75. Verification of compliance with the requirements for vehicles in operation in the event of changes to their design is carried out in the form of a preliminary technical examination of the design for the possibility of making changes and subsequent verification of the safety of the design and technical inspection of the vehicle with changes made to the design.

During the preliminary technical examination, it is ensured that after changes are made to the design of the vehicle, its compliance with the requirements of these technical regulations that were in force at the time the vehicle was put into circulation will remain.

First of all, please note that this paragraph deals with two types of checks:

• Preliminary (before installing HBO);
• Safety check (after installing LPG).

Last fall, traffic police inspectors began mass inspections of drivers in the republic to determine whether they have permits for gas equipment. Those who came under pressure primarily were minibus drivers, who almost all drive cars with installed LPG.

As a sign of protest, drivers of about two thousand minibuses did not go to the line. After this, traffic police officers were instructed to temporarily not fine drivers and to give them the opportunity to complete the necessary paperwork.

Why is it necessary to include a note about the presence of LPG in the car in the registration certificate? The technical regulations of the Customs Union “On the safety of wheeled vehicles”, which entered into force on January 1, 2015, classify the installation of gas equipment as changes in the design of the vehicle. And on November 20, 2015, “Methodological recommendations for organizing verification of compliance with the requirements for vehicles in operation in the event of changes to their design” were adopted.

According to the new rules, when installing gas equipment, you need to undergo technical expertise in a specialized accredited organization. As a result, the driver receives a certificate of compliance of the car with the changes made to its design with safety requirements. You need to contact the traffic police with this document to make the necessary mark in the registration documents. The fine for unauthorized installation of gas equipment is 500 rubles. If a violation is detected again, the driver faces criminal punishment under the article of the Criminal Code of the Russian Federation “Provision of services that do not meet safety requirements.” In Dagestan, intermediary firms have already appeared that, for eight to ten thousand rubles, prepare the necessary package of documents for the traffic police. But even after this, getting the coveted stamp is not easy. Drivers have been queuing at the traffic police department since three o'clock in the morning.

The chairman of the independent trade union of entrepreneurs and drivers of Dagestan, Isalmagomed Nabiev, who has an LPG in his car, protested the fine. The driver was found guilty of committing an administrative offense - they say he operated a car, the design of which was modified, without permission from the traffic police. Nabiev appealed the inspector's decision in court.

— In my speech at the trial, I stated that imposing a fine for gas equipment installed in a car is illegal. The fact is that in Dagestan there are no specialized laboratories that can test vehicles with LPG,” Nabiev said.

The Leninsky District Court of Makhachkala sided with the driver and canceled the traffic police inspector’s decision on an administrative violation, and ordered the proceedings to be terminated due to “the lack of proof of the circumstances on the basis of which the decision was made.”

The traffic police did not appeal the court's decision, and it entered into legal force. Nevertheless, the republican traffic police department refused to comment on it.

— Until specialized laboratories or testing centers are opened in Dagestan where cars with LPG will be checked, supervisory authorities cannot require people to comply with this provision of the law. The absence of a mark on gas equipment in the registration certificate cannot be considered an administrative offense, and this was confirmed by the court. When drawing up such protocols, I advise all drivers to appeal them in court,” Nabiev told the RG correspondent.

He explained how the procedure for obtaining permits for gas equipment actually goes.

— Documents are processed through intermediary companies, which supposedly receive the necessary conclusions in specialized laboratories in Moscow. And in the form in which they install LPG on vehicles in Dagestan workshops, they legalize it, no one checks anything. Isn’t it better then to authorize workshops to issue expert opinions, on the basis of which the traffic police will make notes in the registration certificate? - says Nabiev.

At the same time, as the chairman of the drivers’ union notes, of the six thousand Dagestanis who have already received permits, not a single one has traveled to Moscow. As Nabiev believes, this practice can lead to tragic consequences, since in fact no one looks at how well the gas equipment in the car is installed without violations.

Local drivers accepted the court's decision on HBO with a bang. Isalmagomed Nabiev posted copies of court documents on his social network page and urged drivers to download them and show them to traffic police inspectors who will file claims. The action has already begun to gain momentum.

