No. Since January 1 of this year, not a single article or part of it in the Administrative Code has changed. No changes in traffic police fines occurred either on the 1st or in January 2021 at all. As of February 21, 2021, the fine for lack of an MTPL insurance policy is 800 rubles. We are not talking about any 5 thousand. Moreover, in the Code of Administrative Offenses today there are 2 punishment options: an 800 ruble fine, if the car is without insurance at all - you have not taken out a policy for your car and are driving without a contract, or if it is expired, which is equivalent absence, and 500 rubles if you are not included in the current OSAGO or use the vehicle outside the period of its seasonal use specified in the current policy. Both sanctions are provided for by Article 12.37 and, accordingly, its parts 1 and 2. Oh, yes, there is another part 2 of Article 12.3 of the Code of Administrative Offenses, which provides for a penalty of 500 rubles if you simply forgot to take with you paper compulsory motor liability insurance or a printout of it in the case of an electronic policy. Article 12.37 of the Code of Administrative Offenses: 1. How many times a day can you be fined if you don’t have car insurance?
At the moment, the traffic police is in charge of recording violations, drawing up a resolution, and therefore issuing a fine. As an experiment, electronic recording systems (cameras) were introduced, which does not yet imply actual fines, but at the time of publication of this material there was no information about the results of the experiment, the dates and possibilities of the final launch.
From officials, in the form of comments and statements, information is often received about the imminent introduction of an automatic verification system, but, we repeat, there is no specific data yet (although sometimes the very next dates are mentioned).
Accordingly, to answer the common question - do cameras fine you if you drive without an insurance policy? – you can use the phrase “not yet.”
Many sources provide false information on this matter. Referring to paragraph 5 of Article 4.1 of the Code of Administrative Offenses on the impossibility of double liability for the same administrative offense, they point out that the traffic police does not have the right to issue a new resolution for the lack of compulsory motor liability insurance for a car, if one was already issued earlier on the same day.
Unfortunately, this is not true. Driving a vehicle without compulsory motor liability insurance is prohibited, and the presence of a fine issued is not an analogue of taking out insurance - the policy did not exist at the time the resolution was drawn up, and there will not be after that.

Punishment for driving a car without insurance in 2021
The concept of motor vehicle insurance appeared in Russia 15 years ago. Such insurance provides compensation for damages instead of the culprit of the accident to the persons affected by it. New rules
Since the cost of compulsory motor liability insurance policy is constantly growing, many motorists prefer not to insure themselves. - The absence of compulsory motor liability insurance will be checked not only by inspectors, but also by cameras on the roads. So far, this has been done as a pilot project in the capital region. The driver will receive notification of the fine issued by mail.
- Since the number of accidents with drivers who do not have a policy has increased 1.5 times, a bill has been introduced to the State Duma, according to which the amount of the fine will increase significantly. Lawmakers propose raising sanctions to 5,000 rubles.

- the last time before this, in 2021, the head of the RSA proposed to increase the fine if the driver does not have MTPL insurance, from 800 to 8 thousand rubles - 10 times, but the proposal was not successful,

Who does not need to have a motor vehicle document
The traffic police fine for lack of insurance is not issued to the following categories:
- owners of vehicles whose design maximum is no more than 20 km/h;
- cars registered outside the Russian Federation, if there is a “green card”;
- owners of trailers for passenger cars;
- if the transport is not considered wheeled (tracked, half-tracked, sleigh).

Liability for driving without insurance (left at home)
If there is a compulsory motor liability insurance document, but the owner is unable to provide it because he forgot it at home, the sanctions will be minimal. Fine for false insurance

About MTPL for foreigners in Ukraine
Having insurance is mandatory. But some foreigners come from Green Card countries. In this case, they may not issue a Ukrainian policy. In the event of an accident, it will be enough for them to present the Green Card insurance.

The driver is not included in the OSAGO policy

Cases of exemption from liability if there is no compulsory motor liability insurance
Removal of liability for driving a car without compulsory motor liability insurance is possible in cases of appealing the decision and making a decision in favor of the driver.
