The need to re-register STS

According to the norms of the current legislation, replacing the STS when changing registration is a mandatory procedure. Failure to do so results in the document losing its legal force. The law provides for several circumstances that are a valid reason for replacing the vehicle registration certificate.

Among them, worthy of mention are:

  • change of personal data of the motorist;
  • change of registration or residence address;
  • the name/address of the legal entity has been changed.

The rules provide maximum permissible periods during which it is necessary to make the necessary changes to the documentation. They amount to 10 days from the moment circumstances arise that make the procedure necessary.

When figuring out whether it is necessary to change the PTS when changing registration, it should be noted that there are no such instructions in the current rules. This means that the car owner should resort to replacing the title only if there is only 1 free line left in the document.

Further actions

After changing the title, you will also need to change the vehicle registration certificate. In the latter, the PTS number must be written down. Therefore, in addition to producing a duplicate of the first document, you will need to apply for a new STS. At the same time, the amount of state duty will increase.

To change the vehicle registration certificate, you will need to pay an additional 300 rubles to the state treasury. The amount is regulated by the same article 333 of the Tax Code of the Russian Federation.

Changing a place of residence brings with it a lot of trouble for a citizen. And not least of all, this concerns the documentation surrounding it. In order not to encounter problems with the work of state traffic inspectors after moving, and also not to receive a fine, it is necessary to notify the relevant government service as soon as possible.

Plus, make changes to the vehicle passport, and also, if necessary, obtain a new certificate of registration of movable property.

Procedure

When planning to replace a vehicle's STS, you will need to collect the necessary documentation package. In order to save time, it is recommended to replace PTS and STS through State Services. This includes the ability to register online.

If there is no account in such a service, the user is recommended to personally visit the nearest MREO branch and follow the following instructions:

  1. Sign up for the queue if the citizen has not previously signed up through the portal.
  2. Go to the service window, inform the specialist about your intention to replace the STS and hand over the necessary documents.
  3. Take the application form from the employee, then fill it out and return it.
  4. After checking all the documents provided, the motorist receives a receipt and pays the fee.

After handing over the paid receipt, the motorist should wait for the application to be completed in the waiting room. After some time, he will be able to go to the appropriate window and receive an updated version of the document.

Documentation

As mentioned earlier, to successfully complete the STS replacement procedure, you will need to collect the necessary package of documents. It includes the applicant’s general passport, which reflects his updated place of residence, as well as a number of other important papers. Among them, worthy of mention are:

  • PTS;
  • car registration certificate;
  • OSAGO insurance policy.

Provided that all necessary documentation is provided, the driver will be able to change the STS in a short time, avoid penalties and receive a new, up-to-date version of the document.

Price

Legislative norms provide for the collection of fees in the established amount for services for replacing STS and PTS. They are regulated by the administrative regulations of the Ministry of Internal Affairs in paragraph 26. The amount of the fee depends on the type of document - for a registration certificate you will need to pay 500 rubles, and for a PTS 800 rubles.

If there is a need not to replace the title, but simply to add updated information to it, the car owner will need to pay at least 350 rubles. In this case, the duty can be paid at any financial institution using the issued details.

Terms of re-registration

The driver is given no more than 10 days from the date of change of registration address to reissue the documentation, otherwise he will face fines. The procedure is extremely fast and the driver will have an updated version of the document some time after successfully submitting the documents, which he can do in the MREO waiting room.

Sanctions in the absence of a replacement document

The fine established for evading re-issuance of STS is relatively small. It is 1,500 rubles per violation. At the same time, the need to re-register a car when changing registration is due to numerous hidden consequences that can cause a lot of inconvenience to the driver.

Among them is the impossibility of receiving insurance payments in the event of a traffic accident. All fines issued to the driver will be sent to the old address, which will lead to their accumulation and the accrual of penalties. Obtaining a diagnostic card will also become significantly more difficult if you have an out-of-date STS.

Is it necessary to change the registration certificate when changing the registered address?

Changing STS due to registration

Almost all changes in data about the owner of a car require the replacement of certain documents. Some of the personal information requires changing the STS - vehicle registration certificate, others - a driver's license, compulsory motor liability insurance policy, entering data into the PTS and even re-registering the car. We will talk about whether it is necessary to replace the STS in 2021 with a new registration address, how to do it correctly, whether it can be changed through State Services, in this article.

