How an accident commissioner registers an accident without the participation of the traffic police

Road traffic accidents (RTAs) occur frequently on Russian roads, but due to ignorance of their own rights, opportunities and responsibilities, many drivers ignore the need to make certain calls and other actions, which complicates subsequent proceedings. Where to call and what to do if you get into a road accident will be discussed in the article.

Phone numbers to call in case of an accident

If there is a collision between two or more vehicles, several actions must be taken. The first of them is a call to the State Automobile Inspectorate (SAI). Its employees, upon arriving at the scene of the incident, will assess the situation, draw up a protocol recording the main provisions of the accident and make a final decision on further actions. The general number to call is 102.

Attention! If you have any questions, you can chat for free with a lawyer at the bottom of the screen or call Moscow; Saint Petersburg; Free call for all of Russia.

If you still cannot get through to the traffic police officers, you can try using another method - calling the “rescue service” using a single number throughout the country 112. You can get on the line from the number of any operator, and also if the SIM There is no card in the phone. The call will be answered by a call center operator who will ask what happened and connect to the nearest traffic police station.

If a serious road accident occurs and there are victims, it is necessary to call an ambulance to the scene of the accident. Many people remember these numbers from childhood : “01” for the fire service, “02” for the police and “03” for the ambulance. But if you try to dial this two-digit combination from a mobile phone, the system will most likely notify you that the number was dialed incorrectly. Therefore, to call, you need to put a unit in front of the number (101, 102, 103) or use the combination 911.

The operator will transmit the information to the regional traffic police department, after which the traffic police officer on duty will call back to clarify the situation.)

A single number of the Ministry of Internal Affairs and the State Traffic Safety Inspectorate for all operators is 102.

The telephone numbers given are the same for calling all police services, including traffic police. By typing them, you can contact the operator, who will transfer the data to the regional traffic police service. After this, a traffic police officer will call the caller’s number and clarify the details of what happened. In addition, you can call the city traffic police numbers, because each locality has its own telephone number.

Responsibilities

The emergency responder is called to the scene of the accident by one of the participants in the accident. Sometimes, in the CASCO agreement, the insurance company stipulates that calling this specialist is a mandatory condition. And if he was not called, he may even refuse to pay. Therefore, carefully review your insurance contract.

So what are the responsibilities of emergency commissars? How do they work? Of course, this depends on what kind of emergency response vehicle we are talking about: a private one, whose services are paid directly by the driver, or an emergency response control service – an employee of an insurance company. All major insurance companies have the service of visiting such a specialist (AlfaStrakhovanie, Rosgosstrakh, Ingosstrakh, Avangard)

Let's look at the usual set of actions of an emergency commissioner:

  • arrive at the scene of the accident and assess the situation. If necessary, provide first aid to the victims, call an ambulance;
  • provide psychological assistance to those involved in the incident;
  • inspect the scene of the accident, take photos or even video recordings, if possible, interview witnesses;
  • assess the amount of damage in an accident, describing in detail all the damage in the report;
  • help with filling out documents (for example, notification of an accident for the insurer);
  • Call a tow truck to transport the car.

It is important to understand that the only thing that an emergency commissioner provided by an insurance company does is protect the interests of his employer. Therefore, if you want such a specialist to represent you first, you need to find out whether it is possible to pay additionally for his services when purchasing a CASCO policy. Or contact a third-party company that specializes specifically in emergency services.

In general, an emergency commissioner is a person who, for an additional fee, takes on all your concerns when registering an accident.

Accident - call emergency response

Who should you call in case of an accident?

If a minor road accident occurs, it is enough to draw up a European report and then submit a notice to the insurance company without calling law enforcement officials. If the damage is significant, more than two cars were involved in a road accident, or one of the drivers does not have a compulsory motor liability insurance policy, you need to call the traffic police. If there are victims, you will need to call an ambulance. If a fire occurs, you must contact the fire department.

