There is no room in the title for the new owner of the car, what should I do?

What is PTS and what is it intended for?

PTS stands for technical equipment passport. It is mandatory for each vehicle. Without this document, the car should not be allowed on the road. The PTS details are used to control vehicles imported into the Russian Federation. The absence of an original passport creates problems when selling stolen cars, which minimizes the number of thefts.

Ask a Question

The procedure for filling out the PTS occurs in the following order:

  • The first information entered into the passport is done by the manufacturer, who is considered the first owner of the car.
  • When crossing the border, the customs service makes the appropriate marks in the PTS of imported cars.
  • The following entry is made in the dealer’s showroom, since at the time of sale of the car, ownership passes to him.
  • Information on the following buyers is entered in order of priority.

Making a record of the owner is mandatory, otherwise driving a car is considered an offence. If he is stopped by a traffic police officer, a fine will be issued. An exception is the situation of driving a car with a power of attorney, drawn up in the form established by law.

Why does the vehicle title run out of space for the new owner of the car?

The PTS has only 6 sections for entering information about the car owners. The first column can be filled in by the manufacturing plant. Then the details of the dealer who sells the car can be entered. As a result, by the time the vehicle reaches the real car owner, 2 columns can already be filled in.

A citizen has the right to sell a vehicle. Frequent changes of car owners, regardless of the reasons, speed up the filling of the vehicle title. As a result, the sixth owner of the car will be faced with the fact that there is no room in the title for a new owner. As a result, you will have to reissue the document.

How many seats are available?

The passport form is standard for all cars. It is possible to enter data for only 6 owners. When the space for entries in the PTS runs out, the document must be replaced.

Important! Information can be entered into the PTS even if the owner does not change. For example, a citizen changed his full name. or place of registration. Changes in such important details as the engine or a change in body paint color also result in the appearance of new entries.

It is worth noting that the law does not establish an obligation to make entries in order. For example, if after the 3rd entry the owner was entered, skipping a few lines, in place 5 of the entry, then the subsequent entry is made in the 4th place. The document cannot be replaced as long as it contains empty lines for recording.

The place in the title has run out, there is nowhere to enter the new owner, the solution to the problem is video:

Replacing PTS if there is no space

An example of a PTS where the lines ended

After selling cars, it is worth taking into account the availability of free lines in the passport. If there are none, then you need to order another document.

What is needed for this:

  1. The vehicle title is the main thing that needs to be submitted.
  2. Contracts for the purchase of a technical vehicle.

The original document, as stated earlier, has six fields. When purchasing a new car, two lines are filled in, which include the following information:

  1. From the direct manufacturer or from customs.
  2. From the manufacturer's official dealer.

When purchasing a vehicle, even though the purchase was made on the secondary market, half of the available fields will be filled in in the passport.

This includes information not only about the change of owners, but also:

  1. If the car has a different owner, then you should definitely rewrite the given surname and initials.
  2. It is also necessary to update information about repairs, that is, replacement of engines, bodywork and colors.

An example can be given on this topic: a woman purchased a car on the secondary market. The title already contained records of vehicle purchases and sales. Then she decided to repaint the car pink. It turns out that you need to make an entry in your passport again.

Replacement if there is no space

If the owner, whose data is entered in the sixth column of the PTS, does not plan to sell the car, then he uses a fully completed PTS. It will only have to be changed during subsequent sales or donation transactions. In some cases, during a sale, an agreement is concluded between the buyer and the seller that a new passport, instead of a completely filled one, will be issued to the buyer.

In addition to personal application, the car owner has the opportunity to replace his passport through the State Services portal. Authorized users can make an appointment with the traffic police for a specific time or submit an electronic application.

