Paid parking is already firmly established in many large cities of Russia. But some categories of citizens can leave their vehicles in such parking lots without paying a fee. Their list is fixed by law. The categories of beneficiaries include:

disabled people;
large families;
residents.

To obtain a resident parking permit, you need to prepare a set of documents and send them to the authorized body.

Who are the residents

A resident permit gives a citizen the right to park his vehicle in a paid parking area without paying a fee. Parking lots located in the area of residence are available for him.

Residents for paid parking are:

apartment owners;
tenants under a social tenancy agreement;
citizens living in office premises.

The benefit is issued for a period of one to three years. It gives you the right to park for free from 8 pm to 8 am. A resident can apply for preferential parking not only for his own car, but also for the vehicle of a permanently registered family member.

Admission to free parking is carried out according to the principle of two spaces per homeowner. That is, if the apartment is registered as shared ownership for several people, then each family member has the right to 2 residential parking spaces.

Attention: Only car owners who have no debts on car fines can apply for a parking permit at their place of residence.

When re-executing a document, the application must be submitted no earlier than 60 days before the expiration of the previous permit. In this case, the new permit comes into force from the date of expiration of the old one.

Who is eligible to receive

The law defines several categories of citizens who have the right to obtain a resident parking permit at their place of residence. Residents are persons living in the territory of a paid parking space or along its borders. These include:

home owners;
apartment tenants under a social tenancy agreement;
tenants of housing under a service rental agreement.

Attention: Tenants who rent housing under a commercial agreement can receive a document only through the owner of the apartment or by his power of attorney, executed by a notary.

Required documents

To register for residential parking, you must prepare a package of documents:

statement;
copy of the passport;
STS for a car;
rental agreement (for the tenant);
an extract from the Unified State Register or a certificate of ownership of the property.

When submitting documents through third parties, a power of attorney will be required. If the owner of the vehicle is not the sole owner of the apartment, then the consent of the other owners must be additionally submitted, which must be notarized.

What is a Resident Parking Permit?

With the help of this document, a person can use free parking in paid parking zones within the city. Use time is limited to 12 hours, from 8 pm to 8 am .

The duration of the document is limited to one, two or three years. In addition to night parking, it is possible to obtain parking from 08:00 to 20:00 . This will require a consumer fee, which varies depending on the validity period.

The cost of a resident parking permit in Moscow is:

3000 rubles – for 12 months.
6000 rubles – for 24 months.
9000 rubles – for 36 months.

To be able to park your car during the day, you will first need to obtain a general resident permit. The day seat will take effect 24 hours after payment of the selected fare.

The document can be received by:

apartment owners;
people who rent apartments through a social rental agreement;
tenants of apartments under a service lease agreement.

Citizens who belong to these categories make a request for their own cars through a rental or sublease agreement.

A prerequisite for obtaining a parking space is to have a valid registration. Another important factor for obtaining this document is the absence of unpaid fines. Obtaining occurs according to the principle: “two permits for one apartment.”

For citizens who want to get a parking space again, there is an opportunity to do this in advance - two months before the official end of the first one. In such a situation, the new document will be valid the next day after the end of the previous one.

Where to contact

There are two ways to submit documents for processing:

in the MFC;
online.

Submission of documents online is carried out on the mos.ru portal. Currently, it is not possible to register for residential parking through Gosuslugi.

Online registration

To submit an application electronically, you must log in to mos.ru. You can do this in one of the following ways:

by specifying your login and password;
through social networks;
using an account on State Services;
by digital signature.

After this, you need to go to the “Catalogue” section. The screen will display the most popular services, among which you should select “Personal transport”, and then “preferential parking permits”.

There are three services available in this category:

large families;
residents;
disabled people.

From the list provided, select “Resident Parking Permit”. The section contains several services:

decor;
alteration;
cancellation.

To obtain a permit, you need to click on the “get service” button.

On the page that opens, you must fill in all the required fields, as well as attach scanned documents, and then click “send.”

Notification of entering a vehicle into the register can be obtained in one of the following ways:

by email;
via SMS notification;
in your personal account on mos.ru.

The priority method of receiving notification is indicated when filling out the application.

How can I find out when a permit is ready and where can I view its status?

You can receive notification of entry into the register of parking permits by email, via SMS message or in your personal account on mos.ru (the most convenient method must be indicated in the application when submitting documents).

You can also receive confirmation of entry into the register in the form of a paper document, but for this you will need to additionally contact.

Information on the availability and validity period of a parking permit can be found on the Moscow Parking Space website in your personal account.

To enter the Moscow Parking website, you can use the login and password from your personal account on mos.ru.

How can a resident park around the clock?

Unfortunately, free parking in the paid parking lot is only available at night. To use the parking area 24 hours a day, you must pay for a resident parking permit. The cost of the document is determined by its validity period:

for 1 year – 3,000 rubles;
for 2 years – 6,000;
for 3 – 9,000 rub.

on the portal mos.ru;
on the website parking.mos.ru;
in the Moscow Parking mobile application;
by receipt at a bank or post office.

The mobile application is available for all iOS and Android devices. You can download it for free from the App Store or Google Play.

