Many thanks to manager Arvid for being able to quickly sort out the problem with the OSAGO coefficient. Literally fought with the insurance company for me. Good luck to you guys!

Alexander

Thank you for such fast delivery of the policy. We have a legal entity, but they don’t yet make electronic MTPL for legal entities, but the guys brought the policy in just an hour.

Paul

Thank you for your detailed advice during the accident. I called Element and they instructed me in detail about my actions in the event of an accident. I wanted to thank them, and they said that the best consultation is a good review on the website. Everyone would work like that.

Arsen

Dmitry helped us deal with the problem. I got into an accident, it was my fault, 2 months later I received a letter from my insurance company that I owe them compensation for the costs of repairing the car I drove into. It turns out that I had to notify them about the accident, since we used the Europrotocol. They actually have such a rule. But Dima helped me avoid this!

Anton

Professionals in their field. Even the courier knows a lot about insurance. He told me a lot of nuances about how to behave in an accident. Thank you!

Natalia

I would like to convey a big thank you to your manager; unfortunately, I don’t remember his name. He filled out the policy very quickly and answered in detail the thousand questions I threw at him.

Catherine

Great service from the guys. It is very convenient that there are all payment methods. Transferred money via PayPal

I signed up for compulsory motor liability insurance directly on the website. Didn't talk to anyone. I quickly entered all the information and received a calculation, and the data for my car was found automatically, and I only entered my car number. “What progress has come!”

Every driver, regardless of driving experience or age, is required to insure his liability to other road users. This rule must also be observed by newcomers who have recently completed training and received a driver’s license. For many people, this obligation causes a negative attitude, since the cost of compulsory motor insurance for a novice driver is quite high. But do not forget that any motorist can get into an accident. Novice drivers feel insecure on the road and cannot quickly respond to unexpected situations.

What determines the cost of insurance?

The OSAGO policy is a compulsory type of motor third party liability insurance. Since the point of insurance is to compensate for losses to third parties injured in an accident due to your fault, when calculating the cost and assessing risks, not one or two, but a whole series of dependent factors are taken into account. The basic price of compulsory motor liability insurance is fixed by the Central Bank, and then it is adjusted taking into account the individual characteristics of each driver and car in the aggregate. What factors influence insurance and its cost?

  1. Who is the policyholder - a legal entity or an individual.
  2. Region of registration.
  3. Vehicle type.
  4. Engine power.
  5. Make, year of production of the car.
  6. Driver's experience and age.
  7. Who can drive a car - a limited number of participants or an unlimited number.

Each of the proposed criteria for assessing the cost of compulsory motor liability insurance is assigned its own coefficient, which increases or decreases the base insurance rate established by the Central Bank.

As of 2021, the maximum insurance policy for passenger cars is 4,942 rubles, for taxis – 7,399, and for trucks – 7,609 rubles. The maximum cost of compulsory motor liability insurance is adjusted not only by the above factors - experience, age, how old the car is, etc., but also by what the driver’s experience was in the past. For accident-free driving over the past year, you receive a reduction in the cost of compulsory motor liability insurance. All information on each driver, his experience and driving quality is recorded in the common database of RSA (Russian Union of Auto Insurers).

What does MTPL represent for drivers without experience?

Driving experience does not directly depend on a person’s age - both 18-year-old young people and people of retirement age can be new drivers. The main determining criterion here is experience. And, as you know, it comes with time. Russian legislators, understanding the increased likelihood of accidents by inexperienced motorists, have special coefficients for beginners. They provide for a reduction in the price of the policy as driving experience increases. Accordingly, compulsory motor liability insurance will cost the most for persons who received their license less than a year ago and do not have driving experience.

Despite the high cost, insurance for novice drivers is an essential item. Considering the high risk of committing an accident through one’s own fault, compulsory motor liability insurance will relieve the beginner from the need to compensate for the damage caused from his own funds. The policy will help save him up to 400 thousand in case of material damage, and up to 500 thousand in case of damage to the health and life of the injured persons.

A motor vehicle liability insurance contract is concluded with all vehicle owners, regardless of their driving experience. The insurer has no right to refuse to issue compulsory motor liability insurance due to insufficient time spent behind the wheel. This is regarded as a direct violation of Federal Law No. 40, and is punishable by fines in accordance with the articles of the Civil Code of the Russian Federation.

Policy price for a driver without experience

The main difference when calculating the cost of an MTPL policy for a novice driver whose experience is up to one year or up to three years is expressed in the increased value of the FAC coefficient. KVS is a coefficient of age and driving experience, which is one of the elements of the formula for calculating the price of compulsory motor liability insurance. So what value applies for inexperienced drivers?