To do this, follow the following algorithm:

  • Choose vehicle registration services.
  • They move on to a group of services that includes replacing the PTS to replace an unusable one.
  • When registering, the type of service is electronic, after which an application is filled out electronically.
  • The application is sent, after which a receipt for payment of the fee is generated. If you deposit funds through the site’s system, you can get a 30% discount. When paying by bank transfer through terminals, the duty amount is charged at 100%.
  • At the selected time by appointment, the applicant brings to the inspection a package of documents and an application printed from the website. If necessary, the vehicle is inspected.
  • After the inspector verifies the documents, a new title will be issued.

The advantage of using the portal is the ability to minimize the waiting time for an appointment, since the applicant is given a specific time.

Characteristics of the document

First of all, you need to remember what PTS is. This is the technical passport of the vehicle. A document that is actually an analogue of a citizen’s identity card.

The procedure for obtaining a new PTS

The registration certificate contains information about the car, as well as about the owners of the vehicle. For the latter, 6 blocks are allocated. And under certain circumstances they can end. For example, when a vehicle is often resold.

Replacement before selling the car

When selling a car, the fact of transfer of ownership is necessarily reflected in the title. But if there is no space left in it, then the owner is advised to first replace the passport and then sell the car. If the re-registration has not been completed, then it is better for the seller and buyer to go to the traffic police together. The decision on who should bear the cost of paying the state duty is made by agreement.

Ask a Question

It is not established by law who should replace the title: the seller or the buyer. Therefore, if the new owner does this without the old owner, they cannot refuse him. If the application is correctly drawn up and a complete set of documents is available, re-registration does not require much time. Simultaneously with the application for replacement of the PTS, it is possible to submit applications for deletion and new registration.

Remote access

If there is no space left on the PTS, where should I enter information about the new owners of the property? In the new technical passport. It is best to request this document from the previous owners of the car.

If desired, you can achieve the desired result remotely. To do this, a person must register on the GosGosVozhdenie website.

  • Click on the line labeled “Change registration data.”
  • Click on the hyperlink “Obtaining a registration certificate to replace an unsuitable one...”.
  • Click on the inscription “Receive”.
  • Indicate the requested data in the electronic form that appears. Usually you need to register information about the car and the current owner of the movable object.
  • Select a place to receive final documents. If possible, note the date and time of the visit to the authorized body.
  • Agree to the rules for using “State Services” for remote services.
  • Click on the “Send request” button.
  • But that is not all. The main part of the operation is completed. There remains one more very important point: for filing an application for a replacement registration certificate through GosGosGosulugami, you will have to pay special attention to paying the state fee. Until the funds are credited to the recipient, the application in electronic form will not be accepted by the authorized bodies.

    The PTS has run out of places to sign up.

    Typically, users pay state fees through the “State Personal Account”, section “Submitted Applications”.

  • Select an application for issuing a duplicate PTS. To do this, you need to click on the corresponding line.
  • Click on the “Proceed to Payment” button. You can then generate and print a payment slip or continue the transaction electronically.
  • Specify the method of depositing funds and payment details. Make sure the information is correct.
  • Submit your request for further processing.
  • After clicking the “Pay” button, it is recommended to save the payment receipt. It may come in handy in case the money never reaches the authorized body.

    Important: it takes about 2-3 working days to transfer funds to the State Traffic Safety Inspectorate through the Unified Identification and Logistics Authority.

    Where to contact

    The presence of a unified traffic police database allows citizens to communicate on the issue of re-registration of a title when selling a car at any convenient department of the service. In this case, you do not need to go to the inspection office located at the place of registration of the owner of the car. If you change your actual location, this could take a lot of time.

    Advice! There is no legal requirement for a mandatory inspection of a vehicle upon receipt of a vehicle title. But if the inspector has doubts when checking documents, he may ask to present the car for inspection. It is recommended to empty the trunk in advance and clean the plate with the number to avoid unnecessary questions.

    It is mandatory to inspect vehicles that have a design safety certificate. That is, individually assembled or modified serial models. This category also includes specimens previously supplied under state defense orders, or collected as individual technical creativity.

    What does this mean

    A vehicle passport is practically the main legal document for a car. Only if it is available, it is possible to register the car, register the vehicle, issue compulsory motor liability insurance and, most importantly, conclude a purchase and sale agreement.