When is it not necessary to undergo verification?

Let's consider paragraph 77 of section 4 of chapter V of the technical regulations:

77. Vehicles are not subject to inspection in the following cases:

1) when installing components on a vehicle:

• intended for this vehicle and have undergone conformity assessment as part of this vehicle, which is confirmed by the documentation of the component manufacturer;
• provided by the vehicle manufacturer in the operational documentation;

2) when serial changes are made to the design on the basis of design documentation developed and approved in the prescribed manner, if on its basis an assessment of the conformity of the changes made was carried out.

If the manufacturer provides for the installation of gas equipment on a car (modifications of this model equipped with gas equipment are produced from the factory), then the technical examination does not need to be completed.

Note. Nevertheless, information about HBO should in any case be included in the registration documents of the car.

Periodic inspections of gas equipment

The driver of the vehicle must undergo periodic checks of gas equipment and gas cylinders:

9.8.3. Gas cylinder equipment on vehicles in specially authorized organizations is subjected to periodic testing at intervals that coincide with the frequency of inspection of cylinders established by the cylinder manufacturer and specified in the passport for the cylinder (cylinders). Based on the results of periodic tests, specially authorized organizations issue a certificate of periodic testing of gas-cylinder equipment installed on the vehicle.

Typically such inspections are carried out every 2 years. In this case, the driver must receive a document indicating the date of the last inspection and the date of the next inspection. Most often, the inspection is carried out by the organization that installed the equipment.

9.8.6. Not allowed:

9.8.6.1. Use of gas cylinders whose periodic inspection period has expired.

9.8.6.2. Failure to secure components of gas equipment.

9.8.6.3. Gas leaks from elements of gas equipment and at their connections.

The use of gas cylinders that have not passed periodic inspection is prohibited.

Procedure after installing gas equipment

Once permission has been received from the traffic police, you can proceed with the actual installation:

1Install the gas equipment at a certified car service center and receive a conclusion, as well as copies of certificates for the installed equipment.

2Pass a structural safety inspection and receive a diagnostic card.

3Collect a package of documents and contact the traffic police to obtain a “Certificate of Compliance of the vehicle with changes made to its design.”

Registration of gas installation on a car with the traffic police is impossible without this certificate.

According to the letter of the Ministry of Internal Affairs of Russia N 13/5-8230, to obtain a certificate you must provide:

1 Conclusion of preliminary technical inspection.

2 Statement-declaration from the installer.

3Inspection report on the safety of the structure after installing the gas equipment.

4Receipt for payment of state duty.

5STS, PTS, copies of certificates of conformity for equipment.

6Passport of the Russian Federation.

7Register the vehicle with the traffic police.

Registration of gas for cars in Russia with the State Traffic Inspectorate must be carried out within 10 days after installation of the equipment.

Fine for illegal installation of gas equipment on a car

The operation of gas equipment includes paragraphs 7.14 and 7.18 of the list of malfunctions and conditions under which the operation of vehicles is prohibited:

7.14. The technical parameters indicated on the outer surface of gas cylinders of cars and buses equipped with a gas power system do not correspond to the data in the technical passport; there are no dates for the last and planned inspection.

7.18. Changes have been made to the design of the vehicle without permission from the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation or other bodies determined by the Government of the Russian Federation.

Clause 7.14 refers to periodic checks of gas equipment, clause 7.18 - to the operation of a car with illegally installed gas equipment.

Punishment for these violations is provided for in Part 1 of Article 12.5 of the Code of Administrative Offenses:

1. Driving a vehicle in the presence of malfunctions or conditions under which, in accordance with the Basic Provisions for the admission of vehicles to operation and the duties of officials to ensure road safety, operation of the vehicle is prohibited, with the exception of malfunctions and conditions specified in parts 2 - 7 of this article , —

entails a warning or the imposition of an administrative fine in the amount of five hundred rubles.

STEP 2 We go through the entire algorithm described above, as if you were installing HBO for the first time, with the only difference being that they will install your own kit.
