What types of cars are not subject to registration, and for which it is required?
According to Decree of the Government of the Russian Federation No. 938, vehicles are subject to registration if:
- Vehicle engine capacity is more than 50 cubic meters. cm.;
- The maximum achievable power of the electric motor is more than 4 kW.
If the engine capacity is less than 50 cc. cm or ATV is intended for children, registration is not required. Control of ATVs and similar vehicles is carried out by Gostekhnadzor specialists and traffic police inspectors. Raids are carried out by the relevant authorities not only on public roads, but also on country and forest roads.
In case of a stop, the inspector is obliged to check the documents and, if the vehicle is not registered, issue a fine in accordance with Article 12.1 of the Administrative Code from 500 to 800 rubles. In case of repeated violation, the ATV driver will be deprived of his driving license for a period of 1 to 3 months.
For violation of state registration rules under Art. 19.22 an administrative penalty should be imposed in the amount of 1.5-2 thousand rubles for individuals and 5-10 thousand for legal entities. For the absence of a vehicle registration certificate, the traffic inspector has the right to detain the ATV and evacuate it to a special parking lot.
Where is a vehicle registered?
Vehicle registration occurs in accordance with Order No. 605 of the Ministry of Internal Affairs of Russia. Depending on what document the owner has in his hands, registration is carried out at the traffic police department or the State Technical Supervision Authority.
Registration takes place at the State Traffic Safety Inspectorate if the driver has a vehicle passport (PTS). An ATV is a self-propelled vehicle, so the owner has one of the main documents for transport is a self-propelled vehicle passport (PSM).
Gostekhnadzor registers only self-propelled vehicles. This vehicle cannot be driven on roads intended for public use. To register the equipment, you should contact the Gostekhnadzor department at your place of residence, having in hand the passport of the self-propelled vehicle. Read about how self-propelled vehicles are deregistered from Gostekhnadzor and when it needs to be done here.

Registration of an ATV with Gostekhnadzor, registration of an all-terrain vehicle
When buying an all-terrain vehicle, an all-terrain vehicle, or, as they say in everyday life, an ATV, the owner mistakenly assumes that it is not necessary to register it with the state. Running an ATV can be costly for the owner when it is stopped by traffic police or Gostekhnadzor employees. After this, everyone asks the question: “How to register a quad?”
The cost of services for registering an ATV at Gostekhnadzor is from 4,000 rubles
Why and where do you need to register ATVs?
All types of ATVs, and even more so buggies, are classified as high-risk vehicles, like cars and motorcycles, even though they are not intended for travel on public roads. Registration of an all-terrain vehicle must be carried out in the same way as a motorcycle, but not with the State Traffic Safety Inspectorate, but with the State Technical Inspectorate for Supervision of the Technical Condition of Self-Propelled Vehicles - Gostekhnadzor. Instead of a PTS, the ATV has a PSM - a passport for a self-propelled vehicle.
Only ATVs whose engine power, according to the self-propelled vehicle passport, is less than 4 kW, are not subject to registration.
Such standards were established by Decree of the Government of the Russian Federation dated August 12, 1994 No. 938 “On the state registration of motor vehicles ...”, as well as the Rules for the state registration of tractors, self-propelled road-building and other machines ...” approved by the Ministry of Agriculture and Food of the Russian Federation on January 16, 1995.
Government authorities vigilantly monitor compliance with the above legislative and regulatory standards. In many Russian cities, including St. Petersburg, Moscow and their regions, off-road police units have been created. Like mounted government officials, the “quad police” are intended to perform official duties in areas not intended for vehicle traffic.
What benefits will registering an ATV with Gostekhnadzor bring?

- It is easy to restore documents if they are lost;
- It is a confirmation of ownership in the event of the theft of an ATV or forgery of documents for a similar make or model of an ATV.
Unregistered equipment is highly exposed to the risk of theft, since issuing a duplicate PSM for such an ATV is not difficult. All you need is equipment, the original VIN number (factory), and an ownership agreement, which will not be checked unless necessary.

- MTPL policy if the speed of the quad is more than 20 km/h (see PSM);
- Sales and purchase agreement and transfer acceptance certificate (TORG 12, OS1, etc.), with all attachments, including powers of attorney for the signatories;