Responsibilities of the emergency commissioner

An emergency commissioner (avarkom) is a qualified specialist who provides comprehensive assistance to a participant in an accident.

What does an emergency commissioner do? Responsibilities of an emergency commissioner in case of an accident:

  • inspects the scene of the incident;
  • calls an ambulance if necessary;
  • provides pre-medical and technical assistance;
  • provides psychological support to road accident participants;
  • assists traffic police officers in the performance of their official duties;
  • objectively records incidents, damage to cars, other details, fragments in photos and videos;
  • photographs documents of participants in road accidents;
  • interviews witnesses to the incident and records their contact information;
  • preliminarily assesses the amount of damage;
  • helps participants in the accident prepare the necessary documents;
  • calls a tow truck service (if necessary);
  • advises road accident participants on the procedure for contacting an insurance company;
  • draws up an emergency certificate.

Video: Who are emergency commissioners?

The Institute of Emergency Commissioners is a fairly new phenomenon in the legal system of the Russian Federation . The accident commissioner takes upon himself the actions that must be taken by the motorist involved in the accident.

The law does not prevent emergency response companies (other third parties) from providing assistance to a motorist in carrying out these actions.

If the driver does not perform certain actions, he is subject to an administrative fine. The help of an emergency commissioner allows you to avoid the consequences of violating traffic rules; it is necessary for the driver if he is under stress.

Also, no one, except the traffic commissioner, is involved in the preliminary assessment of damage at the scene of the accident. The traffic police inspector only records the damage in the protocol and certificate of the accident.

Emergency commissioner services exist through orders from insurance companies for their services . You can often read complaints from drivers on forums about the work of such specialists, since sometimes they can only notice what will be beneficial to the insurance company that paid for their services. This will be discussed at the end.

Who can be an emergency commissariat?

Anyone who has undergone special training can become a traffic commissioner. Such a specialist must:

  • obtain the necessary level of knowledge in law and insurance;
  • acquire skills in providing psychological assistance and first aid;
  • know current traffic rules perfectly.

Let's find out how to contact the emergency response center.

Emergency commissioners usually:

  1. They work for an insurance company. Its functions are reduced to assessing damage and determining the insured event. You can call the emergency response company by calling the insurance company, and they will tell you the procedure for further actions.
  2. They have their own private company. Private commissioners perform all necessary actions.

Who pays for the commissioner's work? The customer, which can be the car driver or an insurance company. A motorist can use one-time services of a commissioner or pay for an annual subscription, having constant service.

If you have a CASCO policy, you must carefully read the terms of the insurance contract . Some companies have emergency services included in the cost of the policy, while others require separate payment for its services.

Sometimes, in some companies, calling an emergency commissioner in case of an accident is a prerequisite for receiving insurance payments. At the same time, in other companies, the decision to send a commissioner is made by the insurance agent as soon as the motorist informs him about the accident.

The most optimal solution for a participant in an accident with a CASCO policy is to call the insurance company to clarify the procedure for registering an accident.

Usually, for drivers with compulsory motor liability insurance, a free call to an emergency commissioner is available if you have purchased an extended version of insurance. With a standard policy, the emergency response will have to be paid separately.

Advantages of calling an emergency call

The main problem when registering an accident is the state of stress in which the participants in the accident may be. Most motorists do not understand the intricacies of paperwork in case of an accident.

Drivers who have been involved in an accident for the first time become especially nervous. They may know well the theory of behavior in case of a traffic accident, but without practical experience they are lost.

The emergency commissioner will undoubtedly help solve all problems, save your nerves, and suggest a further course of action . The roads are full of experienced scammers who can drag an inexperienced driver into a trap and make easy money.

But as soon as they hear that the driver called the emergency response team, they try to resolve the incident peacefully.

The services of an emergency commissioner are possible in case of any accident. The traffic commissioner is a third person who assists the driver in performing all prescribed actions in the event of an accident.

The emergency commissioner cannot replace traffic police officers. If the law requires calling a traffic police inspector, he should be called. If not, the presence of an emergency commissioner will be sufficient.

