Basic provisions

Every car owner must undergo a vehicle technical condition check.
The exception is the owners of motorcycles, cars, trailers, whose age does not exceed 4 years. To quickly pass the inspection, the vehicle owner must adhere to the following algorithm of actions:

  • Preparation of necessary documents for passing technical inspection.
  • Independent preparation of the car for the procedure: troubleshooting, replacement of consumables.
  • Collection of items that should be available at the time of inspection: fire extinguisher, first aid kit, emergency signs.
  • Diagnostics in a specialized center with the necessary accreditation.

Note!

After the check, the car owner is given a diagnostic card. This is a document that contains data on the technical condition of the vehicle obtained during the inspection, and also indicates the date of the next inspection.

The diagnostic card is issued in three copies: electronic + two paper. One sheet is received by the owner of the vehicle, the second remains with the specialist who conducted the inspection.

There is no need to always take a diagnostic card with you on a trip. The necessary information is stored in a database.

From March 1, 2021, an electronic copy of the card will be stored for five years (previously three).

The vehicle inspection itself is divided into four stages:

  1. Submitting an application to an accredited organization. The document is filled out on site according to the provided template.
  2. Placing the vehicle on a special stand where diagnostics take place. The car owner enters the box independently and drives the car throughout the inspection.
  3. Payment for government services. The established amount is paid on site or through the terminal.
  4. Receive a diagnostic card with the examination results. If malfunctions are detected, the vehicle owner receives 20 days to eliminate them. As soon as the faults have been eliminated within the specified period, you will have to undergo maintenance again.

The cost of vehicle inspection depends on the region of the Russian Federation and the carrying capacity of the vehicle. On average, the amount ranges from 700 to 1600 rubles.

In some regions of Russia, legislation provides benefits for pensioners, people with disabilities, as well as persons who have distinguished themselves with special awards. For liquidators of the consequences of the accident at the Chernobyl nuclear power plant, maintenance is carried out free of charge (you only need to provide a certificate). Benefits apply to one vehicle.

Maintenance of passenger cars with gasoline and diesel engines takes 40–45 minutes. For trucks, the inspection will take 60 minutes. The deadlines are strictly regulated and specified in the regulatory documentation.

What is a diagnostic card


Many motorists are accustomed to having a maintenance pass: at present it is not issued. It is also not included in the list of required documents to be provided to a traffic police officer during checks at checkpoints or during special events.

Previously, in order to pass a technical inspection, a compulsory motor liability insurance policy was required, but after the adoption of the law on passing a technical inspection, the situation changed. Now, the MTPL policy is issued only after examining the condition of the car . To confirm this fact, the vehicle owner presents a diagnostic card. Until August 2015, it was possible to obtain a policy upon presentation of a previously issued maintenance coupon, but at the moment this method no longer works.

The diagnostic card contains all the information about the technical condition of the car and is intended exclusively for insurers. It is also entered into a common database, which allows a person, in case of loss of a paper version (in A4 format), to receive a printed copy.

If the owner changes, there is no need to go through the MOT again: the validity of the diagnostic card applies to any owner of the car. It is enough to make changes to the compulsory insurance policy.

If owners of new cars receive compulsory motor vehicle liability insurance automatically , then for owners of older cars there is another option. Having found out what documents are needed for the inspection and included a paid receipt in this package, the owner supplements it with a temporary MTPL policy for a period of 20 days. It is issued to cover an insured event when performing registration actions or directly for arriving at a service station.

To carry out an inspection of vintage cars, the list of documents is the same as for the rest. The peculiarity of monitoring their condition is only the exclusion from inspection of those components that, although mandatory today, were not provided for by the design at the time of release.

List of documents for passing technical inspection

Individuals must have the following package of documents:

  • Identity card or passport.
  • Driver license.
  • Vehicle registration certificate.
  • A certificate confirming the registration of the vehicle at the traffic police department.

Important.

Modern legislation does not say that the car owner must provide an MTPL policy or a previous diagnostic card. These papers are not included in the list, and their requirement refers to actions that violate the law.

For legal entities, the list of required papers is much longer:

  • Passport identifying the representative of the owner of the vehicle.
  • A copy of the notarized power of attorney.
  • Vehicle registration certificate with a copy certified by the management of the enterprise or organization that owns the vehicle.
  • A copy of the company's charter. The document is certified in the year in which the car is inspected. Expired paper is considered invalid.
  • Certificate of registration of the enterprise.
  • Certificate of receipt of OKVED.
  • Certificate of payment of state duty.
  • Information about the company that owns the transport. Company letterhead is used.

Note.

In special cases, the organization must provide an order that it has appointed a specific employee who is responsible for passing the technical inspection.

Technical inspection of vehicles (TS) is a mandatory procedure for examining motor vehicles. Only if the driver has a diagnostic card in hand, which confirms the serviceability of the car, can he take out a compulsory MTPL insurance policy. In order to undergo technical inspection, the owner of the car must provide the following documents:

  • civil passport or other identification document;
  • vehicle registration certificate (VRC) or vehicle passport (PTS);
  • power of attorney from the car owner (if necessary).

