There are quite a lot of registration procedures related to vehicles, but the greatest number of questions and misunderstandings are caused by the registration of vehicles with the State Traffic Safety Inspectorate-MREO. This process cannot be called complicated, however, due to frequent innovations, even experienced motorists are confused about the requirements established by the traffic police. We will help you understand the current procedure and register your car simply, observing the requirements and regulations.

Deadlines for registering a vehicle after purchase

According to Russian legislation, 10 days are allotted for the registration procedure, during which you need to issue compulsory motor insurance, collect the appropriate set of documents and submit them to the MREO. In order to meet the specified deadlines, it is recommended to pre-register with the department by phone or on the State Services portal.

Important! If the owner does not register the car within the established time frame, then the law provides for penalties of 1,500-2,000 rubles. In addition, if the driver is stopped by the traffic police, he will pay a fine of 500-800 rubles for driving an unregistered car. For the second violation, the fine increases to 5,000 rubles, and deprivation of rights for up to three months is not excluded.

Pros and cons of registration

Identification and registration of drug abuse patients is one of the tasks that the state sets for dispensaries. Registration is for many patients protection against the danger of disease progression. The procedure provides the patient with a number of advantages:

  • If you are registered, you are exempt from military service.
  • Your free treatment is provided by qualified narcologists.
  • The patient has access to all services within the framework of the state program that this institution provides, including long-term rehabilitation.
  • When a student is registered as a drug addict, he is given the opportunity to undergo treatment without losing his place at the university; the narcologist issues him the appropriate certificate.
  • If a registered person is detained for drunk driving, he cannot be deprived of his license without the consent of the attending physician. If you regularly visit the dispensary and follow the recommendations, the narcologist will be on the patient’s side.

It would be wrong to say that there are only advantages to the setup; the accounting procedure also brings obvious inconveniences:

  • A registered dependent does not have the opportunity to obtain a driver's license.
  • During the registration period, you will not have the opportunity to work in professions with dangerous, difficult working conditions: firefighter, electrician, and so on.
  • You will not be able to pass a weapons examination from a narcologist.
  • Accordingly, you cannot work in professions where work involves carrying weapons.
  • During the registration period, if an administrative violation is committed, a person is punished in the form of a restriction in getting a job for a period of three years.

Important! If the documents for registering a car with the State Traffic Safety Inspectorate-MREO are submitted by a representative of the owner, he must provide the department employees with his passport, a power of attorney to carry out registration actions, certified by a notary.

The application must indicate the passport details of the authorized person.

How much does it cost to register a car?

For registration services at the State Traffic Safety Inspectorate-MREO, a state fee is required - a fixed payment for government services. State duties are controlled by law and are set the same amount for all regions of the country. So, for registration of a new car in any department of the MREO of your city it will cost 2850 rubles, namely:

  • 500 rubles for issuing a registration certificate
  • 350 rubles for recording data in a technical passport
  • 2000 rubles per license plate

For re-registration of a vehicle while maintaining the previous license plates, you have to pay less, 850 rubles. But when registering a used car, you may need a duplicate of the technical passport if the original is complete. A fee of 800 rubles is also charged for issuing a duplicate.

You can pay the state fee at the department during registration or in advance, at the Sberbank cash desk, at the State Services service, or via the Internet. Please note that when paying online, funds may be credited to your account immediately or within a few business days.

How to get a license if you are registered with a psychiatrist?

Driving a vehicle poses a danger to others, i.e. the car is a source of increased danger. A person, taking into account his mental state of health, may be temporarily limited in performing certain types of activities associated with sources of increased danger.

Decree of the Government of the Russian Federation dated April 28, 1993 No. 377 approved the corresponding list of medical psychiatric contraindications for carrying out, including activities that are associated with sources of increased danger.

The above list contains contraindications when you cannot drive a car, motorcycle and other types of transport.

Accordingly, if a person does not suffer from one of the diseases specified in the list, then there are no formal grounds for not issuing a license. However, in each specific situation it is necessary to more carefully study all documents, including medical ones.

Vehicle registration procedure

Changes adopted at the legislative level not so long ago significantly simplify the task of the motorist, especially when registering a used vehicle. First of all, you can undergo the procedure at any convenient MREO. In addition, today it does not take as much time as before, as a rule, no more than two hours. And if you sign up with the traffic police in advance, you can spend only one hour.

Registering a new car is different from registering a used car; here you need to obtain license plates. When registering a used car, you can keep the old plates if the former owner does not want to keep them.

Stages of registering a vehicle with the State Traffic Safety Inspectorate-MREO:

  1. Submitting an application
  2. Payment of state fees
  3. Providing a vehicle for technical inspection
  4. Submitting a package of documents for verification
  5. Issuance of a registration certificate

What is subject to verification when registering a vehicle?

A technical inspection is a mandatory part of the registration procedure. MREO employees must check the compliance of the design and technical condition of the vehicle with the safety standards established by law. The body and engine numbers are also checked with the numbers from the registration certificate. The technical inspection is carried out at a special site in the department and lasts from 15 to 30 minutes. To ensure that the inspection takes a minimum of time, prepare the car for the procedure: remove unnecessary things from the interior, clean the license plates and make sure that they are not damaged and are easy to read. If the car cannot be brought to the department for inspection, you must provide the report of the technical inspection carried out before registration. The maintenance certificate is valid for no more than 20 days.

Attention! If during the inspection traces of damage or counterfeiting of license plates of the body or components are revealed, experts will be involved in the inspection for a detailed check of the car. The owner of the car pays for the examination.

