What category of license is required to drive an ATV?

What category of license is required to drive an ATV?

It is Gostekhnadzor that is responsible for registering vehicles with PSM, so even if the driver has a driver’s license issued by the State Traffic Safety Inspectorate, he will still have to register a license for an ATV at Gostekhnadzor. The only exception is ATVs with a vehicle title. In this case, the license issued by the State Traffic Inspectorate will also be valid.

Do you need a license to drive an ATV?

First we need to look at the definition of a vehicle. An ATV is a self-propelled vehicle with the following characteristics:

  • motor vehicles with 4 wheels;
  • maximum speed exceeds 25 km/h;
  • maximum engine power no more than 15 kW;
  • weight not exceeding 400 kg or 550 kg in the case when it is planned to be used for the transportation of goods.

An ATV is an off-road vehicle not intended for use on public roads. Rights are a must!

What category of license is needed for an ATV in 2021?

Since this type of equipment is a motorized vehicle, in accordance with Art. 4 of Decree No. 796 dated July 12, 1999, to operate it you will need to have a license issued by Gostekhnadzor for a tractor driver of category “A I”.

To understand which document is needed, you should contact the PSM (self-propelled vehicle passport), which contains all the information about the ATV. Equipment with PSM falls under the competence of Gostekhnadzor, therefore, if you have the appropriate rights obtained from the State Traffic Safety Inspectorate, you will still have to obtain rights from Gostekhnadzor.

Attention! With this license you can also drive a snowmobile.

In isolated cases, ATVs have a PTS (vehicle passport). Then the license issued by the traffic police is valid for them.

Do you need a license for a 50cc ATV?

Battery-powered electric ATVs have become especially popular in the last decade. These models belong to the category of children and teenagers; they are used, as a rule, for moving over rough terrain or local areas without going onto the road. In this case, the supervisory authorities do not have any questions and registration of rights to a children’s ATV is not required.

It’s a completely different matter if the all-terrain vehicle is equipped with an internal combustion engine (ICE) with a displacement of up to 50 cubic meters. Previously, owners of such ATVs could drive onto the roadway even without a driver's license. However, the resulting increase in cases of traffic violations and accidents led to changes in the current legislation. In particular, articles 25 and 26 of Federal Law No. 196 specified a new category “M”, which regulated access to driving quadricycles and mopeds.

By the way, do not confuse the quadricycle with ATVs. These are two different types of vehicles. Their differences are as follows:

  1. The ATV is designed for off-road travel. Quadricycles travel on public roads. Often their weight is limited to 400 kg.
  2. A PSM (self-propelled vehicle passport) is issued for an ATV, while a quadricycle has a PTS (technical vehicle passport).
  3. To drive ATVs, you need a license of category “A I” or “M” (for internal combustion engines with a volume of less than 50 cm³). To drive a quadricycle, you must obtain a driver's license of category “B1” or “M” (for light quadricycles).
  4. The practical part of passing exams for the license of category “A I” is usually limited to the demonstration of skills in a training ground. When taking the “B1” category, it is mandatory to travel in the city.
  5. A driver’s license, which gives the right to drive most models of ATVs (except those with a PTS), is obtained from Gostekhnadzor, while category “B1” licenses are obtained from the State Traffic Inspectorate.

ATVs with an internal combustion engine with a volume of less than 50 cm³ are equated to light quadricycles and mopeds, so you must obtain an “M” license to drive them.

Do I need to get a driver's license for an ATV and a snowmobile?

In accordance with Government Decree No. 796, ATVs and snowmobiles are classified as off-road motor vehicles, that is, not intended for driving on public roads and having a maximum design speed of up to 50 km/h.

Therefore, to drive these types of vehicles, you must obtain a driver's license.

Not having a driver's license is an administrative offense. In accordance with Article 12.7 of the Administrative Code (CAO), the fine for lack of rights will be 5,000 - 15,000 rubles.

Do you need a license for a 125-200cc ATV?

A license is also required for an ATV with an engine with a displacement of 125-200 cm³. Everything is clear here. In this case, Gostekhnadzor or the State Traffic Inspectorate can issue a driver’s license of category “A I”. It all depends on the availability of PTS. If you do not have a driver's license to operate a vehicle, the traffic police inspector has the right to issue a fine or even tow the ATV to a parking lot.