    This document provides 6 fields for entering the owner. But even if you buy a car from a showroom, you will already be at least the third.

    In the first place is the manufacturer (for a domestic car) or the customs authority (for a foreign car), then the car dealership (sometimes more than one), and then only the buyer.

    Accordingly, after 2-3 sales, the place in the title will run out, and there will be nowhere for the new owner to enter.

    Many car owners think that when they run out of space in their passport, they will simply be given an additional insert. But this is not so, the entire document will have to be changed.

    The last person registered in it should be responsible for replacing the PTS. Of course, sometimes the new owner, upon presentation of the purchase and sale agreement, can do this, but most often he will be refused by the traffic police or will be faced with a requirement to bring the old owner.

    List of documents

    The procedure for replacing a PTS is simple; instead of a completed document, a duplicate is issued.

    A citizen should draw up an application accompanied by the following documents:

    • Civil passport of the owner. If the car is registered under a power of attorney, then a passport of the authorized person is required.
    • Application for a new passport. A sample form is posted on the information boards of the departments and the service portal.
    • Old document. Its authenticity must be verified by authorized employees. Data on the body number, vehicle production date, unique engine number, and body color are verified.
    • Confirmation of payment of the state fee for the provision of the service.
    • MTPL insurance policy, indicating the participation of the car owner in the general liability insurance system. To obtain it, you need to pass a technical inspection.
    • Document proving ownership of the car. Ownership rights are transferred upon sale or gift. The personal information of the owner, important characteristics and identifiers of the car must be documented.

    Important! The cost of the car, as determined by the text of the purchase and sale agreement, must correspond to its market value. Otherwise, traffic police officers may question the authenticity of the contract.

    If all the information is reliable and the package of documents is complete, then a new PTS is produced. There is no provision for returning the old passport; it will be disposed of by the inspector.

    Possible problems and nuances

    Practice shows that some car owners encounter difficulties when replacing their vehicle title. For example, traffic police officers end up issuing a duplicate to a buyer who has a purchase and sale agreement in hand. Such actions of inspectors are not legal: they cannot require the presence of the old owner of the vehicle, and are obliged to issue a duplicate upon the application of the new owner.

    It is also unlawful for the old owner of the car to require him to present a valid MTPL policy when receiving a duplicate PTS.

    A traffic police officer should require insurance only when carrying out the vehicle re-registration procedure (clause 15 of Order No. 605 on the provision of vehicle registration services).

    Disadvantages of having a duplicate PTS

    The new PTS is identical in form and appearance to the original document. The only difference is the presence of the “Duplicate” stamp on it. This inscription may arouse suspicion among car buyers. If the old owner presents a duplicate, it may turn out that the car is pawned because it was purchased on credit or stolen.

    A categorical refusal of a deal in such a situation is not always rational. To protect yourself, you can check the car you are purchasing:

    • Contact the managers of the car dealership-seller . The necessary information is in the PTS, including a duplicate.
    • Do not buy a car by proxy . The transaction should be concluded exclusively with the direct owner. Since even the presence of a general power of attorney certified by a notary does not exclude the fact of fraud.
    • Pay attention to the region of registration of the vehicle . If the sale takes place far from the owner’s place of residence, you should be wary and check the car additionally.
    • Analyze the length of time you own a car . If the car was resold once every 3-4 months, the scammers are probably trying to hide its criminal past.
    • The buyer should be most alarmed by the lack of a copy of the original PTS . If the seller does not present it, he is apparently trying to hide negative information.

    Registration cost

    Re-registration of the PTS will not require large financial costs. The established state duty is 800 rubles. When paying through the State Services electronic service, you can save 240 rubles, which is 30% of the established amount. There are no additional fees when paying the fee.

    If, simultaneously with the renewal of the passport, a new car registration certificate is obtained, then another fee is paid, which is 500 rubles. When ordering a service through an electronic portal, you can save 150 rubles by paying only 350 rubles. Thus, the total cost of replacing a passport and certificate is 1.3 thousand rubles, of which 390 rubles can be saved by paying through State Services.