  • 1.8 – for drivers whose experience is less than 3 years and age under 22 years;
  • 1.7 – if the driver’s age is older than 22 years, but the experience remains less than 3 years;
  • 1 – if the experience is more than three years and the age is more than 22 years.

Accordingly, for the first two categories of citizens, issuing compulsory motor liability insurance is extremely expensive, since the policy costs 80% or 70% more for them than for drivers whose coefficient is at the level of one. The same applies to the situation if you have a valid MTPL agreement and you want to add an additional person with little experience and under 22 years of age to it. That is, even if you are a car owner with many years of experience, but your policy includes a novice driver, the insurance will still be calculated with maximum coefficient values, since it must take into account the risk of an insured event if a young, inexperienced driver is driving. Therefore, sometimes it is better to take out a policy with unlimited access to control the car.

How much does MTPL insurance cost for novice drivers?

The final cost of car insurance for a newbie without experience is calculated based on the base MTPL rate multiplied by additional coefficients. They either reduce or increase the total amount.

Basic tariff

The base price of an MTPL policy is established by government decree, and is the starting point for calculating the final cost of insurance. The rate depends only on the type of vehicle for which the policy is issued. That is, it will be the same for both a beginner and an experienced motorist.

OSAGO calculator

The lowest tariff is provided for motor vehicles belonging to categories “ A ” and “ M ”. It ranges from 0.7 to 1.4 thousand rubles when concluding an insurance contract for 1 year. For passenger cars that are used as a personal means of transportation, the base rate ranges from 2 to 4.9 thousand rubles. The most expensive tariff is provided for buses, trucks and cars used as commercial taxis - 4-7.6 thousand rubles. The insurance company has the right to adjust these values, but no more than 40% upward/downward.

Regional specifics

The regional coefficient takes into account the traffic density in a specific subject of the Russian Federation and a large city. On the streets of a large metropolis, the likelihood of an accident is much higher than on the road in a provincial outback. Taking this into account, a regional coefficient was introduced: the more saturated a region is with motor transport, the higher it is. For example, for Moscow the increasing coefficient is set at 2, for St. Petersburg – 1.9. But for Kalmykia or Buryatia it is only 0.6 of the base price of the policy.

Age and experience coefficient

The size of the FAC directly depends on the driving experience of each individual motorist. Thanks to them, insurance for a novice driver will cost much more than for an experienced driver. The highest coefficient will be applied to a person with less than a year of driving experience and whose age is less than 23 years old. For him, compulsory motor liability insurance will cost 1.93 times more than the base tariff. But for the most experienced drivers, aged 60 years and above, who have been driving for more than 14 years, the policy will cost 10% less than the base price.

Accident-free rate

To encourage drivers who obey traffic rules and avoid car accidents, a bonus-malus system (BMS) was introduced. It involves assigning each motorist a personal class, depending on the accuracy of driving. It consists of 13 points, the highest of which is tenth, and the lowest is indicated by the letter “M”. Driver ratings change regularly based on the results of the past insurance year.

Table

A beginner who does not yet have driving experience is assigned class 3 by default . It does not provide any discounts or premiums when purchasing a policy. For each accident-free year, personal class increases by one point. This allows the driver to purchase insurance with a 5 percent discount compared to last year. Upon reaching the maximum indicator, class 10, the car owner will be able to take out a policy with a 50% discount compared to the initial third level of KBM.

When an accident occurs due to one’s own fault, the driver’s level immediately drops by 1-3 points. At the lowest line (class “M”), he will have to pay 2.45% more for compulsory motor insurance than his base price. The cost of car insurance for a newbie without experience in the KBM system will be equal to its face value. The bonus-malus coefficient for persons without driving experience is equal to one.

Engine power parameters

The more powerful the car, the greater the speed it can develop, or the greater the total weight it has (in relation to trucks). And this is a direct risk factor that increases the likelihood of an accident.

The ratio of motor power and the magnitude of the increasing coefficients is given in the table:

Engine power (hp)Increasing factor
Less than 500,6
50…701
70…1001,2
100…1501,4
More than 1501,6

Presence of violations

Article 9 of Federal Law No. 40 allows for an increase in the price of compulsory motor insurance for persons who have previously committed violations of the insurance contract. We are talking here not about driving rules, but about non-compliance with the clauses of the concluded contract with the insurer. This is the deliberate provision of false information, falsification of documents. For such drivers, the policy for the next year will cost 150% more.

How to calculate the cost

Is it possible to independently calculate how much car insurance will cost for a novice driver? Thanks to the functionality of many insurance companies, today you can pre-calculate the cost of payment before taking out a policy. The calculation is made using an online calculator based on individual data of both the car and the driver. How to do it?

