance policy with registration in the region

In our company, as mentioned above, registration of an insurance policy with registration in the region takes place within one hour. Vehicle insurance

Since 2002, there has been a law in Russia according to which every person driving a vehicle is required to have an MTPL insurance policy. Thanks to the document, in the event of an accident, the victims will be paid a sum of money to compensate for the cost of car repairs.

According to current legislation, the owner of the car has the right to apply for a policy from any insurance company, regardless of place of residence or location. It is recommended to first check the insurer using the RCA database and make sure that the organization has the appropriate license. OSAGO issued by a company that does not have a certificate is considered invalid.

The documentation procedure is as follows:

  1. The vehicle owner submits the full required package of documents to the insurance company.
  2. The employee calculates the cost of the policy in accordance with the driver’s experience, his age, participation in accidents, and the number of people included in the compulsory motor liability insurance policy.
  3. The applicant pays the cost set by the company.
  4. The insurer issues a document confirming the validity of the transaction.

Today, compulsory motor liability insurance in another region is often issued online, since RSA has obligated all companies to include such an option. In this case, the driver needs to print the document on a regular printer. The original is always available in electronic form.

If an MTPL insurance policy was purchased from a company whose license was revoked, it will be invalidated the day after the company ceases to operate.

How to get insurance outside your place of registration?

In order to understand how you can obtain motor third party liability insurance in a region other than your own, you do not need to study various instructions, since the standard for drawing up an MTPL contract is the same for all constituent entities of the Russian Federation.
If a citizen applies to an insurance company located not at the place of registration, but in another region, this does not mean at all that the procedure for drawing up a contract will be any different.

Also, no additional documents will be required from him. The entire procedure is standard, the procedure for concluding an agreement is prescribed in the “Law on Compulsory Motor Liability Insurance” and insurance organizations have no right to change it.

IMPORTANT : Regardless of the region in which the vehicle is insured, insurance companies do not have the right to violate the standard procedure and impose special requirements on non-resident vehicle owners.

Is it possible to apply for compulsory motor liability insurance in another region?

Today, there are two ways to register compulsory motor liability insurance in another region:

  1. Appear at the Investigative Committee in person.
  2. Carry out the procedure for drawing up a contract via the Internet and receive a motor vehicle liability policy in electronic format.

Keep in mind that any citizen has the right to draw up an MTPL agreement , and it does not matter at all whether he is the owner of the car or represents the interests of the owner under a power of attorney issued to him.

That is why, in the case when a person acting on the basis of a power of attorney draws up a civil liability contract, no matter in what region, the presence of the car owner at the conclusion of the transaction is not mandatory. In order to carry out compulsory vehicle insurance in another region, the policyholder must present to the insurance company employees a standard package of documents that are necessary to conclude this agreement.

You can conclude a compulsory insurance contract in any region of Russia even without having a residence permit in a given locality. This is stated in Federal Law No. 40, which regulates the legal relations between insurance companies and policyholders. This Federal Law states that the policyholder has the right to make an extension or take out a policy in any region of Russia, including not at the place of his permanent registration.

This rule applies to all policyholders, regardless of whether they are citizens of the Russian Federation or citizens of other states.

Therefore, no insurance company has the right to refuse a citizen who has applied for the execution of this agreement , even if this citizen does not have a residence permit in a given locality. But it is still not possible for all persons to draw up a civil liability contract, but only for those who have a mark in their passport indicating permanent registration in the territory of our state, or the policyholder must have a certificate of temporary registration in the territory of our country.

ATTENTION : Without permanent or temporary registration in Russia, you will not be able to obtain a motor vehicle license.

Many motorists are also interested in the question: is there a difference in the amount of the insurance premium? Does this amount depend on the region of registration of the vehicle?

Russia today is one of the largest countries in the world . The constituent entities of the Russian Federation include many regions with varying population densities and numbers. Naturally, in this case, the number of cars and traffic flow in megacities and small towns differs.

Traffic intensity has a direct impact on the risk of an accident and, of course, is one of the fundamental factors in calculating the insurance premium. Territoriality coefficients vary quite widely and depend on the size and risks of a particular region.

For example, in large populated areas such as Moscow, Perm, St. Petersburg, the territoriality coefficient will be maximum and will be equal to 2. And in sparsely populated areas such as the Chechen Republic, Ingushetia will be only 0.6. In other regions of our country, this coefficient varies from 0.6 to 2.

The territorial coefficient may vary even in different parts of the same region. For example, in the Republic of Bashkortostan the territoriality coefficient changes as follows :

  • Ufa-1.8;
  • Sterlitamak-1.3;
  • Ishimbay, Salavat and other cities -1.

