Current driving license photo requirements

Currently, the following types of driver's licenses are issued in the Russian Federation:

From April 1, 2014, the driver's license must contain a table with new 16 categories and subcategories of rights to drive all types of transport!

The new driver's licenses, which are issued in 2014 and 2015, comply with the law of the Russian Federation, registered with the Ministry of Justice on March 19, 2014.

In fact, the appearance and size of the driver’s license have not changed in any way, but there is a nuance - several items of new driving categories and subcategories have been added on the back of the license. If you have an old-style license, but not an expired one, then there is no need to change your existing license; the replacement of the driving license with a new 2014-style license is carried out at the State Traffic Safety Inspectorate only after the expiration of the old driver’s license.

All innovations for 2014 can be found on the back of the card: the table with vehicle categories has become more detailed and fragmented.

The previously existing categories A, B, C, D and E are “deepened” with more detailed views: A1 - motorcycles with an engine capacity of up to 125 cc. cm, B1 - ATVs and tricycles, C1 - vehicles with a permissible weight from 3.5 to 7.5 tons and D1 - vehicles designed to transport passengers with a number of 8 to 16 seats.

The new 2014 model license introduces a completely new separate category “M”. Now drivers of mopeds and scooters (from 16 years of age) must take exams on their knowledge of traffic rules and receive the coveted pink card in a common queue with other motorists. A driver's category has also appeared for fans of automatic transmission. If you took the test with an automatic transmission (which has been possible since 2014), then you will be prohibited from driving a car with a manual transmission.

The updated Russian driver's licenses are fully brought into compliance with the requirements of the Vienna Convention, an international treaty on road safety.

What kind of driver's license did you have before?

Previously, European standard rights were issued in Russia. They were made in the form of a plastic card measuring 54x86 mm. On the left is a photo of the owner, and on the right is his information. Rights have been issued in this format since 1999. Even before them, licenses were 174x205 mm in size (like the vehicle registration certificate), and even earlier in the form of a book.

What information is included?

  • series and number of the certificate, as well as the permitted category
  • last name, first name and patronymic (last name and first name are also duplicated in Latin)
  • Date and place of birth
  • location
  • date of issue
  • validity
  • stamp of the issuing traffic police department
  • owner's signature
  • special marks

People sometimes joke about driving licenses abroad

Irina Minina, 02/01/2013 Updated: 02/13/2015

A driver's license is a document that gives the right to drive a certain type of transport, confirming that its owner has completed training and also passed the appropriate exams at the State Traffic Safety Inspectorate. The rights have such legal force that, in the absence of a passport, they can be used as identification.

The emergence of a new type of rights

Despite the fact that since the spring of 2014, updated licenses began to be issued on the territory of the Russian Federation, an old-style driver’s license is valid until the end of the validity period. Unless other statements are included in the document, they are valid for ten years. The legislation does not require the replacement of driver's licenses; they are valid and are also recognized by the relevant services throughout Russia.

Interestingly, today car owners have three types of licenses. These are certificates that were issued from 1999 to 2011, the first plastic licenses, which appeared in 2011, as well as a new driver’s license.

One of the main goals of producing an updated driver's license was to create a driver's license that meets international standards. The form of the new document meets all the requirements and allows drivers to use it in the territory of member states of the Convention governing road traffic standards.

The procedure for replacing a foreign driver's license with a Russian one

  • If the foreign driver's license does not indicate the validity period.
  • If the foreign license was issued before March 28, 2011 and complies with the previous version of Annex 6 to the Vienna Convention on Road Traffic.
  • If foreign rights were issued before March 28, 2011 and are written in Russian or accompanied by a certified translation into Russian.

What foreign driving licenses can be exchanged?

If it is not possible to confirm the date of receipt of the right to operate a vehicle of any category or subcategory, the corresponding column of Section 10 is not filled in. At the same time, section 14 indicates the driving experience in accordance with the entries in the previously issued license. In the absence of such records, driving experience is calculated from the earliest date of obtaining the right to drive a vehicle, confirmed by relevant documents.

