This is a very delicate point, since there are no legal grounds for refusal, but based on Art. 32.2 of the Code of Administrative Offenses of the Russian Federation, a fine may be imposed, administrative arrest for up to 15 days or community service may be imposed. Therefore, it is better not to use this innovation, and to avoid unnecessary problems and expenses, pay all fines in advance.