In order to correctly calculate the amount of the insurance premium, it is important to know the place of permanent registration of the car owner. It is on this basis that the amount of the insurance premium is calculated, regardless of the region in which the contract is drawn up.

The territoriality coefficient is calculated based on data on the place of registration of the owner.

Thus, the owner of a vehicle registered in the city of Moscow will not be able to save money by drawing up a civil liability contract in Salavat, since when calculating the amount of the insurance premium, the insurer will apply the coefficient that is required for Moscow. The cost of a motor vehicle contract must be calculated using a single algorithm throughout Russia, using the appropriate coefficients.

The insurance organization has the right to set the base tariff rate independently , but within the existing “corridor”, which in turn is established by the Central Bank of the Russian Federation. If the cost of insurance is below the maximum possible, then most likely you are purchasing a fake.

Features of the procedure

Federal Law No. 40 of 2021 “On Compulsory Insurance” defines how to issue compulsory motor liability insurance for another region. By contacting the insurance company not at the place of registration, the owner of the vehicle will not need to provide additional papers, only those specified in the MTPL Rules, or carry out actions not provided for by law.

The insurance company is obliged to issue a policy to the owner of the vehicle, regardless of the presence or absence of local registration. There are several ways to obtain the required document:

  • online via the Internet;
  • when visiting SK.

OSAGO can be issued not only by the owner of the vehicle, but also by the person who, based on the documents, has the right to drive a car. If physical a person receives a policy without local registration; the presence of the owner of the vehicle is not necessary.

To obtain civil defense protection, you must provide the insurance company with the following package of documents::

  • Identity card of the owner of the car or driver. When renewing compulsory insurance by power of attorney, the owner’s passport is not needed.
  • PST, driver's license.
  • Card with diagnostic results.
  • Purchase and sale agreement (at the conclusion of the transaction).

Based on the presented package of papers and insurance, the company is obliged to issue compulsory motor liability insurance, regardless of the non-resident registration of the car owner.

How to punish an insurance company for refusing to sell a policy with a different registration?

It's quite simple! There is article 15.34.1 in the Administrative Code specifically for cases:

  • imposition by the insurer of “extras”,
  • unreasonable refusal to sell the policy.

The fines under this article are impressive - up to 300 thousand rubles per legal entity. You can attract an insurer by filing an application with the prosecutor's office. But again, for this you must have proof of an unjustified refusal. If an employee of an insurance company directly told you on video that he refuses to sell compulsory motor liability insurance because you are registered in another city or region, then you can bring him and his entire company to a fine, and also oblige you to conclude an insurance contract. If another reason is given, then, alas.

What the law says

According to the current legislation and Law No. 40 Federal Law dated April 28, 2017 “On compulsory civil liability insurance of vehicle owners,” a car owner has the right to receive an MTPL insurance contract in any place convenient for him throughout the country, without any obstacles or restrictions from insurance companies. companies. Lack of registration in the region where the contract is to be concluded does not give insurers the right to refuse to purchase a car insurance policy from them.

The Law on Compulsory Motor Liability Insurance establishes the basics that relate to compulsory insurance of motor vehicle owners.

The purpose of such relations is to provide protection to victims and compensate them for damage that was caused during the use of the vehicle (participation in road traffic and adjacent areas).

The law specifies the persons who may participate in these relations:

  • the owner of the vehicle, or the one who has a power of attorney to drive it. The person who operates the vehicle while on duty is not the owner;
  • driver. A person who drives a vehicle, but if he is trained, then the driver is a trainer;
  • victim. The person who was harmed.

Civil liability arises as a result of an insured event (causing harm to the victim) and obliges the insurer to pay the insurance.

The articles of the law consist of six chapters:

  • the first is the general position;
  • the second reveals in detail the procedure for compulsory insurance;
  • the third deals with payments;
  • the fourth describes the features and imposes requirements on insurers;
  • the fifth reveals the functions and powers of insurers;
  • The sixth chapter includes questions about the interaction of insurers with the relevant authorities, the procedure for international insurance, and the procedure for control that the owner of the vehicle bears under insurance.

Recently, changes have been made to the MTPL Law.

All vehicle owners must take out insurance, but there are exceptions for some vehicles:

  • whose speed is less than 20 km/h;
  • vehicles of the military and intended for military service in the authorities. Transport for business needs is not included in this category;
  • vehicles from abroad, provided that the owners are insured within the framework of international systems;
  • trailers for passenger cars.