What is the fine if the old address is indicated in the STS?

We have already written that for untimely replacement of registration in the car documents, a traffic police fine is imposed. But they didn’t specify which one.

As of 2021, if you are caught with an old registration address in the STS (namely, you must hand over the certificate to the inspector for verification when stopped), then you will be issued a fine of 500 rubles under Part 1 of Article 12.1 of the Administrative Code.

But if there is a repeated violation within a year, the sanction increases significantly: there will be either a new fine of 5,000 rubles, or deprivation of rights for 1-3 months under Part 1.1 of the same article.

But it is very easy to avoid imposition of punishment - the fact is that the traffic police officer on the road does not know about your change of registration. And he will not know this until he looks at your passport with a stamp about the new registration address. But there is no obligation to present the driver’s passport under clause 2.1.1 of the traffic rules.

Do I need to change the certificate when changing my registration?

Yes need. This is dictated by a relatively new legal act called “Order No. 399”, which regulates the rules for vehicle registration. In particular, paragraph 6 of the regulations of the Order prescribes the following obligation:

6. The owner of the vehicle is obliged, in accordance with the procedure established by these Rules, to make changes to the registration data of the vehicle within 10 days after purchase. or the occurrence of other circumstances requiring changes in registration data.

As you can see, the 2021 law also establishes a maximum period during which it is necessary to replace the STS when changing registration.

Another point - 11, directly speaks of the need to change the registration certificate when the registration address of the car owner changes:

11. Changes in registration data are carried out when there is a change in the information specified in the registration documents issued by the registration divisions of the State Traffic Inspectorate (change in registration data of a vehicle, change in registration data about the owner of the vehicle.

Thus, the new registration address in the passport requires the owner to replace the STS.

Requirements for the procedure in 2021

Let us turn to Order No. 1001 of the Ministry of Internal Affairs dated November 24, 2008, which regulates the procedure for registering cars and other vehicles.

Paragraph 14 clearly states that the owner or legal owner of the car is obliged to re-register if he has changed his registration.

Paragraph 4 says that this must be done within 10 days after the address of residence has officially changed. There are similar rules in Order No. 605 of 2013. Thus, there should be no disagreement.

How the procedure occurs and what the consequences are for ignoring it will be discussed below. Now let's look at the documents that will need to be reissued.

How and where to change?

The answer to the question “where?” obvious - in the registration department (MREO) of the traffic police. You can do this in two ways:

  1. Apply in person to change the STS at the MREO of the State Traffic Inspectorate,
  2. submit an application for a replacement through State Services, arriving at the appointed time (by you) and skipping the queue.

Both methods are quite simple and cost 850 rubles when applying directly to the traffic police and 595 rubles when paying state fees through State Services.

Is there a ban on registration actions?

But before you run for the service of replacing this document, check by VIN number on the official website of the traffic police that there are no restrictions on registration actions. Alas, replacing the STS is a registration action, and if there is a ban, the replacement will not be possible - there will be a legal refusal.

Personal appeal to the traffic police

To apply in person, you need to write an application to the traffic police and pay state fees.

You will have to pay 2 state fees, since, in addition to updating the certificate, a mark is also added to the PTS:

  • issuance of a new STS – 500 rubles,
  • making changes to the PTS – 350 rubles.

Payment is made at any bank, and when you visit the traffic police you will need to provide receipts, so be sure to save them.

In total, the traffic police will need the following documents:

  • your passport with new registration,
  • the old STS that you will be replacing,
  • PTS,
  • receipts for payment of state fees,
  • statement.

The problem with this method may be that you will not be able to submit an application in person. In 2021, in MREO branches, it is practically impossible to apply directly with “forcing” the use of State Services for this. Either the terminal with coupons does not work, or it is always busy for several weeks in advance.

Replacement of STS through State Services

This method is even simpler and offers a 30% discount on state fees if you pay them online. At the same time, only an appointment for a change of STS is made through the State Administration, and you will come to change the document at the MREO branch of your choice at the time you also chose.