Such a list of documents required for passing a technical inspection is given in Art. 17 Federal Law No. 170 “On technical inspection of vehicles.” Clause 4 of this article states that the inspection operator does not have the right to demand the presentation of any additional documents from the owner of the car.

However, dealerships that have been authorized to provide vehicle inspection services have the right to refuse service to a client without giving reasons. Other accredited operators undertake to accept documents for consideration, and the refusal must be justified in writing.

For a new car

If 3 years have not passed since the release of the vehicle, then a technical inspection (MOT) is not required to issue an MTPL policy. In Art. 15 Federal Law No. 170 regulates the frequency of maintenance for different categories of motor vehicles. Thus, if the vehicle is released:

  • less than three years ago - no technical inspection required;
  • from 3 to 7 years – maintenance must be done every 2 years;
  • more than 7 years ago - subject to maintenance once a year.

This applies to cars and trucks weighing no more than 3.5 tons, trailers and semi-trailers, as well as motorized vehicles.

New car

For a used car

Used cars undergo technical inspection in accordance with generally accepted rules, which are regulated by Federal Law No. 170. Thus, in order to receive a diagnostic card, the driver provides the operator with the following documents:

  • passport of a citizen of the Russian Federation or other identification document;
  • PTS or STS.

A driver's license is provided upon request. If control of the car is transferred to another person by issuing a general power of attorney, then this document must also be provided.

On a motorcycle

Some motorcyclists mistakenly believe that they do not need insurance, but legislators have a different opinion. Operation of motor vehicles with an engine power of 125cc or more on public roads requires an insurance policy and license plates.

A new motorcycle owner has 10 days to register. Before this, he can use his motorcycle, but in case of a stop to check documents, present a receipt or bill of sale confirming the recent purchase of the vehicle.

Trucks require the most serious approach in terms of undergoing maintenance. It is extremely important to maintain such vehicles in proper condition, because malfunctions directly affect their service life. That is why legislators divided trucks and determined the frequency of maintenance for them according to the following characteristics:

The package of documents for undergoing MOT remains the same as for cars and motorcycles: identity card, STS or PTS, driver's license (optional) and general power of attorney if the driver is not the owner of the vehicle being inspected. If necessary, you can obtain an international technical inspection certificate from the maintenance operator. To do this, the owner must write a corresponding statement.

Self-propelled vehicles that are not designed to carry passengers undergo diagnostics once a year. The list of required documents for technical inspection of tractors includes a tractor driver’s license.

Individuals who provide taxi services must provide exactly the same package of documents as owners of cars and trucks. Often, advertising posters are posted in the interior and on the body of such vehicles, and at the inspection point they may require a contract for the right to place it. However, this is unlawful, so the driver has the right to refuse this to the maintenance operator, referring to clause 4 of Art. 17 Federal Law No. 170.

As for the frequency of inspection, taxi drivers are required to undergo this procedure once every six months. The safety of vehicles that carry passengers always comes first.

The basic set of documents required for maintenance remains the same for legal entities. persons However, the procedure will go faster if the company representative provides a more complete list of papers. Here's what it looks like:

  • power of attorney for the right to represent the interests of a legal entity (the law allows you to provide a handwritten document);
  • PTS or STS (originals or copies certified by the management of the enterprise);

These papers are not mandatory. According to the law, it is enough to provide the representative’s passport, power of attorney, STS or PTS. The operator has the right to refuse to provide the service only if it finds inconsistencies in the documents, or if the client has provided an incomplete list of them. Above is a recommended list of documents that will make it easier to undergo maintenance for a car owned by a legal entity.

What documents are needed to pass a technical inspection for a car up to four years old?

If the car is not older than 4 years, MOT is not necessary. Inspection is carried out only at the initiative of the owner. The list of documentation is the same as for individuals or legal entities.

But there are situations when a technical inspection would be an appropriate procedure:

  • The car manufacturer issued a policy for a free inspection.
  • A trip abroad is planned. In this case, a technical inspection is mandatory, even if the car is several months old.
  • Aggressive driving style.

In the first three years from the date of production by the plant, lightweight cars, motorcycles and trailers are exempt from the maintenance procedure. After three and up to seven years from the date of manufacture of the vehicle, the diagnostic frequency for this category of vehicles is once every 2 years, after seven years - annually. Every 12 months they are also required to carry out a technical inspection of cars heavier than 3.5 tons of categories “C”, “D” and special-purpose vehicles.

For vehicles transporting dangerous goods and passengers with more than 8 people, the law requires diagnostic testing every six months. Equipment used in construction and agriculture is inspected 15 days before the start of work.

Attention! Diagnostic cards received under the old maintenance procedure do not require replacement and are valid until the end of the specified validity period!