When registering without traffic police, the avarkom will take care of all the documents and perform the necessary actions . When registering an incident by a traffic police inspector, the commissioner will represent the interests of the driver.

When should you call the traffic police in case of an accident?

Calling the traffic police in the event of a traffic accident is currently not always mandatory. In order to avoid the participation of the traffic police service in post-accident proceedings, several conditions must be met simultaneously:

  • there are no injured parties;
  • 2 cars were involved in the accident;
  • both drivers have a compulsory insurance policy.

Drawing up a European protocol is only possible if two vehicles are involved in the accident. To further receive insurance payments, both participants must have insurance, and the MTPL agreement must not be expired at the time of the incident. When the damage to an innocent driver does not exceed 100,000 rubles, it is permissible to draw up a Europrotocol using a paper form, even if there are disagreements. In case of damages from an accident from 100,000 rubles. up to 400,000 rub. It is permissible to draw up a Europrotocol only if there are no disagreements and using the special application “Accident.Europrotocol”.

If all these factors are present in your situation, you can fill out a Europrotocol (road accident notification form) and contact the insurer with this document within 5 days. Both the culprit and the injured driver must contact the insurance company. The notice must indicate the approximate amount of damage, which is negotiated personally by the drivers of the colliding vehicles.

Unified Federal Service of Emergency Commissioners

There is a single service operating in the constituent entities of the Russian Federation. Their main and main task is to help car owners who are involved in a traffic accident.

Suppose you get into an accident, you know who the emergency commissioners are, but where to find the emergency commissioner centers in your city, where to call, what to say? Calling the emergency commissioner service in case of an accident is very, very simple! They are available by calling the toll-free number 8-800-500-49-34. You make a call, report that you were in an accident, indicate the city you are in, answer clarifying questions, and the operator will give you further instructions.

Step-by-step instructions for action in case of an accident

The first actions of a driver in an accident

The first thing to do is stop the car, turn off the engine and remain calm. At the same step, you need to turn on the alarm.

Government Decree No. 907 of September 6, 2014 states that the roadway must be cleared in order to remove obstacles to the movement of other cars. Failure to comply with this rule will result in a fine. On the other hand, moving the car from the scene of an accident can distort the picture of what happened and prevent the drawing up of a fair diagram of the road accident.

Before moving the car from the scene of the accident, you must:

  • call the traffic police officer on duty and find out whether this should be done;
  • if he “gave the go-ahead”, do not rush: think about how much this will interfere with drawing up a true picture of the emergency situation;
  • if you decide to move the car, take several photos and video reports from the scene of the collision, and enlist the support of witnesses.

Remember! It’s better not to move the car and pay a fine than to do it thoughtlessly and be charged with a criminal offense!

Installation of an emergency sign

To warn drivers of passing cars about an emergency situation on the road and prevent the occurrence of another accident, it is necessary to install a special sign. It should be placed at a distance of 15 m from the vehicle in a populated area and 30 m on the highway. The fine for ignoring this requirement is 1000 rubles.

Providing assistance to victims

  1. If passengers were injured during an accident, they must be given first aid. Attention! It is forbidden to take independent measures to provide first aid if you are unable to do this, because such attempts are fraught with complications of the general condition and death!
  2. If serious complications occur, hospitalization is required. To do this you need to call 103 . If dialing fails, number 911 or 112 .
  3. If the arrival of an ambulance in the near future is impossible, it is permissible to transport the victim to the hospital in a passing vehicle.

Sometimes circumstances are such that a road accident ends in injury and even death. If this happens, you need to wait a long time for an ambulance, and it is impossible to send the wounded to the hospital by passing transport; it is permissible to transport the patient in a car that was involved in the accident. This measure will relieve the driver from responsibility for moving the vehicle from the scene of the accident and hiding from the scene of the accident. An important condition is that you need to provide your name and information about the car at the emergency room, and then return to the scene of the accident.