The replacement instructions are quite simple:

  1. go to the official website of the State Services and log in (we described the registration procedure if you do not have an account in the article about registering for transport through the State Administration);
  2. From the main page, go step by step through the sections: Services? Transport and driving? Vehicle registration? Preparation of documents when changing information about the owner? Change vehicle owner data or simply follow the last link;

  4. fill out the application - please note that not all fields are required; at the end you will be asked to select a convenient date and time, as well as a division of the traffic police MREO for the application;
  5. then, after some time for processing the application, you will be asked to pay the necessary state fees: for replacing the STS 350 rubles with a discount and for changing the PTS 245 rubles; pay them;
  6. print out the receipt and the application itself and take it with you to the traffic police.

In total, when submitting an application through the State Services to the State Traffic Safety Inspectorate, you will need the following documents:

  • passport with new registration,
  • STS, which you will change,
  • PTS,
  • receipts for payment of state fees,
  • application printed at State Services.

STS replacement procedure

To obtain an STS in case of a change of address, you will need to write an application that has the following structure:

  • the name of the traffic police department and the full name of the chief;
  • full name and new residential address;
  • a request to issue a new one and the reason for changing the certificate (in this case you need to indicate that you want to receive a new registration document due to a change of residence);
  • license plate number and make of the vehicle;
  • a note stating that the car is your property and is not stolen;
  • date and signature.

You can contact any traffic police department. You can make an appointment online in advance:

  • on the federal portal of State Services;

  • on the portal “Autocode”.

Algorithm of actions:

  1. Write a statement using the sample.
  2. Pay the receipt.
  3. Wait in line to see the inspector and provide him with a package of documents, along with a payment receipt and an application.
  4. Upon completion of the review, you will receive a new STS.

Provided that everything is in order with the documents, the waiting time will be no more than 2 hours. You need to be prepared for the fact that the inspector will ask you to visually inspect the vehicle.

Through MFC

The center does not provide replacement services, but only allows you to write an application and make an appointment with the traffic police.

If you submit an application through the MFC, the procedure is:

  1. Fill out the fields of the electronic application from a specialist and receive a paper version.
  2. Pay the fee and keep the receipt.
  3. Select the state inspection department, time and date of visit.

Replacing the STS when changing the registration address

Do I need to change the STS when changing my registration? The vehicle registration certificate, according to paragraph 55 of Order No. 605, will have to be changed when the data recorded in the STS is changed:

55. Changes in registration data are carried out when the information specified in registration documents issued by registration departments changes, or when there is a need to enter additional information into these documents. In this case, the administrative procedures provided for in paragraph 32 of the Administrative Regulations are carried out. Information about all changes in registration data is entered into the register.

The registration address of the owner of the car is written in such a certificate on the front side in the middle of the document. Therefore, the certificate must be changed if you have moved. This is especially true if no one will receive your letters at your old address, including important ones.

Replacing PTS when changing registration

But there is no obligation to change the PTS when changing registration. The legislation does not contain a single clause about such a need. However, an entry must be made in the PTS when the registration data is changed, and, as we learned above, the STS still needs to be changed. Paragraph 41 of Order No. 1001 of the State Traffic Safety Inspectorate tells us this:

41. When registering or changing the registration data of vehicles, appropriate notes are made in the vehicle passports. Registration documents are replaced and, if missing, they are issued.

In this case, you can either make a mark in the PTS or replace it. So, it makes sense to change the PTS if you do not have any space left there to mark or record the new owners of your car.

Required documents and sample application

Individuals are required to provide the following package of documents to amend/replace PTS:

  • application of the established form on changing credentials;
  • passport of a citizen of the Russian Federation with a stamp indicating the new place of registration;
  • MTPL insurance policy;
  • a power of attorney certifying the applicant’s authority to represent the interests of the owner of the vehicle (in the case of submitting documents not by the owner of the car, but by his representative);
  • STS;
  • vehicle passport (old PTS);
  • a document confirming payment of the state fee for issuing a new vehicle registration certificate/for making changes to a previously issued vehicle passport;
  • other documents, depending on the situation (ownership rights, etc.).

How can I make changes to these documents?

The procedure for making changes to the PTS and STS of a car is quite simple, and here you have 2 options:

  • replacement of PTS and STS through a visit to the registration office of the traffic police,
  • replacement of these documents through State Services.

In both cases, you will need the same set of documents, and you will also need to pay a state fee for making changes, but if you submit an application through State Services and pay through the same website, then it will cost you 30% less.

The procedure for making the necessary changes to the PTS and replacing the STS when changing registration is quite simple.

