How to register?

In accordance with the Government Decree, registration of a snowmobile must be carried out within ten days from the date of its purchase.

Required documents

When registering a snowmobile, you will need a package of documents, which includes:

  • Passport of a citizen of the Russian Federation or his authorized representative, or any document used as an identity document.
  • Statement from the snowmobile owner or his authorized representative.
  • Notarized power of attorney if the applicant is not the owner of the vehicle.
  • Vehicle passport.
  • Purchase and sale agreement, as well as any other document confirming ownership:
      gift agreement;
  • court statement;
  • certificate of inheritance, etc.
  • Certificate of acceptance and transfer of the vehicle.
  • Transit registration plates, if they were issued previously.
  • Consignment note, certificate-invoice.
  • Tax receipt.
  • A receipt confirming payment of the state duty.

Rules for filling out an application

An application for registration of a snowmobile is drawn up at Gostekhnadzor. The document is divided into several points:

  • A header that indicates the owner’s full name and provides information about the attachments to the application.
  • Owner information:
      FULL NAME;
  • Date of Birth;
  • passport details;
  • phone number.
  • Information about the technical device:
      register sign;
  • brand;
  • year of issue;
  • color;
  • car passport.
  • Information about the owner's representative.
  • Date and signature.

A completed application form is issued at the Gostekhnadzor office upon your initial visit.

Procedure

The procedure for registering a snowmobile occurs in the following sequence:

  1. Vehicle insurance, obtaining compulsory motor liability insurance.
  2. Arrival at the regional department of Gostekhnadzor to receive an application and payment details.
  3. Payment of state duty.
  4. Arrival at Gostekhnadzor with a package of documents and transport.
  5. Transfer of documents for registration and inspection of vehicles.
  6. Obtaining documents confirming vehicle registration.
  7. State duty and payment procedure.

According to Article 333.33 of the Tax Code of the Russian Federation, the amount of state duty is regulated by the implementation of registration actions. These may include:

  • issuance of registration plates – 1500 rubles;
  • issuance of a vehicle passport – 800 rubles;
  • issuance of a registration certificate – 500 rubles.

Payment is made before submitting the full package of documents to Gostekhnadzor.

Snowmobile registration in principle, not so difficult, but it will require a lot of time and legwork from you. The list of required documents includes: a snowmobile passport issued by a trading organization, a certificate of invoice or a purchase and sale agreement confirming the legality of the purchase of equipment, a cash receipt or other document confirming the fact of payment for the snowmobile (for MO), an acceptance certificate for the snowmobile, a certificate of conformity (or vehicle approval type), as well as customs documents (a certified copy of the cargo customs declaration with attachments, if there is no PSM).
Let's say right away registering a snowmobile - the event is labor-intensive and slow. Then suddenly the computer freezes along with the Gostekhnadzor database, then such a model is not in their database, so you are welcome in five days... At the same time, having stood in line and already approaching the registration desk, it is not a fact that you are at the finish line. To begin with, you will be given an application form and a receipt for payment of the state fee. You fill out an application (and, as practice shows, you have to fill it out more than once, there are too many subtleties in filling it out), run around the area in search of a savings bank, then return to Gostekhnadzor and again stand at the back of the queue. Well, the inspectors have a lunch break...

Besides, registering a snowmobile is only half the battle. You still need to get a technical inspection ticket for your “snowball”, and then it begins, show the “rights” of a tractor driver... In short, you can spend a few days on all this fuss, spend money on transporting your equipment back and forth and, most importantly, it’s not a fact that you will achieve the desired result.

What to do with a homemade device?

To register a homemade snowmobile, the package of documents must include a certificate of compliance of the technical device. Obtaining a certificate is done in the following way:

  1. Contacting Certification Bodies.
  2. Passing the test of a homemade product in a Testing Laboratory, where the owner is sent by the Certification Bodies.
  3. Obtaining a certificate.

Only after passing the certification procedure the owner applies to Gostekhnadzor. Failure to comply with this requirement will result in a refusal.

Is it possible to register through State Services?