Hello everyone, this is Ilya Kulik! Surely among your relatives and friends there are those whose driver’s license looks completely different from yours. This is not surprising, because Russian driver certificates come in four different types, and all of them are valid.

What does the old type of ID look like?

The old-style license is a laminated form, the size of which was slightly different from the new driver’s card, 7.5 by 10.5 centimeters. Their issuance on the territory of the Russian Federation has been carried out since 1999. They contain all the necessary data entered in Russian and English.

The certificate was issued in five categories. This:

  • amateur “A”, “B”;
  • professional “C”, “D”, and also “E”.

To obtain these categories, the following age criteria were established:

  1. Citizens over 16 years of age could obtain a motorcycle license;
  2. to pass the test that allows you to become the owner of category “B” or “C” you must be 18 years of age;
  3. Obtaining a driving license category “D” or “E” requires the applicant to be 20 years old.

As for the age of potential drivers, changes to the Traffic Rules did not affect them.

Serious changes have occurred with categories. Every holder of a new driver’s license can see that there are now 16 of them.

Do they issue old-style licenses now?

In accordance with Article 19 of the Constitution of the Russian Federation, everyone is equal before the law and the court. The state guarantees equality of rights and freedoms of humans and citizens, regardless of gender, race, nationality, language, origin, property and official status, place of residence, attitude to religion, beliefs, membership in public associations, as well as other circumstances. Any form of restriction of the rights of citizens on the basis of social, racial, national, linguistic or religious affiliation is prohibited. Art. 28 of the Constitution of the Russian Federation guarantees every citizen freedom of conscience and freedom of religion. have and disseminate religious and other beliefs and act in accordance with them. The requirements of such articles of the Constitution of the Russian Federation as: 7,15,18,19,21,23,24,29 were also violated

What is written on the old license?

The old type of IDs had the following data:

  • number and series of the document;
  • owner's personal data;
  • information about date and place of birth;
  • driver's registration location;
  • date of issue and expiration date;
  • stamp of the traffic police department that issued the license;
  • driver's signature;
  • special marks.

On the front side there was a photograph of the driver on the left, and on the right all the information about the owner of the license.

How the driver's license has changed since the times of the USSR

Soviet book . Today, almost no one will remember what a Soviet Union-style driver’s license was. There was no talk of the compact laminated card that we are all accustomed to today. In the driver's pocket or purse there was always a whole booklet, which in appearance resembled a union card or pass.

- 2011 Already in 1995, motorists began to become familiar with the rights of “Sample No. 1”. The booklet document is a thing of the past. Instead, they began to use a flat A6 card. Most of the handwritten inscriptions have been removed from the surface. The abbreviation SU was changed to RUS. The card design was supplemented with a protective patterned grid and watermarks. But the structure of the driver’s license has not changed - the photograph with the stamp and personal data has been preserved. On the back of the card was a list of vehicles. After the traffic police filled out the document, it was folded in half and laminated to prevent wear.

  1. Driver's last name;
  2. His first and patronymic;
  3. Date of birth (allows employees to quickly identify the age of the motorist), official citizenship;
  4. The month and year of obtaining a driver’s license, its validity period and the name of the person responsible for issuing it;
  5. Document serial number;
  6. Place of registration of the owner of the VU;
  7. Open categories.

On the front side of the new car driver's license, on the left side, there is an image of the owner of the document. Below, under the photo, there are two marks: 6 and 7, indicating the photo of the car enthusiast and his signature, respectively. In the center of the crust there is all the necessary data for identification (each column has its own serial number), as well as additional information about the length of service. In the upper left corner you can find a small protective sign with the abbreviation “RUS”, which changes color under ultraviolet radiation.

No, a photo with glasses is not enough - if you had special marks for vision in your old university, but the situation with your vision remained in the same medical status, then the corresponding special mark is given. Accordingly, you need to contact the traffic police to solve this problem and correct the defect, otherwise problems with the traffic police may arise on the road.

On these licenses, all information about the driver is placed on one side. In the middle of the form you can see a shield with the inscription “State Traffic Safety Inspectorate of the Ministry of Internal Affairs”, made with glowing paint. At the top left is the name of the state and the “RUS” sign (the latter glows in ultraviolet radiation), on the right is the name of the document with a translation into French.