  1. First you need to fill out an application on the State Services website or fill out an application and print it out when contacting the traffic police in person.
  2. Next you need to pay state fees:
  1. for replacing the registration certificate, the state fee will cost 500 rubles (350 if paid through State Services),
  2. for making changes to the PTS - 350 rubles (245 through State Services),
  3. for replacing the PTS, if you decide to change the state duty will be 800 rubles (560 through the State Services website).
  • On the State Services website, you will need to select a branch of the MREO traffic police department to visit and sign up at a time convenient for you. When visiting the traffic police, you need to personally select the desired department (you can change at any department).   • passport of a citizen of the Russian Federation (or other document proving your identity),
  • old STS,

  • PTS,
  • OSAGO policy,
  • a completed application (if you signed up through State Services, you do not need an application),
  • a notarized power of attorney, if it is not the owner of the car who will receive the updated documents.
  • All that remains is to go to the selected traffic police department with the specified set of documents to receive a new STS and a changed PTS.
  • Will I need to present the car for inspection?

    No, neither of the two traffic police orders above provides for providing a car for inspection if the registration data is changed. Therefore, it makes no sense to worry about various kinds of technical malfunctions or an unwashed car just because of this.

    What is the penalty for not making changes?

    It’s no joke, but there is no fine or any other punishment for failure to comply with the law to make changes when changing your residence address. A fine can only be for late registration of a vehicle or for failure to fulfill the obligation to register with the traffic police. But the car is registered with us, and its owner has been identified, so such a punishment does not apply to us.

    What happens if we do not change our registration data when we change our registration? The main risk is that fines and other important letters, if you have not changed the registration data for the vehicle, will be sent to your old address. If no one forwards letters to you from there, then you will not know about them. An illegal fine will come, and you will easily miss the 10-day deadline to appeal it.

    Alteration

    A driver driving a car usually has 4 papers in his hands:

    • technical equipment passport or old technical passport issued back in the USSR or in the 90s of the last century;
    • vehicle registration certificate (abbreviated STS or SoRTS);
    • OSAGO policy, you can’t drive without it - a fine of 500 to 800 rubles, depending on whether the document is expired or does not exist at all;
    • driver's license.

    Of all of the above, only rights do not need to be manipulated. The registration stamp is not placed in the VU. And this should already please the driver who has moved from one home to another. The region of issue of rights is indicated, but this does not matter.

    A vehicle registration certificate is a document that must be replaced. However, in practice there are situations when traffic police officers simply open the film and add in the “Special notes” column that the owner has changed his residential address. How legal this is is a controversial issue. In any case, there will be no problems with this option. After all, amendments are certified by official seals and signatures of competent officials.

    A vehicle passport is the main document for a car. Replacing the PTS is not always necessary. If there are free fields in it, then additions about a change of address are made there and the necessary stamps are affixed. If there is no space for entries, then you need to get a new PTS.

    There is an opinion that even if there is one more free column in the passport, it needs to be replaced. This is explained by the fact that if the car is sold, there will be no place to enter information about the purchase and sale agreement and the new owner. Indeed, until recently, traffic police officers adhered to this point of view: when re-registering a car from one person to another, it is necessary that the previous owner receive the new title in advance. However, now, including due to complaints from car owners, the point of view of the police has changed somewhat. Now they believe that the buyer can also receive a new title. Ownership of the car arises not from the moment of registration, but from the time the contract is signed.

    It’s probably also worth changing the old-style technical passport. You can travel with him. But the rules can change at any moment. Thus, the introduction of electronic PTS is being actively discussed. They wanted to issue them in the summer of 2021, but the issue was postponed. It was assumed that if electronic PTS were introduced, paper ones would remain valid for some time. But no one knows how long this will last.

    Let us note that the procedures described above are not the removal and re-registration of the car, in a word - not registration with the traffic police, but making changes to existing records.

    What to do with OSAGO? The current legislation regarding compulsory insurance, including the Civil Code of the Russian Federation, does not say that such a company must be notified of a change in its registration. Report the fact of an accident - there is such a requirement. Informing about the move - the law does not say anything specific on this issue.

    But most motorists know that Russian insurers are looking for a reason to refuse payment due under the contract. And if the driver did not inform about the change of his place of residence, then you can refer to increased risks, violation of the terms of the contract and not pay him anything. Therefore, it is better to go to the insurance company and ask to make changes to the policy. The new address is printed on the back of the document or another paper is issued. There is no uniform order. If you don’t have time to come to the insurer in person, you can prepare a letter informing about the change of address. Copies should be attached to the document:

    • passports with a stamp indicating new registration;
    • insurance policy.

