How are duplicates different from originals?

The duplicate PTS has virtually no differences from the original. Even though it says “Duplicate” right on the first page, it completely replaces the original. Moreover, upon receipt of a duplicate, the original loses its legal force. As for the external differences, they are minimal, but easily noticeable. In addition to the direct inscription on the front side, the “special marks” indicate the reason for replacing the vehicle title. Another important difference is the new car ownership count. A duplicate passport will not show the entire sales history of the car, but you can find it out by contacting the traffic police department with it.

What documents are needed to obtain a new PTS?

Officially, the package of documents for obtaining a duplicate PTS is quite small:

  • owner's passport;
  • application for a duplicate;
  • receipt of payment of duty.

However, in practice, traffic police officers may also require some other documents, for example, an explanatory note addressed to the head of the State Traffic Safety Inspectorate (indicating the reason for receiving a duplicate), compulsory motor liability insurance, STS, DKP or another document confirming ownership of the car. The more complete the package of documents, the less chance of getting a refusal.

List of documents for registration of a duplicate

To quickly obtain a duplicate PTS, you must prepare the following package of documents:

  1. Compiled application form for obtaining a duplicate PTS.
  2. Personal passport.
  3. Vehicle registration certificate.
  4. Documents confirming the purchase of the car. This could be a car purchase and sale agreement, if it has been preserved.
  5. Donation agreement (if the car is donated).
  6. An MTPL insurance policy that has not yet expired.
  7. Receipt for payment of state duty.
  8. Explanation in case you have lost the document.

Let's look at how to correctly draw up an application to receive a PTS from the traffic police. The following information is required:

  1. To whom the application is being submitted. Usually the head of the application indicates the head of the traffic police MREO.
  2. Information about yourself: last name, first name, patronymic, passport details, telephone numbers, registration address and place of residence.
  3. Reason for application: request for registration and issuance of a duplicate PTS (indicate the reason for receiving the duplicate).
  4. Vehicle information: make, model, year of manufacture, date of purchase, VIN number. If the car was purchased abroad, then indicate the date it arrived in Russia.
  5. At the end of the application, list the attached documents.
  6. Put the date and your signature indicating your last name and initials.

How much does it cost to re-issue a title?

There is no penalty for the loss of a PTS, as, for example, for the loss of a civil passport. However, you will still have to pay when re-registering. To obtain a duplicate PTS you need to pay a fee of 800 rubles. (560 rubles when registering through State Services and paying via the Internet). Also, when replacing the PTS, you will have to reissue the vehicle registration certificate: you will also have to pay for this - 500 rubles. When obtaining a duplicate passport for a car, you will need to pay two fees. You can find out in advance how much they cost.

  • The first payment is made for issuing a new vehicle document and is 800 rubles.
  • The second payment is made for obtaining an updated car registration certificate and is 300 rubles.

The issuance of this paper is mandatory, since it will be necessary to change the vehicle passport data in the STS.

Registration deadlines

Officially, the period for obtaining a new PTS is 30 days, but in practice you have to wait much less. Typically, the PTS can be picked up within the next few business days. The situation is different when the vehicle title has been stolen, since in addition to visiting the traffic police, the driver has to write a statement to the police department and wait for a decision on the case. This can delay the process for several weeks or even a month, and the thief will most likely never be found. That is why car owners who suspect that their title has been stolen still take risks and write that they themselves are to blame for the loss of the document.

Step-by-step instructions for obtaining a duplicate from the traffic police

You can apply for a new PTS in 2 ways: through State Services or visiting a branch. To quickly and easily obtain a PTS at the branch, you must act in accordance with the following instructions:

  1. Firstly, it is necessary to collect as complete a package of documents as possible. You can pay the fee before visiting the branch (the main thing is to indicate the details correctly). You can also draw up an application and an explanatory note in advance, but it is easier to do this at the department using the samples provided by the State Traffic Inspectorate employees. You should also have your own paper and pen with you, just in case.
  2. Having arrived at the department, you need to find out the desired office at the reception and take a queue (if the department is equipped with an electronic queuing system, you need to take a coupon with a number).
  3. The car can be placed on the vehicle inspection site in advance. Perhaps the inspector will not have any suspicions and the inspection of the vehicle will be skipped, but it is better to park the car nearby in advance so as not to waste time on this later.
  4. If all the documents are in order, next time you will only have to visit the branch to receive your documents: a duplicate vehicle passport and a new registration certificate.

However, this process can be made even easier if you arrange for a duplicate through State Services. So you will only have to visit the branch once - to receive ready-made documents. The application is submitted online, there is no need to carry documents (it is enough to enter some data they contain), and fees are paid through Internet banking or e-wallets.