  1. Go to the official website of the insurance company you are interested in.
  2. Go to the menu “Individuals”, “MTPL”.
  3. Register if necessary.
  4. A window with a form appears in front of you, where you need to fill out all the fields, and then click “Calculate”.

The calculator of each insurance company contains a formula based on the coefficients described above, which are determined for each policyholder individually, based on his length of service, age, type of vehicle, power and other things.

Thanks to this function, you have the opportunity to find out not only the specific cost of the policy, but also evaluate the profitability of the offer from each insurance company, thereby choosing the optimal solution for yourself. However, when choosing an insurance company, consider not only the cost of insurance, but also a number of other factors that may affect the quality of service.

How does driving experience affect the cost of the policy?

A novice car enthusiast should know that driving experience is calculated from the date of issue of the driver’s license, and not from the day when he first got behind the wheel.
A motorist with less than 3 years of driving experience, according to insurance companies, bears the risk of road incidents more than other road users. Therefore, the increasing coefficients that are used to determine the cost of compulsory motor liability insurance are correlated precisely with this period. As a result, for a beginner, the price of the policy will be higher due to the application of the maximum level of correction coefficient values.

Age, year Experience, year Coefficient
Under 23 Until 3 1,8
Over 23 Until 3 1,7
Under 23 Over 3 1,6
Over 23 Over 3 1,0

As the driver gains experience, he is entitled to a discount. After his age exceeds 23 years, and his experience exceeds three years, the cost of compulsory motor liability insurance will cease to depend on these indicators, since the value of the coefficient will become equal to one.

A car enthusiast without driving experience can affect not only the cost of insurance for his own car, but also significantly increase the price of the policy for the car he is allowed to drive. With compulsory car insurance, if the car owner entrusts the driving of his car to a number of people, the calculation of compulsory motor liability insurance will be made by insurers based on the performance of the most inexperienced driver. In this case, they will apply a coefficient corresponding to his experience and age.

To paraphrase the classic, today owning and driving a car is not a luxury, but an urgent need. No one is born with the ability to maneuver on the road. Thanks to the current legislation, newbie mistakes are reliably protected by the compulsory car insurance system. And a novice driver, for his part, will have to pay a little more for this protection than an experienced colleague.

A company employee will answer all questions, calculate how much it costs to include a person in the insurance specifically in your case, make changes to the database and reissue the policy. The agent can add the new driver to the old insurance policy. But usually the old form is confiscated from the car owner and a new one is given in return - with all the changes.

Regardless of the number of people you want to allow to drive your car, the insurer has no right to require you to take out a policy without restrictions. Another thing is that if the number of drivers is more than three people, then this option is more profitable.

How much does car insurance cost without driving experience in 2018? A short overview of the cost of CASCO and MTPL for novice drivers, as well as the nuances of the first insurance contract. According to statistics, approximately 21% of all accidents occur among car owners with driving experience of up to 3 years. And with 1 year of experience, this figure is 47%. Accordingly, the first insurance policy in a driver’s life is the most expensive.

The cost of CASCO is indicated for a car worth 800,000 rubles with a franchise of 20,000 rubles. The price range is given based on the minimum and maximum rates by region and insurers' offers. But the prices are maximum, as they are designed for a person under 22 years old.

As everyone already knows, MTPL rates have increased by about 40% since April 12, 2015. Of course, all regions have different policies regarding insurance policy ratios. In some places they increased by a few tenths, in others they decreased, but the main thing is that the basic MTPL tariff has increased by 1,000 rubles since April 2015 and amounted to 3,432 rubles.

The last point is an optional condition. You can fill out an application at the insurance company office. You probably won’t have to do this either, since the employee will prepare the form himself, all that remains is to put down signatures. But it is also permissible to write an application in advance in free form, just check with the insurer in advance what mandatory wording must be contained in the document.

The procedure itself costs nothing, but the cost of the policy itself may change if the risk of an accident increases. For example, a new participant may have less age and driving experience than the owner of the car. The cost of the policy is determined by the MTPL class of the riskiest driver, so the manager of the insurance company has the right to ask for a refund of the discount for accident-free driving that was previously given to the car owner.

Experienced and experienced drivers will pay less for insurance than new drivers. If the driver lives in a large city, then insurance for him will be more expensive. Insurance can be made cheaper if the policy stipulates that it will only be used at certain times, and not all year round.

how much does insurance cost without experience?

In order to register a new driver, you need to invite an insurance agent or come to the company’s office yourself. When adding another person to the insurance, the owner of the car must be present, or he must write out a general power of attorney for the new driver.