Do not forget that international licenses are valid for only three years from the date of issue. One day, having forgotten about this and gone on a long business trip to India for eight months, I suddenly discovered that the IDP was expiring in just 30 days. No matter how inconvenient it may be, throughout the entire business trip I had to forget about renting a car and use the “excellent” Indian public transport. Don't repeat my mistakes!

An international driver's license is a document issued by the State Traffic Safety Inspectorate as an addition to your national license. Therefore, in the countries of the Geneva Convention, an IDP will be invalid without national rights - they are presented together. There are no problems with obtaining an international license: they are issued to the driver on the day of application without an additional exam. You only need to pay a state fee of 1.6 thousand rubles, provide the employee with your national license, application, photo and passport. The form of the certificate is approved by Appendix No. 1 to Order of the Ministry of Internal Affairs No. 206 of 04/18/2011. A sample IDP can be found below.

Type certificate 2011

Since the spring of 2011, a new type of license began to be issued on the territory of the Russian Federation. This is a plastic card whose size is 85.6 by 54 millimeters. The edges of the card are slightly rounded.

Experienced road users are accustomed to the existing categories. Now, instead of the familiar “E”, the following appears in the license:

  1. “BE”, which allows you to get behind the wheel of category “B” vehicles, the total weight of which will not exceed 750 kg;
  2. “CE”, which gives the right to drive a vehicle belonging to category “C” with a trailer, provided that the total weight of the road train is 0.75 - 3.5 tons;
  3. “DE” for citizens transporting passengers on vehicles where the number of seats exceeds 8 with a trailer;
  4. “tram” for drivers of this category of equipment;
  5. “trolleybus” for those who operate this type of transport.

The first three subcategories are a kind of decoding of the previously known category “E”, which gave a general definition and made it possible to manage road trains consisting of equipment of categories “B”, “C” and “D” with a trailer.

Additional notes in rights issued since 2011

The document, which drivers began to receive in the spring of 2011, contains a number of additional marks. For example, on lost or stolen driver's licenses, o.

If the vehicle is driven by a driver who has some limitations due to health conditions, a corresponding note is made on the license.

The holder of such a license can only drive if he has a permitting medical document.

The legislation allows drivers with vision problems to drive vehicles. In this case, a corresponding note is made on the license, indicating that the holder of the document is required to drive, always wearing glasses or contacts.

A special note “manual control” is made in the documents of the driver who has the right to drive manually controlled vehicles.

Replacing rights

Old-style driver's licenses are subject to mandatory replacement after their expiration date. A modern driver does not necessarily have to immediately go to the nearest traffic police department.

The development of new technologies makes it possible to submit the documents necessary for the procedure online. It is enough to fill out a certain form and attach a scanned copy of the specified documents, and the system will check the information provided, and then offer to determine a convenient date for visiting the nearest branch.

These innovations made it possible to relieve the maximum load on the road inspection offices where documents were issued. The day and time of visiting the traffic police department are known to the driver in advance. The procedure usually takes no more than 30 minutes.

Exchange of a document does not require passing a re-examination. The driver will have to write an application in the prescribed form, provide a certificate confirming completion of training and passing the exam, an identity document and an old license.

Documents are subject to mandatory exchange if the driver’s personal data changes. This procedure is usually necessary for women who get married and change their last name.

When exchanging your driver's license, you should carefully study it. The certificate contains a considerable number of new categories and subcategories. Driving equipment without the appropriate category is equivalent to driving without a license. And for this, Russian traffic participants are punished quite severely - with a fine of 5 to 15 thousand rubles.

In continuation of the reform of legislation in the field of traffic rules and traffic safety in 2021, some innovations will be introduced in Russia when issuing driving documents. Many car enthusiasts expected that the changes would affect not only the appearance and content of the document, but also expand its capabilities.

In some countries, the ID has the status of a full-fledged identity document on a par with a passport. This has not happened yet, but there will still be changes; for example, separate categories have appeared for public transport (trams and trolleybuses), which were previously combined. Accordingly, the rules for driver training will be changed.

