Technical inspection 2021: preparing for new rules

Good afternoon, dear reader.

Technical inspection is a procedure for checking the technical condition of a vehicle, mandatory for all drivers. Currently, passing a technical inspection is required to purchase an MTPL policy.

Most car owners are faced with the need to undergo a technical inspection no more than once a year. However, the rules for vehicle inspections change with enviable regularity, sometimes several times a year.

This article will discuss how to pass a vehicle inspection in 2021.

You will learn:

  • Who needs to undergo a technical inspection?
  • Why is a technical inspection necessary?
  • How often do you need to undergo a technical inspection?
  • How much does a car inspection cost?
  • Where to undergo technical inspection?
  • What documents are needed for technical inspection?
  • What are the requirements for a technical inspection?
  • Why do you need a diagnostic card?
  • What fine is imposed for failure to undergo technical inspection?
  • Why shouldn't you buy a vehicle inspection?

Let's get started.

Is a vehicle inspection required in 2021?

So, the first question that worries drivers is: “Do I need to undergo a technical inspection in 2021?” A technical inspection is required, but not all cars need it. Only category B cars, motor vehicles, trailers and semi-trailers that are less than 4 years old .

Note. Until April 1, 2020, it was not necessary to undergo a technical inspection only in the first 3 years.

Why is a technical inspection necessary?

Firstly, you need to undergo a technical inspection in order to make sure that your car is safe. During a technical inspection, vehicle malfunctions are identified that the driver can correct in a timely manner.

Secondly, you need to pass a technical inspection for MTPL. Currently, you can buy an MTPL policy only after passing a technical inspection (except for cars that do not require technical inspection).

Note. From March 1 to September 30, 2021, it was possible to purchase compulsory motor insurance without a technical inspection. However, the driver still had to undergo a technical inspection and provide a diagnostic card to the insurance company by October 30, 2021.

What is a diagnostic card

Many motorists are accustomed to having a maintenance pass: at present it is not issued.
It is also not included in the list of required documents to be provided to a traffic police officer during checks at checkpoints or during special events. Previously, in order to pass a technical inspection, a compulsory motor liability insurance policy was required, but after the adoption of the law on passing a technical inspection, the situation changed. Now, the MTPL policy is issued only after examining the condition of the car . To confirm this fact, the vehicle owner presents a diagnostic card. Until August 2015, it was possible to obtain a policy upon presentation of a previously issued maintenance coupon, but at the moment this method no longer works.

The diagnostic card contains all the information about the technical condition of the car and is intended exclusively for insurers. It is also entered into a common database, which allows a person, in case of loss of a paper version (in A4 format), to receive a printed copy.

If the owner changes, there is no need to go through the MOT again: the validity of the diagnostic card applies to any owner of the car. It is enough to make changes to the compulsory insurance policy.

If owners of new cars receive compulsory motor vehicle liability insurance automatically , then for owners of older cars there is another option. Having found out what documents are needed for the inspection and included a paid receipt in this package, the owner supplements it with a temporary MTPL policy for a period of 20 days. It is issued to cover an insured event when performing registration actions or directly for arriving at a service station.

To carry out an inspection of vintage cars, the list of documents is the same as for the rest. The peculiarity of monitoring their condition is only the exclusion from inspection of those components that, although mandatory today, were not provided for by the design at the time of release.

How to get a diagnostic card

Select inspection point. Find your nearest service point on the website of the Russian Union of Auto Insurers (RUA). Car owners have the right to receive a diagnostic card in any region.

Collect documents. Take your civil passport and PTS with you.

Pay. The price depends on the type of car. For cars - from 500 to 1000 rubles, for trucks and buses - from 1600 rubles. Technical station employees are required to calculate the exact cost using the formula recommended by the Federal Tariff Service.

Wait until the work is completed. All components and assemblies must be checked:

  • brake systems,
  • steering,
  • external lighting devices,
  • windshield wipers and washers,
  • tires and wheels,
  • engine and its systems.

