There are three types of KBM coefficient:
- Driver's KBM, which is calculated individually for him;
- Owner's KBM, which is calculated for the owner of the car;
- The calculated KBM is the one that is obtained in the final result.

The term KBM means a discount for the driver for accident-free driving or an increasing coefficient for accidents while driving, which is valid during the period when the insurance contract is valid.

- Deliberate actions of an insurance company specialist - many insurance companies deliberately do not apply the bonus-malus coefficient, expecting to receive a large sum of money from the policyholder for concluding a contract.
- Making changes to a citizen’s personal data - along with the point mentioned above, an incorrect coefficient may be reflected directly in the RSA database. In this case, it should be taken into account that the KBM in the unified RSA database is recorded according to the personal data and driver’s license number of the citizen. If the driver changes his license or last name, the old BMR does not apply to the updated data of the policyholder, and he needs to file a complaint with the insurance company in order to reissue the discount using the new personal data. Today, many people do not know that any changes must be reported to the insurance company; as a result, citizens are issued a new OSAGO policy, for which previous discounts do not apply.
- An error made by the insurer - KBM may disappear for the reason that the insurance company did not transmit information to the RSA or simply stopped issuing OSAGO policies; accordingly, such a company does not transfer the data to the RSA.

Reasons for a complaint against KBM under compulsory motor liability insurance
Sometimes insurance companies charge drivers more money than they should. There may be several reasons for this:
- The insurer does not take into account bonus-malus at all, so it obliges the client to pay compulsory motor insurance at the standard price, although the client can definitely count on a discount;
- The insurer does not take into account the KBM in full. For example, a client may receive a 15% discount, but he is only given 5%.

The driver can independently calculate the bonus-malus coefficient and check whether there is an error in calculating the cost of the policy. If a motorist discovers an error, he should contact the insurance company with which he entered into an agreement with a statement. In this application, the client has the right to demand that the insurer return part of the paid cost.
What documents will be required?
To restore the coefficient for accident-free driving, it is necessary to fill out an application for the restoration of KBM, and also attach to it a list of necessary documentation, on the basis of which a decision can be made on insurance and the level of accidents of the insured.
The list of required documents includes:
- Driver's license.
- Identification document of the complainant.
- Previous MTPL policies.
- Copies of the DL of all citizens who are included in the policy.
- Certificates from the insurance company confirming the absence of payments.
- A certificate from the traffic police confirming that the driver is accident-free for the period of interest.

Complaint against KBM under compulsory motor liability insurance to an insurance company
If the complaint is addressed to the insurance company, then it can be drawn up arbitrarily:
- Full name of the applicant, his passport details and address;
- Information about his vehicle;
- Date of contact with the insurance company;
- The date of signing the insurance contract, as well as the MTPL policy number;
- Calculation of the cost of the policy made by the client;
- The amount that the insurance company must return to the client;

A complaint can be sent to the insurance company as follows:
- By registered mail;

The bonus malus coefficient (BMC) is a system that takes into account a number of factors and reflects this in a simplified form, that is, in the form of numbers. This coefficient adjusts the contribution amount in the future, increasing or decreasing it. In order to understand exactly how it affects the final cost of the policy, let’s consider the factors on which the CBM is based.
The total amount can vary over a fairly wide range. So, KBM can increase it by 2.5 times or reduce it almost by half. It ranges from 0.5 to 2.45. This is a very significant difference. If a person has just received his license, then he is assigned class M , which corresponds to KBM = 2.45. What is this connected with? The adjustment of the class and, accordingly, the malus bonus itself is influenced by the fact whether the driver had any insurance cases, how many times he applied for compensation, and this data is taken for the validity period of the last insurance contract.
In order to calculate your bonus malus for compulsory motor liability insurance, you need to know only two criteria - the driver’s class and the number of insured events. In order to calculate how much of the contribution should come on behalf of the policyholder, you need to do the following:
- Go to the website https://www.autoins.ru/ru/osago/ and select “Calculation of the cost of OSAGO” in the column on the left.
- After this, you choose on behalf of which person the payment will be made - an individual or a legal entity.
- Place a check in the appropriate box to select the place of registration of the car - registered in a foreign country or going to the place of registration.
- If the vehicle has a trailer, then check the appropriate box.
- Select the vehicle type.
- Determine the power range of the car engine.
- Set the term of the contract.
- Car service life.
- Class.
- Region of its operation.
- Area.
- City.
- Locality.
- Indicate whether there are gross violations of the terms and conditions of car insurance.
- Indicate the number of drivers who are allowed to drive this vehicle, their experience and age.
- After this, the table below will indicate the coefficients for various factors for your case.

Drawing up a complaint against compulsory motor liability insurance in the RSA
Complaints to the RSA are accepted only on a special form, which can be downloaded from the official website of the RSA.
You also need to remember that you must include information such as:
- Full name of the applicant;
- Date of Birth;
- Driver's license number and a photocopy of it.
The complaint will be rejected if the applicant does not attach a copy of his driver's license.
In addition to the specified data, the text of the complaint must contain the following information:
- Name of the insurance company;
- Number and date of contacting the insurance company about disagreement with the applied BMR;
- Numbers of the current and previous MTPL policy;
- The essence of the appeal is to clearly describe what the applicant disagrees with and why. You can also provide links to regulations;
- Date and signature.

Can KBM disappear from the RSA database?
Indeed, for a number of reasons, KBM may disappear from the RSA database:
- If the motorist has changed his driver's license;
- If the driver has changed his last name;
- If the insurer did not provide data to the RSA at the end of the year;
- If an error was made in personal data when applying for a policy;
- If the insurance company closes.

How to correctly draw up an application for restoration of the KBM
First of all, it is necessary to establish why the KBM was lost. After this, you should make a written complaint with a request to restore the discount for accident-free driving.
The text of the appeal must contain:
- Full name of the organization to which the complaint is being sent.
- Applicant details (full name, place of residence, telephone number).
- Please make changes to the KBM in the database.
- Information about the insurance policy (series, number).
- For what reason is it necessary to make changes to the CBM (for example, provide a certificate received from the insurance company, a previously concluded insurance agreement, etc.).
- List of documentation confirming the circumstances stated in the complaint.
- The date of preparation of the document and the signature of the complainant.

Check KBM
Before filing a complaint with Rosgosstrakh, it is advisable to find out why and when the coefficient changed. Most often the reason is:
- your own forgetfulness - you forgot to notify the insurer about replacing your driver’s license;
- liquidation of the company that previously insured the car (employees did not send data to the AIS on time);
- Incorrect filling of your personal data by an RGS employee.

Time frame for consideration of the appeal on its merits
The insurer is obliged to consider a complaint regarding KBM within thirty days. The response is sent to the applicant by mail or to the email address specified in the document.