Calling the traffic police

You need to remain calm when calling the traffic police and provide the person on the other end of the line with detailed information about the scene of the accident. After you called the traffic police and began to wait for the arrival of traffic police officers, you should begin to resolve organizational issues. For example, if you work with an insurance company that has a free one, you can use it.

Waiting for the arrival of traffic police officers

This process can take a long time. Instead of tormenting yourself and being nervous, you should do useful things.

  1. Talk to witnesses to the accident and write down their phone numbers. Passengers can act as them.
  2. Remember the make, model and license plate number of the vehicle of the second party involved in the accident.
  3. Turn off the recorder, remove the memory card from the device and hide it in a safe place: the recording can become valuable evidence in the process of identifying the culprit.
  4. Inspect the damage to the car and record it with a camera. Additionally, you can shoot a video to more accurately capture the circumstances of the accident.
  5. Inspect the scene of the incident and pay attention to the following details:
  • the section of the road where the accident occurred (width, quality, signs, presence of nearby bus stops, buildings, lawns);
  • position of the machines, marks from braking, dragging, location of broken parts, fragments, if any;
  • the directions in which the vehicles involved in the traffic accident were moving;
  • weather conditions at the time of the collision;
  • the presence of video cameras on nearby buildings.
  1. Inspect the car of the second participant in the accident, paying attention to the following points:
  • is there tinting on the windows, headlights, brake lights;
  • color of side lights;
  • differences in wheel diameter and tire tread;
  • is there a child seat;
  • damage.
  1. Try to communicate with the other participant in the accident and determine whether he is intoxicated. It is not recommended to be rude to each other and sort things out.

Arrival of traffic police officers

When traffic police officers arrive at the scene of the accident, you need to assist them in drawing up a true picture of the accident. Describe as many details as possible that will help in identifying the guilty parties, express your suspicions about the state of alcoholic intoxication of the other driver, if any, provide information about witnesses and anything else that seems significant to you.

After drawing up the accident diagram, you need to carefully study it and confirm the correctness of the entered data. If inaccuracies are found, you need to report them to the traffic police officer and make adjustments. Documents drawn up at the scene of an accident must include detailed information about all participants in the event. That is, it is important to describe their full names, addresses, and telephone numbers.

Following actions

After registering a road accident, each participant must receive a copy of the Protocol. After the traffic police officers leave, you need to pick up the fallen parts of the vehicle and take them with you to present to a representative of the insurance company. Within three working days from the moment of the traffic accident, you must contact the insurance company of the person responsible for the accident, presenting a photocopy of the protocol, resolution (if there are traffic violations), and notification of the accident.

What situations require the participation of the emergency commissariat?

Call the emergency commissioner in case of road accidents. It is not so important whether the accident was serious or very minor. You can call an emergency response team for any accident. This specialist is well versed in traffic regulations, knows the Code of Administrative Offences, and has detailed knowledge of how to file an accident in order to receive adequate compensation from the insurance company.

We should not forget that first of all you need to call the traffic police. An exception is accidents without injuries, significant material damage (up to 100 thousand rubles) and involving no more than two vehicles. In such situations, you can only get by by inviting the emergency committee and filling out the Europrotocol.

Attention! Calling the emergency commissioner is voluntary. A qualified assistant is especially relevant if the participant in an accident is not confident in his legal knowledge and ability to maintain composure after an accident.

Inviting an emergency response officer is a very good solution if the car enthusiast feels that he needs assistance:

  • in correctly recording all the details of the incident;
  • preparation of documentation;
  • communicating with other participants in the accident and traffic police officers;
  • and in general the presence of a knowledgeable specialist on road accident issues nearby.

The responsibilities of an emergency commissioner include many things:

  • Preparation of documents at the scene of the accident (notification of an accident).
  • Providing first medical and psychological aid to victims.
  • Inspection of the accident scene, interviewing witnesses, recording their contacts.
  • Photo or video recording of the accident scene. The emergency response team also searches, if necessary and available, for surveillance cameras that might have captured the moment of the accident.
  • Conducting an independent vehicle inspection.
  • Sometimes - evacuation of the victim (at the expense of the insurance company).
  • Preparation of documentation for the insurance company (accident certificate).