All work takes about an hour.

A very important point is monitoring the condition of the tires. They must be in good condition, since driving a car directly depends on this. The online store https://auto-shina.by/ sells tires and wheels for cars, as well as motorcycle tires and truck tires in Belarus. Here you can find a quality product at a good price.

Is it possible to get a diagnostic card online?

Not possible yet. All offers on the Internet on this topic are deception and attempts to lure money. If you bought a card online, check its authenticity on the EAISTO website.

In the same way, the insurance company will check it when the driver buys a compulsory motor liability insurance policy. If it turns out that the card is invalid, the policy will not be issued.

To check the diagnostic card, enter its number in the last field and click “Check”

Why can they refuse?

If the car does not meet safety requirements, the technical inspection operator will send the driver to correct the deficiencies.

Tuning. This may include tinting, non-certified gas equipment, and other illegal design changes.

Malfunction. An oil leak, an excessively noisy exhaust, non-functioning wipers or a non-functioning seat belt are all reasons for refusing to issue a diagnostic card.

No first aid kit or fire extinguisher. The technical regulations of the Customs Union on vehicle safety say that the car must have a fire extinguisher and a first aid kit.

The period for correcting defects is 20 days. If the driver plans to undergo a second inspection at the same center, he can only pay for checking the components that were faulty.

Is it possible to buy a card without undergoing inspection?

No, it's illegal. Such a card will be useless: the insurance company will check the card against the EAISTO database, see a fake and will not issue an MTPL policy. The technical service points themselves do not sell "left" cards - they are subject to fines for violations from 100,000 to 300,000 rubles. It is not profitable for them to issue such documents.

How to recover a lost diagnostic card

If there is no card, the fine for bus and taxi drivers is 800 rubles. All other drivers without a card will not be able to obtain a policy. Therefore, if the card is lost, contact the technical service center with a civil passport and PTS. The cost of a duplicate is 10% of the cost of the technical inspection, from 50 to 100 rubles.

How often should a vehicle be inspected?

The validity period of a technical inspection for compulsory motor liability insurance depends primarily on the type of vehicle:

Category B cars, motor vehicles, trailers and semi-trailers - 4, 6, 8, 10 years after the year of manufacture. Then - every year .

Category C cars, training cars, taxis, buses, trucks for transporting people, cars equipped with special signals - every year .

Vehicles for transporting dangerous goods - every 6 months .

Attention! On March 1, 2021, diagnostic cards were extended:

  • until October 1, 2021 - the validity period of which expired from February 1 to April 1, 2021;
  • for 6 months - the validity period of which expired from April 1 to September 30, 2021.

Drivers often have a question about whether they need to undergo a technical inspection if the car is 4 years old. In this case, it is necessary to undergo a technical inspection, because otherwise, they will not sell you a compulsory motor liability insurance policy.

Another popular question: “Do I need to undergo a technical inspection for a new car?” If a new car belongs to category B, then there is no need to undergo technical inspection in the first 4 years.

Consider the table relating to personal cars of category B:

Year of manufacture (conditional)Year of manufacture (example)Do I need to undergo a technical inspection?A diagnostic card is issued:

Deadlines for passing technical inspection

New cars do not need to undergo maintenance, provided that it:

  1. A passenger car that is not yet 3 years old;
  2. The same truck with a weight of up to 3.5 tons;
  3. This is a new motorcycle or trailer.

In other cases, the validity period of the card depends on the year of manufacture of the car and its type:

  • If the car is from 3 to 7 years old, maintenance is carried out every 2 years;
  • From 7 years – once a year;

More stringent requirements apply to:

  • Special-purpose equipment equipped with flashing lights;
  • Vehicles from a driving school where future drivers are trained.
  • Taxi;
  • Route buses;
  • Freight taxis with more than 8 seats, excluding the driver's seat.

In the indicated cases, the diagnostic card must be updated every 6 months.

