Drivers of which vehicles are required to carry a first aid kit?

Russian traffic regulations contain an appendix that lists the conditions under which the operation of vehicles is prohibited in our country. One of these conditions is the lack of a first aid kit on most types of transport.

According to the appendix to the traffic rules, a first aid kit is required for:

  • buses,
  • passenger cars,
  • trucks,
  • wheeled tractors,
  • motorcycles with side trailers.

Thus, for example, a first aid kit is not required for motorcycles without a sidecar (“sidecar”).

A ban on operating the listed vehicles without a first aid kit does not mean a ban on movement. Of course, if a situation arises in which you have to use part of the contents of the first aid kit, you should not look for where to buy a new first aid kit or look for an opportunity to restock it, and only then move on. You can drive further, but at the first opportunity you need to purchase either a new first aid kit or that part of its contents that is missing.

The presence of additional medications is not necessary, but is allowed - it depends on the individual needs of the vehicle owner (for example, hemostatic or anti-inflammatory drugs). The composition of a car first aid kit, which is mandatory in 2021, was approved back in 2009, and the changes came into force at the beginning of 2010. Since then, nothing has changed; the composition of the first aid kit remains the same for the ninth year in a row.

The changes that were made to the first aid kit in 2009 were very noticeable. In a modern car first aid kit there are virtually no medications in the form of drugs, especially painkillers.

A modern first aid kit is mainly tools for dressing wounds and stopping bleeding, as well as for carrying out resuscitation actions that are accessible to a non-specialist.

There are several reasons why painkillers were removed from the first aid kit. One of the main ones is the victim’s possible allergies, due to which painkillers will only worsen his condition. Another reason is that it is impossible to provide some specific storage conditions for such medications in a car.

Law and contents of the first aid kit

In 2009, the Ministry of Health of the Russian Federation changed the composition of the proposed travel first aid kit. To date, the composition has been reduced to a minimum, therefore many important drugs that were previously considered necessary were officially excluded from the composition. The new rules set some drugs aside. For example, the following was excluded from the car first aid kit:

  • aspirin;
  • validol;
  • analgin;
  • ammonia;
  • nitroglycerine;
  • brilliant green;
  • Activated carbon.

It is recommended to replace the above products with universal dressings and drugs, which can be useful in most cases. However, the specificity of using previous means does not contribute to ensuring that the adopted changes are perceived only from a positive point of view.

A modern car first aid kit contains a variety of adhesive plasters and bandages. In addition, the rate of such funds has increased several times. It is important to note that adhesive plasters and bandages can be useful in emergency situations, but only the old composition of the first aid kit has maximum benefit in a critical situation.

The composition of a first aid kit for motorists is regulated by the Order of the Ministry of Health (in 1996, when the order was drawn up, the ministry was called the Ministry of Health and Medical Industry) in its current version.

In total, the first aid kit should contain 17 different items (including the case and instructions):

Theoretically, you are not required to buy a ready-made first aid kit. You can assemble it yourself.

Of course, it’s easier to buy a ready-made kit, but you can complete the first aid kit yourself. The main thing is not to forget to find and print (or, alternatively, make a photocopy) recommendations for using a first aid kit and put first aid supplies in the case. Both of these elements must be present.

What should be the composition of a car first aid kit in 2017?

To provide emergency assistance to a victim, you need a first aid kit:

  • non-sterile and sterile bandages;
  • tourniquet to stop bleeding;
  • patch with bactericidal characteristics;
  • gauze napkins;
  • package of dressings;
  • compact resuscitation device for proper artificial respiration;
  • 1 roll plaster 1x250 cm;
  • scissors;
  • medical gloves;
  • instructions for using a car first aid kit;
  • case for medical supplies.

So there are really no drugs. Medicines can only be used according to the independent decision of the car owner.

Expiration date of a medical first aid kit 2021

Even from the composition of the first aid kit, it is obvious that it has a long shelf life. Since there are no medications in a modern car first aid kit, its shelf life is limited only by the shelf life of adhesive plasters, which lose their quality over time.

However, the first aid kit has a general shelf life of 4.5 years.

You are allowed to use the first aid kit for another six months, but during these six additional months it must be replaced with a new one.

The expiration date of a car first aid kit should always be indicated on the packaging. Bandages and dressings can be used for many years. The patch and tourniquets have a limited service life - 5 - 6 years.

The shelf life of a car first aid kit increases significantly, since the use of medications is no longer expected. Now the period is 4.5 years. An additional six months are allocated for replacing the car first aid kit.

The composition will cost at least 350 rubles. However, a complete and decent composition will require several thousand rubles.

Punishment for not having a first aid kit in 2021

Article 12.5 of the Code of Administrative Offenses of Russia establishes two possible types of punishment for the lack of a first aid kit: a warning or a fine of 500 rubles.

Considering that a new first aid kit costs on average 300-500 rubles, there is no point in risking a fine and abandoning it. Moreover, it may turn out that you are risking not only a fine, but also someone’s life. Perhaps your own.

Moreover, the following circumstance should be kept in mind. The Russian Criminal Code has articles 124 and 125, which provide penalties for failure to provide assistance to a patient and leaving a person in danger. If a situation occurs in which you were supposed to help someone, but were unable to do so because you did not have a first aid kit, you may well be charged with a criminal offense. And this is no longer a 500 ruble fine, but fines of tens of thousands of rubles, forced labor or even imprisonment for up to one year.

It should be noted that the requirements for car first-aid kits in 2021 remain unchanged since July 1, 2010, when medications were excluded from them. This was done for the simple reason that it is impossible to provide proper storage conditions in cars. In addition, medical specialists reasonably reasoned that, say, including the necessary drugs for heart disease in the first aid kit does not make any sense, since those who suffer from cardiac diseases always have them with them. As for painkillers, if they are used before the arrival of medical workers, it can be difficult to establish an accurate diagnosis.

In addition, disinfectants are not needed, since they are almost never used when providing first aid to victims.

When compiling a list of products that are included in a car first aid kit, experts focused on the products needed to stop bleeding. Practice shows that it is the large loss of blood by victims of road accidents before medical teams arrive on the scene that is the main cause of their death.