Much here depends on what kind of emergency commissioner is invited to the scene of the incident. There are three possible options in which you need to call the emergency comms:

  1. Emergency commissioner services are independent legal entities.
  2. Accident commissioners on staff of insurance companies.
  3. Emergency committees from organizations cooperating with insurance companies.

Reference! If independent commissioners act in favor of the client who called them, then full-time insurance commissioners perform only the minimum of actions and protect the interests of their employer.

What should you not do in case of an accident?

There are a number of actions in the event of an accident that should not be taken, as this can lead to aggravation of the situation.

  1. Flee from the scene.
  2. Proceed with car repairs without a preliminary inspection by an appraiser.
  3. Drink alcoholic beverages after a collision, even in small quantities (at least before a protocol and other important documentation is drawn up).
  4. Agree to provide any obligations in writing.
  5. Leave the other driver alone with the traffic inspectors.
  6. Draw up explanatory letters and give testimony immediately after an accident in case of stress and emotional state.
  7. Sign documents that have not been completed, as well as put your “autograph” on blank sheets of paper.

Registration of an accident

The emergency commissioner arrives at the scene of the accident within 20 minutes after the call from the accident participant. An accident is registered in 20-40 minutes.

First, the accident commissioner draws up a diagram of the accident, photographs the scene of the accident and personal documents of the drivers.

Motorists write an explanatory note and fill out an application addressed to the head of the traffic police of the district in which the accident occurred.

Afterwards, the documents are delivered to the nearest traffic police post, and a car accident is registered.

The driver who was injured in an accident collects a package of documents and submits them to the insurance company within five days after the accident.

Registration according to the European protocol

This is a simplified procedure for registering an accident, in which there is no need for the presence of traffic police officers.

The damage caused does not exceed 50 thousand rubles. An experienced commissioner can file such an accident in 20 minutes.

The traffic police may not be called if:

  • there were no injuries as a result of the accident;
  • Only two cars were involved in the accident;
  • both motorists have a valid MTPL;
  • there are no disagreements between drivers;
  • the damage does not exceed 50,000 rubles.

Emergency certificate

In all cases, the accident commissioner draws up a road accident certificate, which the injured party must provide to the insurance company in order to receive insurance payments.

Experts suggest including this conclusion in a package of documents that can later be attached to the claim when going to court.

An emergency certificate is an official report from an emergency commissioner on the work he has done at the scene of an accident . The document includes:

  • detailed diagram of the traffic accident;
  • photographs from the scene of the accident;
  • the most comprehensive information about both sides of the incident;
  • additional comments from the emergency committee.

The certificate is drawn up by the traffic commissioner and signed by him and the injured driver. For this reason, the injured motorist, no matter how stressed he may be, needs to closely monitor the work of the commissioner.

If he overlooks any detail, he should draw the attention of this specialist to the omission, and also ensure that it is corrected.

The certificate is a very important document when contacting an insurance company . Insurers assign a payment or make a decision on the amount of insurance payment only after reviewing the accident certificate.

Design rules

For comparison, let’s look at how an accident is registered with the traffic police and without a commissioner . Procedure in case of an accident:

  • stop the car;
  • turn on the hazard warning lights;
  • an emergency stop sign is installed;
  • objects that are related to the accident do not move;
  • the presence of victims is established;
  • it is determined whether the path is clear for other cars to move;
  • if anything interferes, the location of the participants is recorded in the photo, then, if possible, the path is cleared;
  • call the traffic police (if there are no victims, you can draw up a European protocol).

First, you need to obtain the primary documents yourself, visit the office of the insurance company, write an application, receive a request from the traffic police.