How much does a car inspection cost in 2021?

The cost of a technical inspection in 2021 depends not only on the type of vehicle, but also on the region (subject of the federation) where the inspection procedure is carried out.

For example, the price of a car inspection is in the range of 300 - 700 rubles, the cost of a truck inspection is 600 - 1000 rubles.

This amount is paid directly to the organization conducting the vehicle inspection. to pay an additional state fee for technical inspection in 2021.

Therefore, to find out how much a technical inspection costs in your region, I recommend contacting the selected technical inspection operator (call by phone).

You can pay for the technical inspection at a bank branch or through special payment terminals. To do this, you need to select the point where you will undergo a technical inspection and find out its payment details. You can also pay at the organization's cash desk.

General information about technical inspection

The presence of a vehicle's technical inspection is confirmed by the purchased MTPL policy, which is issued only upon receipt of a diagnostic card. Therefore, the fine for an ordinary driver for lack of maintenance has been removed. Only sanctions can be applied to him for driving on public roads without compulsory motor liability insurance. The function of monitoring maintenance has been transferred from the competence of the State Traffic Safety Inspectorate to insurance companies.

Based on the results of the technical inspection, the safety factor of the vehicle is determined. If the vehicle does not have major technical problems, a diagnostic card is issued for it. The law provides for different inspection periods depending on the age of the car.

The latest changes dated 04/01/2020 fixed:

  • Exemption from the process for cars under four years old.
  • If 4 to 10 years have passed since the vehicle was manufactured, an inspection is required every 2 years.
  • Cars over 10 years old are subject to technical inspection annually.

The cost of the process depends on the category of vehicle, as well as on the region where it is registered. Maintenance of a passenger car costs the owner between 300-1000 rubles, trucks - 600-1200 rubles. This amount is transferred to the accredited organization carrying out the verification.

In 2021, citizens do not pay state duty for technical inspection, but transfer money for the service provided by specialized operators. You can deposit funds at a bank branch or through payment terminals. You can also transfer money directly to the cash desk of the organization where the consumer applied.

Selling diagnostic cards through various websites without actually inspecting the car has become a common phenomenon. Car enthusiasts using this option should take into account some nuances. They consist in the absence of a guarantee that the purchased and issued diagnostic card will be found in the EAISTO system during its entire validity period.

If it is deleted by an unscrupulous operator, then in the event of a possible insurance situation, the document will not be able to pass verification. A legally obtained card is guaranteed to save the car owner from such troubles.

Technical inspection points

The next important question is where to get a technical inspection? There are several thousand technical inspection points in Russia. You can choose the one closest to your home in the register on the website of the Russian Union of Auto Insurers:

Enter the name of your city and click the “Find” button. After this, your city will appear on the screen with the technical inspection points marked. For complete information about the technical inspection station, click on the blue mark on the map.

I would like to note that it is currently possible to undergo a technical inspection in any subject of the Russian Federation . Therefore, if you live on the border of two regions, you can choose the point where the inspection costs less.

Where to get a technical inspection and how much does it cost?

A list of accredited inspection points can be found on the website of the Russian Union of Auto Insurers (RUA). A map is also available for Moscow residents on the website of the Department of Transport and Road Infrastructure Development. Points can be accredited to carry out maintenance of vehicles of different categories (passenger cars, trucks, etc.). Therefore, you need to carefully check this information when choosing. For example, if a point inspects trucks, passenger cars will not be able to undergo inspection there.

Inspections are paid. The cost depends on the region and car class. We present the cost of maintenance for Moscow.

Vehicle type Maintenance cost
Motor vehicles (category L) 240 ₽
Passenger cars (category M1) 720 ₽
Light trucks and vans (category N1) 770 ₽
Minibuses (category M2) 1290 ₽
Light trailers (categories O1 and O2) 600 ₽

What is needed to pass the technical inspection?

