    Check the car before registering with the traffic police

    If you need to register a used car, we recommend that you check in advance the information about the presence of fines and, if found, ask the seller to pay off the debt. It is also important to check the car’s history before registering (whether the car is stolen, under arrest, scrapped, etc.). If a car has registration restrictions, traffic police officers will not be able to register it.

    You can quickly check the registration number or STS number of a car using the Autocode service.

    If you are a professional car seller, use the “Autocode Pro” unlimited car check service. “Autocode Pro” allows you to quickly check a large number of cars, add comments to reports, create your own lists of liquid vehicles, quickly compare options and store data about cars in an orderly form.

    Application to the traffic police for a change of owner when selling a car

    When a vehicle is sold, there is a need to re-register documents, as well as fill out a tax return and pay the tax and pay the state fee to complete registration actions with the traffic police.

      The first part of the document indicates the name of the traffic police department, and also makes a note about how the vehicle was obtained - whether it is new, purchased in the Russian Federation, or manufactured in the Russian Federation. It is also necessary to indicate that changes to the documentation are required in connection with the change of owner.

    Price

    Making changes to a transport passport requires payment of a certain state fee. However, another document for the car, the registration certificate, must also be changed. A separate state fee is provided for its replacement.

    The state fee for making changes to a car passport and the fee for replacing a document differ in the amount. Replacement occurs if the car passport is in poor condition, as well as if there are no free fields for making changes.

    Kinds

    We will consider further the conditions under which it is necessary to apply in the application form.

    About registration

    When filling out an application, it is mandatory to have a title document that entails registering the car with the new owner.

    They can be contracts confirming the purchase and sale of an object, its donation, barter, and others. This document will make it possible to establish compliance with the period during which the new owner is obliged to declare his rights and obligations to transport (no later than 10 working days from the date of purchase).

    Required documents:

    • passport;
    • PTS;
    • OSAGO policy;
    • receipt of payment of state duty;
    • title document.

    About withdrawal

    In July of last year, a number of amendments were introduced, which made it easier for car owners to understand the categories of “deregistration” and “termination of registration” by identifying them (previously these were different events).

    Peculiarities:

    1. the deregistration procedure is not mandatory when selling a vehicle; 2. does not require payment of state duty; 3. allows the owner to relieve the tax burden; 4. allowed under strictly regulated conditions:

    • the car was stolen;
    • the vehicle was registered for a limited period which has expired;
    • termination of registration in connection with the sale of a car (provided that the new owner did not register the vehicle in his name within the established time frame);
    • The vehicle cannot be restored or is completely lost due to participation in an accident, fire, etc.;
    • the car was permanently exported outside the territorial borders of the Russian Federation;
    • the unit will be disposed of (the procedure leads to irreversible consequences: such transport can no longer be registered and a ban on all its movement is established);
    • in connection with the identification of changes in the design of the vehicle that were not approved by the State Traffic Safety Inspectorate (forced removal);
    • due to the death of the car owner (individual) or termination of the activities of a legal entity;
    • The vehicle was transferred to an authorized person, from whom the owner received an equivalent replacement (payments from the insurance company or replacement of the car by a car dealership);
    • The vehicle was registered on the basis of a leasing agreement for a limited period, which expired (at the request of the lessor).

    The application for deregistration has the same form as for registration.

    However, to successfully make changes, a number of activities must be carried out:

    1. Carry out a technical inspection of the vehicle, confirming the possibility of reconstructing the car;
    2. obtain permission from the traffic police to make changes;
    3. after reconstruction, obtain a certificate of safety and ability to operate the vehicle.

    How to replace a driver's license through the State Services website (EPGU)

    Almost every driver thinks about how to replace a driver’s license without spending a lot of time and money. The solution to this problem lies on the surface. You can replace your driver’s license quite quickly by logging into the single portal of State Services, filling out the required forms there and submitting documents online.

    Please note that in some regions of the country, the unified portal of State Services demonstrates work inconsistent with the traffic police, which leads to the need to fill out the required documents for submitting an application again (this time manually) directly at the traffic police department.

    What it is

    The application form to the State Traffic Safety Inspectorate is a form of presentation of information on the basis of which changes are made to the vehicle database or a service provided for by the inspectorate’s profile is provided.

    Features of the form:

    • has a prescribed form;

    A correctly completed application to register a car with the traffic police is the key to quickly registering the car. Often car owners make gross mistakes when filling out the form or provide the wrong document to the authorized bodies. We tell you where to download the application for car registration and how to fill it out correctly.

    What could be the reasons for returning an application?

    An exhaustive list of restrictions for carrying out registration actions is enshrined in paragraph 5 of Order of the Ministry of Internal Affairs No. 399. According to the Rules, changes in information about the owner will be refused if the documents are not presented in full or contain false information. Also, if the car or its spare parts have not been certified in Russia or the car has undergone reconstruction that does not comply with the law.

    Registration will be denied if, during an inspection of the vehicle, the inspector reveals changes in individual identification numbers or their discrepancy with the documents.

    The traffic police cannot re-register documents if a court order prohibiting registration actions has been issued against the car or the inspection has information about the need to dispose of the registered object.

    A refusal to register will also be accompanied by the absence of a receipt for payment of the state fee.

    Application to the traffic police for change of owner

    In a similar way, an appointment to re-register a car through State Services for another owner in 2021 takes place. To do this, you need to follow the link “Registration of motor vehicles and trailers for them” - “Changing registration data” - “Changing data of the owner of the vehicle.” Re-registration of a car to a new owner through State Services requires entering information (or providing it in person to the traffic police) from the following documents:

    In April 2021, changes to the Rules for registering motor vehicles and their trailers with the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation came into force. In particular, it has become possible to sell a car without deregistering it and maintaining license plates if the new owner lives in the same region as the seller. In words, everything seems to be clear. How does it actually happen?

    Filling out an electronic application

    Having this set of documents, you can begin filling out an electronic application to register a vehicle through government services. By clicking the “get service” button you will see the following view:

    The next step is to fill in the data on the car’s title (the series is the first 4 digits, and the number is the next 6 digits). A document confirming ownership can be a purchase and sale agreement, a lease agreement or any other document that serves as the basis for the transfer of ownership to you.

    Re-registration of a car to another owner in 2021

    Currently, when registering a car, a paper package of materials is submitted; electronic submission is unacceptable. As a result, when visiting the traffic police, you must present a printed application. The information in it is verified with the original materials. It is impossible to refer to the form filled out on the website, since employees do not have access to the information.

    The registration of the car will be carried out directly at the traffic police; filling out the form does not constitute a fact of registration. Please note that if you pay the fee through the government services portal, you do not need to present a receipt. The receipt of funds will be recorded on the form.

    For a new car you need to enter the registration certificate data, for a used car - the registration certificate data.