Why an “AI” category tractor driver’s license? Again, we return to RF Regulation No. 796 dated June 12, 1999, which states that all all-terrain vehicles must be registered by the owner. And all registered vehicles require a driver's license.

And one moment. Many people confuse categories “A I” and “A1”. The first one is issued for driving mopeds, ATVs and snowmobiles. The second is needed for traveling on light motorcycles.

The need for an ATV license

Often the owners of this type of transport believe that since they only travel outside the city in forests, fields and other areas not connected with public roads, they do not need to obtain a license. What does the law say? Do you need a license to drive an ATV? Yes!

Let's figure out what kind of transport this is, which is also called an all-terrain vehicle. This is a motorized vehicle that has 4 wheels and is not intended for movement in the city or on public roads. However, even if traffic police officers stop you on a country road, they will have legal grounds to punish you in accordance with the law.

Penalty for not having a driver's license

According to the Decree of the Government of the Russian Federation dated October 23, 1993 No. 1090 “On the Rules of the Road,” the driver is required to carry with him and hand over to the police a driver’s license and documents for the vehicle.

In the absence of documentation for transport, law enforcement officials have the right to collect a fine of 500 rubles ( Article 12.3 of the Code of Administrative Offenses of the Russian Federation ).

But if you do not have a license, they have the right to punish you in accordance with the Administrative Code of the Russian Federation, Art. 12.7 part 1 . Namely, a fine of 5 thousand rubles. – 15 thousand rubles.

Requirements for those wishing to obtain a license

In the case of motor vehicles, just like with a car, there are requirements for the driver. This is stated in the Decree of the Government of the Russian Federation of July 12, 1999 N 796 ​​“On approval of the Rules for admission to driving self-propelled machines and issuing tractor operator (tractor driver) licenses”:

  • Age. At what age do you get a license to own an ATV? From the age of 16. You can complete the training earlier. But you will be able to receive your driver’s documents only after reaching this age.
  • Health. There should be no medical contraindications. There are a lot of them. Among the most common: significant visual impairment; absence or deformation of limbs; deafness and significant hearing impairment; mental illness; diseases associated with the vestibular apparatus, accompanied by dizziness and seizures; addiction to alcohol or drugs;
  • Completing training and passing exams. If you meet the requirements specified above, you must confirm your skill in driving a self-propelled vehicle by passing the appropriate exam. I'll talk more about this a little later.

ATV or quadricycle - is there a difference?

Many people confuse these two types of transport. It is important to differentiate between them to understand what type of driver's document you need. Let's try to figure out what the difference is between them.

The quadricycle resembles a small car:

  • Has 4 wheels;
  • He can move freely on public roads;
  • When you purchase it, you will be given a PTS. Therefore, you need to register it with the MREO;
  • Weight no more than 400 kg;
  • Maximum power 15 kW;
  • Engine displacement no more than 50 cm³;
  • Driving category B1 is required ( Article 25 of the Federal Law No. 92-FZ of May 7, 2013 “On Road Safety”).

Most often they have a roof, a sofa or an armchair, like in a car, and a car-type steering wheel.

Note! For a quadricycle with an engine capacity of less than 50 cm³, category M is sufficient.

An ATV has more in common with a motorcycle, despite having 4 wheels. For example, it also has a motorcycle seat and control handles. However, there are also distinctive features:

  • Intended exclusively for driving outside the city , does not have permission to travel on public roads;
  • When purchasing in person, you receive a PSM (self-propelled vehicle passport). You register it with Gostekhnadzor;
  • The AI ​​category is required (we'll talk about it in more detail below).

Fine for driving an ATV without a license in 2021

According to federal legislation, driving a vehicle without a driver's license is punishable by a fine in the amount of 5,000 to 30,000 thousand rubles (Article 12.7, Part 1 of the Administrative Code).


Where can I get a license for an ATV?

The driver’s lack of documents for the ATV, including confirmation of its state registration, is a gross violation and may lead to the seizure of the vehicle and its placement in a impound lot.

Category of license for an ATV

There is no separate category for driving an all-terrain vehicle. But as I said, to legally drive this vehicle you need an AI (A1) license.

But keep in mind that this is not a category for an ATV in the new license, as many might think if they look at the form of the new document and see such a column there. Here everything is much more complicated.

