In what cases is it required
PTS was introduced to streamline the admission of vehicles for use and to minimize fraudulent activities with vehicles.
The procedure for filling out, issuing and restoring PTS is regulated by Order of the Ministry of Internal Affairs No. 496.
In accordance with this Order, vehicle passports are issued to:
- customs authorities if the car is imported into the Russian Federation;
- manufacturers, if the transport is manufactured by Russian companies;
- State traffic inspectorate, upon receipt of duplicates of PTS.
In what cases are duplicates issued? The document is subject to restoration by the traffic police if:
- The title has been lost by the owner of the vehicle;
- the document is stolen by intruders;
- The car's passport is impossible to read. The PTS’s unsuitability for reading can be caused by any reasons, for example, the owner of the document was caught in heavy rain, as a result of which the PTS got wet;
- the document does not have enough free columns to indicate the owner’s details when changing ownership of movable property;
- after recycling the car, but provided that the vehicle was written off solely on paper (that is, the car was not actually scrapped).
In other cases, for example, when the car owner’s residential address changes, the PTS cannot be replaced. A special mark is placed in the document, which indicates a change in registration data.
Is it possible to restore a PTS without the owner?
To restore the PTS, that is, to obtain a duplicate document in the event of one of the previously mentioned cases, you must contact the traffic police department located in the region of residence of the owner of the vehicle and provide a number of documents confirming certain factors related to the procedure being performed (detailed list documents will be presented below).
PTS restoration can be carried out by:
- the owner of the car indicated in the title;
- a representative of the owner of the car, acting on the basis of a written power of attorney issued by the owner.
If the owner of the vehicle is a private person, then the power of attorney must be certified by a notary (general power of attorney).
Such a power of attorney allows you not only to restore the title, but also to perform other actions with the specified vehicle (issue compulsory motor insurance, receive insurance payments, enter into sales agreements, represent the owner in the traffic police, court and other authorities). A general power of attorney is usually issued for a period of three years.
If the owner of the vehicle is a legal entity, then the power of attorney to restore the title is issued by the head of the company.
A power of attorney from the manager does not require notarization. Unlike a general power of attorney, such a document, as a rule, is issued for the performance of one operation (in this case, obtaining a duplicate PTS) and ends immediately after the representative completes the specified procedure.
You can draw up a power of attorney yourself or with the help of car lawyers. The document must contain the following information:
- date and place of drawing up the power of attorney;
- details of the principal. If the principal is an individual, then the full name, date of birth, residential address and passport details are indicated. If the principal is a legal entity, then the document reflects: the full name and address of the company, details of the organization, full name of the manager and details of the document on the appointment of the specified manager;
- Representative details. Indicate: full name, date of birth, residential address and civil passport details;
- characteristics of the car for the actions with which the power of attorney is issued. It is enough to indicate the make, model, year of manufacture, VIN number, chassis and body numbers, details (series, number and date of issue) of the certificate of registration of the car with the traffic police;
- a list of actions that a representative can perform under this power of attorney;
- validity period of the power of attorney;
- signature of the principal. If a document is issued by a legal entity, then the document must also have the signature of a representative.
If the power of attorney is issued by the head of the organization, the document is certified by the company’s seal.
When notarizing a power of attorney, the following additional information is indicated at the bottom of the document:
- Full name of the notary;
- document number assigned during registration;
- the cost of services for performing actions by a notary;
- personal seal of a notary.