Replacement of driver's license 2021; how to replace a document

If a driver's license is being replaced in 2021, the following documents must be provided: an old driver's license, as well as a medical examination for the right to drive a vehicle of the appropriate category. In addition, it is necessary to pay all existing administrative fines. In this case, retaking the exam is not required.

The next step is to visit the selected traffic police department at the appointed time. You need to go to the appropriate window at the department and hand over the collected documents. Next, you should wait for a call to take photographs. After this, you will need to wait 10-15 minutes and get a new driver’s license. Thus, the procedure for replacing the computer is quite clear and simple.

Decoding of the new 2020 driver's license

The 2021 model permit allows a citizen of the Russian Federation to enter the territory of most countries with their own car, as well as rent a car. At the same time, it is advisable to study the peculiarities of traffic rules of those countries to whose territory the citizen is going to travel. The appearance of Russian driving licenses is unified with international standards , so deciphering the new 2021 driver’s license will not cause any difficulties.

The front side of the document contains the following information, which is necessarily numbered:

  1. Last name (taken from passport).
  2. First and middle name.
  3. Date of birth and the largest territorial unit closest to the place of birth of the document owner (major city or region name).
  4. The date of receipt of the document, its expiration date and the name of the issuing authority (this paragraph is divided into subparagraphs 4a, 4b, 4c).
  5. Document number (also duplicated on the reverse side).
  6. Photo.
  7. Signature (necessarily in black or purple ink, must fully match the signature in the passport).
  8. Place of residence or registration (or information about the place of permanent residence if there is no registration).
  9. Special marks , as well as categories and subcategories of vehicles to which the owner of the document has access to manage.

Is it possible to get an old-style driver's license?

People tend to organize and group various lists that have common and individual characteristics. In modern reality, so many types of vehicles have appeared that it was necessary to clarify this issue. There are a lot of differences: appearance, total number of wheels, engine power, maneuverability, load capacity, purpose, passenger capacity and other differences that separate one type of vehicle from another.

Moreover, each type requires specific management skills, which differ in different degrees of complexity. For some people, transporting cargo on huge trucks is an everyday professional job, for others, driving a family car, it is an amateur activity.

Modern Russian laws were developed taking into account international requirements. They contain many degrees of protection that reliably protect it from counterfeiting. All inscriptions on the certificate remain unchanged until the expiration date. The new license contains information on both surfaces.

The material used is special plastic, the design of which is in a soft light pink tone. Against this background there is clearly readable text. An attentive observer will notice a grid of thin, smoothly curving lines that act as a shield on the surfaces of the plastic, protecting them from malicious intentions to forge an important document.

And there is also microtext and images hidden from view. By turning the certificate over, on the other plane you can see an individual barcode, which is read by a special automated accounting device. The necessary data is entered in two columns and nine lines on the main plane and in 4 columns and 17 lines on the reverse surface.

The previous driver's license was made of thick paper and covered on both sides with a special film (lamination). All inscriptions were printed on a computer using Russian, except for the last name and first name, which were duplicated in Latin letters.

Those licenses did not have a barcode, so they were not subject to electronic recording. There were fewer categories - only 5, in the new driver's license - 16. In the old licenses, a pink protective mesh was applied to a special paper, watermarks in the form of RUS, red fibers were interspersed, which glowed in ultraviolet color. There was a special monogram on both sides.

In the new rights, the degree of security is much higher - a special grid of wavy lines, images invisible to the eye, microtext, different colors that smoothly transition into each other, using special technologies.

  1. Laminated paper licenses measuring 74x105 mm are the oldest, their production was discontinued in 2011.

    Combined driver's license

    This type of ID, measuring 85x55 mm, is made of thin synthetic material with a pink protective mesh applied; the top is covered with a special film that acts as protection against counterfeiting

  2. Combined from a double paper base between which a thin plastic plate measuring 85x55 mm was glued. The outside license plates were laminated. Issued until 2011.