Go to the State Traffic Inspectorate for certificates, provide documents to the insurance company, and receive a referral for repairs. Then go to a service center for repairs.

From the moment of the incident to full compensation for losses, there is a long path that consists of many stages. Not every driver understands them.

And if there is an emergency commissioner, you just need to follow his instructions, he will help you complete all actions as quickly as possible.

But it's not that simple.

Whose interests does Avarkom protect?

An accident commissioner, working on the staff of an insurance company, protects the interests of the insurer, since he is paid for this. The main responsibility of such a commissioner is to reduce the amount of insurance payment.

In this case, the rights of the insured driver are not openly infringed. Avarcoms are well versed in all the legal subtleties of the registration process and can do everything necessary for the insurance company efficiently and unnoticed by an inexperienced motorist.

The damage is significantly underestimated, and the culprit may be a completely different driver.

But the motorist has the right to use the services of an independent commissioner from private accredited companies.

Then the insurer will be out of luck, since the damage will be assessed adequately, and sometimes will be overestimated.

There are many cases in legal practice in which some were able to make money on their policy.

Sometimes insurance companies care about their reputation and enter into an agreement with independent firms to call accident commissioners. But there are still few such insurers.

Cost of services of an independent specialist

The cost of services of an independent emergency commissioner in 2021 depends on the package of services purchased . A one-time emergency call starts from 2,000 rubles.

Annual packages usually include travel, participation of a technical assistance vehicle, a tow truck, collection of certificates, and one-time receipt of certificates from the traffic police. The cost of annual packages starts from 8 thousand rubles.

Bottom line

Let us highlight the main points of the work of emergency commissioners at the scene of an incident:

  • provide assistance to the victim of an accident in correctly completing the necessary documents and taking the necessary actions;
  • make a preliminary assessment of the damage caused at the scene of the accident;
  • the emergency committee does not need to be called, the participants are able to cope with the incident on their own;
  • calling the commissioner cannot replace calling traffic police officers;
  • Some emergency committees work in insurance companies, others in private companies;
  • You become a client of an independent commissioner after concluding an agreement for a one-time call or long-term service.

For many drivers, registering an accident with an emergency commissioner is the easiest way to solve the problem . But you need to use the services of emergency services with caution.

It is better not to rely on the integrity or recommendations of the insurance company on the issue of choosing a commissioner, but to immediately contact trusted companies with independent specialists.

Carefully read the conclusion drawn up by the commissioner and defend your point of view if you notice any inaccuracy.

    Dear readers, this article is also far from tavern information. Even in the absence of any insurance without victims, we register without emergency!!! The traffic police do not respond to such accidents!!!! Since 2015, and the emergency commissioners are simply playing on these nuances, for your own money!!! The registration procedure is simple to the point of disgrace, a diagram of the accident, photos of the damaged cars, the scene of the accident, I note!!!! Even without insurance!!!!! If the second participant does not agree, you record everything on video and go to the traffic police station yourself. And let the person who disagrees wait... And so the avarkom comes, for your money he will also “shoe” you!!! Personal experience!!!

Who should you call in case of an accident if there are victims?

If someone was injured in an accident, the procedure should include providing them with assistance, calling an ambulance, and also a mandatory call to the traffic police. That is, you need to call 103 (or 911), and then contact the traffic police using a number that depends on the operator.

Tele 2BeelineMTSMegaphoneSkylink
020002020020902

If you can’t get through by phone, you can use the single “rescue service” number 112.

How to call an emergency response center?

As soon as all participants in the accident are in a more or less adequate state, to call the commissioner you need to perform one of three actions:

  1. Call the insurance company if you have a policy. If the insurance policy included emergency services, the company will send one of its own to help you. Most often, the services of an insurance commissioner are included in CASCO policies. The company specifically recruits a whole staff of such specialists. But, if such services are not provided by insurance, some companies send an emergency response specialist for an additional fee. Attention: Avarkom is not included in the OSAGO policy, only in the CASCO package!
  2. Communication with the regional emergency commissioner service. Each region of the Russian Federation has its own divisions of avarkoms. They operate for a fee, and you can also purchase a subscription for several trips. Such accident reports are usually more objective than those from an insurance company, because they do not have the task of underestimating the amount of damage caused and insurance payments.
  3. Contact with a designated private insurance commissioner. You can enter into an agreement with a separate insurance commissioner who will respond to any of your requirements. But the services of such a specialist will cost many times more than the work of previous emergency response centers.