Features of the procedure for different cases
Depending on certain factors and technical conditions, there are some features of registering an ATV.
Where to contact - Gostekhnadzor or the traffic police?
The procedure for registering an ATV is not significantly different. You just have to understand that the registration and operation of self-propelled vehicles is carried out by the Gostekhnadzor authorities, and you need to contact the traffic police if the ATV was assembled yourself. At the state traffic inspectorate, a homemade ATV will go through a series of examinations.
What to do with a homemade vehicle?
Registering a homemade self-propelled vehicle becomes significantly more complicated.
- First, you need to go to the MREO and confirm that the ATV was indeed assembled independently, and all spare parts and components were purchased legally.
As evidence, it is worth presenting the purchase and sale agreement for the car on the basis of which the ATV was assembled, and the paper deregistering the vehicle. In their absence, the owner draws up a corresponding application in any form. The process of assembling the equipment itself should be captured with photographs. - Based on the opinion of the MREO expert, a decision will be issued on the absence of identification license plates. It is sent to a forensic examination along with a passport of a citizen of the Russian Federation, an expert opinion, a document from a criminologist of the MREO, where, as a result, a referral to the traffic police is issued. This body will award and fill in the missing numbers.
- Next, the owner of the ATV goes to the MREO with all the documents for vehicle registration, where he will receive an STS indicating the make of the vehicle “Homemade” and state license plates.
Do I need to register a used car?
When registering a used ATV, a state technical inspection is required.
Advantages and disadvantages of registering through State Services
After purchasing an ATV, you must register it with the traffic police.
The portal was created in 2009, and the range of services that can be obtained without leaving your home expands every year. This gave vehicle owners the opportunity to register their iron horse without spending the whole day in line and collecting documents.
Like any site, the portal has strengths and weaknesses that you should know about before choosing a registration method.
When paying the fee online, the user receives a discount of up to 30%
Advantages:
- The necessary documents are collected in one storage, the risk of losing data is reduced to zero.
- Possibility to choose the day and time of your visit to the State Traffic Inspectorate. There is no need to take a day off or adjust your weekly plans to the day you visit the traffic police. The portal user can choose the time, date and specific department that is convenient for him.
- Service time is reduced, since traffic police officers primarily service electronic applications.
- When paying the fee online, the user receives a discount of up to 30%.
The correctness of filling out documents can be kept under control independently; before sending, you must carefully check all the data.
Registration of an ATV through State Services allows the user to control the correctness of filling out documents. When registering through a branch, there is a high probability of an error in spelling the name or brand of the ATV. Correction may take several weeks. Therefore, for many owners, filling them out on their own saves them unnecessary hassle.
There are several disadvantages to using the Gosuslug portal to register an ATV:
- If the user is not registered or the citizen’s basic data is not uploaded to the site, it will take some time to enter and confirm the information.
- The State Services portal is not sufficiently integrated with regional traffic police services, that is, the state resource offers more services than the local one.
The service is available only to citizens registered with the State Services
. In addition to the problems of accessing your personal account, you need to remember that you cannot obtain a vehicle license electronically; it is issued at the State Traffic Inspectorate office.
Is it possible to submit an application through the State Services portal?
It is not always possible to find time to visit Gostekhnadzor to register vehicles. In this case, the owner of the ATV can submit an application through the online portal “Gosuslugi”, but it is worth understanding that you still need to come to Gostekhnadzor for a technical inspection.
- To use the service, you should find, “Registration of new equipment and deregistration.” They are located in the “Services” section. Personal transport. Self-propelled equipment."
- The owner of the vehicle must fill out the necessary applications and attach photocopies of documents.
- You need to come to Gostekhnadzor only to receive completed documents and to undergo technical inspection. The time and date of visiting the registration authority will appear the next day after the application is submitted; the provision of the service will take no more than 5 working days.
How to do this through the MFC?
It will not be possible to fully register an ATV at the MFC in the same way as through government services - the owner of the vehicle must still visit Gostekhnadzor.
To register through the MFC, a citizen must complete the following steps:
- contact the MFC at your place of residence;
- provide original documents;
- fill out the form and sign the application;
- obtain information about the date and place of inspection of the ATV.
After the technical inspection, the citizen will receive:
- self-propelled vehicle passport;
- vehicle registration certificate;
- registration plates.
The website contains information about registering self-propelled vehicles and the nuances for snowmobiles. Also read about how self-propelled vehicles are deregistered from Gostekhnadzor and when it needs to be done.
Why is registration of ATVs and snowmobiles required?
- Firstly, this is necessary in order to assign specific equipment to a specific owner - an individual or legal entity. Therefore, in the event of theft or loss, if the car is found, it will be possible to identify the owner and return the property to him (“quad” or “snowball”).
- Secondly, this is also an element of state control over the movement of these vehicles, when snowmobiles and ATVs are sold (transferred) from one person to another.
- Thirdly, this is a purely technical (statistical) moment when the state takes into account the number of snowmobiles or ATVs available in civilian circulation. Accordingly, records are maintained by Gostekhnadzor.
- Fourthly, registering snowmobiles or ATVs involves paying state fees for registration of equipment and transport tax in accordance with the Tax Code of the Russian Federation. Therefore, this is a replenishment of the state treasury through taxes and fees.
To carry out registration actions, you will need to collect a set of certain documents, pay state fees, issue a compulsory motor liability insurance policy, and, if necessary, present the snowmobile or ATV itself for inspection to a state technical inspection inspector, i.e. This is a considerable investment of time and effort.
To save your time and help you avoid pitfalls that you may encounter when registering your equipment, we suggest you contact our specialists.
