A receipt for payment of a fine for an administrative offense is a payment document issued to the violator. Its presence greatly simplifies the life of a potential debtor. With its help, a citizen will be able to use special methods of paying fines. True, the absence of such paper is not a reason for refusing to conduct transactions. Without it, you can also cope with the task. But where can I get the receipt? How to use it? The answers to these questions and more will be presented below.
Description
The receipt form for payment of a fine for an administrative offense is prepared on ordinary white sheets. It does not have any state marks or coat of arms. In fact, anyone can independently print a payment order on a regular printer. Such a document will be considered valid.
A sample receipt for payment of a fine for an administrative offense is presented above. This is the most common form of document. It does not contain any specific data. Only what may be useful for carrying out a particular transaction.
How long does it take to pay a traffic fine?
The deadline for paying an administrative fine is regulated by Article 32.2 of the Code of Administrative Offenses:
Article 32.2. Execution of the decision to impose an administrative fine
1. An administrative fine must be paid by a person held administratively liable no later than sixty days from the date of entry into force of the decision to impose an administrative fine, except for the case provided for in part 1.1 of this article, or from the date of expiration of the deferment period or installment plan, provided for in Article 31.5 of this Code.
This article deals with the entry into force of a resolution imposing an administrative fine. Let's consider when this document should come into force:
Article 31.1. Entry of a decision in a case of an administrative offense into legal force
A decision in a case of an administrative offense comes into force:
1) after the expiration of the period established for appealing a decision in a case of an administrative offense, if the said decision has not been appealed or protested;
2) after the expiration of the period established for appealing a decision on a complaint, protest, if the said decision has not been appealed or protested, except in cases where the decision cancels the decision;
3) immediately after making a non-appealable decision on a complaint or protest, except in cases where the decision cancels the decision.
Article 31.1 refers to the deadline for appealing a decision, which, in turn, is given in Article 30.3:
Article 30.3. Time limit for appealing a decision in a case of an administrative offense
1. A complaint against a decision in a case of an administrative offense may be filed within ten days from the date of delivery or receipt of a copy of the decision.
Thus, the administrative fine must be paid within 60 + 10 = 70 days . I would like to note right away that the receipt for payment of the fine should not be thrown away for another year after these 70 days, since the traffic police, due to various kinds of technical issues, quite often require drivers to pay fines again. In such a situation, the receipt will serve as proof that you are right.

The document can be downloaded:

Difficulties with such an approach arise only for those who have recently registered for the Unified Automated Identification Act.
How to get a receipt for payment
If the traffic violation was recorded not by a traffic police officer, but by a special camera, then notification of the fine should arrive by mail. However, this method has two disadvantages:
- The notice can take quite a long time, which is why the driver may miss the deadline for appealing the fine (10 days), the deadline for paying a fifty percent discount (20 days), or even the full deadline for paying the fine (60 days).
- The letter with the receipt may simply get lost during the delivery process or may not arrive at all. However, liability for failure to pay a fine in such cases is not relieved. If the driver does not check for fines on his own, then upon expiration of the payment period the amount of the administrative fine may triple (Article 20.25 of the Administrative Code).
Of course, letters are not lost very often: usually the driver has enough time to pay the fine after receiving the receipt by mail. But the expiration of the payment period with a discount due to a delay in the letter at the post office is a quite common situation.
Fortunately, drivers have other ways to find out about a fine and get a receipt:
- website of the Traffic Inspectorate - https://traffic police.rf/;
- State Services portal - https://www.gosuslugi.ru/;
- regional websites and portals (for example, the Autocode portal works for Muscovites - https://avtokod.mos.ru/; and the website of the city mayor - https://www.mos.ru/).
Advice! If you do not need to pay the fine at a bank branch, then you don’t have to print the receipt at all.
The fine can be paid directly through the same sites, using electronic wallets or Internet banking. You can read in detail about all the methods of paying fines in this article. Drivers who are not registered on the above sites can also find out about the presence of a fine any day, but using more time-consuming methods:
- visiting the traffic police department;
- visiting a traffic police post;
- calling the regional traffic police hotline.
Website of the State Traffic Safety Inspectorate of the Russian Federation

- Provide the data requested by the electronic form.
- Click on the “Start scan” button.
All you need to do now is select one or another accrual, and then click on the “Generate payment order” command. Fast, simple and very convenient.
Important: in the same way you can find the accrual through an electronic wallet. Only a receipt for payment of a fine for an administrative offense will become available after the transaction. It's something like a check.
Motorists can now print out a fine receipt from the traffic police website
The new website of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia has significantly simplified life for drivers. Thanks to special “on-line” services, you can now easily find out the location of the required department, print out a fine receipt, and receive detailed advice on any issue related to road safety.
The website contains information about all traffic police departments with addresses, telephone numbers, work schedules and bank details. Previously, drivers had to look for this data in telephone directories and on the websites of municipal administrations. This took a lot of time, and often the information turned out to be out of date.
The biggest problem was paying fines for traffic violations. The driver took a list of his “debts” from the traffic police department at his place of residence, and then was forced to collect details of the municipalities where he committed the offense in order to pay the fine to their budget. “Now this complex task can be easily solved if you have a computer with Internet access,” noted Deputy Head of the Traffic Safety Department of the Ministry of Internal Affairs of Russia, Major General of Police Vladimir Kuzin. — First, you need to go to the Unified Portal of State Services, register and receive a list of your violations. Then on the website, open the “Violations and Fines” section, select the “Addresses and Receipts” menu and print payment forms with ready-made details.” Next to the receipts, reference information is printed: addresses, telephone numbers and work schedules of groups for the implementation of administrative legislation of the relevant traffic police departments.
As for drivers who still have copies of the decisions, they can also quickly enter the data into the form on the website and print a receipt.
“There is no longer any need to rewrite the details for paying a fine on a bank receipt manually, especially since we have received many complaints that the stamps with the details on these decisions are sometimes difficult to read or blurred,” Kuzin emphasized.
Using a similar scheme, using the website, you can print out receipts for payment of state fees required when performing registration actions, passing a technical inspection, or obtaining a driver’s license. Previously, to do this, the driver had to come to the traffic police department to get the appropriate forms. “Thus, we give the citizen the opportunity to print receipts in advance and pay the necessary state fees in order to contact the traffic police department not twice, but once,” Kuzin noted. “This will shorten queues and reduce the number of negative aspects associated with long waits.”
Deposit methods
Paying a fine under an administrative offense is a fairly common scenario. True, payment is often not required for this. It is enough to know the resolution number.
To pay the fine, you can use the following methods:
- transfer money through GosOplata gosuslugi;
- by working with payment terminals or ATMs;
- by contacting bank cash desks or cash departments at the traffic police.
The last reception is unthinkable without a payment in the established form. True, you will additionally have to prepare a passport or other identity document for him.
Important: Administrative violation receipts are often used as information sheets. They contain details and payment information for non-cash transfers.