Since you do not have a title issued by the MREO, but a PSM issued by Gostekhnadzor, we are talking about a self-propelled vehicle. But here everything is regulated by a completely different legal act - Decree of the Government of the Russian Federation dated July 12, 1999 No. 796 “On approval of admission to driving self-propelled machines and issuing tractor operator (tractor operator) licenses.”

What driver documents are needed? If you think about it, from the name of the resolution it becomes clear that you need a tractor driver’s license. It is this document with the AI ​​category that grants the right to drive an off-road motor vehicle.

Requirements for ATV drivers

Clause 11 of the RF PP No. 796 dated June 12, 1999 sets out the basic requirements for applicants for a driver’s license.

Only persons are allowed to take the exams:

  • over 16 years of age;
  • have successfully passed a medical examination;
  • who have completed professional training in all-terrain vehicle driving courses.

If any of these conditions are not met, the applicant will not be allowed to take the exams.

List of documents

To obtain a driver's license, the applicant must prepare the following list of documents:

  1. Application on your own behalf for the issuance of a driver's license.
  2. Passport.
  3. Certificate of completion of a medical examination (confirming admission to exams).
  4. Driver's license of other categories (if available).
  5. Receipt for payment of state duty.
  6. Two photographs on 3x4 matte paper.

An applicant may be denied a medical certificate if he is diagnosed with the following diseases:

  • endocrine disorders;
  • epilepsy;
  • motor dysfunctions;
  • hepatitis;
  • mental disorders;
  • hearing and vision impairment;
  • alcohol and drug addiction.

When paying the state fee, you must decide in advance on the type of license form. A driver's license issued on paper will cost 500 rubles, and on a plastic form – 2,000 rubles.

Driver requirements

Having found out whether you need a license to drive an ATV or a snowmobile, and at what age you can learn to operate this equipment, it would be a good idea to consider the list of mandatory requirements for candidates. It consists of the following points:

  • Citizens applying for a temporary residence permit must be at least 16 years old (teenagers will not be allowed to take the exams even if they have good preparation);
  • A motorist receiving a category A1 certificate must have a satisfactory state of health, as evidenced by the received medical certificate (this document must be signed by four main doctors: an ophthalmologist, a therapist, a psychiatrist and a narcologist. In the absence of at least one specialist from the list, the traffic police will refuse in issuing a driver's license);
  • A candidate applying to drive an ATV or snowstorm must have appropriate theoretical and practical skills, as evidenced by an extract from a driving school (this is especially true for people studying to drive a cargo snowmobile).

Knowing what category of license is needed for an ATV and Buran, as well as the list of mandatory requirements for the driver, a citizen can safely contact the nearest traffic police department in his city to obtain an A1 certificate.

How is the exam going?

There are two ways to register for the exam:

  • Contact the State Technical Supervision Authority at your place of registration or residence in person.
  • Submit an online application through the State Services portal.

In the latter case, a receipt for payment of the fee and an invitation to the exam are sent to the user’s personal account. Even before the exam, you must provide the inspection with original documents and 2 photographs.

The exam takes place in accordance with the pre-approved schedule. Within the prescribed period, the applicant brings a passport and a certificate of medical examination.


Exam

The exam for obtaining a license to drive an ATV takes place in two stages: theoretical and practical. At the first stage, it is checked how the candidate has mastered the theory, namely:

  • basics of safe vehicle control;
  • Traffic Laws;
  • the influence of factors (risks) that provoke emergency situations, as well as their consequences and ways to prevent them;
  • design features of self-propelled vehicles;
  • rules for providing first aid in cases of road accidents;
  • types of administrative, criminal and other liability for traffic violations.

The exam card contains 28 questions. Of these, 8 questions relate to the topic “Basics of operating a self-propelled vehicle,” the remaining 20 to traffic rules, first aid and the design of an all-terrain vehicle. You are allowed to make one mistake in the first part and no more than two in the second. Moreover, if you fail the exam, you are allowed to retake it no earlier than 2 weeks later.

If the candidate has a valid driver's license, there is no need to take the theory test. An unsatisfactory grade in the theoretical part does not allow the candidate to take the internship.

The practical part of the exam to obtain a driving license is sometimes carried out in two stages. First at the training ground, then in real traffic conditions. The candidate must consistently follow all the instructor’s commands and demonstrate to him the skills of maneuvering, reversing, climbing, braking and “snake”.