    Plastic driver's license with 9 categories
    Rights, the size of which was 85.6x54 mm, with this design on the reverse side, were issued from 2011 to 2014

  3. Plastic certificates in the form of a card, size 85.6x54 mm with the original edition. On the back was a grid of 9 categories and subcategories. Certificates were issued from 2011 to 2014.

    New driver's license
    The certificate is made on a plastic base, dimensions are 85.6x54 mm (with rounded corners), the degree of protection against counterfeiting of the certificate form is “B”. Colors: blue and pink. On the front side there is an image of the distinctive sign “RUS”

  4. Since 2014, rights have been issued in a new form, on the back of which there is a grid with 16 categories and subcategories.

Modern Russian driving licenses fully meet the requirements of the 1968 Vienna Convention, because the licenses have pictograms in the form of vehicles next to the categories. They clearly complement the letter designations and look the way they were approved at the Convention.

Old style driver's license

The new type of certificate allows drivers from the Russian Federation to enter the territory of some countries in their own car or rent a vehicle. The general form of the license was adjusted to the international format in accordance with the requirements of the Vienna Convention on Road Traffic of 1968. Changes to the document were approved by order of the Ministry of Internal Affairs of the Russian Federation dated May 13, 2009 No. 365, and from March 1, 2011 it is issued in all branches of the Road Service.

The document is made on a plastic base (card) with dimensions of 85.6x54 millimeters (rounded corners). The blank is blue and pink. The front side of the ID, shown in Figure 1, contains a number of important personal information, arranged in numbered order:

  • Surname.
  • First and middle name.
  • City (large territorial region closest to the document holder's place of birth) and date of birth.
  • The date of issue of the certificate, its expiration date and the name of the issuing department (this is one item, divided into subcategories 4a, 4b...).
  • Number and series (duplicated on both sides).
  • Photo.
  • Signature of the holder (only in black or purple ink, must match the signature in the passport).
  • Registration/registration address (information about permanent place of residence, if there is no registration).
  • Special marks and categories to which the document owner has access.

On the reverse side, shown in Figure 2, the following information is given under the corresponding numbers:

  • Date of issue of rights for a specific category.
  • Validity.
  • Restrictions on driving one category of transport.
  • General prohibitions for all categories, marks and driving experience.

The document is covered with laminated film on both sides. To protect against counterfeiting, the background is made in the form of a complex combination of patterns, the play of which can be seen when light is directed onto the document. If they are missing or do not comply with the standard, the document is considered invalid. But a well-made fake is quite difficult to detect with the naked eye, and often only an expert can do this.

Not only have two new categories been added to the new model (trams and trolleybuses), but now all subcategories of transport rights must be included there. More detailed information about special points and interpretation is available in the Federal Law “On Road Traffic Safety”. The innovations also affected the process of issuing permission to drive cars, depending on their technical parameters.

MORE: Extended compulsory motor liability insurance - insurance, what it is, price, cost

Thus, if a citizen takes the exam at the traffic police in a vehicle with an automatic transmission (continuously variable, etc.), then the corresponding line with restrictions will be noted in the document. The driver will be prohibited from driving a car with a manual transmission. All notes (restrictions on a general or specific type of vehicle) will be presented in the form of an abbreviation of Latin characters.

After replacing the old sample with a new one, the line “Experience” will appear in the 14th paragraph. It will indicate when the person first received the right to drive a vehicle. If the ID is lost or damaged, the inscription “Duplicate” will appear on the newly made copy. It does not carry any restrictions. The latest innovation is the signature “Medical certificate required.”

Now the licenses are adjusted to a unified international model and are very similar to certificates from other countries. The only differences are the colors and regional names. For example, for the territory of the Russian Federation, the “RUS” mark is placed in the upper left corner of the document. In European Union countries, the EU flag is displayed on the driver's license.

The front part of the new and old type of ID is not much different. However, on the reverse side you can still notice a number of changes, for example, the tram and trolleybus are now in separate lines, to the left of the table there is a barcode in which the driver’s data is encrypted. Just like in the previous sample, the number and series of the document are duplicated and indicated simultaneously on both sides.