    What to do if you run out of space for marks in the PTS

    To change the registration certificate, which does not have space to record new information, you should visit the MREO and submit the appropriate application.

    You should first collect the following set of documents:

    • written statement;
    • registration certificate for the vehicle that needs to be replaced;
    • main document of a citizen of the Russian Federation;
    • a receipt confirming payment of the state duty;
    • OSAGO policy, the car will not be registered until an insurance agreement is concluded. It is worth remembering that in order to obtain insurance, it is necessary to inspect the technical characteristics in advance at the State Traffic Safety Inspectorate;
    • A certificate confirming the presence of this car in the applicant’s property. For example, a purchase and sale agreement. It must necessarily contain information about the former and current owners of the car, its technical data, and also contain the signatures of both parties to the agreement;
    • car registration certificate.

    The application must be written on a special form of the established form. You cannot correct what is written in it, cross out, underline or make other adjustments. You should write legibly, without errors or unnecessary punctuation.

    To save time, you can download the form on the Internet and fill it out at home, without rushing.

    Deadlines for issuing PTS

    The maximum period allotted to traffic police officers to issue a new PTS is 30 days. This includes the time required to complete additional inquiries. For example, there are grounds for clarifying the personal data of the car owner, sending requests to the MREO, where the owner was previously registered, clarifying information from service centers where work was carried out to replace the engine or repaint the body.

    Time

    The standard procedure for checking an application and documents takes several hours, so it is possible to sell a car and complete all documents in one day. If additional visual inspection of the car is required, a new title will be issued the next business day.

    What is needed for replacement

    To exchange your old title for a new one, you need to write an application and collect several documents.
    Usually there are 6 of them, but in some cases the registration authorities may require additional papers. For example, written consent of the owner of the car may be required if the owner and owner are different people. The applicant will be informed about the need to bring additional documents at the time of submitting the application.

    The general list of documents looks like this:

    • application (it contains a request to replace the registration certificate);
    • identification card of the owner of the car;
    • old registration certificate with no free space;
    • insurance policy (without it, registration of a new passport is impossible);
    • document confirming ownership of the car;
    • a receipt confirming payment of the state duty.

    The old car passport must be genuine and legal. Employees of the registration authority will hand it over to traffic police inspectors, and if inconsistencies are found in the document, the applicant will not be issued a new PTS. After successful issuance of a new passport, the old copy will be destroyed.

    If a person cannot write the document himself, then an employee of the registration center will do it for a small fee. The application is created in a single copy.

    Issuance of a duplicate

    To obtain a duplicate PTS, a visual inspection by an inspector of the vehicle and verification of its VIN are not required. The owner just needs to fill out an application and attach documents from the approved list to it. A duplicate can be made within one business day.

    Issuance of a duplicate

    The issued document will contain the same vehicle registration details as the original. The only difference will be the indication in the paragraph reserved for information of a special nature that a replacement has been made. The replacement date and series of the previous passport are also indicated there.

    Do I need to make a replacement when selling a car?

    The sale of movable property is confirmed:

    • a written agreement, which indicates the full name and passport details of the seller and buyer, the characteristics and cost of motor transport;
    • making changes to the PTS.

    The fields reserved for indicating the new car owner can be filled out:

    • by the seller or buyer themselves. With this filling method, it is important to correctly indicate all information related to the transaction and sign both parties to the transaction;
    • in the intermediary company that executed the purchase and sale agreement;
    • directly to the traffic police (if there are old and new car owners).

    If there is no place in the vehicle passport to indicate the data of the new owner, then the conclusion of the purchase and sale agreement will be considered invalid, since only the previous owner has the right to receive a duplicate of the PTS (that is, replace the document on the basis only of a written agreement confirming the purchase of movable property, not it will work).