What do you need from the documents?
If the title is lost, how can I restore it without the owner of the car? At the first stage, it is necessary to prepare a number of documents that will be required when applying to the traffic police to obtain a duplicate PTS.
Such documents include:
- passport of the representative who restores the title by proxy from the owner of the movable property;
- vehicle registration certificate. The document is issued by the State Traffic Inspectorate after the vehicle is registered;
- copy or original PTS (depending on the situation). If a document is lost or stolen, but a copy has been preserved, a copy is provided. If the PTS has become unusable, there are no free columns in the document, or restoration is carried out after disposal, then the original passport is provided;
- OSAGO insurance policy. All registration actions with the State Traffic Safety Inspectorate, including obtaining a duplicate document, are carried out only if you have a compulsory car insurance policy;
- contract of sale and purchase, gift, certificate of inheritance, and so on, that is, a document on the basis of which ownership of movable property arose;
- a receipt confirming payment of the state duty. No down payment? The amount of the state duty is regulated by Article 333.33 of the Tax Code and depends on the list of actions performed.
If you only need to obtain a duplicate PTS, the fee will be 800 rubles. If, along with obtaining a duplicate, a registration certificate is required to be replaced, then the state fee is paid in the amount of 1,300 rubles.
Further, the package of documents varies depending on the reason for receiving a duplicate PTS:
- if the PTS was lost, then an explanatory note indicating the estimated time, date, place and circumstances of the loss must be attached to the specified list;
- if the PTS was stolen, then a resolution is attached to refuse (close) the criminal case in connection with the fact of theft. The document is issued at the police department;
- If the title is restored after disposal, then a certificate of disposal of the vehicle is attached.
If a document is restored in cases of lack of space or unsuitability, then no additional documents are required.

How much does it cost, what should you pay for?
The cost of restoration consists of certain payments.
According to paragraphs. 36 clause 1 of article 333.33 of the Tax Code of the Russian Federation, the cost of the duty is as follows:
- the fee itself is 800 rubles
- re-registration of documents – 1200 rubles
- for the service of replacing a car certificate – 500 rubles
If you submit an application through the State Services portal, the cost of expenses will be reduced by 30%.
Recovery procedure
PTS restoration is carried out in several stages:
- collection of documents;
- submitting a written application to the traffic police. The application can be filled out independently at the traffic police department (a sample is on the stand, and the form is issued by an employee of the organization) or online through the government services website (a form is provided that must be filled out);
- provision of a vehicle for inspection. An inspection, during which all numbered units and the individual number (VIN) are reconciled, is carried out in cases of loss, theft or restoration after disposal. In other situations, an inspection is not required;
- document verification by a traffic police inspector. During the inspection, not only the submitted documents and inspection results are verified, but also the specified data is checked against the traffic police database;
- issuance of a duplicate PTS.
Is it possible to make a document without a general power of attorney under the DCP?
The owner of the car or his legal representative can receive a duplicate PTS, but in some situations it is also possible to restore the document under the purchase and sale agreement.
The new car owner will not have problems restoring his passport if the vehicle was purchased from the state as a result of an auction for the sale of confiscated property.
In this situation, the traffic police submits:
- resolution on the collection of movable property;
- an act confirming the seizure procedure;
- document confirming the appointment of the auction;
- a document indicating the purchase of a car at auction.
In other situations, restoration of a car’s passport may be denied, but the new car owner always has the opportunity to go to court.
Thus, not only the owner of movable property, but also his legal representative can receive a duplicate PTS. In some situations, it is possible to carry out the procedure for restoring the title under a purchase and sale agreement.

Refusal to issue a duplicate
Refusal to issue a duplicate is a fairly rare occurrence. The reason for this may be operational information or guidance that the car:
- is stolen;
- is involved in an accident and fled the scene;
- was used to commit an illegal act.
In this case, the applicant needs to contact the head of the MREO with a written request, in which he must indicate his desire to receive a reasoned answer regarding the legality of the actions of officials.
The letter must be sent no later than six months from the date of receipt of the official refusal. If the appeal does not bring a satisfactory result, but the car owner is confident in the legality of his demand, then he can appeal the actions of government officials in court.