To successfully pass the inspection, you will need a technically sound vehicle. In this regard, I recommend reading the list of faults and conditions under which the operation of vehicles is prohibited. This document describes what is checked during a technical inspection.

In addition, there are several requirements that require additional attention:

  • First aid kit for technical inspection . The first aid kit has a limited shelf life, so before going for an inspection, check the expiration date of all components of the first aid kit.
  • Fire extinguisher . The expiration date of a fire extinguisher for technical inspection is about 5 years and is indicated directly on the body. If necessary, the fire extinguisher must be replaced.

If you just bought a car, I recommend buying a universal motorist kit , which contains a first aid kit, a fire extinguisher, a warning triangle and several other useful items.

One of the most popular reasons why a car fails inspection is a crack in the windshield . In this case, the crack should be located on half of the driver's glass in the wiper cleaning area. If the crack does not fall into this zone, you can pass the technical inspection with it.

Diagnostic inspection card

Based on the results of passing the technical inspection, a diagnostic card .

This document is a regular A4 sheet, filled out on both sides and certified by the signature and seal of the technical inspection operator.

An example of a diagnostic card is shown in the figure on the left. Usually the map is printed in black and white, but sometimes color forms are also available. The color of the card is not of fundamental importance.

The diagnostic card contains the results of the technical inspection. If everything is in order with the car, you can use the diagnostic card to purchase an MTPL policy.

Otherwise, you should eliminate the faults and come back for a technical inspection. Repeated verification procedure requires a separate payment.

If you have doubts about the authenticity of the diagnostic card, you can check the results of the technical inspection using the EAISTO database.

Note. When issuing an MTPL policy, the insurance company checks the diagnostic card against the database of the union of motor insurers. In this regard, you should not try to prepare this document yourself; the deception will be exposed immediately.

Experienced car owners still remember the times when inspection results were issued in the form of a special small coupon. In 2021, technical inspection tickets will be issued.

Vehicle diagnostic card

Each card is certified by a technical expert. Written out by hand, has two copies. The electronic version is made in one copy and is assigned a unique identification number. One of the written copies remains with the owner, and the second copy is kept in the expert department and is stored there for 3 years.
Documents in the electronic version are sent to the archive of the vehicle technical inspection information system (to EAISTO), where they will be stored for another 5 years.

The state duty for obtaining technical cards or their duplicates is no longer charged.

The new maintenance form was approved by order of the Ministry of Transport. And now there is a clear list of basic requirements for coupons:

  • The card blank is green and measures 105*74 mm. Must be replicated on an electronic printing device.
  • Each document has its own 10-digit number; it is printed using letterpress printing and glows green under infrared radiation.
  • These are printed products with class B level of protection against counterfeiting.

The document that was previously issued to the car owner is changed to a new diagnostic card only after the final expiration of its validity period during the next technical inspection.

Fine for lack of technical inspection

A fine for driving without a technical inspection can currently only be imposed on the driver of a passenger taxi, bus or truck intended for transporting people, or a vehicle for transporting dangerous goods. Its size is 500 - 800 rubles .

No fine is imposed on other drivers for lack of technical inspection; in addition, it is not necessary to carry a diagnostic card in the car.

However, without a technical inspection you will not be able to buy an insurance policy, which will entail another fine:

Fine for lack of compulsory motor liability insurance

What happens if you use a car without a diagnostic certificate?

This is prohibited by law. More precisely, you simply will not receive an insurance policy for a car without having a maintenance service. For the absence of a policy, the fine is 800 rubles (for 2021). But this is not the worst thing. Big trouble awaits anyone who gets into an accident without a policy. In this case, payments will fall on the culprit, both for repairing his car and someone else’s.

In addition, even if the policy is available, but the diagnostic card has expired, it may be difficult to obtain compensation. In this case, insurers have the right to demand a refund, citing a malfunction of the vehicle.

Thus, traffic police officers will not check drivers’ cards on the road today, as was the case before. They look at the availability of an MTPL policy.
