The grace period for paying a fine is limited in duration

The grace period for paying a fine is only 20 days. During the specified period, it is necessary to make a transfer amounting to 50% of the amount specified in the traffic rules. This time is enough, because experienced drivers prefer not to accumulate responsibility, understanding the harsh actions that delays bring with them.

The end date of benefits is indicated at the bottom of the receipt. This is where the updated amount is noted, as well as the date by which payment is due. Moreover, on the 21st day the penalty becomes complete, after which the car owner has another 50 days to deposit funds into the specified account. This condition is specified in the legislation of the Russian Federation.

Important! The receipt arrives by mail with some delay, which is not taken into account in the grace period. Before paying, you must check the final date to avoid mistakes.

Restrictions

Preferential payment of traffic police fines turns into an attractive assumption provided for by the legislation of the Russian Federation. But it does not always apply, so the appearance of administrative liability provides for a reduction of the amount by 50% under certain conditions.

Regardless of how the violation was recorded - by camera or with the participation of an inspector - the driver has the opportunity to transfer half the fine instead of the full amount within 20 days from the date of receipt of the decision. This is the preferential mechanism.

If the fine is 3,000 rubles, then upon receipt of the resolution you can make a preferential payment within the first 20 days, which is 50% or 1.5 thousand rubles.

It is worth noting that we are talking about calendar days - this is the order contained in the text of the Code. There are times when the 20-day grace period ends on a weekend. Then the last opportunity to pay the fine at a discount is the next business day.

If the letter with the decision arrives late, the driver does not retain the right to the benefit unless he submits a corresponding petition. You should not expect that the grace period will retain its status automatically.

Preferential payment of a traffic police fine is not a bribe

Some drivers began to confuse the grace period for paying a traffic police fine with an “on-the-spot” decision. Payments for which repayment is deferred are not subject to a 50% discount. Installment payment is possible only in the first 20 days of the grace period.

What traffic police fines cannot be paid off at a discount?

The introduction of a discount is stated in clause 1.3 of Article 32.2 of the Code of Administrative Offenses of the Russian Federation. There is also a list of traffic violations for which a discount cannot be assigned. The violations indicated as an exception pose the most serious threat to the life and health of both the driver and his passengers, as well as other road users.

We list each of these violations:

Art. 12.1, part 1.1. Repeated driving of a car or other vehicle that is not registered in the prescribed manner or has not passed a technical inspection. If the driver commits such a violation twice within one year, then he will have to pay a fine of 5,000 rubles, and no discount will be provided;
Art. 12.8. Driving while drunk, as well as transferring the right to drive a vehicle to a person in a similar condition. The recently introduced serious fines for such violations of the Rules in the form of 30,000 rubles cannot be reduced due to the high public danger of the offenses;
Art. 12.9, parts 6 and 7. Repeated speeding by 40-60 km/h, by 60-80 km/h and by an amount exceeding 80 km/h. The penalty for these offenses is a fine of 2,000 to 5,000 rubles, which cannot be paid with a 50% discount;
Art. 12.12, part 3. Repeated driving through a prohibitory traffic light signal or a traffic controller’s prohibiting gesture – a fine of 5,000 rubles;
Art. 12.15, part 5. Repeated entry into the oncoming lane or tram tracks in the opposite direction (except for performing this maneuver due to avoiding obstacles). The fine for this offense is 5,000 rubles without a discount;
Art. 12.6, part 3.1. Repeated imposition of a fine for driving in the opposite direction on a one-way lane. For the first violation in a year, the fine will be 5,000 rubles and can be repaid at a discount; for a repeated violation, the fine will be 5,000 rubles without a discount;
Art. 12.24. Violations of traffic rules or vehicle operating rules that resulted in minor or moderate harm to the health of other people. The amount of the traffic police fine for such acts is from 2,500 to 5,000 rubles (minor harm) and from 10,000 to 25,000 rubles (moderate harm);
Art. 12.26. Refusal to undergo a medical examination for alcohol or drug intoxication. This violation is equivalent to driving while drunk, for which a fine of 30,000 rubles or a more severe punishment is imposed (deprivation of rights for up to 2 years or administrative arrest for up to 15 days);
Art. 12.27, part 3. Consumption of alcohol, as well as narcotic and psychotropic substances after an accident or after being stopped by a traffic police inspector. For attempting to hide your true condition at the time of committing the offense, you will have to pay a fine of 30,000 rubles.

Important! As you can see, the 50% discount does not apply mainly to offenses related to drinking alcohol while driving, as well as for some repeated violations of the Traffic Rules (committed twice within one year).

In addition to car parks, the legal order of vehicle parking is monitored by foot inspectors. In addition to fixing incorrectly installed vehicles, their functions include cleaning license plates to improve the quality of control photography.

If the car owner intentionally hid the license plates or did not take care of their proper condition (dirt prevents normal inspection), in addition to the fine, he will cover the costs of tow truck services.

Penalties must be paid within forty days after the vehicle owner receives the receipts. If this does not happen, the violator will face a trial, administrative arrest for up to 15 days, and a ban on crossing the border of the Russian Federation.

If the owner of the car does not believe that the car violated parking rules, it is possible to challenge this error in the capital’s AMPP department. This can be done within 10 days. There are several options for filing an appeal:

Call its employees at telephone number 988-30-59 (for other regions - with the Moscow code). It is available from 10am to 7pm daily.
Submit an electronic complaint on a specialized city portal.
Submit a complaint to the Unified Parking Center, or call its employees by phone using a special application on the mobile network. There is also an option to send the text of the document by mail to Skakovaya Street, the organization’s address is building 19, 2nd entrance. It is also possible to visit the AMPP in person. You should only remember about the reception time, which is limited: on Tuesday you can complain about unfair actions of the inspectorate from 10 am to 4 pm, and on Thursdays you can appeal about the issue from one to five in the evening.

The Moscow parking portal provides an option for a specialized form in the section with fines. After printing, you need to attach a copy of the resolution to the completed document and put your personal signature on the form.

This year, the capital's bailiff service has created a department for parking fines. All complaints received in the system are registered and assigned a number. It can be clarified by calling GKU AMPP. They study information from motorists within 10 working days. The complaints relate to both misappropriation of payment for a parking space and staying in an unidentified place for a long time, which is regarded as a violation of traffic rules.

The mobile application is used not only to pay for parking, but also to search for towed cars and receive background information about fines, which comes in SMS format.

According to statistics, every 20th parking fine is subject to challenge. The reasons for false fines are movements between parking zones in the capital, of which there are 8. In theory, you can avoid paying for parking when moving from one zone to another if payment has been made in sufficient quantities. For example, a driver paid for an hour of parking, but instead stayed in this zone for only 20 minutes, deciding to go to another.

Paid parking spaces are located in designated areas

The funds go to the treasury of the district government, from where the beautifiers receive money. In fact, inside the capital’s Boulevard Ring you have to pay every time you move from one parking part of the city to another, since the payment system is far from ideal. If you pay for parking via SMS or through a mobile application, you are charged per minute (unlike a parking ticket, which records movement once every 15 minutes). If the driver leaves the parking area early, the unused balance can be spent on the next parking spaces.

The second reason for the error is a malfunction of parking signs and the GPS navigation system as a whole, which may incorrectly determine the location or send the car’s address to the database late.

Parking payment terms and penalties vary by region