    Thus, in order to avoid unnecessary time costs and possible problems when re-registering ownership of movable property, it is recommended to replace the title in advance, that is, before concluding the transaction, but only if there is really no free space for the entry in the document.

    Replacing a PTS (obtaining a duplicate) is a simple procedure that can be completed within 1 – 2 hours. Failure to replace the document in a timely manner can lead to complications during the alienation of motor vehicles.

    How much it costs to restore a title is explained in the article: how much does it cost to restore a title.

    Ask a Question

    Despite the simple algorithm for replacing PTS, problems sometimes occur. Most often they concern new car owners who are forced to independently change their passport after completing a purchase and sale transaction. It is not always possible to contact the previous owner, and service employees may refuse to re-register, citing the need for the presence of the former owner on the PTS.

    Then you need to turn to Order No. 1001 of the Ministry of Internal Affairs of the Russian Federation, which establishes the obligation of car owners to register them. In this case, the main document in accordance with Art. 223 of the Civil Code of the Russian Federation, confirming the right of ownership, is a purchase and sale agreement. Thus, if a service employee refuses to reissue a passport, he violates the law. The applicant is advised to request the refusal in writing and then file a lawsuit.

    Which column might run out of space?

    The standard PTS form, according to the Order of the Ministry of Internal Affairs, contains:

    • 25 separate lines to indicate the main characteristics of the vehicle (make, model, VIN number, year and manufacturer, color, chassis and body numbers, etc.);
    • 6 separate columns for indicating the car owner's data. Each separate column must indicate the full name or name of the organization of the owner of the car, address of residence or registration, date of acquisition and registration, details of the purchase and sale agreement or other document that confirms ownership of the specified car, details of the issued registration certificate and license plate signs.

    Information reflecting the characteristics of the vehicle can be changed only by making additions reflected in the “Special Notes” column.

    When re-equipping, repainting or replacing individual components of the vehicle, the PTS is not replaced, as well as the situation of changing any data (full name, residential address, etc.) of the owner.

    The document must be replaced if there are no free columns to indicate the registration data of the new car owner.

    General recommendations

    If you do not know the intricacies of the law, then if controversial situations arise with the traffic police, you should involve an experienced lawyer. With his participation, it will be easier to re-register the document if the previous owner did not do so. In addition, you should study the terms and conditions of car insurance. The text must contain a clause about the extension of the policy until the car is re-registered. If it is not there, then re-registration of the PTS will be legally denied.

    Replacing a PTS due to lack of free lines is a simple procedure. The service is available by contacting the traffic police in person or through the State Services portal. The cost of a new document is low, but in order to save nerves and time when buying a used car, it is recommended to entrust the re-issuance of the title to the seller.

    How to change a title without the previous owner

    Bars Ruslan, what nonsense? No registration required for PTS! Maybe he’s a reseller, for example, and why bother the place!

    A record of a change of owner is made in the PTS if the document is drawn up in the LLC of horns and hooves. And the owner of the car himself makes a direct recording, assuring with his signature that he is already the new owner!

    Bars Ivan, don’t listen to him, you go to the MREO and write an application for the issuance of a new title to replace the old one for lack of a record of the new owner in the latter, and attach all the documents that are required when registering the vehicle.

    I've run out of space in the PTS, what should I do?

    What to do if you run out of space in the PTS?

    This question interests many motorists.

    According to current legislation, this circumstance is considered valid for replacing an old passport with a new one. The only thing you need to do is contact the registration authorities with an application drawn up according to the form. Before you start drawing up a new document, it’s worth telling a little about its functions and purpose.

    I think this is arbitrary. Moreover, I paid 500 rubles. This is taking into account the change in title.

    As I understand the prices from the traffic police website. But it is useless to prove something to them, especially if you yourself are “not savvy” in this matter.

    I have the same problem: the PTS has run out. I was planning to sell the car. At the dealership where I went to evaluate the car, they said that it was necessary to change the title. I paid a fee of 500 rubles, as stated on the traffic police website, signed up, and arrived at Speshilova 107.

