A decision in a case of an administrative offense comes into force:

1) after the expiration of the period established for appealing a decision in a case of an administrative offense, if the said decision has not been appealed or protested;

2) after the expiration of the period established for appealing a decision on a complaint, protest, if the said decision has not been appealed or protested, except in cases where the decision cancels the decision;

3) immediately after making a non-appealable decision on a complaint or protest, except in cases where the decision cancels the decision.

Article 31.1 refers to the deadline for appealing a decision, which, in turn, is given in Article 30.3:

Article 30.3. Time limit for appealing a decision in a case of an administrative offense

1. A complaint against a decision in a case of an administrative offense may be filed within ten days from the date of delivery or receipt of a copy of the decision.

Thus, the administrative fine must be paid within 60 + 10 = 70 days . I would like to note right away that the receipt for payment of the fine should not be thrown away for another year after these 70 days, since the traffic police, due to various kinds of technical issues, quite often require drivers to pay fines again. In such a situation, the receipt will serve as proof that you are right.

Of course, letters are not lost very often: usually the driver has enough time to pay the fine after receiving the receipt by mail. But the expiration of the payment period with a discount due to a delay in the letter at the post office is a quite common situation.

Advice! If you do not need to pay the fine at a bank branch, then you don’t have to print the receipt at all.

The new website of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia has significantly simplified life for drivers. The driver took a list of his “debts” from the traffic police department at his place of residence, and then was forced to collect details of the municipalities where he committed the offense in order to pay the fine to their budget. “Now this complex task can be easily solved if you have a computer with Internet access,” noted Deputy Head of the Traffic Safety Department of the Ministry of Internal Affairs of Russia, Major General of Police Vladimir Kuzin. — First, you need to go to the Unified Portal of State Services, register and receive a list of your violations. Then on the website, open the “Violations and Fines” section, select the “Addresses and Receipts” menu and print payment forms with ready-made details.” Next to the receipts, reference information is printed: addresses, telephone numbers and work schedules of groups for the implementation of administrative legislation of the relevant traffic police departments.

“There is no longer any need to rewrite the details for paying a fine on a bank receipt manually, especially since we have received many complaints that the stamps with the details on these decisions are sometimes difficult to read or blurred,” Kuzin emphasized.

Previously, to do this, the driver had to come to the traffic police department to get the appropriate forms. “Thus, we give the citizen the opportunity to print receipts in advance and pay the necessary state fees in order to contact the traffic police department not twice, but once,” Kuzin noted. “This will shorten queues and reduce the number of negative aspects associated with long waits.”