A receipt is issued at the MFC upon submission of the application. It can also be downloaded from parking.mos.ru. After depositing funds, you must scan the payment document and send it to E-mail [email protected] Confirmation of registration will be sent by reply letter. The 24-hour parking service for residents is activated the next day after payment is made.

Payment Methods

You need to pay for 24-hour parking near the house only after the car is included in the Unified Register. You can do this in several ways:

In your personal account parking.mos.ru. First you need to go through the registration procedure and log in to the site. Payment is available here using a bank card, e-wallet, mobile payment or online banking. You can also check your resident parking permit for readiness or track its validity period on this web resource.
On the single portal “State Services”.
Through the Moscow Parking mobile application.
Using a Sberbank terminal/ATM.
In the bank. In this case, the driver will receive a receipt for payment, where the UIN will be written - a unique accrual identifier. The full name and address of the payer are also indicated here. This data must be checked.

Cancellation of permission

Upon application by the resident, access to free parking may be revoked. This is done in the following cases:

sale of a motor vehicle;
deregistration of a real estate property;
termination of the lease agreement.

Information: Payment for 24-hour resident parking is not refunded to the car owner upon cancellation of the permit.

Suspense

At the initiative of the State Public Institution “Administrator of the Moscow Parking Space”, free parking admission may be suspended for certain reasons:

the presence of three or more debts on car fines;
violation of parking payment rules.

To renew the permit, the car owner must pay the debt within 10 days and send a written notification to the State Public Institution "AMPP".

Registration process

To register for residential parking in Moscow, you will need to collect a package of documents:

Application for Filing . It is not required for online registration.
Passport.
Vehicle documents . The main one is registration.
Housing rental agreement , or residential office rental agreement. When submitting documents for a resident permit to park the tenant's vehicle.
Extracts from the house register . Needed to prepare documents for cars that are not registered to the owner of the living space.
Court ruling , which confirms the cancellation of orders to issue fines for traffic violations and pay off parking fines in relation to the owner of the vehicle.

If the person submitting the documents is not the sole owner of the property (including a social tenancy agreement), the signatures of all registered residents under the tenancy agreement will be required to determine which owner will own the document.

Notification of receipt in paper format is made in the state. To receive notifications electronically, you must register on the website using the link.

Other categories of beneficiaries

In addition to residents, large families and people with disabilities, the following categories of citizens have the right to free parking:

WWII veterans;
participants in the defense of Moscow;
concentration camp prisoners;
owners of electric vehicles and motorcycles.

To gain access to parking, they also need to contact the MFC and submit documents entitling them to the benefit.

If desired, any car owner can easily figure out how to obtain a resident parking permit. In Moscow you can do this without leaving your home. In other cities of Russia, to submit documents, you must visit the nearest multifunctional center and submit the necessary documents.

Availability of benefits

Preferential conditions for using paid parking services apply to several categories of citizens. These include:

persons with disabilities;
large families;
WWII veterans, participants in the defense of Moscow, minor prisoners of concentration camps and other places of forced confinement, heroes of the USSR, heroes of the Russian Federation, etc.

Parking permits for disabled citizens allow them to park for free in specially designated parking spaces, which are marked with appropriate road markings. When stopping outside this space, parking fees are paid according to general conditions.

The permit is valid until the end of the month until which the disability is established. A document for disability groups I and II provides the right to 24-hour parking within the boundaries of a paid area without payment.

Thus, parking for residents in Moscow allows citizens to leave their car in the local area completely free of charge at night. If 24-hour parking is required, a relatively small annual fee is required. It should be remembered that residential parking cannot be obtained by a motorist who has expired traffic fines or has been deprived of a driver’s license.

Where to submit documents to obtain a resident parking permit

The applicant has the right to submit documents along with copies to obtain a residence permit at any Moscow MFC, in accordance with clause 2.8 of Appendix 5 to Resolution No. 289-PP.

You can also obtain a ready-made resident permit at the MFC. A resident permit in accordance with clause 2.25 of Appendix 5 to Resolution No. 289-PP is issued free of charge.

You also have the right to submit documents electronically and submit a request by filling out an interactive form on the website of state and municipal services in accordance with clause 2.9 of Appendix 5 to Resolution No. 289-PP.

Termination

Resident parking permits of the city of Moscow may cease to be valid. There are several options for the development of events. Which ones exactly? Why is the document under study capable of losing its legal effect?

The most common option is expiration of service life. A residential parking permit, as already mentioned, is issued for 12 months. If you do not renew it, then after a year the document will be invalid. And you will have to re-issue a parking permit. That is why it is recommended to worry about extending the service life of the document in advance.

Next - if the documents for the apartment lose their legality. For example, after the sale of real estate. Then you will have to re-issue a permit for a new apartment.

It is possible to suspend (temporarily) a residential parking space. This happens if a citizen has 3 or more unpaid administrative fines. Within 10 days of receiving the relevant payment notifications, you will have to pay a certain amount of money. Otherwise, your parking permit will be suspended.

Please note: the validity of the document in this case will be extended for the period of suspension. That is, if a resident parking permit was not valid for 2 weeks, then from the moment the fine is paid it will not only resume operation, but will also be extended for 14 days.
