Car enthusiasts nowadays often have a similar question. The fact is that this designation may appear in documents. In official sources you can find rather scant information on this topic. As a rule, it is said that this is the code for a specific region. In fact, that's how it is. In this case, code 25 PTS (vehicle passport) indicates the Primorsky region. This mark is assigned to each car that entered Russia through the customs of a given region.
On what machines does it occur?
This designation can often be seen in documents related to Japanese or Korean cars. At the same time, cars of Japanese origin most often have right-hand drive. Another 25 PTS are found on European or American cars, but much less frequently. If you come across a car from America or Europe with a similar mark, then we can conclude that they were brought to the Far East by sea or rail and cleared through customs there. Vehicles of this type can be found mainly in the eastern regions of the Russian state.
More about decryption
A vehicle passport is issued if the vehicle reaches a speed of more than 50 km per hour and has an engine capacity of 50 cubic centimeters or more. According to decrees of the Government of the Russian Federation, orders of the Ministry of Internal Affairs and the Ministry of Industry and Energy, the PTS is the main document for state registration of a vehicle. It is issued by the manufacturer, the owner (when sold on the secondary market), and in exceptional cases - by the traffic police.
Let's consider what data the PTS contains, as well as how important it is to know them.
Positive sides
As mentioned above, by this note in the documents for the car you can determine how it ended up in Russia. Many car enthusiasts perceive this set of letters and numbers as an additional sign of quality, because it means that the vehicle was directly delivered, for example, from Japan. After all, it’s no secret that the residents of the Land of the Rising Sun make cars of much better quality for themselves than when they want to sell them, for example, to America.
However, if the documents contain a mark of another region, then for knowledgeable people this is a kind of conventional sign, which indicates that perhaps the quality of the car is not very good. But the thing is, there is a little trick to these things. A big plus is the presence of a customs stamp or an additional owner in the documents. It’s a completely different matter when the 25 PTS mark is in duplicate. The reason why this phenomenon occurred may vary. In this situation, purchasing such a vehicle will be approximately equivalent to purchasing a pig in a poke.
How can I get
When purchasing a car, the new owner must obtain a technical passport of the vehicle.
Who issues it and where?
You can receive the main registration document in your hands in one of the following ways:
- from the seller, if the car is purchased second-hand (used);
- from a car dealership or service center representative if the car is new;
- at the manufacturing plant;
- at the customs authority.
There are no other ways to legally obtain PTS.
Algorithm of actions
When purchasing a car second-hand, the title is transferred to the new owner by the seller along with other documents upon signing the purchase and sale agreement.
When purchasing a vehicle in a salon, a passport is issued to the car owner by an employee of the salon after payment is made.
When purchasing a car directly from the manufacturer, the car owner receives the entire package of documents there.
When importing a new or used car into the country, a registration certificate is issued by a customs officer. You must contact the customs office at the place of registration of the car owner.
To complete it, you must provide the following package of documents:
- statement;
- car purchase and sale agreement;
- environmental certificate Euro-4;
- vehicle owner's passport.
The application must indicate the country of origin of the car and its product position. After checking all the information provided, the customs officer will issue a registration certificate to the owner.
When importing a car from the Republic of Belarus, a mark must be placed in the PTS stating that customs clearance is not required.
Electronic
An electronic car passport will be introduced in 2021. The issuance of paper passports will be stopped. Old PTS, which are in the hands of the owners, will continue to operate until they become unusable.
In this case, the car owner can voluntarily replace his PTS with an electronic one. But you should know that one car can have only one passport - electronic or paper.
Why does a duplicate appear?
This phenomenon is not a violation of the law and there is nothing criminal about it. Something like this may appear if the original has run out of space for signatures. In such a situation, the appearance of a duplicate is a completely natural phenomenon. But in this regard, some questions may arise. The fact is that a large number of car owners is not always good, and sometimes very bad. When a car passes through a large number of people, it slowly wears out its life and does not become more reliable. In addition, when a change of ownership occurs within a relatively short period of time, questions may arise regarding the criminal cleanliness of the vehicle.
It’s worth paying attention to these little things if the duplicate is in the hands of an owner who hasn’t owned the car even for a year. However, it should be remembered that a duplicate can still be issued if lost. Situations like this are also not very uncommon. Another similar phenomenon can be observed with a car on credit. The fact is that when registering it, bank representatives are obliged to seize the original documents from the car owner and keep them until the loan is repaid in full.
Nowadays, there are craftsmen who manage to sell even the car that has this type of restriction. Such clever people simply write a statement to the traffic police stating that the original technical passport was lost. After this, law enforcement officers issue such citizens a duplicate, with which they can easily sell their car. At the same time, the new owner of the car, who does not suspect anything, will deal with the bank, which undoubtedly wants to take the collateral for the unpaid loan.
To avoid becoming a victim of such circumstances, before buying a new car, the best solution would be to carefully check its history, since it is unlikely that the old owner will admit to the presence of any pitfalls. Such caution will avoid annoying circumstances in the future, and will also protect the new owner of the car. Review and transcript of the document
The vehicle passport contains 25 items, as well as a section “Special notes”. Reading information about the car at these points is called decoding. Decoding of the PTS will be needed during the traffic police check, in case of buying or selling a car.
Vehicle specifications
At the beginning of the document there are basic information about the car: serial numbers, color, weight, make. This information is placed at the top of the vehicle title so that traffic police officers can quickly establish the fact of theft if they are presented with a fake car passport. - Identification number (VIN). A 17-digit code by which traffic police officers and ordinary citizens can quickly check the vehicle’s factory equipment, including engine type and size, body color and transmission type.
- Car make and model.
- Name. This indicates which category the vehicle belongs to - car, truck, trailer, and so on.
- Vehicle category (from A to E).
- Year of manufacture.
- Engine model and number.
- Chassis number.
- Body number (cabin or trailer, depending on the type of vehicle). Sometimes it matches the VIN.
- Vehicle color.
- Engine power in horsepower.
- Engine capacity in cubic meters cm.
- Engine type: diesel, gasoline.
- Environmental class, for example Euro2 or Euro3. Depending on the environmental class, there may be restrictions on entry into cities. Only cars Euro3 and higher are allowed in Moscow.
- Permitted maximum weight in kg.
- Weight without load in kg.
Production Features

Who issues a title for a new car?
In October 2013, the Administrative Regulations for the implementation of the state service of vehicle registration came into force in the Russian Federation. According to this law, car registration is possible at any traffic police department in Russia. For example, a person came from Bratsk to St. Petersburg and bought a car there. He can register there at the MREO. St. Petersburg numbers will be issued, and taxes will need to be paid at your place of residence.