Where and how to get a license for an ATV

How to get a license for an ATV? Very simple! You must be over 16 years old, meet medical requirements, undergo training in an organization that has the appropriate programs and equipment, and pass an exam to obtain a tractor driver's license.

The presence of category A or B in a driver’s license issued later than December 31, 1999 does not affect the receipt of a tractor driver’s license. Everyone who wants to drive an ATV undergoes the same procedure, regardless of the open categories in the certificate received from the traffic police.

Clause 39 of the Order of the Ministry of Agriculture and Food of the Russian Federation dated November 29, 1999 N 80739 states that persons who have a driver’s license for the right to drive vehicles of category “A”, issued before January 1, 2000, are affixed to the certificate of the tractor driver (tractor operator). permitting without passing exams.

Whether you have to undergo training or not depends only on you. Gostekhnadhor, unlike the State Traffic Safety Inspectorate, provides freedom of choice in this matter:

  • You can undergo training at Gostekhnadzor or at one of the sites where it is possible to obtain a tractor driver’s license. Regular driving schools do not have programs or permission to train tractor drivers. The course here is not as long as the classic period of learning to drive a car - from 2 weeks to 1.5 months. However, if you already have permission to operate any other self-propelled vehicle, then the theoretical lessons can be shortened by undergoing retraining rather than training;
  • You can study the theoretical foundations and prepare to take the practical part on your own . It is also possible, when taking an external exam, to pay only for practical hours of classes (as many as required). It's better to take them. Now I'll tell you why.

Exam

To be admitted to the exam, you must submit the following documents to the Gostekhnadzor inspector:

  • Statement;
  • Passport;
  • Medical certificate confirming the ability to drive a self-propelled vehicle;
  • Receipt of payment of the state duty (500 rubles for a tractor driver’s license on a paper basis, 2 thousand rubles for a plastic one);
  • 2 photos;
  • A certificate of another type for driving self-propelled vehicles (if any);
  • Driver's license (if available).

The test process is similar to obtaining a driver's license. It consists of a theoretical and practical part. If you don't pass the theory, you won't be allowed to practice.

Theoretical part:

  • 8 questions on the safety of operating a self-propelled vehicle . 1 error allowed;
  • 20 questions on traffic rules . 2 errors are allowed. If you have a Russian driver's license for any type of transport, you are exempt from this part of the exam.

The practical part involves performing a set of exercises and tasks on the site: control inspection, starting off, turning, making a snake, driving in reverse, driving into the garage. A more detailed description of the exam methodology and diagram can be seen in the photograph.

Now think about it, will you really be able to cope with this without mistakes if you don’t take at least one practical lesson on the site? The inspector may interrupt the exam at the very beginning and send you to retake it a week later if, for example, you forget to indicate with your hand that you are starting to move.

Driving license category "B"

If you have a category “B” license, the owner of an ATV can only drive it if the engine displacement is limited to 50 cubic meters. In other cases, the driver is required to have a category “A I” driver’s license. To obtain it, the candidate only needs to pass the practical part of the exam and undergo a medical examination.

To summarize, it is worth noting: firstly, ATVs belong to the class of self-propelled vehicles, are registered with Gostekhnadzor and their operation requires obtaining an “AI” category driver’s license. Secondly, a license for an electric ATV with an engine less than 50 cc is not needed. But only on the condition that it is not used on public roads.

Driving on ATVs without a license or vehicle registration is punishable by heavy fines and the removal of equipment to an impound lot. Therefore, before purchasing a reliable steel friend, it is worth finding out all its technical characteristics and the resulting nuances of vehicle design.

What do you need to get a license to drive an ATV?

Applicants are subject to standard requirements. In order to obtain admission to the test, the future driver must be at least 16 years old. In addition, the candidate must undergo examination at an official medical institution. The certificate must indicate that you are allowed to drive vehicles, self-propelled machines and other equipment.

After this, the future all-terrain vehicle driver must undergo appropriate theoretical training.

Healthy! To obtain a license of category A1, self-training is also allowed.

At the exam for category A1, the candidate must pass the following “tests”:

  • pass a test on knowledge of safety rules when operating an ATV;
  • pass a traffic knowledge test (general rules);
  • pass a practical test, which is carried out in a closed area (the route is similar to urban conditions).

Upon successful passing of the exam, the candidate receives a certificate (valid for 10 years), after which he can drive an ATV.