    The letter is issued as a registered letter, with a notification and a list of attachments. In the event of a controversial situation, it will be possible to present postal documents, proving that the insurer knew about the change of address of the car owner.

    We would like to add that you do not need to obtain a new state registration plate. You can, say, in the Moscow region, travel by car with another region on a regular basis. Now let's move on to how the necessary procedure is carried out.

    What else needs to be changed when changing address

    Also, do not forget about the MTPL policy - it does not change when you change your registration, but changes need to be made in the insurer’s database. There is no penalty for this, but there are two risks. If you have changed your place of residence to another region, then logically you should have a new calculation due to a change in the coefficient when calculating the insurance premium. Don't worry, this will not entail additional costs for the policy. Likewise, failure to make changes will not result in the invalidity of the policy, refusal of payment or recourse from the insurance company.

    But there is something equally important! This is your KBM discount (for accident-free operation), which increases annually according to your data and which is very sensitive to changes in data about the insured or the owner of the vehicle, and the insurers themselves continually try, at the slightest “jambs” of the insured, not to enter data into the KBM database, which entails it will be reset to zero. And this is an excellent motivation to make changes to the MTPL policy when changing the registration address.

    This is easy to do: you simply contact your insurance company with a passport with a new registration and a valid policy.

    Therefore, the answer to the question whether it is necessary to change not only the PTS or STS when changing place of residence, but also make changes to the compulsory motor liability insurance policy, is positive.

    But you don’t need to change your driver’s license. It does not contain your registration, and no legal act obliges you to do this when changing your registration (only when changing your full name, INN and other personal data that are written directly in your rights).

    Vehicle registration certificate

    The list of required documents for a car owner includes several important documents. One of them is the vehicle registration certificate (VRC). It contains basic information about the car itself:

    • register sign;
    • VIN number of the car;
    • make, model, category and type of vehicle;
    • year of issue;
    • engine model and number;
    • chassis and/or body number;
    • car color;
    • engine power and displacement;
    • permissible maximum vehicle weight;
    • weight without load;
    • STS series and number.

    On the back of the document there is information about the owner of the vehicle:

    • FULL NAME;
    • address of permanent registration (republic, territory, region, district, locality, street, house, building, apartment).

    Important! Information about the car owner is additionally duplicated in Latin. This is necessary for situations when the vehicle travels outside the Russian Federation.

    In what cases is it necessary to undergo the procedure?


    A change in basic information about the owner in a vehicle passport in itself does not entail a complete replacement of the document. This action may only be required when space for special marks has run out.

    For example, the last name of the owner of the vehicle was previously changed, or the car was sold to another person. When there is only one place left to enter updated information, or there are no “windows” at all, the car owner will need to submit an application for a replacement PTS with the issuance of a duplicate.

    Why change STS when changing registration

    The permanent registration address is the place where the citizen permanently resides. In accordance with current Russian legislation, when changing registration, a citizen must make appropriate adjustments to the following documents for the car no later than within 10 days:

    • vehicle passport (PTS);
    • registration certificate;
    • motor third party liability insurance policy (MTPL and/or CASCO).

    This requirement is explained quite simply. The fact is that all correspondence addressed to the car owner is sent to the address specified in the STS. For example, if a traffic police inspector stopped a violator and drew up a protocol according to which the fine was not paid on time, a court summons is sent to the permanent residence address of the vehicle owner.

    Responsibility for untimely replacement of STS and problems with non-payment of fines

    If any data is untimely changed, it is considered that:

    • the car is not registered in accordance with the procedure established by law;
    • the driver does not have the necessary documents to operate the vehicle;
    • It is impossible to issue an MTPL policy.

    In accordance with current legislation, all changes must be made within 10 days. For failure to timely make changes to a motor vehicle passport, the owner may be subject to an administrative penalty in accordance with the Administrative Code (CAO).

    If the owner of a motor vehicle is an individual, then the following types of liability are provided.

    If the owner is a legal entity, then responsibility for untimely making changes to the STS rests not only with the driver, but also with the officials responsible for releasing the car on the route, and with the legal entity, since he is the owner.
