When is it necessary to change the STS?

Vehicle registration from January 2021 is carried out in a new way in accordance with Federal Law No. 283 of 08/03/2018, Government Decree No. 1764 and Ministry of Internal Affairs Regulation No. 950 of 12/21/2019. The registration certificate is still being changed:

  • if it is lost or damaged;
  • change of vehicle owner;
  • if errors are detected in the documents for the car;
  • when changing any registration data.

The latter includes the owner’s registration using a passport (Article 11 of Federal Law No. 283), and in case of its absence, temporary registration or place of actual permanent residence. This is the information that is indicated on the back of the STS.

How to change STS? Previous rules required applying for re-registration of a car no later than 10 days after the reasons for it appeared. The current law sets exact deadlines only for re-registration in connection with a change in the owner, and not his registration or even full name (clause 4, clause 3, article 8 of Federal Law 283).

Important! It will not be possible to replace the STS at the MFC. Only at the State Traffic Inspectorate, by submitting an application in person or at the EPGU.

The legislation obliges all citizens to change their STS in a timely manner when changing their registration, and imposes a fine for failure to comply with this requirement. During the replacement procedure, the old card remains in the traffic police office, and the car owner receives a new one, where his real address is indicated.

  3. A traffic police officer takes all documents provided by the applicant for inspection. Their study and verification lasts for several minutes.
  4. If the changes are correct - the information matches the documents provided and the application - the inspector enters a new registration address into the database.
  5. A corresponding entry about the change of residence that has occurred is also made in the existing vehicle passport.

After sending the application with documents, it goes to the traffic police for consideration. The applicant will be notified of its results by email, which he indicated on the website during registration. If there are no errors, he will be informed of the date, time and place when he needs to report to the department.

What documents reflect changes in place of registration?

Updating information in documents already received can only be called changes, and although re-registration will not be complete (the owner is the same), it is still required if the region of residence changes.

In general, the entire procedure is performed together with the replacement of the STS. You need to contact the territorial body (branch) of the traffic police at your new place of residence. As in the previous case, a ten-day period is given to enter new data.

Along with it, a receipt for payment of the state duty is provided. It is paid at the cash desk, which is located in the MREO building. This is convenient - the owner of the vehicle receives the details on the spot and immediately makes payment. The entire procedure takes up to 10 minutes, even if there is a queue.

What is it regulated by?

So, as stated above, changing your place of residence leads to various changes. They also apply to the technical equipment passport (PTS). Its main purpose is to confirm ownership or possession of a car. It contains the personal data of those persons who can manage and dispose of it.

Not all fields of the electronic application are required to be completed. Also, some of the data has already been entered automatically; it is impossible to replace them directly in the application: to do this, you need to adjust your profile and re-confirm your identity.

The filling algorithm is as follows:

  1. Vehicle type.
  2. Own status: owner or his authorized representative.
  3. Residence address (the system gives you a choice of options: permanent or temporary registration or actual). The registration is filled in automatically from your profile and may be old. In this case, you need to enter the address manually, starting with the index: region, city or other locality, street, house and apartment.
  4. Vehicle data: category, VIN, body and chassis number, make, model, year of manufacture. The user also notes whether he needs new registration plates and PTS.

Important! From January 2021, the state number is again linked to registration. If the driver moves to another region, he receives a new sign with the code of his subject of the Russian Federation.

The service is extraterritorial: you can replace the vehicle registration certificate if you change your name or address through State Services in any traffic police department. The user specifies the place of receipt and selects the required MREO from the drop-down list. Then reserves the date and time of the visit. As a rule, EPGU offers free “windows” on weekdays and no earlier than every other week.

Restoration of STS for legal entities

There is no penalty for the very fact of losing a car registration certificate (as well as for a lost license, MTPL policy, PTS and similar documents). And you will only have to pay for restoration - more precisely, the issuance of a new certificate in the form of two state fees.

As already mentioned, only the owner of the vehicle can restore the certificate. He must go to the traffic police department with his documents and write an application for the issuance of a duplicate STS.
