When and who needs to register equipment with the traffic police?

The owner must register the motorcycle. An alternative is a trustee to whom the owner provides a set of documents.

The legislation sets a period of 10 days within which documents for the vehicle must be provided for registration.

It is calculated for motorcycle:

  • purchased within the Russian Federation - from the moment of purchase, recorded by the store’s cash receipt or purchase and sale agreement;
  • imported into the Russian Federation from outside - from the moment of passing through customs and processing customs documents.

Motor vehicles classified as sports equipment do not require registration. These are 2- and 4-stroke motocross motorcycles, as well as pit bikes. A special feature of this category is the absence of rear-view mirrors and turning lights, therefore, according to the rules, such equipment cannot be driven on public roads.

Enduro motorcycles and sportbikes can be registered if the owner plans to travel to the city. Scooters with an engine capacity of more than 50 cc must also be registered. cm, capable of reaching speeds of more than 50 km/h.

Who should apply for registration?

The owner of the vehicle must register it personally or through his representative. If the second option is chosen, the package of documents submitted to the traffic police must contain a power of attorney issued to the person who registers the vehicle.

It contains information about the owner, personal data of the person who will register the motorcycle, as well as information about the vehicle. At the same time, the owner may not have some information at the time of writing the power of attorney before registering the vehicle. So these columns need to be emphasized. It is better to print out the power of attorney itself in two copies. Sometimes a traffic police officer may require you to leave one copy with the department.

REFERENCE: The seller of a motorcycle has the right not to deregister it due to the sale. All issues related to registration must be resolved by the new owner.

Registration process

The registration procedure consists of several stages:

  1. Submission of documents.
  2. Inspection of the motorcycle by an inspector on site.
  3. Obtaining a registration certificate and numbers.

Collecting a basic package of documents is not difficult. The exception is the MTPL policy. If the motorcycle is new, i.e. issued no more than 3 years ago, you do not need to undergo a technical inspection to obtain a policy. Otherwise, the insurance company will require the owner to conduct diagnostics.

The cost of verification in 2021 is 200 rubles. (in the absence of a registration certificate, the motorcycle must be transported for diagnostics by a tow truck). To apply for the MTPL policy itself, you do not need to bring the motorcycle to a transport company: the technical inspection data is entered into a single electronic database.

Documents can be submitted by the owner in person at any traffic police department or by appointment through the State Services portal. If the vehicle is not registered by the owner himself, a power of attorney will be required.

For inspection by an inspector, the motorcycle must be delivered to the traffic police department. This must be done in a trailer/body or with the help of a tow truck.

At the site, the inspector checks:

  • actual VIN numbers and compares them with the data in the vehicle title;
  • technical condition: operation of turning lights and brake system.

At the inspection site, the owner will not need to get behind the wheel: the inspector will carry out all the necessary actions himself. The procedure takes from a few minutes to half an hour.

After submitting documents and inspection by an inspector, a certificate is issued and license plates are issued. This stage usually takes less than an hour. The owner has the right to ride a motorcycle without the danger of breaking the rules from the moment the license plates are installed on the vehicle.

Registration data is entered into a single electronic database and is used by traffic police inspectors during road inspections.

Some happy owners of a new motorcycle believe that there should be no problems with registering it. However, it is not. Registering a new motorcycle can be accompanied by a lot of difficulties associated with documentation.

  • a document on the basis of which ownership can be established (sale and purchase agreement, store receipt, customs certificate, etc.).

Additionally you may need:

  • transit numbers;
  • customs documentation if the motorcycle was purchased abroad;
  • STS and documents for old numbers, if you plan to keep them;
  • certificates from law enforcement agencies if the motorcycle was wanted after the theft.

Below is the cost of the basic costs for registering a motorcycle with the traffic police. The prices of state duties are fixed in the Tax Code and are uniform throughout the Russian Federation.

How much does it cost to register a motorcycle with the traffic police?

Registration of motor vehicles at the State Traffic Safety Inspectorate-MREO requires mandatory payment of state duties. The cost of the procedure is regulated by the tax code (Article 333.33); the same amounts of state duties apply in all regions.

The cost of registering a motorcycle with the traffic police today is 2,350 rubles, of which:

  • 1500 rubles – license plate
  • 500 rubles – certificate
  • 350 rubles – recording the owner’s data in the technical passport of the motorcycle

Important! When submitting an application and paying the state fee online on the State Services service, the driver receives a 30% discount. Thus, the total registration amount will be 1645 rubles.

State fees must be paid before registering the vehicle with the State Traffic Safety Inspectorate-MREO. To pay state fees, you can use the terminal near the MREO, the cash desk in the department itself, if there is one, the Sberbank cash desk, or Internet banking. Please note that when paying online, funds are not always immediately transferred to the government account; sometimes the transfer can take up to three business days.

How to register a motorcycle without documents?

The registration procedure without documents is possible, but it is labor-intensive and can take significant time.

  • In the absence of a vehicle title, it is necessary to indicate the reason for the incident (for example, loss) and provide primary documents certifying the fact of acquisition.
  • If there is no original documentation, the case is considered in court.

What motorcycles require registration with the traffic police?

Not all motorcycles need to be registered. This applies to vehicles that are officially classified as sports equipment. They often have a more powerful motor, brakes, and cooling system.

These include:

  • pit bike;
  • motocross bike.

These bikes do not have lights and are not equipped with turn signals. And, therefore, such vehicles cannot be used on the road. It can only be transported on a trailer or in the back of a car. If the owner of a motorbike is stopped by a state inspector while driving without documents or a license, the motorcycle will be taken to the impound lot. This is due to the fact that there is a danger of using such products on roads due to the discrepancy between the structure of the tires and the asphalt surface.

Proper collection of all documents and timely contacting the traffic police will make the procedure for registering a scooter, motorcycle or moped with the state simple and fast.

It is necessary to register motorcycles of all models with an engine capacity of more than 50 cc and which meet the general requirements for movement in traffic conditions on the roads. Such vehicles have a characteristic tire size and are equipped with an internal combustion engine.

Registration of a homemade motorcycle

A motorcycle that does not meet factory specifications can also be registered.

  • If the changes do not concern modifications to the design of the motorcycle (installation of panniers, airbrushing, fastening of protective frames and sliders), additional actions are not necessary.
  • If significant changes are made (installation of forward flow, non-standard headlights), the inspector has the right to demand that they be eliminated or carried out through a certification laboratory.
  • A motorcycle made from scratch with your own hands must undergo certification tests in a special laboratory to ensure it meets the requirements for safe operation.

Penalties

Untimely registration of motor vehicles (delay of 10 days established by law) leads to a fine of up to 2,000 rubles. The statute of limitations for this violation is 2 months.

For driving an unregistered motorcycle, the driver is punished:

  • for a primary violation – a fine of up to 800 rubles;
  • for the second time the amount will be 5,000 rubles;
  • In case of regular disobedience, the driver may be deprived of his driving license for 4 months.

Registering a motorbike is a standard procedure that guarantees the owner compliance with the law. Registration is not difficult; you just need to spend a little time collecting documents and preparing equipment.

Is it possible to register this type of vehicle without it?

Registration of a motorcycle is carried out only if you have the vehicle itself, which must be delivered to the local traffic police department.

This must be done within the following time frames:

  • Within 10 days from the date of purchase in the Russian Federation.