Snowmobile owners can register through the State Services website. To do this, the driver must:

  1. On the State Services portal, in the search bar, enter “Registration of self-propelled vehicles and trailers for them.”
  2. Select the “Registration of self-propelled vehicles” section.
  3. In the “How to receive the service” column, use the link from the “Electronic delivery address” sub-item.
  4. Fill out the application electronically, attaching scanned documents.
  5. The next day, a notification about the date and time of the visit to Gostekhnadzor will appear in your personal account.
  6. Visit Gostekhnadzor to receive confirmation of registration.

Providing the service takes no more than five working days.

Application form for vehicle registration in 2018

When purchasing a car, the new owner is required to register the vehicle within 10 days. To do this, you should contact any traffic police department that carries out registration activities. Based on the application, procedures will be carried out in accordance with the Administrative Regulations for Vehicle Registration to register the purchased vehicle.

    How to do this through the MFC?

    Since 2014, owners of self-propelled vehicles can contact the Multifunctional Center to register their vehicles. The package of documents required for registration remains the same. The procedure for providing the service is as follows:

    1. The MFC registers the application with attached documents.
    2. Confirmation of registration is received within 5 working days from Gostekhnadzor.

    The convenience of the MFC is that it will be possible to register a snowmobile in any area, regardless of the region. The service is provided free of charge, you only need to pay a state fee.

    How to prepare

    Necessary documents for registering a snowmobile:

    • tractor driver's license;
    • a document that confirms the transfer of ownership of the vehicle (usually a purchase and sale agreement);
    • PSM (snowmobile vehicle passport);
    • an identification document of the applicant (usually a civil passport);
    • receipt of payment of state duty;
    • an application in the prescribed form, the form of which can be obtained from the territorial office of Gostekhnadzor;
    • If documents are submitted for registration of a vehicle that was previously used by another owner, then a certificate of its registration in the name of the former owner is attached.

    In some cases, it may be necessary to purchase a compulsory motor liability insurance policy, for example, if the vehicle will move through the territory of a populated area. In other cases, insurance is issued at the discretion of the vehicle owner.

    Grounds for refusal and appeal

    Gostekhnadzor may refuse to register self-propelled vehicles. The reason may be:

    • Incorrect documentation.
    • Corrections in documents.
    • Replacement of original documents with their copies.
    • Provision by the owner of an incomplete set of documents.
    • Expiration of the MTPL policy.
    • Expiration of the owner's passport.
    • Finding a wanted snowmobile.
    • The documents show signs of forgery.
    • Non-compliance of self-propelled equipment with the standards and requirements of GOST. A refusal may occur if a technical device is harmful to the safety of people, the environment or property. This limitation applies to homemade technical means, because cars from the factory already have all the necessary certificates and markings.

    If there are one or more reasons for refusal to register, an authorized Gostekhnadzor employee must provide his decision in writing.

    The owner of a snowmobile has the right, in response to a refusal, to file a complaint against the actions of the territorial body of Gostekhnadzor or against individual employees of this structure. The basis is:

    • refusal to register an authorized employee without reason;
    • refusal to accept documents without reason;
    • violation of registration deadlines established by law;
    • refusal of the Gostekhnadzor representative to correct errors in documents that were made during registration actions.

    The owner of the technical equipment can file a complaint with the State Technical Supervision Authority, send it by registered mail, or submit an appeal through the department of the Multifunctional Center. The application processing period is 15 working days. The complaint must contain the following information:

    1. Information about the applicant:
        FULL NAME;
    2. residential address;
    3. contact details for feedback.
    4. The name of the Gostekhnadzor body, full name and position of the employee whose actions, in the opinion of the applicant, should be appealed.
    5. Description of the actions of the Gostekhnadzor employee and his decisions, which are considered unlawful by the driver.
    6. Arguments for the basis when drawing up a complaint.

    Registration fee

    We continue to consider how to register a snowmobile. It should be noted that certain state fees are provided for the preparation and receipt of documents, as well as signs:

    • obtaining a state registration plate - 1,500 rubles;
    • printing in PSM – 350 rubles;
    • issuance of a certificate - 500 rubles;
    • notification in the PSM about deregistration by the old owner - 350 rubles.

    If you wish, you can get a duplicate of the PSM with all the marks for 800 rubles. You will need to pay 200 rubles for a transit registration plate, and 400 rubles for an inspection of the vehicle by an inspector. That is, you will have to spend more than 3,000 rubles for everything.