These documents, in the absence of all others or in addition to them, are not significant. This evidence is not accepted by registrars, therefore, it is impossible to restore the PTS from it.
What to do first
The absence of a PTS in hand entails many possible problems:
- Without it, you cannot renew your insurance or undergo a technical inspection;
- using a car without a title will entail a fine if a traffic police officer discovers that you do not have this important document;
- If your car is insured and you have an insured event, most likely, insurers will refuse to pay you, citing the absence of a title in the package of documents.
In addition, a lost PTS may fall into the hands of fraudsters who will not hesitate to use this important document and, for example, change the license plates to match yours on the same car, or pawn your car.
To avoid the above situations, you must immediately contact the MREO for a duplicate PTS. Having a new document in hand, you will protect yourself and avoid unpleasant moments associated with the absence of this paper.
If the PTS was stolen, you can contact the police department and file a statement of theft, but in this case, the process of collecting the necessary documents will take a long time. To speed up the receipt of a duplicate, it is better to declare to the MREO that the original was lost due to negligence, then you will receive the desired paper directly on the day of application.

- Despite the fact that the PTS does not need to be presented to the state traffic police inspector in the package of mandatory documents, it is advisable to restore the passport as soon as possible. Without this “crust”, no insurance company will enter into an agreement; it is impossible to formalize a car purchase and sale transaction, or write a power of attorney for the management of a third party.
- After receiving a duplicate document, you need to replace the STS. Otherwise, the vehicle may be legally sent to the impound lot due to inconsistency of documents.
- If the documents were stolen, then you should not contact the MREO with a false statement, especially if in the future you will have to restore not only your passport, but also your MTPL policy, STS and technical inspection card. If you lie in the hope of getting each document faster, then in reality everything may not turn out the way you wanted. In most cases, in the absence of documents due to theft, temporary forms are issued, the validity of which extends to the period of the criminal case. Required documents
To obtain a duplicate of the PTS, and this is how the restoration of this document occurs, you should collect a number of papers:
- Your passport and copy;
- vehicle registration certificate, since it will be replaced along with the PTS;
- car insurance policy;
- vehicle purchase and sale agreement or other documents confirming ownership of the vehicle for which you are seeking to obtain a duplicate title;
- a receipt for payment of 800 rubles (the state fee can be paid in advance or in the MREO building, as a rule, now all departments are equipped with machines);
- an application in which you, according to the sample, ask for a duplicate PTS to be issued in exchange for the lost original document;
- explanatory note, handwritten addressed to the head of the MREO.
Sometimes inspectors require you to provide the vehicle itself, for which you need to obtain a duplicate to replace the lost title. Employees will inspect the car, compare the data under the hood with those entered into their database, and endorse your application.

How to make a statement and explanatory note
An application for the issuance of a duplicate PTS and an explanatory note addressed to the head of the MREO are written in the prescribed form. Samples of these documents can be found:

Both the application and the explanatory note must be written strictly by hand. The application is written according to a standard template, and in the explanatory note you will indicate that:
- The original PTS was lost by you under unknown circumstances or due to negligence.
- If you find the original PTS after receiving its duplicate, you guarantee that you will immediately provide the found document to the MREO department.
Issuance procedure
- You must provide the collected documents to the inspector.
- If the inspector sends you for a technical inspection, you should drive your car to the site, where MREO employees will inspect it and issue a visa to your application. The signed paper must be taken to the inspector.
- The inspector will accept the documents for verification and, if the papers and information are in order and nothing has raised doubts among the inspection authorities, you will be called to receive a completed duplicate of the PTS.
- Having received a duplicate, you must carefully study the data entered in the document and sign in the journal, agreeing that there are no errors in the PTS.
Deadlines
If everything is in order with your documents, a duplicate will be issued to you within 1-2 hours; on average, this is how long it takes MREO employees to verify the data and issue a title on a new form. Sometimes, in case of heavy workload, MREO employees may ask you to return for a duplicate in a few days.
They may also delay the paper issuance date if they have doubts about the authenticity of the documents you provided and require additional verification. Knowing how to restore documents if lost, if you have lost your PTS and STS, is very important for every motorist.