    How to replace the title if there is no place to enter the new owner when selling the car

    1. if the personal data of the owner of the vehicle has changed. For example, the car owner changed his last name or place of residence;
    2. if there is a change of ownership of the car.
    3. if the technical characteristics of the car have been changed.
      For example, the color of the body has changed or the numbered units have been replaced (engine, chassis, frame, etc.);

    In the above cases, it may be necessary to replace the PTS if there is no free space left in the document to enter new data.

    What to do if the PTS is over (running out of space)?

    Many motorists are concerned about the question of what to do if the PTS has expired.

    This circumstance is one of the grounds for replacing the old vehicle passport and requires contacting the registration authorities with a corresponding application. streamlining the procedure for admitting vehicles to participate in road traffic; tightening control over vehicles imported into the Russian Federation; increasing the effectiveness of preventing theft and carjackings.

    Andrey. Andrey. No ! Just yesterday I encountered this problem myself! The old owner had the last entry in the title.

    When I contacted the traffic police, I was told by a police officer that by law the old owner was OBLIGED to replace the title before selling the car!!

    And since he has already submitted the insurance to the insurance company (due to the termination of the insurance contract on the basis of the purchase and sale agreement), he cannot perform any actions related to registration actions!!! This is the law!! And replacing the PTS is a REGISTRATION action!

    In this regard, either insure the car again to the former owner.

    Replacing a car's title - documents, cost of state duty, is compulsory motor insurance required?

    The vehicle passport is the main document of the car, containing all the information about the car. This document is replaced in a number of cases, for example, when all the free fields in the PTS are used and there is simply nowhere to make new entries.

    Also, the car passport changes if the last name of the vehicle owner changes, or if the title is damaged or rendered unreadable.

    Is it possible to change a title without the owner under a purchase and sale agreement?

    39. When registering vehicles.

    changing registration data, deregistering vehicles, issuing registration documents and vehicle passports, registration plates to replace those lost or unsuitable for use in relation to vehicles produced by manufacturing organizations or imported into the territory of the Russian Federation before the entry into force of vehicle passports, except for the cases provided for in paragraph 28 of these Rules, as well as in the absence of vehicle passports for vehicles sold by trade organizations on the basis of agreements concluded with authorized military authorities, or manufactured as a single vehicle, vehicle registration departments issue vehicle passports.

    What to do if you need to make an entry, but there is no space

    Many car owners ask themselves the question of what to do if they run out of space on the title.

    Moreover, after purchasing a car, if the new owner was entered in the last free column, they usually don’t think about it, but when the question of selling the car arises, many are lost and don’t know what to do. In fact, everything is very simple.

    If there is no longer room in the PTS to add a new owner, then you will have to go to the MREO of the State Traffic Safety Inspectorate and write an application for the issuance of a new PTS.

    This procedure does not take much time and in most cases a new PTS can be obtained on the day of application.

    As a rule, when making changes to the title, the car does not need to be presented for inspection. Such a need may arise only if the documents arouse suspicion among the traffic police officer.

    Then he will tell you when the car will be inspected, and if after the inspection the suspicions are not dispelled, then you will have to go for an examination to check the legal purity of the car.

    Required documents for replacement

    If the place in the PTS runs out, you will have to go to the MREO for a duplicate. This is what your PTS will now be called, since the original will have to be handed over to a traffic police officer.

    To replace, you must collect the following documents:

    1. Applicant's passport.
    2. Original PTS where the place ended. This document will be verified and subsequently destroyed. But since it contains important information, the new PTS will have the note “Issued in exchange for...”
    3. OSAGO policy. This document is required for any registration actions with the car.
    4. A document that confirms ownership. In most cases, this is a purchase and sale agreement. It is important that the data in the contract coincide with what is recorded in the title when the owner changes, and that the number and date of the contract are entered in the corresponding line of the document.
    5. Power of attorney to carry out registration actions , including making changes to the title and obtaining a duplicate if the owner of the car did not come with the application.
    6. Statement. The form is standard, you can download it on the Internet, you can fill it out yourself or use the services of companies that often work near the traffic police. It is important that the application cannot contain corrections or blots. All numbers and letters must be easily distinguishable and not cause discrepancies.
    7. Receipt for payment of state duty. According to Art. 333.33 of the Tax Code, the state duty for issuing a new PTS is 800 rubles.