There are several options for changing a driver’s license, depending on his place of stay or residence:

  1. The simplest and most expeditious way to update your driver's license is to contact a specific traffic police department that serves the region of permanent residence (registration) of the applicant for a replacement license. This option will take little time and require a minimum of documents, but before visiting the organization, you need to clarify the traffic police work schedule for replacing a driver’s license.
  2. The second option for changing a driver’s license is suitable for drivers who are temporarily in another region and have temporary registration there. They can replace the ID both at the place of permanent registration and at the territorial traffic police office serving the area of temporary registration. In the second case, it is necessary to present the appropriate certificate of temporary registration.
  3. Changing a driver's license at the place of actual residence in the absence of both permanent and temporary registration is the most troublesome option. You can still change your driver's license by contacting the nearest traffic police department. In this case, the applicant must prove the legality of his stay in this place, and the inspection management must carefully check it.

What changes will happen in 2021

In addition to the appearance of two new categories (Tm - for trams and Tb - for trolleybuses), all subcategories of transport will be required to be indicated. To find out more detailed information about subcategories and special marks, you should study the Federal Law “ On Road Traffic Safety” dated December 10, 1995 N 196-FZ (as amended).

The changes will also affect the procedure for obtaining permission to drive a car, which will depend on its technical features. So, if the traffic police exam is taken in a car with an automatic (automatic transmission) or continuously variable (variator) transmission, the motorist will receive a mark indicating the corresponding restriction . In this case, he will not be able to drive a car with a manual transmission. All restrictions (both general and related to certain types of vehicles) will be in the form of abbreviations consisting of Latin letters.

When replacing a document, an o will appear in paragraph 14, in which it will be noted when the certificate was received for the first time. In case of loss or disappearance of the ID, the o.d. will also appear on the replacement document. This mark does not impose any restrictions. The latest innovation is o - such a record will be received by drivers who have serious health problems and are required to undergo a medical examination more often than others.

Photo of the new driver's license 2021

Immediately after information about the changes appeared, motorists began to be interested in what the new driver’s license looks like in 2021. The front side looks like this:

All international driver's licenses look approximately the same. The main difference lies in the colors and region indications. For Russian VU it is in the upper left corner. Licenses issued in European Union countries have a rectangle in the shape of the EU flag.

The appearance of the front side of old and new certificates is not much different. However, as the photo of the new 2021 driver’s license shows, significant changes can be found on the back:

As you can see, trolleybus and tram are now separated into separate categories. To the left of the table is a barcode that contains information about the driver. As in the rights of the previous generation, the document number is duplicated in the lower right corner, which is also indicated on the front side. To make sure that the document is not a fake, in addition to holographic codes, there is information about the printing house and the printing series number.

Innovations regarding the new type of driver's license were actively discussed on forums, and most motorists liked the look of the new type of driver's license. Distrust and wariness are caused only by the identification of subcategories, which, in turn, will influence the procedure for training future drivers.

Differences from the old document

In accordance with the latest changes, the new driver's license is made on a plastic base and has dimensions of 85.6 * 54 mm. The shape is square with rounded edges.

If you compare a new driver’s license and a previous driver’s license, you should note the following differences:

  • The new driver's license is made of plastic, made in blue and pink tones, while the sample license was printed on peach-colored paper;
  • Additional types of vehicle categories and subcategories have been added;
  • In the updated VU, the ability to enter an o was added - if the driver was trained to drive a car equipped with an automatic transmission.
  • The protection of driver's licenses from counterfeiting has been strengthened.

The barcode encrypts information about the owner of the device, which can be read using a special portable scanner. Such scanners are issued to traffic police inspectors, who, by scanning the code, can determine without additional equipment whether the license is real or fake.

The contour microtext on the certificate indicates information about the issuing authority.

  • Directive microtext
  • Color-variable element (or “Orlov effect”)
  • The series and ID number are applied using a luminescent method.

MORE: Application for seizure of the debtor's property: sample

That is why - if the driver does not have a license of the required category, he needs to open it - by completing training and passing exams. After passing the exam and submitting the necessary documents (passport, application form, etc.), a corresponding note will be made on the license.