Upon completion of registration of the car with the State Traffic Safety Inspectorate-MREO of Moscow, the owner (or authorized representative) will receive the appropriate certificate, a diagnostic card issued based on the results of technical control, license plates (two plates) and all documents that were submitted.

How to register for those in need of residential premises

Registration of citizens who have a legal right to housing from the state is only within the competence of local governments. There is a special procedure for accepting citizens in need of housing. Persons who, by law, can be provided with such social housing, submit a corresponding application. Also, a citizen must have a number of necessary documents.

The application can be submitted not only at the place of residence, since a large number of low-income citizens do not have one. And this would mean that they would be deprived of their guaranteed right to housing.

If a citizen is declared incompetent, he has the opportunity to claim his rights to improve living conditions with the help of his representative. Minor citizens may exercise their right to request accommodation through their official guardian. Records for different categories of persons are kept separately.

Along with the application, the citizen is obliged to provide local authorities with a document confirming his right to housing. Acceptance of an application does not yet guarantee that a citizen is recognized as needy. Keeping records of such citizens is most often established by regulations of the constituent entities of the Russian Federation. For this purpose, Methodological Recommendations are used, which also indicate that a person must provide information about family members living with him. The application must be signed by all legally capable relatives who plan to live in the provided premises.

The application must be accompanied by a package of documents, including a marriage certificate, birth certificate, and documents confirming that the citizen is recognized as low-income. There must be an extract from the house register, from the BTI and paper that confirms the legal right to use the residential premises. Acceptance of these documents from low-income citizens is the responsibility of local authorities.

When considering the package of submitted documents, local government bodies comply with the procedure established by law and decide on the issue of registering a citizen. The law gives a period of no more than a month for this. As soon as a decision is made, the citizen is given a document confirming registration within three days. This is a so-called administrative act. In this case, the recipient is required to write a receipt confirming receipt of this document. Methodological recommendations that regulate the basic rules for registering low-income citizens should not be considered as a normative act. They are advisory only.

Where can I register a car?

The current rules allow the owner to independently choose the place to register the vehicle. The car will be registered at the owner’s registered address, but you can go through the registration procedure in any city and region. To decide where to register your car, find out which departments in your city provide registration services and choose the nearest department.

Almost all MREOs provide registration services on a first-come, first-served basis and by appointment. You can sign up for registration with the State Traffic Safety Inspectorate-MREO in advance by phone or on the State Services portal. By registering with the State Services service, you can not only sign up for MREO, but also register your car online. Please note that if you signed up for the procedure through State Services, but are late, the appointment may be rescheduled or cancelled.

What to do if you are late with the registration deadline?

Despite the constant refinement of the process of registering a vehicle, situations of crowding of people, problems with documents, and so on still arise in authorities. However, many owners are not aware of the registration time restrictions. So, if you are detained on the road and a report is drawn up, we recommend paying a fine within 20 days. This will help cut your payment amount in half. Also, if you are late with the deadlines and do not want to pay 1,500 rubles to the traffic police, you can wait 2 months and 11 days, since according to Article 4.5 of the Code of Administrative Offenses, an administrative violation cannot be issued after two months.

How to apply for State Services

Having an activated (confirmed) account on the State Services portal, you can carry out the procedure as simply and conveniently as possible. Using the service, submit an electronic application for registration, and then pick up your registration certificate at the appointed time - this is an easy way to avoid queues and save a lot of time.

To register a car with the State Traffic Safety Inspectorate-MREO online, use the following algorithm:

  1. Log in to your personal account and from the full list
  2. Fill out the electronic application, indicate your personal data and information about the car (from the registration certificate)
  3. Select the city of passage and MREO where you will come for the registration certificate
  4. Select the date and time for your personal visit
  5. Submit your application
  6. Pay the fee on the website

After processing the application, a notification will be sent to your personal account indicating the date and time of registration, and a list of documents that you need to have with you. At the specified time, visit the department, submit original documents for inspection, undergo vehicle inspection, receive registration documents and license plates.

Important! When paying state fees at State Services, the driver receives a 30% discount.

How to de-register with a narcologist?

First of all, it is worth saying that the registration procedure is not a punishment or some kind of “tag” for chemically dependent people. This is how the institution controls the process of treatment and rehabilitation, and doctors make sure that the addict has completed the full course of addiction therapy. If the symptoms of the disease go away, the registration is removed.

When a person carries out the early deregistration procedure, he loses the right to undergo free therapy. Is it possible to terminate registration at a drug treatment clinic without losing opportunities to receive help? This question can be answered if we remember the reasons for registration.

  • Alcohol abuse, development of the disease alcoholism.
  • Drunk driving, which led to arrest by traffic police.
  • Drug use, even once.

You can be deregistered in advance by conscientiously following all the doctors’ recommendations, or through the court. In the second case, it is better to do this with the help of a forensic narcologist and a lawyer, which will make it possible to quickly and competently carry out all the necessary legal procedures.

Registering a vehicle at a car dealership

You can now register a new car with the State Traffic Safety Inspectorate-MREO at a car dealership, but not in every one. Only some accredited dealerships are eligible to provide this service. This innovation is convenient for motorists, since fulfilling the requirements for registering a vehicle with the State Traffic Safety Inspectorate falls on the shoulders of representatives of the car dealership: they submit the documents themselves and receive a registration certificate. The owner of the car simply pays for the procedure and picks up the documents upon completion.

Important! When registering a car through a dealership, you can choose registration plates, since the car dealership has permission to produce license plates.