The law considers in detail the procedure and amount of insurance payments. The amount of payments depends on the harm caused: to a person’s life, his health, or property.

The victim must document the harm that was caused to him or provide the damaged property for inspection. The insurer is obliged to pay the insurance within one month.

OSAGO 2021 has a low cost and is processed quickly, therefore, the compensation will also be low. Therefore, many choose a voluntary policy, which costs much more, but also provides large amounts of payments and a number of other advantages.

The main legislative document regulating the receipt of auto insurance policies in general (and for temporary registration in particular) is Federal Law No. 40 On Auto Insurance.

It directly states that a car insurance policy can be obtained by a motorist anywhere, regardless of his residence and registration.

At the same time, insurance companies do not have the right to refuse to issue it, demand any additional documents or set inflated amounts.

To register a car at the State Traffic Inspectorate there is a list of required documents.

One of them is the MTPL insurance policy. It will take about an hour to issue an insurance policy for your car. There are several important nuances that will be discussed in this article.

A diagnostic card is issued for a period of 2 years for vehicles aged from 3 years to 7 years inclusive, then a technical inspection must be completed every year.

What documents are required for registration of compulsory motor liability insurance?

To issue an MTPL policy, data from the following documents is required:

  • driver's licenses of persons authorized to drive a vehicle;
  • a diagnostic card is required if 3 years have passed since the vehicle was manufactured

What is an electronic policy?

For several years now, everyone has only heard about electronic policies. What can I say? Already 90% of policyholders sign up for and use them. So, let's briefly explain what it is. Electronic policies have replaced paper ones. Modern technologies and almost complete coverage of the entire country by the Internet now allow the use of electronic document management, and, accordingly, allow the use of electronic documents in insurance. You don’t have to go to get electronic policies, you don’t have to wait for a courier - the policy is sent to your email instantly after payment, it’s easier to restore it if the file is lost, and finally, the production of paper policies is not environmentally friendly and uneconomical. An electronic policy, in our opinion, is superior to a paper policy in all respects.

What is KBM?

BMC is an abbreviation for Bonus Malus Ratio. To put it simply, this is the break-even coefficient, which is assigned to each driver, information about which is stored in the RSA database. The MSC can be either lowered or increased, depending on the presence or absence of accidents in which the driver is found to be the guilty party. The maximum is the lowest BMC - 0.5, which gives a 50% discount on the policy, and the minimum coefficient is equal to one. An increasing one is called a KBM that is higher than one and can reach a value of 2.45. You can view the KBM table, as well as check your KBM online, on our website page https://elemins.ru/kalkulyator/kbm

  1. Make sure that no one is hurt, and if you are, call an ambulance and the police by calling the short number 112
  2. Do not remove the vehicle from the accident scene, and if it interferes with the movement of public transport, then first take video and photos of the accident site from different angles so that road markings, the position of the vehicles relative to each other and the road, as well as relative to the adjacent infrastructure are visible.
  3. Call the short number 112, inform the operator about the incident and call traffic police officers or other authorized services to the scene of the accident.
  4. If there are two participants in an accident and one of you admits his guilt, and the damage does not exceed 100,000 rubles (4,400,000 if the vehicle is equipped with DVRs and has a GLONASS system), then you do not need to call the traffic police officers, but use the EUROPROTOCOL.
  5. Obtain from traffic police officers or another authorized service a protocol or resolution on an administrative offense or a refusal to initiate a case. It is this document that is now the main one for the insurance company; a certificate of an accident is no longer issued.
  6. Call your insurance company and notify about the occurrence of an insured event. The insurance company operator will also advise on further actions.

What is EUROPROTOCOL?

EUROPROTOCOL is a procedure that allows participants to register an accident in a simplified form and without the presence of employees of the competent authorities. There are conditions for the possibility of applying the Europrotocol:

  • There were two participants in the accident and no harm was caused to the life or health of the participants;
  • One of the participants fully admits his guilt in the accident;
  • The damage to the victim, according to the preliminary and subjective assessment of the participants, does not exceed 100,000 rubles (400,000 if the vehicle is equipped with DVRs and has a GLONASS system);

The European protocol is drawn up by filling out a special form - notification of an accident - by both participants in the accident. Next, the injured party contacts their insurance company. It is important to note that both participants in the accident must notify their insurance company within 5 working days from the date of the insured event and, most importantly, not only the injured party, who plans to receive insurance compensation, but also the guilty party, who must contact their company and inform about the details of the insured event and send your copy of the accident notice. Otherwise, the insurance company, with one hundred percent probability, after settling the insured event, will present a claim for compensation for the culprit of the accident who failed to notify them.