Issuance of a duplicate PTS if lost

Loss is the most common reason for re-registration of PTS. In this case, recovery usually does not take much time: 1-3 days. However, before going to the traffic police, you should carefully look for the original in all places where it may be. And the problem is not even that you will have to pay a fee for re-registration. The problem is that selling a car with a duplicate title will be more difficult: you may have to reduce the price to find buyers. Issuance of a copy of the PTS in case of theft

If a document is stolen, the process of obtaining a duplicate will be much more difficult and longer. Before contacting the traffic police, the owner will have to write a statement of theft at the police station. Based on this application, a criminal case will be opened, and it will be possible to apply for a duplicate only when the case is closed.

Registration of a duplicate PTS for the heir

If the car was inherited, but the title was lost, then the heir will have to deal with obtaining a duplicate himself. Within 10 days after entering into inheritance, he can drive a car without STS and OSAGO, but then he will receive a fine. To obtain a certificate and insurance, he will have to obtain a new vehicle title. To do this, he will need documents proving receipt of ownership, as well as documents necessary to register the car.

Duplicate title for trailer

Not all motorists know that trailers also need to have a title. If it was lost, then the process of obtaining a duplicate is no different from what is used to obtain a duplicate for a regular car. If the trailer was purchased without a title, then problems will arise when registering it. You will be able to obtain a title with the help of a dealer who sells these trailers. However, in order to avoid problems and difficulties, you should not buy trailers without a vehicle passport.

What documents are needed?

As mentioned above, to obtain a new passport for a car you will need to visit the traffic police department or go to the State Services website. To obtain the fastest and most productive results, you will need to provide service employees with a certain package of documents:

  • A certificate certifying the applicant's right to own a specific vehicle.
  • Identification. Usually this role is played by a citizen’s passport, but you can use any other government-issued document that can be used to identify the owner of the vehicle.
  • Compulsory motor vehicle liability insurance policy.
  • Contract of sale. Any other document proving that the car was purchased by the owner will do. If an authorized person applies, he must present a general power of attorney from the owner. Only under this condition will he be able to obtain documents for the car and register it.
  • Explanatory statement.
    When filling it out, an appeal is drawn up to the head of the MREO, indicating that the car was lost or damaged. The document indicates all the important facts and details associated with the loss or damage of the vehicle passport. Plus, in a written request, the owner confirms that if a lost PTS is discovered, he undertakes to return it to the MREO department that issued the duplicate.
  • An application drawn up in accordance with the regulations.
    The main difference is that it must be filled out strictly in accordance with the established form, and also have no errors or blots. If the applicant does not have the required skills or language knowledge, traffic police officers will help him fill out the document.
  • Application for a duplicate. This paper is drawn up not by the owner of the car, but by his authorized representative. Additionally, a power of attorney is attached to it, thanks to which a third party has the right to carry out transactions in relation to the vehicle.

What to do if your PTS renewal is refused?

In case of refusal, the driver has the right to demand a written explanation of the reason from the inspector. This refusal must be issued as a full-fledged document: have a title, number and signature. If the reason for the refusal is legitimate, then it is obvious that in order to receive a PTS, something will have to be corrected, for example, to pay off the debt due to which the FSSP has imposed restrictions. If the refusal is unmotivated or unlawful, then the driver can file a complaint with the head of the traffic police department, or even with the prosecutor’s office (sometimes just the mention of this forces unscrupulous inspectors to accept the documents). If the matter does come to the point of a complaint, then the evidence in the case may be the same written refusal or a video recording of the dialogue with the inspector (a traffic police officer on duty does not have the right to prohibit filming it).

What to do if a replacement is refused?

Situations where an application to replace a PTS is left unfulfilled are not uncommon. Therefore, when faced with such actions by traffic police officers, it is necessary to obtain an official refusal, which can later be appealed in court or by contacting a higher official.

Reasons for refusal

Citizens' demands are not always met. The provision of a duplicate PTS may be refused in the following cases:

  • there is a suspicion of car theft;
  • the car cannot be registered due to violations of the requirements of current legislation;
  • there is a suspicion that the car is wanted;
  • an incomplete package of documents was provided;
  • the state duty was not paid, or funds were transferred using incorrect details.

Actions in case of refusal to issue a duplicate PTS

If the traffic police officer did not provide the PTS, you must request a written refusal, which records the reasons for the decision. Based on the paper, the citizen has the right to re-collect the necessary documents and write a complaint. It is sent to the head of the MREO.