In what cases is it required
Restoration of the title is required in a number of cases when the owner of the car cannot use the previously received document. How to pay? In such situations, he needs a duplicate, similar to the original in every way.

Taking into account the incident due to which it is necessary to restore the vehicle title, it is required to provide an explanatory note about the incident.
The applicant must provide an account of the events that led to the loss or damage of the document. If it is stolen, a decree from law enforcement agencies is required to close the criminal case.
If the document remains at the applicant’s disposal, but is no longer suitable for use (due to damage or lack of free lines), the previous PTS is attached to the package of papers.
When the PTS is restored without the owner, a general power of attorney from this person will be required; this document will be discussed below. The listed package must be submitted to the traffic police department.
After this, the institution’s employees make a decision on restoration. When no obstacles exist, such a decision is made on the same day.
If it is necessary to conduct an audit, a conclusion on the submitted papers is issued within a month.

- Order of the Ministry of Internal Affairs of the Russian Federation No. 1001 “On the procedure for registering vehicles,” adopted on November 24, 2008 in its current version.
Registration with simultaneous replacement of the title - is the previous owner needed?
Yes, we need an old owner. Damn they (gaits) learned a lot about themselves. Is it possible to restore a PTS without the owner?
Yes, restoration of a vehicle passport without an owner is allowed. This action can only be carried out by a person to whom the owner has previously granted a general power of attorney for this vehicle.
At the same time, there is a requirement that this document must be notarized.
The general power of attorney must contain the following information:
- personal data, including full name and patronymic for the principal who owns this car;
- personal data of the authorized person;
- information about the vehicle for which a general power of attorney is issued;
- a complete list of powers that are granted to the authorized person, it must be drawn up in a list, in particular, this action must be included in it - restoration of the PTS;
- admissibility of entrustment to a third party;
- date of execution of the document and its validity period;
- signatures of the parties to the agreement;
- notary's seal.
According to the purchase and sale agreement
It is possible to restore the title under the purchase and sale agreement. If this document is available, the paper discussed above is required, namely a notarized general power of attorney in the name of the applicant.
In addition to this, a photocopy of the car owner’s civil passport certified by a notary is also required.
Along with these documents, the applicant must also have:
- your own ID, including a passport or driver’s license;
- purchase and sale agreement.

The applicant is required to draw up an explanatory note in which he must set out how the rights were lost. If there is a suspicion that a document has been stolen, this should be indicated in plain text.
In this case, the restoration of the PTS will be delayed, but the compiler will protect himself against the document being used by attackers.

The applicant is required to bring the car to the site at the address indicated to him at the appointed time for an examination by traffic police specialists in order to determine the presence or absence of signs of fraud.

According to the rules, all documents that must be submitted to obtain a new PTS must be submitted to the same traffic police department where the vehicle was previously registered.
At the same time, restoration of the PTS is also associated with obtaining a new STS (registration certificate), since the latter must indicate the correct PTS number.
Is it possible to change a title without the owner under a purchase and sale agreement?
39. When registering vehicles, changing registration data, deregistering vehicles, issuing registration documents and passports of vehicles, registration plates to replace those lost or unsuitable for use in relation to vehicles produced by manufacturing organizations or imported into the territory of the Russian Federation before introduction of vehicle passports into force, except for the cases provided for in paragraph 28 of these Rules, as well as in the absence of vehicle passports for vehicles sold by trade organizations on the basis of agreements concluded with authorized military authorities, or manufactured as a single vehicle, registered departments issue vehicle passports.
If it is impossible to further use the passport due to its deterioration or filling in all its details
about a change in the ownership of a vehicle or chassis, the division of the State Traffic Inspectorate at the place of the last transaction aimed at terminating and acquiring ownership of the vehicle or chassis, instead of the used passport, issues a duplicate passport, in which, in the “Special Notes” section, records are made about previously issued passports.