How to choose an insurance company

Today, there are a large number of insurance companies on the insurance market, and a person who is faced with such a choice for the first time, namely a driver who does not have much experience, may make the wrong decision. So, how to choose an insurance company? When choosing an insurer, you need to be guided by several evaluation criteria:

  • company rating;
  • reliability;
  • client base;
  • how long has it existed on the insurance market;
  • how customer support is provided;
  • are there any special programs, promotions, discounts;
  • convenient office location.

Don't make a decision quickly. Read reviews from regular customers, read how quickly and in full payments are made for insurance claims. As an alternative, you can take the advice of friends if they constantly renew their MTPL insurance policy. The right thing to do is to choose a proven, reliable company and not rely only on the cost of insurance, especially since the difference will be insignificant. The main thing is that the company has a high reputation and regularly fulfills its responsibilities to clients.

Companies that have been providing a whole range of insurance services for a long time are distinguished by their reliability. These include:

  • Ingosstrakh;
  • Rosgosstrakh;
  • Alfa insurance;
  • Tinkoff;
  • Reso-Garantiya;
  • Sogaz.

The quality of service is also important. Therefore, evaluate all the above criteria together, especially since the MTPL policy is issued for one year, and during this time more than one accident may occur, especially if the driver is driving with little driving experience. Protect yourself, pedestrians and other road users from accidents by taking out insurance from a reliable company.

Two coefficients were excluded from strict regulation

Since September 5, the Central Bank has not established the values of such coefficients as the coefficient for a vehicle with a trailer (KPR) and the coefficient essentially responsible for the integrity of the client (CN) . The latter previously increased the cost of compulsory motor liability insurance by 1.5 times if the car owner was previously caught providing false data to the insurer or participating in the deliberate organization of an accident.

As for the first coefficient, it also raised the price of insurance depending on the weight of the vehicle to which the trailer was added. Its maximum value was for trucks up to 16 tons - 1.4.

The exclusion of these coefficients from strict regulation, in essence, means that now the insurer will independently decide how much the presence of a trailer and a bad reputation of the client deviates the base rate of the tariff towards the upper limit.

At the same time, let us remind you that it was previously assumed that the power factors of the vehicle and the territories of its primary use would be removed from the firmly established ones, but they remained .

The only thing is that the territory coefficient has also been slightly revised . True, there is no single line of change here: for some regions the coefficient decreased (for example, for Ufa from 1.8 to 1.72), while for others it increased (in particular, for Nazran from 0.6 to 0.64).

Perhaps this depends on which zone a particular region belongs to : the “red” zone, where insurers suffer losses (to compensate for them, the coefficient has been increased), or the “green” zone, where insurance companies are profitable.

An example of calculating the cost of an insurance policy

This is an example of calculating the final price of an MTPL policy using the standard formula:

Let’s assume that it is necessary to issue an insurance contract for a category “B” passenger car with an engine power of 75 hp. With. The policy is issued for a year, the driver has more than 4 years of experience, age is 26 years. The car is registered in Yekaterinburg. The owner was not involved in an accident and did not receive insurance payments. A limited policy is issued. The vehicle is used without a trailer.

Calculation: BT*Kt*Kbm*Ko*Kvs*Km*Kpr*Ks*Kn = 2574*1.8*0.95*1*1*1.1*1*1*1 = 4841.70 rub.

When is unlimited insurance needed?

An MTPL policy without restrictions may be useful in the following situations:

  1. At a meeting with friends, the car owner drank alcoholic beverages; he cannot drive. Having an open insurance policy, any holder of a driver’s license of the appropriate category will be able to drive a car.
  2. In one family, several people have a driver's license. By opening an unlimited document, any family member can drive a vehicle at any time.
  3. For companies involved in leasing vehicles or delivering any goods, it is very beneficial to draw up a document without restrictions, so that any employee of the company can drive a car at any time.

Among all the advantages of an unlimited policy, there are also disadvantages:

  • the price of unlimited MTPL insurance is high, in contrast to a regular closed policy;
  • the cost of open MTPL insurance for novice drivers is too high;
  • KBM is taken into account only for the owner of the vehicle and does not apply to other drivers.

What is important to know about using the age of service coefficient for compulsory motor liability insurance in 2021

  • When several motorists admitted to driving a vehicle are indicated in the insurance, the highest FAC indicator among all drivers included in the insurance will be used to determine the tariff.
  • If a motor vehicle license agreement is drawn up for an unlimited number of motorists (the KO parameter is 1.87), in this case the age coefficient of compulsory motor liability insurance is 1.
  • When determining the SWR, information from the VU is used: the date of issue of rights to drive a vehicle of the corresponding category.

As you can see, insurance legislation in Russia is developing dynamically. It is necessary to monitor it and take into account the latest rules. In some cases, it is more profitable to take out an unlimited policy, which will allow you to save significantly, especially if the policy plans to include a large number of drivers with a high risk of getting into a traffic accident.