After the call, the emergency dispatcher should arrive in twenty minutes or half an hour. If for some reason the specialist is delayed, he must warn the insurance company and the client about the reasons and duration of the delay.

As soon as the commissioner arrives, the sequential processing of documentation and inspection of the accident scene begins together with the traffic police. The commissioner interviews each participant in the accident, recreates the picture of the incident, draws a diagram of the accident site and photographs everything. In some cases, its description is sufficient to receive insurance payments.

When should you call your insurance company?

If the incident is recognized as insurable (in accordance with the insurance contract concluded with the insurer), it is necessary to report the incident to the insurance organization. The injured driver has the right to receive payment or proportionate repairs from his insurance company (in the absence of injured parties and each participant has a compulsory motor liability insurance policy). If there are victims, you need to contact the Investigative Committee with which the person responsible for the situation cooperates. To contact the insurer after an accident, you must have the following set of documents with you:

  • photocopied version of the ID;
  • STS;
  • notice;
  • a protocol drawn up jointly by participants and traffic police officers;
  • copy of OSAGO;
  • statement.

You must apply for compensation within three days from the date of the accident.

Registration of an accident by an emergency commissioner without traffic police

Important

Private commissioners perform all necessary actions. Who pays for the commissioner's work? The customer, which can be the car driver or an insurance company. A motorist can use one-time services of a commissioner or pay for an annual subscription, having constant service

If you have a CASCO policy, you must carefully read the terms of the insurance contract.

When should you call an emergency responder in case of an accident?

You should contact him if you need support and advice on further actions, as well as assistance in documenting the circumstances of the accident. An accident commissioner is a qualified specialist who accompanies participants in road accidents. Here is a list of his basic responsibilities:

  • a thorough inspection of the scene of the incident;
  • calling an ambulance if necessary;
  • provision of pre-medical technical and moral support;
  • providing assistance in the performance of official duties;
  • objective recording of circumstances;
  • creating photos and videos;
  • interviewing witnesses;
  • preliminary assessment of the amount of damage;
  • assistance in paperwork;
  • calling a tow truck;
  • counseling participants in the accident;
  • resolving issues related to contacting an insurance company;
  • issuing a certificate.

The specialist, having arrived at the scene of the incident, will draw up a European protocol in accordance with the rules, for this each driver will have to pay 1,500 rubles. The accident commissioner can be assigned to an insurance company (in some CASCO policies his services are offered free of charge) or work in a separate private service.

How does an emergency commissioner work?

Upon arrival at the scene of the incident, the specialist, within the scope of his powers, helps resolve the main complex issues. The responsibilities of the emergency commissioner include monitoring the situation after an accident. To do this, he performs the following actions:

  • carefully inspects the accident scene;
  • calls traffic police officers if this has not already been done by participants or witnesses of the incident;
  • calls an ambulance and provides first medical and psychological aid (if necessary);
  • records on photo, video camera and documents all the consequences of the accident, and traces of the reasons that caused it (if any);
  • draws up a diagram of the location of the vehicle and objects surrounding it;
  • draws up an emergency certificate for the insurance company and then transfers it to the insurance company (at the client’s request). In addition, this emergency certificate can be used by the injured party if it seeks insurance compensation through the court.

    Work of an independent expert in case of an accident
    The report for the insurance company contains: information about all parties to the accident (full name, passport details, vehicle documents, compulsory motor liability insurance policy details);

  • information about witnesses to the incident;
  • witness statements;

    Who can become an insurance commissioner?