    Replacing an old PTS means that you will also have to replace the registration certificate, since it indicates the PTS number. The fee for replacing a certificate is 500 rubles.

    What documents are needed to replace a PTS when changing a surname are listed in the article: replacing a PTS when changing a surname. What to be afraid of when buying a duplicate PTS, read here.

    Sample application

    An application for a replacement vehicle title must be submitted on a special form. You can find it on the Internet and download it by filling it out on your computer. It is also acceptable to fill it out manually, as long as there are no errors in it.

    The document is very easy to fill out. The owner enters his last name and writes the registration action that needs to be completed. In this case, this is the issuance of a duplicate PTS.

    If there are any doubts about the correctness of filling out, then you should seek help either from a traffic police officer, or use the services of organizations that help with filling out such papers.

    The next section contains information about the owner and the vehicle. All fields must be filled out legibly. The car data is copied from the title, which is in the hands of the owner.

    If the applicant is acting under a power of attorney, then it is necessary to fill out the lower part indicating where, when and by whom the power of attorney was issued.

    It is important to understand that a power of attorney to perform registration actions with a car must be certified by a notary.

    Where to contact

    Given the realities of today, there are two options.

    You can contact the traffic police MREO. It is necessary to find out on what days the PTS is replaced, since often the schedule is designed so that registration does not interfere with passing exams and issuing licenses.

    Having found out the opening hours and collected a package of documents, you must come to the appointment with a completed application.

    The second option is a little simpler, since you can request this service on the State Services website. To do this, you need to register on the portal and have access to the Internet. That is, you can submit an application without leaving your home and without even getting up from your favorite chair.

    If the applicant already has registration on the portal, then the following must be done:

    Procedure for issuing a duplicate

    To obtain a duplicate, you must appear at the traffic police MREO either at the time appointed by appointment or in the general queue on visiting days.

    You must have a complete package of documents on hand, since their absence, in accordance with the Administrative. The regulations on vehicle registration serve as the basis for refusal to provide registration actions.

    The documents are submitted to the traffic police officer and he verifies the identity of the applicant, as well as the authenticity of the documents. They will check whether fines for traffic violations have been paid.

    The car is checked against theft databases. It is also checked whether this PTS has been put on the wanted list.

    After such an inspection, if the inspector has no suspicions, he makes a note in the application and takes away the documents. In this case, the car is not presented for inspection.

    The new PTS will be issued on the same day, and the old one will remain in the traffic police department and will be destroyed. The duplicate will have a mark indicating that it was issued to replace the old one, indicating its number.

    If the inspector, when preparing documents, has suspicions regarding forgery of documents or unauthorized changes to the car, he will schedule an inspection of the vehicle.

    If suspicions remain after the inspection, the vehicle will be sent for examination. In this case, the process of replacing the PTS will last up to 30 days.

    Who is obliged to change the PTS?

    When selling a car, owners new and old put signatures on the title. If there is no space in the passport, then the previous owner, who is the owner according to the State Traffic Inspectorate database, must receive a duplicate instead of the completed one .

    If this procedure is not carried out, the new owner will not receive a title. If there is a last place in the document, the new owner can fill it out and then replace it with a duplicate.

    Before arriving, you need to clean the unit numbers under the hood and remove unnecessary things from the trunk. There is no need to park the car on the observation deck.

    To replace the PTS, you need to contact the inspector with a completed form. Statements are usually found at information desks. When filling out a document, you must ensure that your handwriting is readable and that you do not allow corrections or errors.

    After which you need to submit a package of documents with paid state duty. If there are suspicions or other problems, changing the title may take longer.
